Record highs delay start of classes in Rio Grande do Sul
where floods linked to climate crisis left 180 dead last May
During historic floods last May that left more than 180 dead in Brazil’s southernmost state
the water rose to the ceiling of the Olindo Flores school in the city of São Leopoldo
When classes resumed more than a month later
its 500 students had to be relocated to another school for months
they were due to start the new school year but could not do so – this time because of an intense heatwave affecting the state
The start of the school year was pushed back after a court ruling on behalf of a teachers’ union
which had argued that classrooms lacked adequate ventilation and water supplies for students
the highest temperatures recorded in Brazilian cities have all been in Rio Grande do Sul
a state which is normally milder than other Brazilian regions closer to the equator
Marina Hirota, a scientist and professor of meteorology at the Federal University of Santa Catarina, said that while it was still too early for in-depth analyses of the current heatwave, both it and last year’s floods are “potentially linked to the climate crisis”.
Read more“These extreme events – heatwaves, cold spells and intense flooding like what happened in Rio Grande do Sul in 2024
followed now by an extreme drought – are becoming more frequent and more intense … and this frequency and intensity are the result of the climate crisis,” she said
Olindo Flores school in São Leopoldo was one of the few that had air conditioning
but the equipment was lost in last year’s floods and has not yet been replaced during reconstruction
and there were some hot days – but nothing like this – and it was already difficult for teachers and students,” said Luiz Henrique Becker
On Sunday, after the union’s request, a judge suspended the start of classes for at least a week. The government appealed, and yesterday, an appellate judge ruled that classes could resume on Thursday
“We will keep fighting for the government to install air conditioning in all schools because new heatwaves will happen,” said Rosane Zan
who is also a researcher with a tropical ecology group at the Serrapilheira Institute
we get this extreme heat immediately after … We’re becoming less and less able to predict these events because they never used to happen this way … For the living beings in these places – whether humans
animals or plants – it’s also becoming ever more difficult to adapt to such abrupt changes.”

Students of the course of Architecture and Urbanism da School of Technology from PUCRS are developing project alternatives for the Sao Leopoldo Bus Station
The proposal comes from the discipline of Architectural Design Workshop 5
which works with steel materials during the elaboration of structures
to see the infrastructure and discuss the problems and needs with the city architects responsible for planning
The main objective is to develop alternative projects to the original one created by the city government of São Leopoldo
discussing ways to improve the city's urban center and promoting dialogue with the community and its representatives
Students must complete their projects using industrialized materials and steel structures
which are unbeatable in terms of construction time
"Steel is sustainable and widely used in other countries because it has important characteristics for this type of public work, in addition to having a bold aesthetic. Projects for large works, exhibition and industrial pavilions, or those that require large spans, are generally made with the material", explains the professor. Marcelo Martel
The idea is for students to work with real-life themes and conditions of clients
“We bring them closer to demands that impact social well-being,” says the professor
The proposals will attempt to restore the historic view of the Rio dos Sinos and some commercial activities
Among the projects already carried out by the course are municipal sports training gyms

A mighty river is flowing out of the Amazon rainforest
In the first kilometre above the forest canopy
a “flying river” is transporting moisture evaporated from Amazonian trees southwards along the Andes mountains towards Rio Grande do Sul
Almost the entire state – an area larger than the UK – is currently affected by unprecedented floods. The flying river has acted like a firehose, fuelling five months of rainfall in just two weeks, further enhanced by a strong jetstream located in just the wrong position above the region. And, based on future projections of climate change
this situation will likely get worse as the temperature rises
The floods have displaced more than 600,000 people and directly or indirectly affected more than 2 million
in 446 of the 497 municipalities in the state
leaving hundreds of thousands of homes with no power or drinking water
Schools suspended classes and the state’s main roads and airport are closed
While the southern part of the country is under water
a heatwave caused record-breaking temperatures in the states of São Paulo
this is similar to all of northern France being flooded while Barcelona swelters in 40°C heat
This is not the first time the southernmost part of Brazil has been affected by such large-scale disasters. Similar weather systems, featuring moisture from the Amazon near the surface and the jetstream crossing the Andes high above, were associated with floods between September and November 2023
A combination of factors makes these floods more likely. For instance, warm ocean temperatures in the tropical Pacific (still currently the case, even as El Niño starts to decay) is associated with these weather systems
as are abnormally warm tropical Atlantic temperatures
which add more moisture to the air brought south in the flying river
Is this event a sign of things to come for southern Brazil? As the atmosphere warms, it can carry more water, which means there is the potential to form massive clouds and heavy rains
This is a bit like buying a more absorbent sponge: it can hold more water but when you squeeze
We have analysed results from state-of-the-art climate models that are able to simulate storms across South America in detail
These indicate that extreme rainfall like that happening now is likely to become more frequent in the future
and such risks may in fact be underestimated by the previous generation of climate models
short but very intense rainfall is likely to happen more often as the planet warms
irrespective of the unique weather systems that may affect particular regions
SAO PAULO (AP) — While flooding that has devastated Brazil’s Rio Grande do Sul state has yet to subside
another scourge has spread across the region: disinformation on social media that has hampered desperate efforts to get aid to hundreds of thousands in need
Among fake postings that have stirred outrage: That official agencies aren’t conducting rescues in Brazil’s southernmost state
That bureaucracy is holding up donations of food
One persistent rumor contends that authorities are concealing hundreds of corpses
Jorge and other officials say hidden actors behind the postings are exploiting the crisis to undermine trust in government
said many people ignored official warnings and instead heeded social media posts saying government alerts “were just politicians trying to alarm people.”
many didn’t leave their homes in this emergency
Some might have died because of it,” Vanazzi told The Associated Press
“Sometimes we spend more time defending against lies than working to help our population.”

Brazil’s government is appealing to social media platforms to stop the spread of misinformation
Attorney General Jorge Messias said in an interview
all had expressed willingness to cooperate — except X
recently railed against a Supreme Court justice’s decisions to restrict users’ accounts
accusing him of muzzling free speech and drawing praise from Bolsonaro and his allies
X didn’t immediately respond to an email requesting comment
Messias’ office also filed a lawsuit against a social media influencer who claimed that a single businessman — and staunch Bolsonaro supporter — dispatched more aircraft to aid rescue efforts than the entire Brazilian air force
The government is demanding the right to reply on the Instagram profile of the influencer
an outspoken critic of Lula with nearly 10 million followers
The swarm of disinformation at a time of crisis amounts to a “tragedy within a tragedy,” Messias said

Nearly one-third of people surveyed by pollster Quaest reported they were exposed to false news about the floods

The promotion of European immigration was linked to the idea of ‘whitening the Brazilian population’
It was 25 July 1974, and São Leopoldo, a medium-sized city in Brazil’s southernmost state, Rio Grande do Sul, was celebrating both the anniversary of its founding and 150 years of German immigration to Brazil
Then leader of Brazil’s military dictatorship
Gen Ernesto Geisel was himself of German descent
and was guest of honour at the ceremony next to the Sinos River
where the first German immigrants had arrived in 1824
One hundred and twenty girls danced onstage
each wearing a leotard with one of the three colours of the state flag
“The whitest girls were wearing green; the Black girls
red; and the light-brown-skinned were in yellow,” said Menezes
“It was much later that I realised the teachers had put me in yellow because I’m of Indigenous descent.”
She does not know why each race was associated with each colour
the students with more “German” physical characteristics – fair skin
blue eyes and blonde hair – were the ones praised by the teachers
there was a lot of talk about German immigration
But they never raised the question of who else was here: the Indigenous people and the Black people,” said Menezes
as São Leopoldo celebrates its 200th anniversary and the bicentenary of German immigration
things were supposed to have gone differently: diversity was a central theme of a string of events planned by the city hall
But those plans were thrown into disarray by the unprecedented flooding that devastated Rio Grande do Sul.
Although São Leopoldo was not wiped out by the disaster – as was the case with others
such as Eldorado do Sul – parts of it spent almost a month under the muddy water
and 100,000 of its 217,000 residents had to leave their homes
Families have lost the school as a reference point
They’ve lost everything,” said the city mayor
His house spent more than 20 days submerged; everything inside of it was lost

“Even if it’s with a smaller exhibition … From the perspective of culture
we think it’s important to have this moment,” he said
Brazil’s president Luiz Inácio Lula da Silva said that he invited representatives of the German government to attend a bicentennial “celebration party” in São Leopoldo
“There’s no mood for anything like that … We’ll celebrate it in a different way
perhaps with more solidarity,” said Vanazzi

“The same river that brought the immigrants was the one that 200 years later took over the city,” he said.
About 40 Germans were in the first wave of immigrants who came to the region in 1824.
Other people from the then German Confederation had previously reached Brazil, but from that moment German migration became continuous, later spreading to other regions of the state.
Read moreIts cultural impact can still be felt in regional culture, for example in its most traditional cake, the cuca
German migration was encouraged by newly independent Brazil
which wanted to expand its occupation of the territory
But the promotion of European immigration was also linked to the idea of “whitening the Brazilian population”
“There is no street in São Leopoldo named after a Black or Indigenous person,” said Menezes, who still lives in São Leopoldo and, now a journalist, recently published a book about how the focus on German migration has silenced Black and Indigenous stories in the region
describe countless conflicts between the Germans and the Indigenous communities who inhabited the region and were practically wiped out
They also highlight something that is still controversial in some parts of the state: the fact that many of the immigrants were slave owners
The book was launched in the city’s public library only a week before the floods
I think we need to learn a lesson from this,” said Menezes
who drew a parallel between the city’s reckoning with its past and its response to the recent disaster
people said it wasn’t the time to find who was responsible – but that was a way of not facing up to the problems
“People must know what happened was an environmental tragedy
but it was also caused by humans … We cannot deny history once again,” said Menezes

Urban trains in Porto Alegre resumed operations this week
as the capital city of the Brazilian State of Rio Grande do Sul slowly recovers from the unprecedented floods caused by rains way above average
Convoy capacity was also cut down to 30,000 passengers from the usual 110,000 passengers on working days
The emergency services operated by Empresa de Trensanos de Porto Alegre (Trensurb) linked 13 stations in five municipalities - Canoas
and Novo Hamburgo from 8 am to 6 pm daily on a 26-kilometer route with departures every 35 minutes
Rides are free of charge for the time being because Trensurb's ticketing systems were also affected by the floods and are still inoperative
The company hopes to have this problem solved in the next 30 days
Provisional Measure 1.218/2024 issued by the Federal Government allocated an initial amount of R$ 164.3 million (US$ 31.32 million) for the resumption of the subway's operation
Ministers Paulo Pimenta (Presidential Communications) and Waldez Góes (Integration and Regional Development) were aboard the first trip to restart the metro alongside Trensurb President Fernando Marroni
We're calling it the Humanitarian Rails
relieving the pressure on the metropolitan region's circulation and mobility system, Marroni said
This is yet another achievement in restoring normalcy to essential services in Rio Grande do Sul, Pimenta wrote on X
Trensurb also said that of the company's five electricity substations
two - in Canoas and Porto Alegre - were still inoperable because they have been flooded and need to be repaired
The company also needs to recover stretches of tracks that have been flooded for several days

200 years of German immigration to Brazil: How did the new immigrants shape the southern part of the country? And what role did both dreams and traumas play? Part one of our very personal search for traces that connect family and world history.
39 German emigrants arrived in São Leopoldo in the south of Brazil and founded their own colony
whose ancestors emigrated to Rio Grande do Sul
including his grandparents and great-grandparents
left Germany in the 19th and 20th century to start a new life in Brazil
He discovers why the Brazilian government was actively encouraging immigration and how this was connected to the end of slavery
What’s more: Guilherme also learns about the impact this mass migration from Europe had on the Afro-Brazilian population
Guilherme visits a former hostel for immigrants that has now been turned into a museum
The hopes and traumas of the immigrants are still very much alive here
He also visits the Museu Visconde da São Leopoldo
which keeps the over 200-years old belongings of these immigrants
flooding in Rio Grande do Sul left the museum heavily damaged
In Pomerode in the federal state of Santa Catarina
Guilherme also meets descendants of German immigrants who have not only held on to their ancestors’ lifestyle from 200 years ago
uncovering new ideas and explaining cultural phenomena that shape our history

SAO PAULO (AP) — The first two deaths from waterborne bacterial disease were reported in southern Brazil
and health authorities warned additional fatalities were likely
Rio Grande do Sul state’s health secretariat confirmed the death of a 33-year-old man due to leptospirosis on Wednesday
authorities registered that a 67-year-old man had died from the same infectious disease
29 cases of the waterborne disease have been confirmed in the state
“There are those who die during the flood and there is the aftermath of the flood,” said Paulo Saldiva
a professor at the University of Sao Paulo medical school who researches the impacts of climate change in health
“The lack of potable water itself will mean that people will start using water from reservoirs that is not of good quality.”
“The outbreak of leptospirosis cases was somewhat expected due to the number of people exposed to the water
as well as other diseases,” said Carlos Machado
a public health and environmental expert who Fiocruz appointed to track the flood’s impact
“We have never seen in Brazil a disaster of this size and with such a large exposed population.”
Machado said that even though infrastructure
basic control services and health services have been disrupted
the local health department is working to offer prophylaxis to infectious diseases and guidance to people returning home on how to reduce the exposure risks
Interruption of health services can also have a lasting impact on patients treating chronic diseases
as treatment and care for chronic patients are discontinued
People also often leave home during climate disasters without their prescriptions or identification
“The health department is working hard to guarantee medication to patients with chronic diseases,” he said

A winter storm brought torrential rain to southern Brazil, triggering deadly flooding in June 2023. The flooding reportedly killed more than a dozen people and left thousands without power in the country’s southern state of Rio Grande do Sul
The storm slammed several communities near Porto Alegre, the state’s capital, with heavy rain and wind on June 16. In Maquiné, a municipality near the coast and one of the hardest hit areas, about 12 inches (300 millimeters) of rain accumulated in 24 hours, according to the state government

Theologians from LWF and Pentecostal World Fellowship to meet in Brazil to explore ways of worship and formation
(LWI) - Lutherans and Pentecostals will inaugurate a second round of theological dialogue from 21 to 28 February
with participants focusing on worship and Christian formation within the two global communions
Their first meeting will be hosted by the Faculdades EST Lutheran University in São Leopoldo
A first round of dialogue between the Lutheran World Federation (LWF) and the Pentecostal World Fellowship took place between 2016 and 2022
culminating in a report entitled ‘The Spirit of the Lord is upon me’. During their meetings
participants explored aspects of Christian identity and ministry
including ways of proclaiming the gospel in word and deed
and the ministries of healing and deliverance.
The overarching theme of that first round of dialogue was Christian identity in light of Luke 4:18-19
the partners grew to better understand each other
to appreciate each other’s theological and spiritual traditions and to find ways for common witness.
This is the beauty and the challenge: to be attentive to our different contexts and traditions and
to be creative and bold in our theological reflection
Dr Johannes Zeiler from the Church of Sweden
The second round hopes to take the dialogue one step further as it reflects upon worship in both communions and how worship shapes Christian formation
LWF Assistant General Secretary for Ecumenical Relations
“arose thanks to discussions in the Committee for Ecumenical Relations of the LWF Council
It became clear that the dialogue needed to address issues that parishes
42-47 and Romans 12:1-2,9-13 – were then chosen to guide this second round.
The Lutheran-Pentecostal dialogue is one of the more recent ecumenical relationships
It began in the early 2000s with a series of preparatory meetings organized by the Institute for Ecumenical Research in Strasbourg
This second round will be co-chaired by Rev
alongside Swiss ecumenist Jean-Daniel Plüss
chair of the European Pentecostal Charismatic Research Association.
who serves as canon chancellor at Linköping Cathedral in southern Sweden
said: “Lutherans and Pentecostals have so much to learn from one another
To participate in a dialogue like this implies a process of joint learning and reflection based on shared experiences from diverse societal and religious contexts across the globe
to be creative and bold in our theological reflection.”

Luiz Inácio Lula da Silva nomeou Paulo Pimenta para a Secretaria Extraordinária Para Reconstrução do Rio Grande do Sul - Ricardo Stuckert/PR
President Luis Inácio Lula da Silva signed a Provisional Measure at the University of Vale do Rio dos Sinos
creating the Extraordinary Secretariat of the Presidency of the Republic for the Reconstruction of Rio Grande do Sul
previously in charge of the Secretariat for Social Communication of the Presidency of the Republic of Brazil (also known as SECOM)
ministers announced a series of measures to support the population of Rio Grande do Sul in the current emergency and rebuild their lives
Among the highlights is the creation of the Reconstruction Voucher, worth BRL5,100 (US$ 993), to be paid to all families whose homes were affected by the disaster. The amount will be paid by Caixa Econômica Federal through Pix
Eduardo Leite, governor of the state of Rio Grande do Sul, announced the payment of BRL2,500 (US$487) to families registered in the Volta Por Cima program
created in 2023 to help victims of atypical weather events
According to Leite, for families who are not in the program but were left homeless
the amount to be paid will be BRL2,000 (US$389). The amounts paid by the state will be added to the Reconstruction Voucher created by the federal administration.
“[It will be an] aid for people who have lost their refrigerator
furniture and mattress,” said Brazil’s Civil House Minister Ruy Costa during the announcement. It will be up to the national Civil Defense, in partnership with the Rio Grande do Sul Civil Defense and municipal or Social Assistance secretariats
to inform whose areas were affected so that people can receive the benefit,” he explained
Caixa has already been asked to collect data from the energy
as well as all the federal and state government registers, to check the self-declared addresses of those seeking the voucher
The amount to be spent on the federal government benefit is estimated at BRL1.2 billion (US$233,9 mi)
to be accessed by more than 200,000 families
Minister Ruy Costa also spoke about a series of measures to make it easier for people who have lost their homes to access housing. “100% [of the people affected] will be guaranteed their homes back,” he said
The first action will be to look for assisted purchases of properties that fit into bands 1 and 2 of the My House
My Life program (meaning families whose total monthly income ranges from US$514 to US$857). “If you're in a shelter
you can already look for a property for sale in your city or town that meets this standard,” said the minister
Rui Costa said that the Minister of Finance
has suggested creating a public call for real estate agents and construction companies to report properties for sale within the program's profile
Defaulting properties that would have been auctioned off by Caixa or Bank of Brazil in the municipalities affected by the flooding will have their debts paid off by the federal government
and will also be sent to the people of Rio Grande do Sul
According to Rui Costa, “600 houses that were going to be auctioned have already been withdrawn and are ready to be handed over [to people in need of them]." The properties are located where mayors have already reported housing shortages to the Ministry of Cities
The government also plans to acquire properties suitable for the housing program and those under construction or already completed by construction companies. According to the minister, there are 14,000 homes already identified in the affected cities and towns that meet the requirement
600 of which are ready to be handed over to new residents
In a third strategy to meet the housing demand
My Life in 2023 that were not selected due to the program's state quota could be used
a new call for proposals for the program could be made in municipalities where demand is not met by the previous tactics
My Life also has the option of renovating unused buildings
to make them residential. Minister Rui Costa encouraged mayors to identify these spaces and inform the federal government
More economic measures aimed at the population
The federal government had already announced the early payment of the Family Grant (Bolsa Família
which has now been scheduled for Friday (17)
This internationally renowned aid launched in 2003 during Lula’s first presidential term provides low-income families with a monthly payment.
Rui Costa also said that Social Development Minister Wellington Dias had visited shelters and incorporated 21,000 families into the Family Grant program so that they could have immediate income
The early payment of income tax refunds for the people of Rio Grande do Sul has been scheduled for May 31st
refunds will be paid to part of the population before the deadline for submitting their income tax returns
It was also announced that the 2024 Salary Allowance payment schedule would be brought forward to May
To help middle-class families and individuals
the government had previously announced a series of measures to facilitate access to credit
including for small rural producers and micro and small companies
Rui Costa announced that, by order of President Lula, interest on Rio Grande do Sul's total debt will be zeroed out. Previously, the government had mentioned suspending debt collection
The minister recalled that the state has one of the largest investment difficulties in Brazil: it is the 4th most indebted in the country
“President Lula has restored Rio Grande do Sul's investment capacity,” said Costa. “Rio Grande do Sul is no longer in last place
it could be among the eight or nine Brazilian states with the most capacity to make investments.”
also spoke of the need to allocate resources to replace tax losses. “We've asked for this to be put on the radar of the Ministry of Finance and President Lula,” he said. “We will need resources to help offset tax losses.”
Secretary Paulo Pimenta pointed out that the government is releasing emergency funds to help build shelters and provide prompt assistance to the population
municipalities simply have to submit a letter to the government
The amount is established according to how many residents each city has: BRL200,000 for cities with more than 50,000 inhabitants; BRL300,000 for cities with more than 100,000 inhabitants; and BRL500,000 for cities with more than 500,000 inhabitants.
more than BRL100 million (about US$19.49 mi) has already been distributed for emergency actions in 75 cities that have expressed their interest to the government
Rui Costa also spoke about the reconstruction of cities after the rains and stressed that all city halls can now organize the list of lost public facilities. “We're not going to wait for the last mayor [to inform us]
As soon as [the requests] are sent, the solutions will be forwarded,” he said
The Brazilian Chief of Staff also stressed the importance of reconstruction plans covering measures to prevent new disasters
the government is putting together all the plans for “building dams
drainage channels” to assess their feasibility
Brazil’s Health Minister Nísia Trindade announced that 1.2 million vaccines have been sent to the state for diseases associated with flooding
rabies and measles. Emergency kits were also sent
along with supplies such as gauze and adhesive plaster
The amount earmarked for emergency health actions reported by the minister is BRL63 mi (almost US$ 12.28 mi). “But there is a much larger amount that involves the mobility of SUS [Brazil’s National Health System]” she said.
BRL816 million (almost US$159.4 mi) will also be earmarked for renovations and the construction of Basic Health Units (UBS
The minister said that 346 proposals from municipalities have already been registered
The number of UBS destroyed is close to 300
according to the minister. Reconstruction will be supported by the Growth Acceleration Program (PAC
Trindade pointed out that there are three field hospitals set up to support the state
as well as hospitals set up by the army
in addition to the care provided by professionals in the shelters
The minister also dedicated part of her speech to refuting disinformation recently published about health in Rio Grande do Sul. “There is no shortage of medicines in our relationship with state and municipal departments
Nor are there any shortages of vaccines,” she said. “Unfortunately
we are the victims of criminal disinformation leading to panic in society.”
Trindade sent a message to the previous management of the ministry she currently heads. “The Ministry of Health is once again doing what it should always have done and failed to do during the pandemic
which is to coordinate the entire national effort to save lives and build a future of health for all.”
Measures taken by the National Council of Justice
President of the Brazilian Supreme Court (STF
in Portuguese) and of the National Council of Justice (CNJ
announced that the council has earmarked BRL123 million (US$ 24 mi) of amounts deposited in the court
He also announced the deployment of judicial police in the state and the creation of a monitoring committee made up of three judges from Rio Grande do Sul to observe local needs
Minister Nísia was not the only one to mention disinformation during her speech. “It is impossible not to condemn the abominable wave of disinformation and fake news about what is happening and what is being done,” said Supreme Court Minister Barroso
Lula praised the Brazilian people's ability to stand in solidarity even in the face of disinformation campaigns. “It's possible
the vandals who don't do politics
Barroso also spoke about the need to find solutions to climate change. “The nature has tragically chosen here [Ro Grande do Sul] to give this immense warning signal that climate change is no longer an abstract problem. It's a real problem that we need to tackle.”
São Leopoldo’s mayor
also spoke about the climate crisis. “This climatic phenomenon is happening again not only in Rio Grande do Sul. It’s the result of humanity's and society's disregard for the environment,” he said
Lula talked about the need to build mechanisms to prevent new climate catastrophes. “The damage is double what it would have cost us [if we had] solved this problem once and for all,” he said
agencies and parties. “Although we are autonomous powers
we have to work as an orchestra,” he said. “Because exercising democracy is precisely the art of living with opposites.”

Tintin is a three-legged dog who was abandoned twice by his owner in Sao Leopoldo
Tintin also had a disability with his other front leg that made it difficult for the dog to walk
Someone found Tintin after the first time he was abandoned and they thought he was just lost walking on the street
so they returned him home — only for Tintin to sadly be abandoned again a few hours later
Video footage shows the dog being dumped cruelly by his owner

The video was shared on Facebook and it received 220,000 views and thousands of comments causing an uproar within the animal lovers community
who social media has deemed "the most evil person on the planet," getting out of a white van and then letting two dogs out of the back seat of the car
She tells the darker colored dog to get back in the car and then she roughly pushes Tintin away
He falls because his front leg is not strong enough to hold his weight
Then you see her drive off and the poor dog wobble after her
Tintin was returned to the family thinking he was lost but only to be given up again by the woman's husband hours later
RELATED: Dogs Are Basically Humans, Says Best Study Ever
the dog was taken to Patas Geurreras animal charity by someone who said found him on the street
who has since been identified the husband of the woman in the video
there were over 30 requests from people in the area to adopt him
The Mirror reports
"The charity has said that Tintin is doing 'exceptionally well' given the circumstances under which he was abandoned
adding that he's being showered with 'love and care' from his new family."
There is an investigation underway but the woman has not been identified yet
the possible action taken towards the people is very minor says the Hope Paws video above
"The penalty for animal abuse ranges from three months to a year in jail and a fine."
But now Tintin is living a happy life with his new family and they take care of all of his special needs
but now he is living the life in doggy bliss

(ANS - São Leopoldo) - In São Leopoldo
the Spiritual Exercises for the Provincials and Provincial Councils of the Salesian Provinces of the America South Cone Region began yesterday
84 Salesians from 11 Provinces are taking part in this moment of spiritual and fraternal sharing: the six from Brazil (Manaus
the two from Argentina (North and South) and those from Uruguay
After the Spiritual Exercises with the Provincials and Provincial Councils of the Inter-American Region
Artime arrived in Porto Alegre on Sunday 13
after a brief sharing with the Provincial Council
he went to the retreat house of São Leopoldo for these days of prayer and deep reflection
seeks to bring the Provincial Councils closer to the Tenth Successor of Don Bosco and to encourage them
presence and closeness - deeply Salesian values - have been so affected
During the prayer of Lauds on the first day
the Rector Major presented the reasons for the retreat
and noted that "in this convulsive period of human history
we are experiencing a privileged hour of the Holy Spirit."
presented the large retreat house that welcomed the group: the “Christ the King” Spirituality Center
the house preserves the memory of a man of God
the Servant of God Fr João Batista Reus
located in the Shrine of the Sacred Heart of the same city
attracts pilgrims and devotees from all over the state
The program of the Spiritual Exercises (from 14 to 18 February) includes seven conferences given by Fr Ángel Fernández Artime on the central theme "Salesian consecrated identity in light of the 28th General Chapter"
and four dialogue meetings between the Rector Major and the assembly on themes of animation and governance of the Congregation
The daily Eucharistic celebration and the liturgies of Lauds and Vespers structure the intense experience of reflection and prayer proposed for these days

Brazil - March 2023 - The communication teams of the various works of the Salesian Province of Porto Alegre (BPA) met last week for a meeting on animation and management of the work in the area
parishes and Salesian institutes in southern Brazil sent their communicators to reflect on the role of territory in the BPA province
The meeting marked the alignment of the Social Communication (SC) team with the work towards the Strategic Planning of the Salesian Network of Brazil (RSB) 2020-2030
With the goal of strengthening the Salesian image as a network in Southern Brazil
communicators studied the proposed Provincial Communication Plan
and noted the work's progress in the Province
The meeting also encouraged participants to face the charismatic responsibility of communicating the Salesian mission
"It must be emphasized that communication is a charismatic dimension of the Salesian Congregation
It is a field of education and evangelization
We left more co-responsible in responding to our call as networked communicators
attentive to the charism of Don Bosco," highlighted SC Delegate Thiago Caminada

Canada's Donovan Bailey showed some of his usual form as he won the men's 100m in today's Rio de Janeiro IAAF Grand Prix I
Running in 32C° and humidity in the eighties
three-hundredths ahead of fellow Canadian Bruny Surin
I had a lot of support from the crowd and that certainly helped my performance
The Brazilians are really the greatest supporters."
who had beaten Bailey last week in another meeting in Brazil
dominated the 200m ahead of Nigerian Deji Aliu
confirming the excellent form shown in Sao Leopoldo
Despite a mark of 20.65 in today's race being far from the 19.93 he ran in the 200m in Sao Leopoldo
the Sao Leopoldo time was marked with a following wind of 2.4m/s
compared to the 1.3m/s headwind of today. He said after the race that he had chosen to run only in the 200m today as he was sure that Bailey would have run close to 10 seconds and he wanted to savour his victory of last week for as long as possible
Excellent performance by Italy's Fabrizio Mori in the 400m hurdles
where he finished ahead of Zambian specialist Samuel Matete in a time of 48.94
breasted the line ahead of American Eric Thomas with a mark of 48.99
Mori kicked strongly to break away from Matete in the final straight and take the tape
Noureddine Morceli (ALG) finished strongly in the 1500m to produce a time of 3:34.99 and demonstrate that the troubles of 1997 apppear to be behind him
Morceli performed disappointingly in last year's IAAF World Championships in Athens
where he finished 4th in a 1500m totally dominated by Morocco's Hicham El Guerrouj. After the race
Morceli said that he was happy with the result: "I am surprised how fast the race was
it is very hot and I am not used to running so early in the morning."
Athens 97 silver medallist in the long jump
Erick Walder (USA) won the event with a massive 8.34m leap against a 0.5m headwind to beat Senegal's rising star Cheikh Touré (8.23; +0.8m/s) and Olympic silver medallist
The extremely high level of this event so early in the season does much to dispel fears that the disappearance from the competition circuit of Carl Lewis would leave an unfillable void
Although Cuban star Ivan Pedroso was not present at today's event
we can surely look forward to some extremely close and exciting competition in the meetings to come
culminating in the European Indoors in Valencia in February
where she took gold with the same distance indoors as her performance today in Rio.Today's 6.91m was her best ever performance for an outdoor season debut
The fact that it was against a 1.7m/s headwind underlines still further the potential we can expect later in the season
This is the best ever perfomance for me in the first meeting of the season." She said

She guides one of the dogs back in before closing the door and aggressively shoving Tintin away
He falls on his face and limps behind the car as it drives away
The footage is difficult to watch. Any person with an ounce of sympathy would feel heartbroken for the dog, but not this woman. And her husband is apparently the same. The dog was returned to their by someone and later that same day
