MILWAUKEE — One person was killed in a crash late Tuesday night near Teutonia and Mill
Car parts were still scattered across the intersection Wednesay morning
In the snow bystanders can see a clear path one vehicle made as a result of the collision
"All of a sudden you heard a big crash," Kathy Leslie said
Leslie lives steps away from the busy intersection and said she's become all too familiar with that sound
"You could hear parts going everywhere," Leslie recalled
"There was no squealing of tires or anything
there was just a big loud crash and I kind of looked out the window and I saw a car pull over here."
a 23-year-old was driving north on Teutonia when they collided into a 69-year-old driver

The 69-year-old was taken to a local hospital
the Milwaukee County Medical Examiner's Office identified the victim as Kay L
The 23-year-old driver was also taken to the hospital and was taken into custody
"It's not the first death that we’ve seen here
nor will it be the last because we have too many people driving reckless and speeding," said Leslie
there have been 11 crashes near that intersection that have resulted in injuries or death
and charges are pending review by the Milwaukee County District Attorney's Office

What I saw was a community that had the potential to tell its own stories
The Greentree-Teutonia Community Learning Center
reminded me of community centers that I attended as a child growing up in the 1970s in northeast Washington
My Greentree was Benning Stoddert Recreation Center
It was less than a mile from our apartment
but it still required a ride from my mother
It was a safe place where children could learn
and explore a wide range of arts and crafts
Benning was where my love of photography began
The class was taught by a man whom I only knew as Bubba
His constant encouragement and smile made me want to photograph everything around me
I was seated behind a toddler in a furry hoodie
I spent 15 months capturing life at Greentree
a low-income housing complex that sits on 14 acres on Milwaukee's north side and is home to more than 700 residents
I was assisted by Marquette students Isabel Bonebrake and Megan Woolard
I’ve had the privilege of gathering stories of heartache and triumph from a community that is often overlooked and misunderstood
I spent time at Greentree nearly every day
What people don't realize is that as a photographer
You have to be in the moment when life really unfolds
I wanted to capture life as it happened — nothing fancy about it
Throughout the project I kept a journal to chronicle important moments
I've shared a number of the passages in the stories
but I wrote things down when there was something that moved me
They allowed me to tell their stories and were open and honest
Greentree brought me back to my childhood and where my photo story began

MILWAUKEE — Friends and family grieved the loss of Rosalind ‘Roz’ Rogers on Thursday afternoon at the corner of N
The 23-year-old was shot and killed early Thursday morning near the McDonald's
told TMJ4 that it’d be hard to sum up her sister in 60 seconds due to the impact that Roz had on the community
Friends and family said she had a big heart and cared for everyone
“She gave a kid the shoes off her feet and the shirt off her back
Roz not only mentored but also looked out for Aaliyah
She was also a mentor to at-risk kids and adults through the organization Breaking Barriers Mentoring
man,” said Executive Director Minister Caliph Muab-El
She also had a heart for people and a passion for social justice
“She was more than just an activist; she was a humanitarian
and equal rights for everyone,” said Muab-El
She also supported the family of Sade Robinson as they continued to grieve over her death
“She was going to do a lot of great things in the community,” said her cousin
Smith also tells TMJ4 that she loved caring for dogs
“She had finally found her passion in life
She wanted to teach kids how to take care of animals properly
She wanted to control the breeding population in a way where she knew she could provide homes for dogs that would be safe.”
“Whoever did it hurt the city,” said Aaliyah

It will be a long time before the project plan can begin
financial incentives approved so who wouldn’t care
building an expensive car space for every new unit isn’t the future
There is a 7 story 5 over 1 going up next to the Lynbrook train station
but the first two floors are a parking garage holding 200 spots
1 parking spot per home is a shift in the right direction for Younkers where most families already have more than 1 car
Transit there still isn’t to the level necessary for most families to live comfortably car-free
hopefully this developer is looking to the future and building a garage that is capable of being repurposed if parking demand decreases
And the richer get richer & the poorly get more poorly
but these apartments are a big step forward for Yonkers
Glad to see the city take advantage of its transit-connections

Prosecutors charged a Milwaukee man with killing local activist Rosalind Rogers with one gunshot to the head as she ran from him through the parking lot of a north side McDonald's
was charged with first degree reckless homicide
The incident took place on June 13 around 4 a.m
in the 5100 block of North Teutonia Avenue
who went by the name "Rozz" was pronounced dead at the scene
Video was recovered from the McDonald's restaurant showing Rogers walking east on W
then flashes "consistent with muzzle flashes" appeared from the driver's area of the vehicle
Rogers fell in the McDonald's parking lot as the vehicle drove away
Police arrived at the scene around 3:50 a.m
An autopsy revealed Rogers was shot in the back of the head
The owner of a nearby apartment building identified the red vehicle in the video as belonging to Willis
Another tenant initially denied recognizing the vehicle
but later concurred that it belonged to Willis
surveillance footage from a pole camera located at the intersection of Teutonia and Villard captured a vehicle turning west on Villard moments before Rogers' death
and he admitted that the vehicle looked like his car
but said he sold his vehicle either June 13 or 14
Willis was also charged with being a felon in possession of a firearm in connection with the fatal shooting on June 13
He has a previous felony conviction for delivering cocaine that bars him from owning or possessing a gun
Rogers is remembered as an activist who raised objections about the treatment of Black people by law enforcement
She frequented community engagement events and mentored young people
So absolutely we want justice," said Dee-Dee Davis
who knew Rogers through a Black activist group called ComForce MKE
"This is not something that is going to go by the wayside
It'll be the same way she stood up and fought for other people in this community."
Rogers graduated from Milwaukee's Assata High School after also attending Messmer High School
Fifty-eight homicides have been reported in Milwaukee so far this year
compared with 69 reported in the same period last year
according to Milwaukee Police Department statistics
Willis is being held in Milwaukee County Jail on $200,000 and is scheduled to be back in court July 2 for a preliminary hearing

Milwaukee Mayor Cavalier Johnson said a mother was crossing the street with her daughter when a driver struck the child and continued driving
The mother suffered broken bones in the crash
"The concern that I have is that they left
They got up and just left," Mayor Johnson said
"When I got that information this afternoon
my jaw dropped to the floor and I said 'that is just straight bulls***."

Those feelings of frustration are still lingering in the neighborhood for folks living and working nearby
"Saw the traffic come to a halt and people immediately started jumping out the car
going to see what's going on," Donte Johnson said

The lady was on the side of the street laid out and the baby
was laid out in the middle of the street," Donte Johnson explained

It is unconscionable that somebody would crash into human beings and then just leave the scene as if nothing happened at all

A 30-year-old suspect in the hit-and-run crash was arrested Tuesday evening in Wauwatosa according to Milwaukee Police
that they believed to be connected to the subject(s) involved in the hit and run
They say the vehicle fled after they attempted to conduct a traffic stop
the vehicle crashed in a parking lot near N
the 21-year-old female driver complied with officers and was arrested
The 30-year-old passenger attempted to run and was arrested by officers
Both were taken to local hospitals for medical clearance
One subject is believed to be connected to the deadly hit-and-run
Family identified the 4-year-old girl as Zekani Hymes
TMJ4's Megan Lee spoke to a member of the family. They told Megan what hit the hardest was that the driver left the scene
Milwaukee Police said they continue to seek other known actor(s)
Charges regarding these individuals will be referred to the Milwaukee County District Attorney's Office in the coming days

He was extricated from the vehicle and taken to the hospital with serious injuries

a 20-year-old woman and a 16-year-old girl
Both were taken to the hospital with non-life-threatening injuries
The vehicle that was hit had two people inside
He suffered life-threatening injuries but is in stable condition
was taken to the hospital with non-life-threatening injuries
Officials said charges will be filed against the 19-year-old man who was driving the vehicle that ran a red light
MPD confirmed speed and reckless driving were factors in the crash

The medical examiner identified the man on Friday as 44-year-old Maurice Donya Bates

It happened around the same time at 3:30 p.m
The two incidents do not appear to be related
The Yonkers Industrial Development Agency (YIDA) has given preliminary approval to a financial incentive for a power line project while giving final approval to financial incentives for a mixed-use residential complex
The YIDA voted final approval of financial incentives for Teutonia Hall
a $458 million project to be built close to the Yonkers waterfront
It is planned to include 2,900 square feet of street-level commercial space and 907 parking spaces
The parking would be in the lower six stories of the buildings
The anticipated construction start date for Phase 1 is September of this year with completion in December of 2027
Construction of Phase 2 is anticipated to start in December 2028 with completion in December of 2031
Project developer AMS Acquisitions was approved for $12,924,830 in sales tax exemptions and $4,549,646 in mortgage recording tax exemptions
It is estimated that the two phases of the project would create 1,100 construction jobs
The developer is also requesting a 20-year PILOT (payment in lieu of taxes)
The YIDA voted preliminary approval of financial incentives for Champlain Hudson Power Express (CHPE) for the underwater installation of part of 339-mile 1,250 megawatt electric transmission line along 4.3 miles of the Hudson River in Yonkers
A megawatt is one million watts of electricity
The cost of the section of the line in Yonkers is estimated at $22.5 million
The CHPE cable would carry power generated by hydroelectric stations in Quebec to New York City
Installation of the section of cable in the Hudson River in Yonkers is currently planned to take place during August and September of next year
CHPE is requesting a sales tax exemption of $1,996,875 from the YIDA

problems with the gas station at the corner of North Teutonia and West Roosevelt streets began decades ago
when ownership changed hands to someone outside the community
It was sometime after that when the staff gradually became rude to customers, she and other residents have said. Panhandlers and drug dealers were allowed to loiter outside the doors. Inside, shelves were stocked with expensive options, few of them healthy
It was sometime later she learned that gunshot killed her son
Law enforcement said the trigger was pulled by a worker at the station
the incident has stirred up Milwaukee’s Garden Homes neighborhood and the gas station has not reopened
More than 20 members of the public spoke at a September hearing urging officials to pull the business’ license
Easter Allen and her family have camped outside the gas station
collecting more than 4,000 signatures to shutter the business
The full Common Council is expected to revoke the license at its Tuesday meeting
The incident has exposed a dynamic common in urban America and Milwaukee specifically
a product of racial segregation and the neglect of communities of color
a professor of history and urban studies at the University of Wisconsin-Milwaukee
In the fight to close Teutonia Gas and Food
residents have vented frustrations over convenience stores in their neighborhoods who they say are only there to make money
without thinking about the communities they serve
“Our lives are not valued at all in the community that we spend our money (in),” Easter Allen said at the September meeting

It was just this past April when owner Gurinder Nagra needed to renew his licenses for Teutonia Gas and Food
safety was the main concern for Common Council members on the Licenses Committee who were evaluating his application
The property had been designated by the Milwaukee Police Department as a nuisance after a shooting and an armed robbery there the previous February and November
It was the latest in a string of incidents since 2021: another shooting
two reports of armed robbery and three reports of battery
one of which involved store employees assaulting a coworker accused of stealing
The nuisance designation only required the business to draft a plan that would prevent problems from recurring during a 45-day monitoring period
the business would have to pay for any police responses to the property
The plan Nagra drafted didn't include having a security guard
Nagra said the gas station would be staffed with a uniformed security guard stationed in a vehicle
even though that wasn't reflected in the written plan of operations he submitted for his license renewal
with council members making it clear they expected security to be present during all hours of operation
emphasized that Nagra needed to avoid incidents involving guns
“We have got to be better as a community,” he said
“What’s going on in our community with firearms is outrageous
It’s imperative that all of us do our parts.”

He would say later he wasn’t even sure if there was signage that prohibited guns on the property

A clerk there used to call him “Buddy,” according to Allen’s uncle

said she had her first set of twins when she was 16 and one of them came home on a breathing monitor
She still had to go to school but couldn’t sleep out of fear her son would stop breathing in the night
Even though Isaiah Allen had school himself
Isaiah Allen was preparing to leave Milwaukee for Kentucky to receive help for mental health issues
His sister said he made the decision to better provide for his own children
grabbed a box of snack cakes and left with it
Paris Allen said everyone who worked there knew her brother and knew his mother had a tab open at the store
The business could have added the expense to that account
Instead, 56-year-old William Pinkin, who appeared to be acting as security, rose from a chair, followed Allen from behind and shot him in the head, according to the criminal complaint
at another meeting with the city’s Licenses Committee about revoking the gas station’s permits
Nagra admitted he never performed a background check before hiring Pinkin
he would have known Pinkin was convicted of first-degree reckless homicide in 1989
after he shot a store clerk in the head during a robbery
Nagra said he hired Pinkin as an independent contractor in the summer
denied Pinkin was to act as armed security
He said Pinkin’s duties were to clean and “monitor outside.”

“He was very erratic,” said Monashay Howard
who ran a food stand outside the gas station and said she once had a physical altercation with Pinkin
who declined an interview request through his attorney for this story

“We need to consider the people in the community first and not the businesses.”

He explained residents of such neighborhoods often lack the capital to establish businesses themselves
Big chain grocery stores don’t want to move in
so entrepreneurs who are frequently immigrants lacking a financial cushion start a business “just to survive.”
Conflict develops over time because the business owners don’t know the history of America’s racial politics, Sen said, and community members know nothing about the owners. The stores charge high prices for unhealthy products because fresh foods have a shorter shelf life
“(They) are coming in as a buffer between the state or the city
who have pretty much given up on these neighborhoods,” Sen said
“The neighborhoods themselves are trying but there are a lot of problems they have to deal with.”
Nagra’s attorney defended his client by touching on segregation and “socioeconomic factors” that impact his business
The committee voted unanimously to recommend the Common Council revoke the license
who in April warned Nagra about guns at the business
said he preferred to “bulldoze” the property
It matched the sentiments of Allen’s family
who have said they don’t want anyone making money there again
The revocation hearing lasted more than three hours and at no point did Nagra or his attorney lay out a plan to improve the business’ operations

There are obviously businesses in Milwaukee "who get it right" and serve their community well
who come prepared with proposed changes to prevent future problems
