WINNER OF THE RAIC’S 2025 PRIX DU XXE SIECLE DESIGNER Anglo-Newfoundland Development Co Grand Falls is remarkable for being among the first—possibly the first—garden cities created outside the United Kingdom at the beginning of the twentieth century Designed and built by members of the Anglo-Newfoundland Development Co the town has a layout inspired by Ebenezer Howard’s pioneering theory of 1898 and suburban housing lots organized along a series of sweeping curvilinear streets meant to integrate scenic views and landscape into the urban experience Spearheaded by brothers Alfred and Harold Harmsworth Grand Falls is a spectacular example of how industrial development and emergent planning theories guided the creation of paternalistic Canadian resource towns in the early decades of the twentieth century when industrial entrepreneurs seized upon planning as a way to forge a stable and passive workforce by protecting workers’ health and enforcing social standards The city’s progressive appearance and factory wages made it the envy of people across Newfoundland The AND Co.’s state-of-the-art pulp and paper mill was among the first land-based industries to develop in Newfoundland following the completion of an inland railway in 1898 along with an abundance of greenery in the form of athletic fields Company housing in Grand Falls was modelled on that in Letchworth Garden City (the world’s first garden city where the Harmsworth’s Daily Mail sponsored a Cheap Cottage Exhibition that challenged British architects to create low-cost workers’ housing using industrially produced materials and based on the latest sanitary science workers’ housing in Grand Falls was arranged along wide streets with front and rear gardens and featured modern amenities The company also directed all aspects of social life in Grand Falls sponsoring picnics and sports teams and banishing alcohol In addition to many surviving examples of the townsite’s original housing stock several heritage structures remain in place including Grand Falls House (a Tudor Revival residence built for Alfred Harmsworth in 1909) the Grand Falls Post Office (completed in 1913) Pulp and Paper Mill (completed in 1909 and permanently closed in 2009) Bernard Flaman :: Grand Falls represents one of the earliest professionally designed company towns in Canada but aspires to be a real community and is based on Garden City planning principles promoted by Ebenezer Howard Company towns resulted from an economy of resource extraction and could be found across Canada Recognizing Grand Falls broadens the time frame for the Prix to an earlier part of the twentieth century and also recognizes an important urban design project Dustin Valen :: Grand Falls is a stunning example of how transnationalism shaped Canadian cities and the experience of industrial labourers at the beginning of the twentieth century Equally stunning is how little is known about this company town today despite the many other celebrated examples of Garden City planning across this country The project’s imagined role in striking a harmonious relationship between industry and labour while bettering the circumstances of workers is a timely reminder of how twentieth-century planning reforms allowed for degrees of social control through means virtually synonymous at the time with industrial and social modernity Inderbir Singh Riar :: The visionary British planner and reformer Ebenezer Howard’s influential Garden City proposal for self-contained settlements arrived in less than a decade to Grand Falls like earlier paternalist-capitalist efforts such as Lever Brothers’ Port Sunlight outside Liverpool and the Cadbury family’s Bourneville near Birmingham took salubrious housing as means to improve workers’ lives and morals predicated on functional zoning and picturesque residential districts sought the modernization of every aspect of life from industrial production and social responsibility to cultural life and familial duty The result deserves recognition not only as a model for much later efforts such as Alcan’s Kitimat in British Columbia but as an expression of how yearnings for the simultaneous reform of industry and society fuelled the resource economy across the Americas 2025 RAIC Gold Medal: Charting the Course 2025 RAIC Gold Medal: Community Champion 2025 RAIC Gold Medal: Ethics in Action 2025 RAIC Gold Medal: The Genius of Collaboration 07mayAll Day14sepGroundwork Exhibition - Editor’s note: This story contains an image that may be disturbing to some readers Kamara White loves basketball and is one of the best players on the Grade 6 team she captains at Sprucewood Academy but she’s worried she won’t ever be able to dribble or shoot a ball like she could before The 11-year-old from Grand Falls-Windsor won’t be playing any more games this season after she lost the tips of two of her fingers in a nasty classroom incident before the Christmas holiday break she saw her children’s school number was calling had gotten worse and needed to come home for the rest of the day She was surprised when the school informed her something happened in Kamara’s classroom during the lunch break “(The school said) ‘We think she might have hurt her finger or nail if you’d like to stop by,’” recalled White didn’t make it sound like a serious situation but she went to the school without hesitation anyway “I go for everything for my kids — it doesn’t matter if they’re hurt or just need a bottle of water so I thought she could come home for the afternoon if she’s in pain.” she found her daughter surrounded by four teachers and a lot of blood holding her own hand with gauze,” said White Then the principal leaned in and said ‘I think you need to take her to the hospital.’” Still not knowing the severity of her little girl’s injuries she left with her before she could even ask questions about the circumstances of what had taken place Kamara told her she and other students had been playing the game Red Light She said one boy pushed her into another boy The other boy pushed her back and she fell to the floor A desk was also tipped over in the melee and landed on the tips of her right fingers Kamara told her mom there was a lot of blood and she immediately ran from the classroom to get help Kamara’s teacher was on lunch duty but was not in her class at the time of the incident as the teacher is responsible for keeping an eye on multiple classrooms as part of that role It wasn’t until they arrived at the hospital that the gravity of what had happened struck home When the gauze was removed from her daughter’s injured right hand the tips of her middle and ring fingers were gone the school called White to let her know they had found the severed fingertips on the classroom floor The tips were put on ice and delivered to the hospital but too much time had passed for them to be salvageable White was shocked no one had examined the injuries at the school right away let alone administered the emergency first aid response Kamara needed “There were four teachers with her and not one of them looked at her fingers,” said White “The teacher who has first aid training told me he froze when he saw blood and just told her to keep pressure on her fingers with the gauze they would have called an ambulance and went looking for the tips of her fingers …If they had looked and called an ambulance they might have been able to save the tips of her fingers “They didn’t and I just don’t understand it.” Kamara underwent a three-hour surgery that night She had to have dressings on her injured fingers changed every three days for a while her doctors have said it will be six months for the tissue and skin to heal She won’t have any nail beds on those fingers and it remains to be seen how much sensitivity she will regain or how many more surgeries so she has an assistant to help her with writing and other tasks “She’s trying her best because she wants to do her schoolwork There have been a couple of times when she’s found it difficult to get through the day Little things like a door slamming shut or even a teacher using a hole puncher have given Kamara flashbacks that make her nauseous and she has to go home from school for the rest of the day The family has reached out to a counsellor to help Kamara deal with what has happened to her but going skating and even participating in gym class are all on hold for now she told The Telegram through her mom that she is devastated she can’t play or even practice with her school basketball team especially with some big tournaments coming up in the next while “I’m going to take her to the tournaments if she wants to go,” said White she’s the captain and the best player on the team “We went to a game last week and they lost ‘We would have won if she was playing.’ What do you do?” She’s also sad and doesn’t like struggling with trying to write She doesn’t know how long it’s going to take to get better but the little girl said she wishes the flashbacks would stop soon She added that her doctors at Central Health have been great to her White said this incident needs to draw attention to some shortcomings in the school system she feels there should be more supervision of classrooms during lunch and recess periods especially in a school the size of Sprucewood Academy Sprucewood has an enrolment of 437 students from Grade 4 to Grade 6 with all but one class — which has 16 — having between 25 to 29 students “You’ve got one teacher during lunch for all those kids My daughter lost the top of her two fingers Someone could get really hurt even worse.” She also thinks there needs to be more robust first-aid training for all teachers to ensure a better response to emergencies than what Kamara experienced “What if someone breaks their leg in the gym and a bone is sticking out,” she asked “Who’s going to tie the tourniquet if they’re going to freeze at the sight of blood?” She also has concerns for the other kids in Kamara’s class who witnessed the incident White said one parent has told her that her son has had nightmares about what he saw and has had difficulty sleeping White has also been told that the students had to sit at their desks while the blood was cleaned up around them She had not heard of any of those students being offered counselling to help process what they experienced The family has sought legal advice about what happened White said where that goes from here will depend on Kamara’s recovery and the response from the school the school board and provincial Department of Education Since she first posted about the incident on social media a representative of the department has reached out a couple of times to see how Kamara has been doing There’s nothing any education officials can do to replace Kamara’s missing fingertips but White was compelled to tell her story publicly because she felt it might help prevent another serious incident at this school or any other one in the future “My son has to go to that school for another two years and my daughter will be going to a new school The Telegram reached out to the Department of Education and to NLSchools the provincial entity that manages K-12 English-speaking schools in Newfoundland and Labrador the Department of Education said was aware of the incident at Sprucewood Academy and that school administration and department officials are working with the family and student to support the student’s educational needs The department also noted that NLSchools Student Supervision Policy outlines processes and procedures for student supervision during non-instructional time The department also said NLSchools follows Occupational Health and Safety First Aid Regulations to ensure it has the required number of staff per site that are first aid trained “Additional professional learning opportunities are provided throughout the school year on relevant topics to support a safe and inclusive school environment,” added the department’s prepared response
