A rendering of the Square Candiac development
The town was the first in Quebec to adopt 'form-based' code
which emphasizes a design-based approach to development instead of relying on conventional numerical and technical guidelines.Ville de Candiac
Lawrence River opposite the Island of Montreal
is one of a cluster of suburban and exurban communities spreading out to the U.S
border across vast tracts of former farmland
Created by Canadian-European private development firm Candiac Development Corp.
which started acquiring and assembling land in 1953
There is little that links this particular 61-year-old suburb to its past; the name is a nod to the French ancestral château of the Marquis de Montcalm
the fallen lieutenant-general of the historic Battle of the Plains of Abraham
development and local government were closely tied: mayors in the early years of the town were Candiac Development Corp
As with most other suburban municipalities
Candiac – traversed by three highways – grew in lockstep with the rise of the automobile and expressway infrastructure construction
But while many aspects of the town may appear to place it squarely in the category of classic
efforts are under way to remake Candiac along more urban
an alternative to the standard “use-based” zoning regulations
Form-based code emphasizes a design-based approach to development instead of relying on conventional numerical and technical guidelines
The intent is to promote placemaking – public spaces that foster a sense of community – define the relationship between public and privates spaces such as the form and mass of buildings
and lay out a clear vision for pedestrian-friendly neighbourhoods
“We’re not doing development the way it was done in the past,” Candiac Mayor Normand Dyotte says
including a seniors’ residence.Ville de Candiac
The city of about 21,000 is also the staging ground for a long-term test project of an electric self-driving shuttle bus on public roads
The 15-passenger bus service – launched in August – will cover a one-kilometre itinerary along a busy intersection to a park-and-ride lot that is the departure point for several bus lines
including an express route over the Champlain Bridge to Montreal
Candiac is also showcasing a major transportation-oriented development (TOD) in the area around its commuter train station
The project calls for 2,300 residential units
The TOD is part of a master land-use planning and development program (PMAD) set out by the regional government body
PMAD’s objective is to offset the impact of urban sprawl by combining housing densification
promotion of active transportation (cycling and walking) and public and commercial spaces around dependable
PMAD’s goal is to ensure that 40 per cent of new housing in the Greater Montreal region is situated in 155 TOD hubs by the year 2031
The Candiac train station TOD is one of several high-profile pilot projects that have emerged so far
It’s quite a major change for us,” said Mr
a retired Hydro-Québec executive and former city councillor who was first elected mayor in 2011
on the site of a now torn-down Consumers Glass factory whose detritus was in large part recycled
another project – Square Candiac – is taking shape
It’s a mixed residential neighbourhood of about 1,700 units
Features of the $600-million project that are atypical for an auto suburb include broad sidewalks
100-per-cent underground residential parking with electric-charging-station capacity
car-sharing service and four- to eight-storey buildings
a rooftop urban agriculture and solar energy venture is planned for 150 townhouses in Square Candiac
Half of the homes will have organic vegetable gardens whose produce from three annual harvests will be sold locally; in the other half
each home will accommodate six solar panels producing green energy
Half of the homes will have solar panels and the other half will have organic vegetable gardens.Ville de Candiac
Plans call for a housing density in Square Candiac of 80 to 90 dwellings per hectare
The minimum required by the regional government of the Greater Montreal area is 30
the density is 40 dwellings for each hectare
Urban planning expert Gérard Beaudet says Candiac – as well as Terrebonne
north of Montreal – are suburbs in the area that have been showing leadership in adopting sustainable development strategies
But while progress is being made transforming the traditional suburban model in those suburbs and elsewhere
there is still far too much dependency on the automobile
efforts at the densification of residential zones remain insufficient
making it difficult to justify building public transit that is attractive and reliable enough to lure residents out of their cars
urban development professor at Queen’s University
says there are encouraging signs across Canada of moves to “urbanize the suburbs.”
the new Don Mills Centre and the transit village around Brampton’s Mount Pleasant as examples of Toronto-area suburbs building along more transit and pedestrian-friendly lines
these high-profile projects divert attention from the huge expansion in automobile-dependent suburbs” throughout Canadian metropolitan areas
99 [per cent] of the population growth in the Toronto metropolitan region’s ‘905’ ring of suburban municipalities is in automobile suburbs or exurbs.”
Vancouver is ahead of both Montreal and Toronto in promoting TOD projects around its suburban SkyTrain stations
Richmond City Centre and Surrey City Centre are quite good
but the Montreal planners hope that the area around many suburban Metro stations will become more urban
says his city’s new urban-planning approach – based on sustainable
smart-growth concepts – has a lot left to do
The municipality’s blueprint for future growth and development is being revised and updated – “We’ve got lots of ideas in mind,” he says – and the launch of an innovation centre is planned for next March
“I think we’re ahead of our neighbouring communities,” he says proudly

a single mother and outgoing mayor of a small Quebec town
decided not to run for re-election this year so she could spend more time with her nine-year-old son
The problem is no one wanted to replace her
a community of about 1,000 people on the north shore of the St
Lawrence River between Trois-Rivieres and Quebec City
is one of five municipalities in the province where no one will be running for mayor in the Nov
citizens in just about half of the 1,100 municipalities in Quebec won't vote for their mayor that day because their candidate ran unopposed and was acclaimed
This lack of choice is primarily a problem in Quebec's smaller towns
where low pay and difficult working hours make the job less attractive — especially to people with young children
Out of the 203 Quebec municipalities where the entire local government was elected by acclamation this year
Quebec's eight largest cities have at least three people running for mayor
Quebec City and Laval — the three biggest — have eight
whose primary income comes from her job as a pharmacy technician
said her annual pay as mayor was so small she only recently found out the amount
"I actually never took stock of what the pay was," she said with a chuckle
the pay wasn't the main problem because despite leaving the mayoral job
where the work schedule is more consistent
"I have a great relationship with (my boy's) father
but when you have a meeting almost every night ..
my son started to have issues with the fact his mother was never around."
a professor at Universite de Montreal who researches civic engagement
"They are the places with the most acclamations
yet when there are elections they vote the most ..
often reaching 85 per cent participation," she said
Smaller towns have fewer candidates to choose from
adding even a municipality of 1,000 must have a council of six people in order for it to be a proper deliberative body
The provincial government could merge small towns but then it gets harder for politicians to travel and visit constituents
"We are looking at a problem where the solutions aren't easy," she said
who researches municipal democracy at Quebec's National Institute of Scientific Research
said the high number of acclamations in small-town elections isn't a new phenomenon in Quebec
making people potentially uneasy about running against them if they are doing a good job
"But it's clear that we need to polish the image of the municipal politician," said Breux
"We need to show how essential this work is
And we need to talk about how little they are paid
about how the pay is not reflective of the work involved."
Breux said low pay for small-town politicians means they usually have other day jobs and "you need to make concessions."
"It's clear for women in politics who are mothers it's much more difficult," she noted
which received three extra councillors this election because the town's population recently exceeded 20,000 people
All eight councillors as well as incumbent mayor Normand Dyotte were recently acclaimed in the 60-year-old bedroom community
"We are a young city," Dyotte said in an interview
"I am beginning my third mandate and I'm only the fourth mayor in 60 years
"There is a type of continuity that has settled in here
The population has confidence in the mayors and the council."
This continuity of local governance has proven to be an asset
Election turnover means a period of adapting for the newly elected and some files are cancelled while others are modified
"Citizens have good services and we have good employees," Dyotte said
We were ready to face the music if we had to."
Dery said a second nomination period opens at the end of October for the mayor's seat
"And I hope someone wants to run," she said
the municipal affairs minister can step in and appoint someone."
Elections for Quebec's 1,100 municipalities are scheduled for Nov

This month we travel to the South Shore of the St-Lawrence River to the city of Candiac
home to the head office of the Cascades Tissue Group
“The success of our mill is based on the Cascades’ philosophy and the group of dedicated people
who make this operation run smoothly,” said Fortin
We also focus on Cascades and how its core value of human resources management has sustained it through what president and CEO Alain Lemaire refers to as “challenging times.” Cascades has managed to successfully channel the energy and talent of its employees to build a company with a strong foundation capable of adapting during changing times
was formed in 1964 and primarily focuses on the producing
transforming and marketing of packaging products
Its expertise in recycling and deinking fibres is widely recognized
With over 14,000 employees spread over North America
QC continues to adhere to a management philosophy that has been the foundation of the company for 42 years
continuing education programs and the promotion of a balanced life are cornerstones of what is referred to as the Cascades culture
“The philosophy is based not only on treating people correctly
but on giving them responsibility for their area of expertise
I fit in perfectly with this style,” said Fortin
“since it is the essence of what the Lemaires created in ’64 and it is still intact.”
The culture is based on workforce respect and commitment
as well as a strategy that places importance on social responsibility and preservation of resources
the truth is that it is widely believed that Cascades’ philosophy with regard to its human resources management has been instrumental in building a successful
world-class presence on the pulp and paper stage
president and chief executive officer stated in February 2006
“We are not satisfied with this year’s (2005) financial performance
showed good progression on the strategic initiatives identified in early 2004.” Despite the challenging times for the industry as a whole
increasing foreign competition and the ever-climbing value of the Canadian dollar
adding to its North American boxboard operations
it acquired certain assets of the paperboard division of Simkins Industries in Ridgefield
Cascades announced an agreement with Caraustar Industries Inc
to acquire its coated recycled board mill in Sprague
The mill is a state-of-the-art facility with an annual production capacity of nearly 180,000 short tons
as part of the company’s ongoing rationalization process
the Cascades Tissue Group closed its conversion plant in Pickering
Cascades reported net earnings of $6 million for the quarter ending on March 31
Compared this to a loss of $1 million for the same period in 2005
“We expect that the seasonal pick-up in activity in most of our business segments will positively impact demand in the second quarter.” Restructuring and change are applauded at Cascades as tools for optimizing effectiveness and profitability
Our focus this month is the Cascades Tissue Group
Rounding out the operation are locations in the US
they represent a major producer of tissue paper targeting the retail
commercial and institutional and jumbo roll markets across North America
the mills create products that are offered under various brand names such as Doucelle and Capri for the retail market
Dcor and Perkins for the commercial and industrial markets
The company’s aim has always been to develop greener products that continue to challenge the competition
and to remain at the leading edge of technology
its North River tissue paper received Green Seal certification
meeting rigorous standards required for environmental protection
Through its optimal use of recycled fibres and its use of process chlorine-free products
Cascades’ North River product line was developed to illustrate that products can be very high quality
as well as being well designed ecologically
Candiac is home to the tissue mill which has been operated by Cascades since 1995
a mere six years after the town was officially founded
with its present population of over 15,000
it proudly calls itself “Une ville vivre en toutes saisons” (a city for all seasons)
Locals still boast about the 1998 Domus Prize
which Candiac received when it was named the Best Municipality of the Year by the l’Association Provinciale des Constructeurs d’Habitations du Qubec (APCHQ)
Mill manager Fortin refers to the city as a home with natural beauty that he enjoys tremendously
“I am lucky to live two minutes away from where I work
allowing me to spend quality time with my family.”
The town of Candiac was established on January 31
1957 when a group of Canadian and European investors acquired approximately 2,500 acres of land
the majority of which was not cultivated farmland
firms began to set up in the town’s specially built industrial zone
having spent the last 13 years of his career in the city
What is unusual is that his background is in human resources
and within the Cascades group of companies he has worked at various levels
including on the dossier that lead to the acquisition of the mill in Candiac
he was appointed mill manager by the president of the Cascades Tissue Group
I took two to three weeks to reflect,” Fortin recalled
and knew their jobs better than anybody else
Since over 50% of the issues at a mill are people-related
I knew the challenge of leading them as the mill manager was right for me.” Normand Ren
working in both France and Quebec and has been a longtime colleague of Fortin
(in his capacity as human resources manager) who the new mill manager would be
his honest and straightforward style has had a great effect on our mill
He embraces the spirit of team-work with sincerity and never wants to be at the forefront.” Fortin admits that he walks into his job with a smile every morning
for having represented the values of respect and commitment that the company has stood for
Production capacity: 65,800 metric tons annually
Commercial and industrial house brands: Doucelle

Keolis Canada and Montreal suburb City of Candiac have launched a long-term demonstration project of an autonomous electric shuttle on public roads in Canada
The shuttle will complement the public transit services currently available in Candiac
The pilot project will take place over a period of 12 months
with about eight months dedicated to serving citizens
This initiative was made possible through the financial support and expertise of the Quebec government and the collaboration of Propulsion Québec
the Cluster for Electric and Smart Vehicles and the Technopôle IVÉO
The NAVYA autonomous shuttle will operate along a two-kilometer route between the park-and-ride lot and exo’s bus terminal and the intersection of Marie-Victorin and Montcalm North boulevards with several stops along the way
will allow employees in the area to reach their workplaces from the bus terminal
the shuttle will go through a railway crossing and an intersection where it will communicate with four traffic lights
will test how the autonomous electric shuttle adapts to Quebec winter conditions
“This initiative is exciting because it’s the first pilot project in Canada
and the way it’s carried out will set the course for the next one,” said Marie Hélène Cloutier
multimodal service is the key to the future of transportation
Autonomous electric shuttles are a great example of this because they complement existing services
The enthusiasm for this project has surpassed our expectations
which is very promising for the future.”
“We are extremely proud to be enabling Candiac residents to participate in this historic achievement,” said Normand Dyotte
“It’s an outstanding opportunity for our citizens to be able to travel aboard the first-ever electric autonomous shuttle on a public road in Canada
We invite all public transit users and anyone who is curious or interested to come and try it now.”

British multinational Johnson Matthey has sold off its lithium-ion battery interests in two deals in as many days
Johnson Matthey (JM) sold off its assets in Canada to battery materials firm Nano One Materials Corp
and its battery materials interests in the UK
chief executive of JM said: “Johnson Matthey made the decision to exit battery materials due to insufficient returns
increased commoditisation of battery materials combined with the need for very high capital investments to remain competitive
“This important divestment means Johnson Matthey can now focus on our core portfolio.”
the firm confirmed it had sold all the outstanding shares of its Canada-based lithium-ion battery business Johnson Matthey Battery Materials (JMBM) to Nano One in a deal worth around C$10.25 million ($7.9 million)
pilot to commercial scale cathode production and product qualification and quality assurance systems expertise for tier 1 automotive lithium-ion cell manufacturers
It also includes its Candiac 2,400 tonne per annum capacity LFP production facility in Québec
The transaction is expected to complete by the end of 2022
subject to JMBM Canada fulfilling contractual commitments and certain other customary closing conditions
Condon said: “We have worked with Nano One on a number of projects over the last year and having seen their innovations
we believe they have the potential to develop the Candiac site in the best way possible
“We remain at the Candiac site until the end of the year and are fully committed to serving the needs of our customers.”
The Candiac production facility was acquired by Johnson Matthey in 2015 and has been in operation since 2012
It is a supplier of lithium iron phosphate (LFP) cathode material to the lithium-ion battery sector for both automotive and non-automotive applications for a select group of customers
JM announced it had entered into an agreement for the sale of part of its battery materials business to EV Metals Group for £50 million ($62.8 million) in cash and a minority equity stake in EV Metals
The buy-out by the Australian battery chemicals and technology firm includes assets at JM’s battery technology centre in Oxford and battery technology centre and pilot plant in Billingham— both in the UK— a research centre in Moosburg
Germany and the partly constructed site in Konin
The deal is expected to be finalised within months
the deal comes five months after JM placed 150 staff at its Billingham plant under consultation
after announcing plans to close the battery materials business
underpinned by the GEMX® and CAM-7® cathode platforms the company licensed from US firm CAMX Power
managing director and chief executive officer of EV Metals Group said: “The acquisition of the battery materials business is a strong strategic fit for us
leading technology for the production of cathode active materials
we are well positioned to drive the successful commercialisation of LMs cam technology
taking full advantage of the group’s ‘mine to OEM’ integrated supply chain
which addresses the long-term market challenge of both surety of raw materials and the supply of processed materials.”
