(KFOX14/CBS4) — Tensions are escalating at the U.S.-Mexico border as the United States begins enforcing a new military restriction zone
This development follows a recent visit by U.S
Secretary of Defense Pete Hegseth to the area
Reports by Reutors indicate that earlier this week
the first group of migrants was detained after allegedly crossing the border wall onto restricted land
RELATED:Defense Secretary Hegseth tours border as controversies mount in Washington
28 migrants were detained on Monday for allegedly crossing illegally onto newly designated military property in New Mexico
"They know we mean business," said Hegseth during his visit to the Southern Border last week
"But they weren't counting on a national defense area
They weren't counting on effectively a military base along the border where our U.S
troops are now defending our border."
Hegseth emphasized the government's plan to enforce the new rules during his visit to Santa Teresa
troops and border patrol working together," he said
The American Civil Liberties Union (ACLU) of New Mexico has expressed awareness of the charges filed against the group of migrants
"So this week is the first time that we're seeing this restricted area be put into operation
And so it remains to be seen kind of the full extent to which the Department of Defense or the Department of Homeland Security are pursuing folks through federal criminal charges who enter into this area."
"From the charges that have been brought against at least 28 people at this time in federal court in Las Cruces is that folks are being charged essentially with trespassing
just as you and I couldn't walk into any military base anywhere in the country without permission."
The ACLU has raised serious legal and moral concerns regarding the move
"We see the government flexing their power
And we're concerned about the risk that this poses to everyone in our border communities," Sheff said
was unavailable to comment on how his office plans to prosecute those accused of trespassing onto the designated military property

Measuring tapes discoveredSacristía del real
Spain’s National Heritage team has uncovered precious textile relics of St
Teresa of Ávila in the Royal Palace of Madrid
The discovery includes 12 measuring tapes corresponding to the saint’s height and a fine linen shroud that once covered her body — an intimate link to one of the most beloved mystics of the Catholic tradition
The discovery comes just as a team of researchers is already in the midst of an in-depth study into Teresa's remains
The Heritage team did not reveal the measurements found on the tapes
but the study of Teresa's remains found that the probable height of St
Teresa was 156.8 centimeters -- almost 5'2"
These textile relics were found during an ongoing study of the burial garments worn by Teresa of Ávila, also known as Santa Teresa de Jesús
the collection was accompanied by a dated letter signed by two senior figures of the Discalced Carmelite Order: Nicolás de Jesús María and Francisco de San Antonio
As explained by Roberto Jiménez for Salamanca al Día
the letter describes the relics as a gift to King Ferdinand VI — a gesture that speaks volumes about the close ties between the Spanish crown and the Carmelite order
According to head conservator Pilar Benito
the preservation of both the textiles and accompanying documents is exceptional
We’re beginning the restoration process to make them safely visible to the public,” she shared
The relics offer more than historical insight — they also serve as material witnesses to a profound spiritual legacy
Catholic tradition classifies relics into three degrees
each reflecting a different level of connection to a saint
First-class relics are parts of a saint’s body
These are held in special veneration because they are physically part of the holy person
Second-class relics are items the saint personally used — clothing
Third-class relics are objects that have touched a first- or second-class relic
such as pieces of cloth touched to a saint’s tomb
These are often distributed to the faithful as devotional items
especially if created or preserved with devotional intent
Relics, though sometimes misunderstood, are not worshiped. Instead, they serve as tangible links to the communion of saints — a belief affirmed by the Catechism of the Catholic Church
which teaches that “the communion of saints is the Church” (CCC 946)
the faithful connect with the lives and virtues of holy men and women who came before them
drawing inspiration for their own spiritual journey
The significance of these items lies not only in their age but in the spiritual intimacy they offer
remains a towering figure in Catholic spirituality
Her writings on prayer and inner transformation continue to influence seekers of all faiths
as plans emerge for public display and continued research
these humble fabrics — once hidden away — invite new generations to rediscover the legacy of a woman who dared to reform a Church

Austin-based BorderPlex Digital Assets plans to spend more than $5 billion and create 1,000 jobs in Santa Teresa
in the next 10 years by building a campus to house data centers
Michelle Lujan Grisham announced in Santa Fe
Construction of the campus is scheduled to begin this year
It won't be located in one of Santa Teresa's four industrial parks but will be a stand-alone campus located near Pete Domenici Highway or New Mexico Highway 136
“This groundbreaking partnership (between New Mexico and the company) further cements our reputation as a national leader in advanced manufacturing and global trade,” Lujan Grisham said in a statement
New Mexico has entered into a memorandum of understanding with the company
Company officials are in discussions with state and Dona Ana County agencies about getting various incentives to help finance the campus and provide job training
El Paso Electric played a critical role in plans for the campus and has agreed with BorderPlex to power it

Santa Teresa was chosen for the first campus because it's "a crucial nexus point for trade and technology with our country’s number one trading partner
Mexico," Napier said in an email to the El Paso Times
The logistics hub, located near El Paso's western edge, is connected to Mexico via the Santa Teresa port of entry. Taiwan-based Foxconn has a huge computer manufacturing campus in Mexico near the port
The proposed campus will be “an integrated hub
and computing infrastructure in a single location,” Napier reported
This "first-of-its-kind approach (is) to invest in infrastructure-as-a-service" to recruit companies involved in advanced manufacturing
and data center operations to locate there
It's projected to create 1,000 jobs in construction

The company projects spending $5 billion in construction
plus "$1.5 billion per year in IT equipment purchases to boost municipal tax revenue and $230 million per year in manufacturing equipment purchases to sustain long-term growth," Napier reported
The proposed campus "is precisely the type of development we've been working to attract (to Santa Teresa) — one that leverages innovation to strengthen our position as a key player in global trade," Davin Lopez
chief executive officer of the Mesilla Valley Economic Development Alliance
an economic development organization based in Las Cruces
said in a statement provided by the New Mexico governor's office

Weather MapsRadarCRRUA admits failure to test Sunland Park
Santa Teresa water; promises transparencyby David Ibave
(KFOX14/CBS4) — The troubled water utility company that services Sunland Park and Santa Teresa said it violated state orders when they failed to collect lead and copper samples in 2024
The Camino Real Regional Utility Authority took to social media on Friday to tell its customers about the "Notice of Violation" they received from the New Mexico Environment Department because they failed to take samples of tap water to test for lead and copper from July to December 2024
CRRUA admitted that due to a "misunderstanding" they did not take water samples during that period
but added that they collected 49 lead and copper samples from January through June in 2024
it seems that those samples weren't enough according to NMED standards
as CRRUA also pointed out they are required to take 60 samples every six months

CRRUA said it will not start collecting the required samples and will post the results online as the utility claims it is committed to being transparent with the public
CRRUA's response to the violation notice:
CRRUA said the notice is not considered an emergency and no action is required from customers

assures Santa Teresa water is safeby David Ibave
(KFOX14/CBS4) — The troubled water utility company that services Sunland Park and Santa Teresa wants to clarify its latest arsenic test results
the Camino Real Regional Utility Authority (CRRUA) took to Facebook to let its customers know that the Notice of Violation letter they will receive in the mail regarding one of its treatment facilities failing the fourth quarter of 2024 arsenic test results is misleading
the letter will show that its Santa Teresa Industrial Arsenic Treatment Facility had arsenic levels above the standard set by the Environmental Protection Agency
adding that it's more about compliance rules and not reflecting the quality of the water
CRRUA claims that according to tests made by New Mexico's Environment Department (NMED)
the Santa Teresa Industrial Arsenic Treatment Facility was 6.0 parts per billion (ppb)
RELATED:Attorneys rally Sunland Park community for legal action against CRRUA
CRRUA said that it comes from the fact that NMED calculates the arsenic test results by averaging the previous four quarterly water samples
And since that arsenic treatment facility failed the first quarter's test with 36 ppb of arsenic
the Santa Teresa Industrial Arsenic Facility's running annual average is 13.25 ppb
Below is the PDF document CRRUA posted on social media
displaying a graph with Santa Teresa's arsenic test results over the year:
CRRUA maintains that its water is below the arsenic maximum limit and it's safe to drink
the average of its other arsenic treatment facilities is below the arsenic maximum level:

Preliminary permits have been filed for a mix of suburban expansion and apartments on a swath of open land in Gilroy, Santa Clara County
aims to construct nearly three thousand homes across nearly 270 acres
which would single-handedly fulfill most of the city’s Regional Housing Needs Allocation obligation
Carlsbad-based HomeFed Corporation is responsible for the application
According to reports by the Gilroy Dispatch in September 2023
“Gilroy was determined to need 1,773 units over the next eight years
and 519 above moderate (market rate) income units.”
The South Gilroy master plan includes 2,313 market-rate dwellings and 583 units of affordable low-income housing
HomeFed’s plans would satisfy the city’s RHNA obligations related to market-rate and low-income units
This could still leave the city needing to support the construction of 669 very-low-income and 200 moderate-income apartments
Construction is expected to yield over seven million square feet of floor area across 1,579 separate buildings while achieving an average density of 10.7 units per acre
The development will be entirely residential
with auto-centric site planning to accompany the parking capacity for at least 7,150 cars
The affordable housing will be split between nine buildings
five on the northern end and four structures on the lower half
The apartments will be surrounded by the two-story and three-story attached townhomes
KTGY is responsible for designing homes and townhomes
Illustrations show the familiar range of aesthetics to wrap the low-slung homes and townhomes
Orange County-based AO is designing the nine affordable housing structures

While I understand that Gilroy is already a car-centric area with few mass transit or walkable options
when you’re starting from a clean sheet
how hard would it be to incorporate a small/medium grocery store
perhaps centered along that entrance road from Santa Teresa Blvd
That way people would at least have the option to walk over and buy a few things
But I’m glad there’s housing going in and relatively dense for that area
That is prime farmland with a gorgeous backdrop of mountains behind
YIMBYs are flat out facilitating horrendous greenfield sprawl through their antics
This is definitely NOT what most YIMBYS have in mind
This is the same sprawl that’s always been built
YIMBYS are looking for infill development in cities
not tearing up prime farmland do please don’t put this on them
The use of 330 is truly disgusting and is not what the legislation had in mind at all
Historically that area floods during rainy season
He’s been shamelessly carrying water for Big Development ever since he got here from South Jersey
This 1980s-type SoCal sprawl development has no place up here
Almost no cities in high demand have huge lots of land like this
I really strongly wish California had the kind of urban growth boundaries laws that Oregon has
California can achieve all its housing needs via infill
it floods nearly every year in this area and often times closes hwy 101
“Open land” is not the correct description for agricultural land
This plan will be disrupting the natural water shed for the creek and if this project is built
creates a major flood hazard for its future residents (this could also impact their homeowners/renters insurance rates)
The South Gilroy Project is not in the City of Gilroy Urban Service Area
It is located in unincorporated Santa Clara County
It will not count towards City of Gilroy’s RHNA because of this
This is a SB 330 Builder’s Remedy application to Santa Clara County because they failed to have a State HCD Certified Housing Element 2023-2031 by January 31
LAFCO will not approve the annexation into the City of Gilroy right now because we have enough land available to build on in our current RHNA cycle 2023-2031

A $150 million highway project that will provide a link from Santa Teresa to Sunland Park took another step toward construction
hired by the state of New Mexico to study and engineer the 8.3 mile "Border Highway Connector" presented a completed environmental impact assessment in February as part of the public hearing process
Construction is currently slated to begin in October 2025
Additional public information meetings are anticipated this summer
the project would be completed by 2028 or 2029
The project is funded in part from federal grant funding from the Federal Highway Administration Program
which requires an environmental assessment for a new corridor
The New Mexico Department of Transportation received $79 million in federal grant funding toward the project to date
The remaining funding from the state is currently working its way through the state legislature in House Bill 145
which recently passed the House of Representatives
The environmental impact assessment is the latest significant step in a process that began in 2022
but the concept behind an alternative route between the Pete Domenici Highway in Santa Teresa and Sunland Park dates back decades
"I had a member of the public at the last meeting tell me that he remembers talking about this project in the 1960s," said Bohannon Huston vice president Bert Thomas
"I haven't been on it for that long but I have been on it for a while."
Thomas described the project as an alternate route that would expand the transportation network in the border region
creating alternate access to planned developments in the region
reduce congestion as well as address safety concerns by providing first responders another route to improve response times
More: Huge Santa Teresa development aims to fill workforce housing shortage
The Border Highway Connector will be a four-lane highway going from Pete Domenici Highway (NM 136) in Santa Teresa to Anapra Road in Sunland Park
The route was selected after a study in June 2024 and two public meetings
at a new intersection about two miles north of the Santa Teresa port of entry
It would traverse roughly 5.5 miles of privately owned
vacant desert land in Santa Teresa before crossing active Union Pacific Railroad tracks over a new bridge into Sunland Park
It would then parallel Union Pacific tracks for about two miles through Sunland Park before connecting to Anapra Road near its current Posey Road intersection
vehicles can access Sunland Park Drive via the Sunland Park Drive extension
which connects to Interstate 10 and Highway Loop 375 in El Paso
"This project (the Sunland Park Drive extension) had been planned by the City of Sunland Park for many years and was in its design and development stage prior to the border connector project," Thomas said
"We took their information and incorporated it into our design."
The speed limit west of the train tracks will be 65 miles per hour and drop to 45 miles per hour east of the tracks near development in Sunland Park
The extension road will match Sunland Park Drive's posted speed limit of 35 miles per hour
Thomas said the expectation is that commercial trucks coming from the port of entry will initially make up the majority of traffic along the new corridor
But as residential development in the area continues
vehicular traffic will increase along the connector highway
"Right now we are seeing that the majority of the trucks that are coming across the border are expected to stay on New Mexico 136 because they are trying to get to Interstate 10 as quickly as possible," Thomas said
"A lot of trucks that are going to use this are going to be trucks that want to get to either El Paso and McNutt and Doniphan
The environmental assessment considered evaluations of potential effects and mitigation efforts regarding air quality
water and wildlife and vegetation along the corridor route
It concluded that potential impacts of the project would combine with potential impacts of other proposed developments along the route that has to comply with local land use and planning requirements
Additionally there would be no impacts to tribal cultural resources
