In the State of São Paulo there are 56 quilombola communities certified by the Palmares Cultural Foundation
but only the Communities of Ostras and Ivaporunduva received full titles from the National Institute of Colonization and Agrarian Reform (INCRA)
After 36 years of the Federal Constitution and 27 years of São Paulo law nº 9.757/1997
only 10 ten communities were partially titled: 1) São Pedro
it would take approximately 150 years to fully title the 54 Quilombos in the state of São Paulo that are still awaiting land regularization
Land regularization is an essential tool for guaranteeing rights and preserving the history and culture of these communities
which are responsible for conserving the largest massif of Atlantic Forest in the country

Two new community outpatient clinics opened on Monday

dozens of people can be seen watching fireworks on the beach when suddenly one shoots off and strikes Tinem before exploding in a massive flash
“I saw a huge flash just as it turned midnight and I was hugging my mum and then everyone started screaming,” one witness said
“I saw a woman lying on the ground bleeding when I went to look and the boy who was with her was also on the ground.”
The firework did not belong to Tinem or her family. This has prompted local police to investigate the incident as a homicide.
“I cannot believe what has happened,” one family member posted on social media. “My love to all the family. Please God comfort your hearts at this awful time. I am praying for you.”
While another said: "What a tragedy! May God comfort the family’s hearts and give her eternal rest."
Meanwhile, the Municipality of Praia Grande stated that the sale and commercialization of fireworks are prohibited.
“The City Hall also points out that the device that hit the victim did not come from the official fireworks of the City Hall. In fact, Bairro Mirim (the location) did not have an official fireworks display,” the Municipality of Praia Grande stated.
Following the incident, a homicide investigation has been launched by the police.

New cellphone video has revealed the moment a man lit up the rocket that struck and killed a mother-of-two at a southern Brazilian beach on New Year's.
Elisângela Tinem, 38, died after the stray explosive hit her in the chest in Praia Grande, São Paulo.
The horrifying clip shows the individual standing behind the explosive that was set over the sand and running away from it as it sparkled for about 20 seconds.
Instead of shooting straight up towards the sky, the rocket deviated and shot straight across where Tinem and her family members were standing watching a firework display that celebrated the arrival of the new year.
The firework exploded upon hitting Tinem as her two sons watched in horror.
Tinem's cousin, Alexander Gonçalves, 41, tried to remove the explosive off her chest, but was burned while doing so.
Gonçalves told Brazilian news outlet G1 that the family was at a home they had rented out for the week but opted to go to the beach to celebrate New Year's Eve by watching the fireworks show that the city had organized.
They sought out a spot on the sand for a good view of the display but kept their distance because some revelers were setting off fireworks on the sand.
Gonçalves was recording the firework display with Tinem's cellphone when he noticed that she got struck by the rocket after it went off course.
'I saw her turn around, but I kept looking straight ahead. That's when I heard her screaming,' he said. 'At that moment I looked at her and saw the artifact trapped. I ran towards her, about two steps, to try to hit the rocket to get it out.'
Gonçalves and some family members stumbled backwards after the rocket exploded over Tinem's body.
'I was stunned for a few seconds. When I came to my senses, I looked for her, looked to the side and she was lying down,' he said.
The Praia Grande police identified the incident as a homicide and culpable bodily injury.
Police chief Alex Mendonça told Metropoles newspaper that investigators were able to get an image of the suspect's face and are working on identifying him.
Authorities are also trying to find out who sold the firework, since its sale is prohibited in the city.

urban renewal is underway in several areas of the city center
with at least two projects focusing on the redevelopment of two buildings
one located at Rua do Campo and the other at Avenida da Praia Grande currently under public consultation before being reviewed by the Urban Planning Committee (CPU)
According to information from the Land and Urban Construction Bureau (DSSCU)
the two projects aim to rebuild from scratch the residential and commercial buildings situated at Avenida da Praia Grande Numbers 701-723 and Rua Formosa Numbers 12-14
as well as the building located at Numbers 343-351 of Rua do Campo and Calçada do Poço Numbers 1-1A
The first project relates to a seven-story building previously used as one of the City University of Macau’s student dormitories
This building has returned for discussion at the CPU after the committee issued an urban conditions plan (PCU) in 2021
the committee authorized a major transformation of the building
with the conditions stating that the new building height could be tripled to up to 75 meters
with the number of stories ranging between 20 and 24
Unlike the previous 2021 PCU that allowed for both residential and commercial use
the revised plan now designates the building for commercial purposes only
Regarding the building located at Rua do Campo
the proposed conditions establish a maximum height of 20.5 meters
with the final two stories set back from the façade’s vertical alignment
The new building should theoretically be able to accommodate twice the number of stories compared to the existing four
the conditions for this land plot allows for mixed residential and commercial use
Public opinions on the projects may be submitted to the DSSCU until December 6

“I wouldn’t go as far as to say I didn’t want to play again but, I didn’t want to see a ball, or to see any more football played,” 26-year-old Neymar told AFP in an exclusive interview on Saturday.
The Paris Saint Germain forward was talking at his Neymar Praia Grande institute where the Red Bull Neymar Jr 5’s (five-a-side-soccer) tournament was being played.
Dressed in a sleeveless t-shirt, with his six-year-old son Davi Lucca sat upon his knee, the striker was however in a relaxed mood as he explained his post-World Cup blues.
“I was in mourning, I was really sad about it, but sadness passes, I have my son, my family, my friends and they don’t want to see me moping around. I’ve got more reason to be happy than sad,” said Neymar, reflecting on his team’s 2-1 quarter-final defeat to Belgium.
Asked about reports in Spain linking him with a transfer to Real Madrid the forward said “that’s all speculation from the press.”
“The guys who come up with these stories seem to know more about my life than I do. I won’t respond to this type of question because nothing happened,” he scoffed.
The Brazilian superstar, who moved to PSG for a world record 222 million euros ($264 million) last year, insists that the burden of expectation on his shoulders -- whether with his club or country -- does not weigh heavily.
“No, all the great players feel pressure,” he said.
“It’s true that when it comes to me, there are double standards. I have been aware of this responsibility, not only for Brazil, but also in club fotball, since I was 17, 18 years old.
“I have prepared myself to handle this pressure and I know that when the results are not what they should be then that pressure increases.”
Neymar has been hit by a barrage of criticism for theatrical rolling around after being fouled at the World Cup, but says he should have been better protected.
“People were faster to criticise the one being fouled than the one doing the fouling,” he insisted.
“I went to the World Cup to play, to beat the opposition, not to get kicked. The criticism of me was exaggerated, but I’m a big boy, I’m used to dealing with this kind of thing
“And I can’t be the referee and play at the same time, but there are times I wish I could,” he said.
Earlier this week, Neymar took a swipe at his critics with a tongue-in-cheek video in which he teaches children how to fall to the ground.
“One, two, three, go!” shouts Neymar on the Instagram video as around a dozen youngsters fall to the ground of a parking lot.
“That’s a free-kick!” screams the Brazilian breaking into fits of laughter.
The video was released with a hashtag #ChallengeDAFALTA, the free-kick challenge in Portuguese.
During the recent World Cup, the player’s antics sparked the “Neymar Challenge” where he was widely mocked.
In Mexico, a football club even organised a competition in which contestants attempted to roll the entire length of the pitch.
Meanwhile, Neymar described PSG’s new coach Thomas Tuchel as a great addition to the club.
“He’s a great coach and we’re hoping for a great season,” he said.
“I’m really looking forward to it,” Neymar said of his second season in Paris.
“We have signed a football legend (Italian goalkeeper Gianluigi Buffon) who will bring with him all his experience and that will be a great help for this coming season.”
