Brampton’s integrity commissioner has proposed several changes the city’s council code of conduct
Screenshot of proposed new Brampton council code of conduct Rule 18 that would govern social media conduct
Screenshot of proposed new Brampton council Code of Conduct Rule 19 that would govern conduct respecting lobbyists
Screenshot of proposed new Brampton council code of conduct Rule 20 that would govern conduct concerning fundraising activities
Brampton first implemented a council code of conduct in 2011
Brampton’s integrity commissioner has proposed a series of amendments to city council’s code of conduct that governs ethical and appropriate behaviour for elected officials
Brampton implemented a council code of conduct in 2011, and the current code was updated and adopted by council in 2016 under former mayor Linda Jeffrey
It is comprised of 19 rules for councillors
“There has been a general trend at the municipal level of Government in Ontario
to develop rules around ethical conduct for elected officials so that they may carry out their duties with impartiality and equality of service to all
recognizing that as leaders of the community
they are held to a higher standard of behaviour and conduct,” read the document outlining it in 2016
members of council and city staff are all able to file code of conduct complaints to the city’s integrity commissioner’s office
Complaints are reviewed and adjudicated by the integrity commissioner
who has the authority to impose limited penalties in cases where he or she determines a member of council has violated the code
At the March 26 committee of council meeting
integrity commissioner Muneeza Sheikh outlined several proposed changes to the code
Council voted to refer the matter to the governance and council operations committee for review at its next meeting
While many of the proposed changes could be classified as minor adjustments to existing rules that include some definition and language changes
Sheikh has proposed three new rules: to govern conduct on social media by members of council; for conduct respecting lobbyists; and for fundraising activities
She is also proposing to expand the scope of the code to apply to local boards and council committees “insofar as it pertains to the performance of their official duties.”
The new Rule 18 titled simply “social media conduct” would classify all non-personal posts on all social media platforms “public statements” and states that members “shall not obscure
conceal or misrepresent their identity or role as elected representatives of the city.”
titled “conduct respecting lobbyists,” would govern council members’ communications and relationships with lobbyists and require them to disclose any potential violations of the city’s lobbyist registry bylaw to the lobbyist registrar (integrity commissioner)
The final new rule — Rule 20 — titled “fundraising activities”
would require that all members “must act with utmost transparency in all fundraising efforts
Two existing rules in the code that would fall under the three new proposed rules would be eliminated
Sheikh also pointed out that the provincial government is considering standardizing municipal codes of conducts in the next two years
“It may very well be that the changes that we’re proposing are all rendered moot in less than two years,” she said
Drivers who repeatedly park in unauthorized areas could be hit with a $750 fine in Brampton
Changes to Brampton’s unauthorized parking by-law will be discussed at the Committee of Council meeting on May 7
The city wants to update the definition of “unauthorized area” and introduce graduated fines for repeat offenders
The unauthorized parking by-law 104-2018 regulates parking
existing definition of “unauthorized area” lacks clarity
The new wording aims to explicitly include parking on surfaces not designed for vehicular use
it would mean any surface that cannot sustain the weight of a vehicle
including any soft landscaping or that provides a passage for walking or access to a building
Similar to other property standards by-laws
Brampton is proposing graduated fines of $250 to $500 to $750 for repeat violations of the unauthorized parking by-law
2,716 penalty notices were issued for violations under by-law 104-2018 with a single penalty of $75
399 properties were responsible for repeat offences
each receiving two or more penalty notices
These repeat offenders accounted for 1,081 of the total penalty notices issued—representing nearly 40 per cent of all notices
there would have been a revenue difference of $716,550

The Region of Peel stopped selling cheap bulk compost to residents and local gardeners in 2020 during the COVID-19 pandemic and eventually cancelled the program altogether
The Region of Peel stopped selling cheap compost to residents in 2020 for safety reasons during the COVID-19 pandemic and the popular program was never restarted
the Region of Peel offered cheap compost to residents at its recycling centres
but stopped in 2020 during the COVID-19 pandemic
The residential compost program was popular with home gardeners in Brampton
Mississauga and Caledon — so why didn’t the region restart the program after the pandemic ended
In 2023, regional council decided to shutter the program altogether after receiving a staff report and recommendation to end it
the compost program was initially launched alongside the region’s green bin organics collection program and in-house composting production as an incentive to encourage residents to adopt the use of green bins
“Compost was made available to residents at Peel’s Community Recycling Centres (CRCs) in an effort to develop markets and to improve resident adoption of the green bin,” the report read
green bin participation significantly increased with the introduction of biweekly
cart-based waste collection resulting in increased tonnage generation surpassing Peel’s in-house composting capacity,” it added
The widespread adoption of the green bin program and residential compost sales began to cause problems
The region’s compost-processing facilities
which converted green bin waste into usable compost
couldn’t keep up with the influx of organic waste coming from homes and businesses and the quality of the finished product began to suffer
“The increased participation in the green bin program also led to an increase in contamination in the feedstock and resulted in increased contamination in the finished compost Peel produced,” the staff report read
“Residents began to express concerns with some of the contamination found in the compost available at CRCs,” the region said
“Investing in additional processing equipment to further improve the quality of the finished compost was not warranted or necessary
staff temporarily procured better quality compost from Peel’s third-party organics processor for distribution to residents at CRCs.”
the popularity of cheap bulk compost offered at recycling centres began putting a strain on operations and wait times at the centres as residents lined up to buy it
“The sale of compost at CRCs creates congestion and causes delays for CRC users,” the report read
“With much of Peel’s compost destined to the bagged market
sourcing bulk compost for CRCs is subject to limited availability and increased costs.”
The region added the program was no longer cost effective
with taxpayers subsidizing cheap bulk compost sold at CRCs to keep costs low
Regional staff considered the possibility of starting to sell bagged compost at its recycling centres
but that initiative never really got off the ground
Following a “market scan,” staff found that garden centres and other retailers were offering both bagged and bulk compost at “affordable prices” and determined that the region’s program was having adverse effects on the local business community by competing with those businesses
“This analysis shows that Peel was subsidizing the sale of compost
which puts local garden centres and other retailers at a disadvantage,” the report read
while the residential compost program had already been on hold since 2020
regional council voted to cancel it permanently effective Jan
In March, regional council decided to transfer waste collection to the lower-tier municipalities, starting Jan. 1, 2026. However, the ownership and operation of recycling centres will remain with the Region of Peel.

Transit ridership is off the charts in Brampton
despite its typical low-density suburban layout
Here’s how the city got residents to get on the bus.
Photographer: Rick Madonik/Toronto Star via Getty Images
2025 at 10:59 AM EDTBookmarkSaveTakeaways NEWIt is taken as a truism in the world of urban planning that successful transit requires what is known as “transit-supportive development”— a high-density combination of concentrated destinations and walkable streets
But what if I told you that some of the highest transit usage in North America can be found in a place with none of those things
It’s a Canadian city full of suburban cul-de-sacs
Big Box retail complexes and wide arterial roads
none of these things are good for transit ridership
All of them do indeed make transit less appealing and less pleasant to use
is that even in a place without any of the supposed prerequisites
you can still get tens of thousands of people to choose to ride the bus
We don’t have to wait until all our suburbs are rebuilt to become European-style walkable utopias; it’s possible to get people out of their cars in a matter of months simply by running buses more frequently
Police brass from across the Greater Toronto Area and beyond will gather Monday in Mississauga’s downtown core to once again launch an aggressive awareness and enforcement campaign aimed at cracking down on illegal street racing and stunt driving
who’ll host the kickoff of the annual Project ERASE collaborative enforcement campaign at Celebration Square
say dangerous driving continues to be a troubling trend that puts lives at risk on roads and highways in Mississauga
Project ERASE — Eliminating Racing Activities on Streets Everywhere — runs each year from May through October and sees police officers in Peel
those with Ontario Provincial Police and elsewhere proactively target the most dangerous drivers on the road
among those who’ll attend Monday’s launch in Mississauga
has said in past years the concerns of police continue to grow as do the numbers of those who engage in illegal street racing
stunt driving and other high-risk driving behaviours
Andre Phelps and York Regional Police Insp
Kelly Chester will also be on hand for Monday’s 2025 launch of Project ERASE
Peel Regional Police Deputy Chief Marc Andrews
shown here at the 2024 launch of Project ERASE
says far too many people engage in street racing and other dangerous and illegal driving behaviours
Andrews said at last year’s launch of Project ERASE
that behind the growing number of dangerous driving offences “… are real people who’ve been impacted by reckless behaviour on our roads and
the tragic loss of lives and devastated families
Dangerous driving behaviours put lives at risk and we will not tolerate it.”
the multi-jurisdictional Project ERASE campaign will see police officers increase efforts to clamp down on stunt driving
street racing and other dangerous activity on the roads
Stunt driving in Ontario is defined as travelling at:
Drivers who are involved in stunt driving and street racing could be subject to:
Peel police have identified racing and stunt driving “hot spots” in the region’s two cities and have targeted those areas as part of their enforcement strategy
street racing in Mississauga and Brampton continues to pose a significant danger to the public
groups of street racers show up in large numbers to race in industrial areas in Peel and across the GTA late Friday and Saturday nights from about May through the end of October
police also ask motorists to report dangerous driving
Those who see aggressive driving or street racing can call police at 905-453-3311 or Crime Stoppers anonymously at 1-800-222-8477

The possibility of a Brampton Transit worker strike increased after ATU Local 153 members voted to reject the city’s latests offer
Talks between the two sides broke down last week
Negotiations between the City of Brampton and the union representing 1,400 transit drivers and maintenance staff hit another snag this week after 99 per cent of Local ATU 1573 members voted to reject the city’s latest offer
Talks between the two sides broke down last week, prompting the union to file a no board report
paving the way for a potential strike that could occur as soon as this month
which they accused of “bad faith bargaining,” retracted a previously agreed-upon wage increase
“Brampton Transit essentially restarted negotiations by reducing wages significantly from their previous offer while adding new concessions to their latest offer,” Local ATU 1573 president Andrew Salabie stated in an April 30 news release
“The resounding rejection of our employer’s latest offer has given ATU 1573 a strong strike mandate.”
Significant transit service disruptions are likely if the two sides are unable to reach a deal
talks could be extended if there is progress
“The ATU takes great pride in providing safe
and accessible service to all Brampton residents who rely on public transit and will ensure that the public is given a minimum of 72-hour advance notice before strike lines and service disruptions begin,” the union said in a news release
The city has also acknowledged that a strike would be a major inconvenience to riders
“The City of Brampton has been in active negotiations with Amalgamated Transit Union (ATU) Local 1573 to reach a new contract for Brampton Transit members
We recognize and appreciate ATU 1573 employees and their dedication to maintaining and operating front line Brampton Transit services,” city spokesperson Natalie Stogdill told the Brampton Guardian last week
“The city remains committed to negotiating a fair
multi-year agreement that acknowledges these contributions while ensuring fiscal responsibility for Brampton’s residents
The city understands the impact a potential strike will have on Brampton Transit riders and the community
and remains committed to reaching a resolution,” she added
Both sides are hoping to get a deal done to avoid a strike, but negotiations have been strained since March when members first voted to give the union a strong strike mandate
the union members voted to authorize a strike if necessary
The two sides returned to the table but talks once again broke down,” the union stated in its news release
“We are asking our transit riders to demand that Brampton city council take control of negotiations before the pending no-board report legal strike position is in place,” Salabie added
Should ATU 1573 workers hit the picket line, it would be the second strike affecting Brampton Transit service in the last six months. Members of CUPE Local 831, which include other Brampton transit workers, went on strike for a week before reaching a deal with the city in November

The Liberals won five out of six Brampton ridings in Monday’s federal election
coming up one seat short of a fourth-straight sweep
Conservatives win first seat in Brampton in a decade
Brampton has been a federal Liberal stronghold since the 2015 election but cracks in their red wall became apparent following Monday’s vote with one of the city’s ridings turning blue
The Liberals swept all five of Brampton’s ridings in each of the 2015, 2019 and 2021 elections. Brampton was granted a sixth riding after Elections Canada’s 2023 electoral district redistributing
the Liberals managed to win five of those ridings with one — Brampton West — flipping to the Conservative Party of Canada
It’s the first time a Conservative has held a seat in Brampton in a decade
According to preliminary results from Elections Canada, Brampton West CPC candidate Amarjeet Gill unseated Liberal incumbent and former Minister of Health Kamal Khera by a slim margin
Gill garnered 21,112 (49.8 per cent) of the votes to Khera’s 20,214 (47.7 per cent) votes
Green Party and Centrist party candidates each got less than 1,000 votes
While the Liberals won the rest of Brampton’s five seats in parliament, the races in all five were much tighter than pollsters were predicting ahead of the election
The Conservatives significantly increased their vote share in Brampton compared to the 2021 election
A winner wasn’t declared in Brampton Centre until around 5 p.m
That race was decided by just 340 votes with LPC candidate Amandeep Sodhi squeaking out a victory with 18,940 (48 per cent) votes over runner-up CPC candidate Taran Chahal with 18,600 (47.3 per cent) votes
Brampton Centre NDP candidate Anil Boodhai was a distant third with just 2.7 per cent of the vote
People’s Party and Centrist party candidates each got less than 500 votes
In another very tight race that went down to the wire
Brampton North—Caledon incumbent Ruby Sahota won by a scant 650 votes with 22,682 (48.9 per cent) ballots cast in her favour
having represented the former Brampton North riding since 2015
Brampton North was expanded into South Caledon after the 2021 election and renamed Brampton North—Caledon
Her CPC challenger Amandeep Judge came up short with 22,032 (47.5 per cent) votes
NDP candidate Ruby Zaman secured 1,001 votes — or just 2.2 per cent
People’s Party of Canada candidate Sat Anand rounded things out with 1.4 per cent of the final tally at 637
In Brampton—Chinguacousy Park, an entirely new riding, former Brampton Centre incumbent Shaqfat Ali was elected with a bit wider margin than the two previously mentioned contests
He decided to run in the new riding instead of seeking re-election in Brampton Centre and was returned to the House of Commons for a second term with 21,494 (48.8 per cent) votes
CPC challenger Tim Iqbal had a decent showing with 19,573 (44.5 per cent) votes
followed by NDP candidate Teresa Yeh winning just 2.7 per cent of the overall vote
None of the other four candidates garnered more than 750 votes
Liberal Brampton East incumbent Maninder Sidhu won his third term as MP in that riding with 23,615 (48.6 per cent) votes over CPC runner-up Bob Dosanjh Singh
People’s Party candidate Jeff Lal was distant third with 2,304 (4.7 per cent) votes
Neither the NDP nor Centrist Party candidates received more than 820 votes
The last of Brampton’s six ridings saw Brampton South Liberal incumbent Sonia Sidhu re-elected for a fourth term over CPC challenger Sukhdeep Kang in another close race
Sidhu won with 22,000 (49.3 per cent) votes compared to Kang’s 21,193 (47.5 per cent) — an 807 vote margin
PPC or the lone independent candidate in the riding garnered more than 780 votes
Brampton voters helped return the Liberal Party of Canada and freshly elected Prime Minister Mark Carney to parliament with a strong 169-seat minority mandate — just three shy of a majority government
Carney’s Liberals also won the popular vote after coming up short to the CPC for the past two elections
Pierre Poilievre’s Conservative Party will form the official opposition after winning 144 seats
Poilievre lost his own seat in his Ottawa Carleton riding and his future as party leader is unclear
The NDP lost official party status after only managing to secure seven seats
That prompted party leader and former Brampton MPP Jagmeet Singh to step down after an interim leader is chosen
The Bloc Quebecois secured 22 seats in Quebec and the Green Party won a single seat to round out Canada’s 45th parliament

Amarjeet Gill is the Conservative Party of Canada candidate in Brampton West riding
Election win can be considered a local political upset
Conservative Party candidate Amarjeet Gill has won the riding of Brampton West in the April 28 federal election
Gill’s win unseats incumbent Liberal Kamal Khera
who has held a seat in the House of Commons since 2015 and was re-elected in the 2019 and 2021 races
Khera beat the second-place Conservative candidates by wide margins in those previous elections
While the Liberals enjoyed what appears to be a reversal of political fortunes nationally
Gill is a Conservative candidate that has managed to wrestle a federal Brampton riding away from the grip of the Liberals
It can be considered a local political upset for the Conservative campaign team — Khera was a high-profile member of the Liberal government
having held roles which included Minister of Health
Minister of Seniors and Minister of Diversity
Gill had previously ran in the 2011 and 2014 provincial election for the Progressive Conservatives
New Democrat Party candidate Zaigham Javed had 708 votes
Green Party Candidate Sameera Khan had 278 and Centrist Party candidate Khawaja Amir Hassan had 94 votes
