It’s sad,” Allison said of the latest one. “I have a friend here who’s a police officer in Peel and he says they do that all the time in Toronto. This has never happened before in sort of small-town Ontario. This one involved apparently three stolen vehicles (the truck, and two getaways.) It’s very troubling and frustrating to see something like this happen. They were in and out in less than a minute. It’s just crazy to me how bold these guys were.” Allison says Harmony Jewellers has been in business for 50 years in Grimsby, which has a population of about 30,000. “It’s very unusual for us here in Grimsby,” said the MP of the jewelry store being repeatedly targeted. In other words, Allison is in favour of many Canadian police forces’ pleas for bail reform in Canada. “Absolutely, for sure,” he said. “Our police officers are doing a phenomenal job, they’re working hard. I think they’re getting frustrated with the fact that they continue to re-arrest and re-book a number of these criminals. I’ve never seen anything like this (crime-wise) until this year (here). We’ve never seen anything this violent show up in the community before.” Allison is also in favour of getting the community involved via community watch programs. transmission or republication strictly prohibited This website uses cookies to personalize your content (including ads), and allows us to analyze our traffic. Monday agreed to spend more than $80,000 for a new drone and information technology (IT) upgrades at Grimsby Fire Station 2 and Regional Training Centre on Mountain Road “We actually have used drones in both Lincoln and Grimsby for a number of years now,” said Greg Hudson Niagara West Fire and Emergency Services chief He said the new drone will have updated infrared capabilities that will be useful when fighting building fires “We can fly over and see exactly what’s on fire,” Hudson said you see smoke and you don’t know exactly where the fire is coming from necessarily so this allows us to pinpoint the hot spot overhead very Hudson added the infrared capability will allow firefighters to help find people lost in wooded areas or injured crash victims injured who may have wondered away from the scene Hudson said one of the department’s pickup trucks will be equipped with drone operating and monitoring equipment the key to success is being able to deploy it as quickly as we can we can just drive to the scene and in some cases we don’t have to drive it to the scene,” said Hudson who noted 12 Grimsby and Lincoln firefighters have Transport Canada advanced drone pilot licences the new drone has the ability to carry small items “If somebody’s floundering out on the water on Lake Ontario we can actually fly over them and drop a flotation device to them,” said Hudson He said the drone has a loudspeaker that enables emergency officials to communicate directly with people and crews at the scene of a fire or rescue Hudson said drones give firefighters real-time hazardous materials spills and other emergencies that enable them to quickly assess a situation and identify potential hazards “Drones can transmit live video and data to command centres providing firefighters with up-to-the-minute information about the fire’s progress.” He said the DJI Matrice drone the fire service is getting was made in China or Malaysia but was purchased in stock from a Canadian included that a facilitator be hired to analyze data and guide committee discussion at a total cost of $12,000 with a report to come before council by the end of the year and not establish a citizens advisory committee Mayor Jeff Jordan supported going the consultant route just makes us follow with the times and having a much more efficient municipality.” Delight Davoli said the consultant will look at how comparable municipalities compensate their councillors “I think it’s important that we gather the data and we actually base a decision on data not just impressions or feelings,” Davoli said Veronica Charrois said she thinks Grimsby councillors are paid “quite low” compared to other municipalities “We do have a lot of residents and businesses that do require our attention,” Charrois said “I think when we are not compensating people who are taking time away from their families it really weakens the pool of people that step up.” Lianne Vardy said council compensation reviews should be done every five or six years “This is just a part of good governance,” Vardy said Not all councillors supported the compensation review Nick DiFlavio said councillors already get a cost-of-living boost when town staff get an increase “I don’t think there’s any need to do a review; it’s not that I have any huge opposition to it I just don’t think it’s a good use of staff time,” DiFalvio said more on their overall tax bills “It’s always a big challenge and a big project to put the budget together,” said town treasurer Tony Del Monaco “We feel we have been able to put together a good sound budget that drives council’s priorities forward.” Del Monaco said the proposed budget balances the town’s needs and priorities with taxpayer affordability “We wouldn’t put this (budget) forward if we didn’t feel that everything in that budget was needed,” he said Del Monaco noted that Grimsby’s tax assessment base has not grown much in recent years adding that’s likely due to a COVID-related lag in building activity that is slowly starting to return “We’ve only had 0.6 per cent of assessment growth when in past years it has been in the one and one and a half per cent range,” Del Monaco said The draft budget includes $22.1 million in capital budget funding including $8.5 million for the Downtown Reimagined Project a revamping of the downtown core with new streetscapes and pedestrian-friendly areas Funds have also been allocated to meet the town’s debt requirements for the new West Lincoln Memorial Hospital and the Peach King Centre project Del Monaco said other budget (IPP) is leading the charge in industrial redevelopment One of its most ambitious projects is the repurposing of the former Novartis plant in Grimsby England—a large-scale pharmaceutical manufacturing facility poised to serve as a hub for active pharmaceutical ingredient (API) production IPP is not only providing companies with a turnkey solution for rapid operational startup but also delivering significant environmental and economic benefits to the local community discusses the company’s strategic vision for the Grimsby plant its broader commitment to the circular economy and how sustainable industrial practices can transform communities impacted by plant closures From minimizing carbon footprints to preserving high-quality infrastructure Gale explains why industrial reuse is a smarter and more responsible alternative to new construction—and how projects like Grimsby are shaping the future of pharmaceutical manufacturing Contract Pharma: Could you tell us more about IPP’s current work to repurpose the former Novartis plant in Grimsby and what makes it such a pivotal project for IPP Ross Gale: We are so excited to see this large-scale API plant be put back into service for an originator or contract development and manufacturing organization (CDMO) that needs to add capacity at a fraction of the time and £2 billion (US$2.53 billion) cost to build new It’s truly a one-of-a-kind opportunity for one or more companies to move into the site’s three main production buildings to bring their molecules to patients quickly Our revitalization of the Grimsby site supports economic resilience by restoring high-paying technical jobs and providing opportunities for skilled labor Grimsby is a wonderful town that has suffered because of a few large technical employers shutting their factories causing skilled workers to endure long commutes or become underemployed locally It’s exciting to be working to make a marked difference in a community Our efforts at this site and others worldwide showcase the potential of industrial reuse as a sustainable alternative to new construction This project is a prime example of how we transform decommissioned sites into thriving assets reducing environmental impact and supporting industry growth Grimsby’s strategic location and robust infrastructure along with our extensive experience in managing complex projects make it a cornerstone of IPP’s broader strategy to lead in sustainable industrial redevelopment It’s also about revitalizing an entire community CP: IPP is known for promoting sustainable industrial practices with shutdown plants How does the Grimsby project align with IPP’s broader sustainability goals and its commitment to the circular economy Ross: Sustainability is at the heart of everything IPP does and the Grimsby project exemplifies our commitment to the circular economy we’re extending the life cycle of valuable infrastructure that might otherwise have been dismantled and scrapped We take quite seriously our mission to keep resources in use for as long as possible and minimize waste Grimsby is particularly aligned with our sustainability goals because it enables us to achieve multiple objectives simultaneously it avoids the carbon-intensive processes associated with demolition and new construction from raw material extraction to logistics and assembly And it preserves high-quality equipment and infrastructure that can be re-integrated into operations with minimal modification The Grimsby facility also is a testament to how sustainable industrial practices can be applied at scale delivering economic and environmental benefits while supporting global pharmaceutical production needs Grimsby is one of 20 complete process plant sites we own in addition to more than 110 complete process plants and over 15,000 equipment systems and major pieces of high-quality we’ll be able to find the right purchasers or tenants to operate in all 20 of our plant sites—and we are striving for perfection CP: What are the environmental benefits of repurposing existing industrial plants such as Grimsby Could you share any specific data or examples from past projects Ross: Repurposing industrial plants significantly reduces the demand for raw materials which account for a large share of the environmental impact of new builds Then there’s the impact of repurposing good equipment. Research from the International Energy Agency shows the manufacturing sector accounts for nearly 24% of direct CO2 emissions from the global energy system companies can meet their expansion needs while significantly reducing their carbon footprint incorporating reused equipment into capital projects can cut carbon emissions by as much as 70% compared to using newly sourced equipment Reductions at 60% and 70% will do so much to advance industry sustainability goals Projects like Grimsby also avoid the ecological disruption that often comes with greenfield developments vacant land when an existing site could be used the environmental savings are amplified by the plant’s advanced infrastructure which can be retrofitted and updated for maximum efficiency This approach supports sustainability and demonstrates that industrial reuse is a viable eco-friendly alternative to traditional development It’s a win for the environment and for industries looking to reduce their carbon footprints without compromising performance CP: Why do companies such as Novartis and Eli Lilly work with IPP when closing their idled facilities instead of selling them on their own Pharmaceutical companies are focused on delivering new and needed treatments to patients market and create a new future for idled assets Typically it would take an operator four to five years to divest an idled site asset taxes—associated with maintaining the site.We make that disappear with one transaction Several companies we worked with took the reserves they set aside for those carrying costs and upon closing with us converted them into a favorable financial transaction We’ve seen firsthand that plant closures can have a profound impact on local economies which is why we approach these transitions with a community-focused strategy and the goal to find a customer that will operate these plants in place which includes three production facilities and 14 labs spread over 190 acres; we aim to preserve and even create new economic opportunities for the town One key strategy is prioritizing local labor we ensure the economic benefits of our projects stay within the community This supports job retention but also builds strong relationships IPP’s approach is rooted in the belief that a thriving community is essential to the long-term success of any industrial facility By focusing on economic integration and collaboration we’re helping to secure a brighter future for Grimsby and the surrounding communities CP: IPP has repurposed many plants globally Can you share a few examples where IPP’s projects successfully revitalized the surrounding communities Ross: We have a long track record of transforming industrial assets into opportunities that deliver exceptional economic and environmental value IPP was working with AGC Biologics in their search for available high-volume commercial biologics manufacturing capacity IPP identified a former Astra Zeneca facility in Boulder the facility was put back into service with approximately 300 employees in less than 18 months to meet demands for the CDMO’s products in far less than the five-year timeline to build a new facility our work goes beyond the communities where plants have been idled One notable example is our work with the former Eli Lilly BB36 biologics drug substance plant Formerly a flagship plant of ImClone and later Lilly the facility was idled due to a patient-driven commercial requirement for a larger volume plant IPP was trusted by Lilly to clear the site for future development while repurposing the assets to bring the highest and best value for Lilly and participating in the circular economy This situation could have easily resulted in wasted resources but IPP saw an opportunity to repurpose the entire project Instead of following the traditional decommissioning and scrapping plan IPP matched an unmet need from BioVectra with the former BB36 assets BioVectra was building a new biologics facility and by using substantially all of the former Lilly assets they were able to save 70% of the equipment and engineering cost and upwards of 50% of the lead time when purchasing re-installing and requalifying the existing assets CP: The whole notion of repurposing a plant sounds complex Can you walk us through IPP’s process when acquiring a plant and explain what happens if you can’t find another manufacturer to take over a full plant site and we’re fortunate to have experienced teams to do it We begin each acquisition with a full-scale evaluation—assessing the land environmental conditions and the value of every major piece of equipment regulatory compliance and overall asset viability to determine the best path forward the seller’s demands and the plant’s potential we either sell the facility as a complete site ready for operation – as we aim to do with Grimsby – or dismantle and resell individual systems and equipment Each component is inspected and assessed to make sure our customers receive top-quality assets without the cost and lead time of new equipment IPP’s ISN RAVS Plus designation highlights our commitment to safety compliance and environmental responsibility when working at plant sites We were incredibly proud to be recognized with this certification last year The bottom line for us is: Whether selling a full plant we aim to maximize value for both sellers and buyers while promoting sustainability in industrial operations CP: I read somewhere that IPP has built relationships with something like 160,000 customers and is the world’s largest reseller of process plants What do you believe is the key to building such long-term trust Ross: We have a lot of really good people on our team all over the world and we have so many repeat customers—people who have a clear need and require a partner they can trust to show up ready to deliver on that need—whether they have a critical failure of a glass-lined reactor and need replacement equipment installed the next day or have a large and complicated site they need to divest and we’ve worked really hard for decades to earn that trust. It’s hard for us to put into words what it means when a customer tells us they would have missed major deadlines if it weren’t for us or they never could have expanded without us And I believe that trust is built on four things: quality From the first conversation to final delivery honest communication—setting realistic expectations and delivering on them while being incredibly consultative in our sales approach We take time to listen to our customers to make sure we’re shipping the best option at the best price for them Every piece of equipment we sell and every site or plant we purchase is backed by decades of industry expertise rigorous inspection processes and a commitment to safety and compliance reinforced by our ISN RAVS Plus designation Customers return to us because they know IPP delivers solutions that work—whether they need a complete process plant or a critical piece of equipment CP: We’ve talked a lot about plants and repurposing large industrial sites But equipment sales must be incredibly important as well What else can you tell us about IPP’s equipment offerings Ross: Let’s start with the obvious—and the most important things that make our customers keep coming back: time and cost savings are the biggest advantages Companies that source equipment from IPP cut lead times by up to 90% avoiding the long waits associated with new manufacturing choosing used process equipment can save businesses up to 50% compared to new purchases offering a competitive edge in industries where margins and speed are everything Many types of process equipment are engineered to last for decades making them ideal for reuse in high-demand industries IPP provides immediate access to critical assets without delays inventory depth and commitment to quality assurance make repurposed equipment not just an option CP: Anything we missed or something you’d like to add We have two other group companies that serve the pharmaceutical manufacturing industry The launch of Gale Process Solutions (GPS) has been one of the most exciting developments at IPP this past year or so GPS was launched to meet a growing demand for high-quality customizable new alloy pressure vessels and equipment—without the excessive lead times of traditional supply chains By leveraging our deep industry relationships and procurement expertise cutting lead times by 50%+ and at competitive costs Our customers appreciate that GPS delivers tailored solutions without sacrificing speed we have developed a library of “gold standard” GMP designs and we keep that equipment in stock in our facilities in the U.S. and Germany—immediately available—from centrifuges Nutsche-type filter dryers and reactors to tanks We can offer immediate delivery of new equipment to shorten your project or a critical replacement to be commissioned and qualified in days or weeks and not months or years Universal Glasteel Equipment (UGE) continues to expand its capabilities unused and rebuilt/reglassed glass-lined equipment to meet the highest industry standards Both GPS and UGE reinforce our mission at IPP: providing customers with the best-fit solution whether that’s high-quality used process equipment custom-built new alloy equipment or specialized glass-lined solutions Learn more about International Process Plants (IPP) >>>>> Use of this constitutes acceptance of our privacy policy The material on this site may not be reproduced Grimsby businesspeople Tuesday during a business preparedness information session organized by Grimsby and District Chamber of Commerce and Grimsby Downtown Business Improvement Area Luttjehuizen said nearby security video showed the robbers were in the store for less than a minute “It felt like an eternity because you just wanted them to get out,” said Luttjehuizen He said his employees have been instructed not to interfere and seek safety during a robbery but that protocol is difficult to remember in the heat of the moment when an crime occurs “The big lesson for us was stay calm and focus on what’s going on,” said Luttjehuizen He said three of his employees and two customers were in the showcase area when the robbers barged in One female customer dropped to the ground for cover and was store heists The robbers entered Luttjehuize ‘s store though the main entrance at about 3:50 p.m was found abandoned about 35 minutes later in Hamilton’s east end Luttjehuizen said the store keeps the door locked He also finds himself looking around a lot more “I drive around the block every morning before I go into the store and have a look and see if there’s anything going on and see if we are being cased and always try to be alert as possible.”  He said the community rallied around the business in the days following the robbery “The outpouring of support was incredible.” Niagara Regional included a 5.88 per cent increase in the town’s portion of the municipal tax bill — about $83 more for a home assessed at $442,000 10 are expected to approve the 2025 municipal budget that determines what residents will pay in taxes for the year The Town of Grimsby spent $58,993 on professional fees last year with most of those tax dollars used to pay the invoices of integrity commissioner Michael Maynard Figures are contained in the town’s 2025 consolidated budget which was approved by councillors at the committee of the whole level on Monday Grimsby only budgeted $10,000 for the integrity commissioner last year Town officials said they expect to see more invoices from Maynard for 2024 activities in coming weeks The cost overrun will be covered by the town’s projected operating surplus of $522,000 Town staff said they expect to confirm the exact amount in the spring The town has again budgeted $10,000 for professional fees this year Councillors voted 8-1 to approve Grimsby’s 2025 spending plan which includes a 5.88 per cent increase to the town’s portion of the municipal tax bill — about $83 more on a home assessed at $442,000 With the addition of Niagara Region and unchanged education taxes and water and wastewater costs the average overall levy will rise by 7.5 per cent Councillors ended up approving a local tax hike that is about 0.6 per cent lower than what was presented by Grimsby finance director Tony Del Monaco at the beginning of Monday’s meeting Delight Davoli successfully asked peers to direct town staff to cut further and find another $100,00 in savings across the budget “I think what we’re all hearing around the horseshoe this evening is that we want to find ways to keep property taxes as low as we possibly can,” Davoli said “I would still like us to sharpen our pencil just a little bit harder.” saying $100,000 is insignificant in the context of tough economic times reflect what’s happening outside of these council chambers and outside of this building and I don’t think that number does that,” De Flavio said Mayor Jeff Jordan said the town is now feeling the effects of previous years when councillors approved budgets with no tax increases we as a council in 2025 are paying for those zero per cent increases in 2025 dollars,” Jordan said “I think finance staff feels that they have the ability to find the $100,000 and get the (increase) in at 5.88 per cent.” Councillors Monday also wrestled with a proposal to add four full-time employees: a water/wastewater operator-in-training a community services facility and permit co-ordinator The cost of the water/wastewater operator-in-training will be paid for through water and wastewater fees and the building permit technician would be paid from building department revenues Neither position would affect the tax levy The other two positions will add nearly $170,000 to the tax-funded budget A motion to defer the community services and parks positions to the 2026 budget was defeated by a vote of 5-4 Councillors voted on each position separately and all four received majority support you need the people to do it,” said Ward 2 Coun who noted some of those jobs are now staffed as temporary positions and are being made full-time “We’ve been really understaffed in a lot of functional areas and areas that serve the public.” Other factors driving the 2025 consolidated budget include collectively bargained wage and salary increases for staff $8.5 million for watermain and street improvements downtown later this year nearly $570,000 for the new West Lincoln Memorial Hospital and $384,000 for Peach King Centre reconstruction Del Monaco said Grimsby’s assessment growth is projected at only 0.6 per cent “We’ve normally seen that in the one to one and a half per cent range in recent years,” Del Monaco said “Assessment growth has the effect of spreading taxes owing among more properties so the fact that we came in low this year is really hurting us.” The budget is to receive final approval from town council on Feb NiagaraJewelry store in Grimsby robbed for third time, Niagara police sayBy Alex ArsenychOpens in new windowPublished: April 25 was the target of yet
