The Kamloops bike valet is gearing up for another season
setting up shop in a new downtown location this year
City of Kamloops climate and sustainability manager
said the bike valet will be set up at Sandman Centre’s West Plaza this year
The city is again partnering with Tourism Kamloops to offer a one-stop shop for bike valet and tourism services using the colourful Loops Explorer Station
Cheetham said the city considered Riverside Park as a spot for the bike valet last year
but it wasn’t feasible given a major roadworks project on Lansdowne Street
The park-adjacent location was chosen this season because upcoming work for the future Kamloops Centre for the Arts meant the bike valet couldn’t remain in its former place
“It created the conditions for us to change,” Cheetham said
“We found a really willing partner to do that with — so Tourism Kamloops has some things up their sleeve for the park as well
beyond just this location and bike valet service.”
Cheetham said the Kelson Hall location was very popular for people attending the Kamloops Farmers’ Market on Saturdays
so the city will also run a satellite bike valet parklet in the Stuart Wood park grounds
“We had the biggest attendance on Saturdays at the Kelson Hall location
And that was clearly driven by the farmers’ market,” he said
“We're only 400 meters or so from from that location to the Sandman Centre location
but we thought it was important anyway — and it provided another way of marketing the program.”
The Saturday satellite location will be open from 8:30 a.m
Cheetham said the season’s pass program for bike valet users will be back again this year
adding people can reuse their passes from last year if they still have them
Kamloops council approved spending up to $93,400 from the city’s climate action fund reserve to deliver the bike valet service from May to early September
Cheetham said the additional services such as the satellite valet location were made possible through efficiencies found by working collaboratively with Tourism Kamloops
Grant funding is also being sought through the B.C

A new municipal report says the number of people experiencing homelessness in Kamloops has increased by more than 200 per cent in the past decade — although numbers appear to have remained relatively stable since 2023
Kamloops city council will be reviewing statistics from last year’s Point-In-Time Count
which took place over a 24-hour period in October
313 individuals were counted and 236 surveys were completed
the survey asked questions about where people have found shelter
how long they have experienced homelessness
“The information collected will help guide decision makers
and service providers in advocating for and developing programs and services that support our community’s most vulnerable,” said a City of Kamloops staff report prepared for Tuesday’s council meeting
there has been a 229 per cent increase in homelessness in Kamloops
However, the total number of people identified as experiencing homelessness during the Point-In-Time Count last fall appears to have stayed stable since 2023. During that year’s count, 312 people were identified as experiencing homelessness.
there has been 26 per cent increase in seniors’ homelessness
and a 41 per cent increase in female homelessness
Among this year’s survey respondents
and one per cent identified as another gender identity
The most common age group was between 35 and 44 years old
The report said 68 per cent of survey respondents have either always lived in Kamloops
or have lived in the city for five years or longer
22 per cent indicated their primary reason for originally coming to the city was because they had family here
and 33 per cent said they remained in Kamloops because of proximity to loved ones
Fifty-five per cent of the respondents identified as Indigenous
The survey found the main barriers to housing include high rental prices (80 per cent)
followed by low income (78 per cent) and addiction issues (48 per cent)
The City of Kamloops is looking for feedback on its plan for prioritizing upcoming active transportation projects
Residents are invited to the Kia Lounge at Sandman Centre on Tuesday
Attendees can give feedback on updates to the active transportation portion of the municipal Transportation Master Plan
this active transportation update will guide the City of Kamloops as it undertakes priority projects with a goal to promote walking and cycling throughout the Tournament Capital
“The purpose of this engagement session is for residents to provide feedback on the active transportation portion of the Transportation Master Plan and learn about upcoming projects and other long-term projects planned for the community,” the city said
Attendees will be asked for feedback on connectivity
Maps will be set up highlighting the proposed project corridors
and members of the city’s transportation team will be available for questions
In February, city council got a look at some of the proposals put forward in the draft plan. Council members heard there are a few priority projects eyed in the next 10 years, including new infrastructure connecting the future performing arts centre and arena multiplex to the existing active transportation network
Public engagement for the active transportation plan update started in 2023
and input from a 25-person engagement group
People who plan to cycle to the engagement event can park their bikes safely with attendants at the Kamloops Bike Valet
coat-check style bike parking service that will be located on the Sandman Centre Plaza
For those who can’t attend the in-person session
an opportunity to provide online feedback will be open from May 12 to May 26

Items used in the illegal manufacturing of firearms were on display as police provided further details around the recent execution of a warrant in Chase.
and equipment for illegally manufacturing firearms were seized during the investigation led by the Kamloops RCMP Detachment’s Targeted Enforcement Unit (TEU),” said RCMP Supt
Jeff Pelley during a May 1 press conference
Pelley was standing behind two tables of items seized during an April 22 search warrant execution in Chase
drill presses, metal lathes and 3-D printing technology.
“It’s important to note that our investigators are still processing exhibits and this is a sample of what was seized during this one particular investigation," noted Pelley.
Police said that the guns being manufactured and trafficked were untraceable firearms
and some using lower receivers from pellet guns.
Pelley commended the TEU which has for working continuously to reinforce the detachment’s zero‑tolerance stance on firearms‑related offences
“The continued pressure our TEU has put on those involved in the drug trafficking conflict is a testament to the 24-7 work of our officers to remove and disrupt illegal activities from spilling into the public realm
where it puts bystanders and innocent people at higher risk,” said Pelley referencing a drug conflict involving public violence which began last year. Pelley noted the firearms manufacturing/trafficking investigation had a direct connection to Kamloops
“We have seen in our community the acquirement of firearms being used in public offences," said Pelley
"Firearms entering communities is a concern
including those involved in drug trafficking
remains a detachment priority and we look forward to more results in the future."
The TEU investigation into the manufacturing and distribution of firearms is ongoing with charge recommendations anticipated

The final of three dogs found to have taken part in an attack that killed a family pet in a North Kamloops backyard has been ordered by a judge to be killed
Kamloops provincial court Judge Roy Dickey ruled on Monday that Ferb
the lone survivor of three dogs implicated in a bloody attack on Richmond Avenue
Heidi, a beloved 12-year-old collie, was killed in her own backyard on Sept
Snoop and Ferb — escaped from a nearby home and jumped the fence
Heidi’s injuries were described in court as catastrophic
The veterinarian who performed her necropsy was unable to pinpoint a cause of death due to the extent of the wounds
which included a “significant chunk” missing from her side
a degloving injury to her neck and “many puncture wounds.”
The City of Kamloops seized the dogs, labelled them dangerous and filed an application in court to have them killed. Testing following the seizure showed the three dogs had meth and cocaine in their systems
Snoop was put down for medical reasons while in the city’s care in December, and Bella was ordered euthanized in January after a so-called “dog whisperer” backed out of his commitment to take the three dogs in
Before making his decision, Kamloops provincial court Judge Roy Dickey heard competing characterizations of Ferb’s disposition — city officials described him as dangerous
while his owner called him “a little baby.”
But he said the question he had to decide was straightforward
“The issue for the court is simply one of whether Ferb fits the definition of a dangerous dog
and specifically has Ferb killed or seriously injured a domestic animal?” the judge said
that Ferb participated in the killing of Heidi.”
Dickey pointed to the evidence of the three dogs escaping their home
witness accounts of the dogs circling Heidi after she was killed
another witness account of the dogs attacking a pedestrian on Richmond Avenue following the attack on Heidi
the veterinarian’s description of the dogs smelling like blood and the evidence of an expert that “pack mentality” was likely at play
Ferb will be euthanized by a qualified veterinarian within the next 30 days
Andrews on the Square was damaged in a fire
the City of Kamloops' museum supervisor says plenty of people are hard at work bringing historic church back to its former glory
Museum supervisor Julia Cyr said the city has an “ambitious goal” to have its oldest public building reopened by the end of the year — hopefully in time for Christmas
all the floors had to be ripped out — just sad and hard to see,” Cyr said
“But there is a real strong movement in this community.”
Cyr said the city aims to start construction this summer
with DW Builders already selected for the job
“We'll start to see activity again — walls coming back and floors and washrooms and the kitchen and everything that we came to know of the building,” she said
“But this will also be imbued with the heritage
and the heritage features and the heritage charm
which is primary of concern with restoration.”
Kamloops Fire Rescue said the blaze started on the outside of the historic building in an alleyway and climbed up the exterior before entering the attic
The fire was investigated as being suspicious
said crews dispatched to the fire were able to quickly stop the fire from spreading
although a gas meter ignited by the blaze presented a challenge
Cail said every building and every home is important to firefighters
the crew was aware of the historic value of the building and the “sheer volume” of community members’ belongings
“When you go to one building like that with that significance to the city
I think there's a heightened awareness of the firefighters that are on scene of that fire
and they really want to try and manage all of the important artifacts that are inside,” Cail said
He said crews did an “outstanding job” managing to save a lot of historic items
noting the building’s sprinkler system also helped to stave off the flames
stained glass and period lighting were salvaged
Cyr said archival photographs and news articles are being used to help design and refurbish St
noting there’s plenty to consider when replacing the pieces of a historic building
Photographs of the exterior and interior of the building are examined
photo captions include clues about the building features
She said there’s also been many conversations with people in the community who knew the building “from the inside out.”
the Kamloops Heritage Engagement Group and several municipal departments are all working together on restoration efforts
Cyr said the city is also taking the opportunity to update the building
including tech upgrades like high-speed internet which will allow people to virtually attend events like celebrations of life held in the church
fresh perspective and fresh breath that captures its historical charm and beauty and functions for us in today's standards,” she said
Cyr said Kamloops residents will have access to the archival information that is being used to refurbish St
Andrews on the Square through a brochure with a QR code in the museum
People will be digitally linked to articles
photographs and all the research the city has been done to inform the restoration plan
“I just want the community to feel reassured that we're committed to this building
and we're going to see it through all the way,” she said
Cyr said everyone involved in the project wants to see the building alive with community programming and events
“People love to have their weddings there
They wanted to experience in the walls all the joys and the pains that come with just our lives,” she said
“That building has stood for so long and has seen so much and experienced so much
and it will continue to experience and be part of our families
We will have that back as soon as we can.”

None of the four Tiny House Warriors who “took things too far” during a 2021 assault on a Trans Mountain work camp in the North Thompson will go to prison
Prosecutors wanted Nicole Manuel, Isha Jules, Tricia Charlie and Sami Nasir jailed for their actions on Sept
when they hurled rocks and insults at Trans Mountain security and work crews while blocking access to a camp in Blue River
Each of the four were convicted last year following a trial
The assault lasted for more than three hours before police arrived — described by the Crown as “constant profanity and yelling
incursions onto the property and a breach of the injunction
multiple people at different entry points to the camp
damage to the property on the roadway and damage to the property inside the camp."
Court heard the mess cost more than $79,000 to repair — including about $65,000 in damage to a solar energy system
Manuel and Jules were described in court as the aggressors
Prosecutors sought jail for all four — about a year for Manuel and Jules
9.5 months for Nasir and about six months for Charlie
Manuel also avoided jail in 2022 following a conviction on charges stemming from an anti-pipeline protest in which Tiny House Warriors stormed a high-level private meeting and spilled red paint
Kamloops provincial court Judge Lorianna Bennett sentenced Manuel
while Charlie received a sentence of probation
She suggested they improve their messaging
“If any of the four accused were actually hoping to raise awareness or get across an important message that day to anyone they believe needs to hear it
"All of you need to work on your delivery."
Bennett said she does not believe any of the Tiny House Warriors are bad
you all mean well and you are all good people,” she said
“It is evident to me that you care for each other and for your people
and that you have a real and passionate cause
The Crown sought 187 days in jail for Charlie while defence sought a conditional discharge
She was sentenced to 36 months of probation
during which time she will be required to complete 50 hours of community service
Prosecutors sought a 284-day jail sentence for Nasir while defence sought a conditional discharge
She was sentenced to one year of house arrest and a further year of probation
She will be required to complete 100 hours of community service
the Crown sought a 360-day jail sentence while defence sought a discharge or house arrest
He was sentenced to 15 months of house arrest to be followed by two years of probation
He will be required to complete 100 hours of community service
Manuel was facing the longest potential jail sentence
while her defence lawyer sought a year of house arrest
She was sentenced to 16 months of house arrest to be followed by two years of probation
She will also be required to complete 100 hours of community service
A Thompson Rivers University professor was “very distraught” in the months before he was killed and worried that he might never get back a large sum of money he conspired with his lawyer to hide from his ex — so agitated that his banker worried about his mental health
Week 3 of Kamloops lawyer Butch Bagabuyo’s first-degree murder trial came to a close Friday in B.C
According to prosecutors
Bagabuyo and Abdullah conspired in 2016 to hide $774,000 from Abdullah’s ex-wife during their separation
was trying to collect that money in the months leading up to his death on March 11
The Crown has alleged that Bagabuyo killed Abdullah after burning through the hidden cash, stabbing him to death inside his Victoria Street law office and then enlisting the help of an unknowing elderly friend to rent a cargo van and dispose of the evidence
Abdullah was reported missing after failing to show up for work on March 14, 2022. His body was discovered three days later inside a large storage tote in the back of a cargo van parked outside the home of Bagabuyo's friend
Prosecutors have said Bagabuyo spent Abdullah’s money on his personal living expenses and had very little other income
A forensic accountant is expected to testify later in the trial
The only witness called on Friday was Murray Redman
who was Abdullah’s financial advisor at the CIBC branch on Notre Dame Drive
Redman said the cash Abdullah squirrelled away with Bagabuyo made up a "very significant" portion of his retirement savings
He said Abdullah told him about the scheme in 2019
“He had an estate issue where his ex-wife passed away and there were other people within the estate on his ex-wife’s side of the family that were after the money,” he said
"He wanted to shield it from them.”
Redman said Abdullah became increasingly frustrated with Bagabuyo’s repeated excuses for not returning the money
“He was hoping to have the money back in December 2021
The money that was coming in was going to be part of the retirement plan that I was putting together for Mohd,” he said
“He was very distraught and getting very concerned about the release of the funds.”
Other witnesses have said Abdullah worried that he and Bagabuyo could go to jail for hiding the money
defence lawyer Mark Swartz pushed Redman further on Abdullah's state at the time
“He was getting quite anxious about the money getting released to him,” Redman said
it was such a situation that you actually feared at the time for his mental health?” Swartz asked
The Kamloops portion of Bagabuyo’s trial concluded on Friday
The remainder will be heard at the Vancouver Law Courts
Court is not expected to sit again until Friday
to give lawyers time to deal with an issue regarding Bagabuyo’s bail
Details about the situation cannot be reported because they are covered by a court-ordered publication ban
Castanet's daily coverage of the Bagabuyo trial will continue in Vancouver when the trial resumes
The trial is scheduled to run until June 20
The Thompson-Nicola Film Commission says it's still rebounding from two Hollywood strikes several years ago
but is proud to have hosted film shoots for HBO's acclaimed series The Last of Us last year
TNFC officials are still bound by non-disclosure agreements that prevent them from revealing details about the shoot
but the agency said in a statement that it was proud to have hosted the second season of the celebrated series
Season 2 of The Last of Us premiered last month
and Kamloops-area scenery played heavily in the first two episodes
The TNFC said it couldn’t provide any details of the show's time in the region
The large film shoot was visible in the Tranquille area last year and some locals have since said they were hired on as extras for the first several episodes of the show's latest season
TNFC film commissioner Terri Hadwin told Castanet the region saw about $9.5 million in direct spending from film shoots. While late last year she estimated that number would be much higher
a production had caused that number to dip
but they were actually only in the area doing the actual filming for a shorter period than we had anticipated,” Hadwin said
Two Hollywood strikes caused film spending to drop significantly in 2023 to $6 million
Hadwin said the region was still recovering from the strikes but was on the right trajectory to rebound
She said several smaller documentaries and car commercials would be filming this summer
and she was optimistic the TNFC will net some larger productions as well
“We’ve been taking productions out to look at the locations
we've done that quite a few times already this year,” she said
“Just a matter of nailing them down — catching that big fish.”
She said a large-scale production shot for a month in the region in February
two weeks in Sun Peaks and another two weeks in Kamloops
The project is expected to be released next November
Hadwin said the TNFC has been working to make filming easier in the region
including by offering training opportunities for crews and purchasing new electronic generators
“We’re offering those to film productions so that they don’t have to transport them all the way from the Lower Mainland
and they can use them in our area,” she said
“I think that we’re just growing all the time.”
She said American tariffs aren’t expected to impact the local film industry
“We’re a service based industry
so there’s not really much that’s exported as far as a good,” Hadwin said
“It doesn’t mean things can change on a dime
She also said the current low value of the Canadian dollar is helping to attract shoots to the region
It’s the first time Rush tribute act New World Men will be touring in B.C.
and they say Kamloops audiences will witness a “roller-coaster of high-octane.”
New World Men: The Sound of Rush will come to Kamloops May 25 at the Sagebrush Theatre at 7 p.m
The show says audiences can expect "epic guitar solos
and intimate acoustic moments when the band takes you back to the early days of Rush.”
The Canadian trio includes Matt Grou on drums and vocals
Marc Girard on bass and keyboard duties and François Larouche on guitar
“We want our show to be something you experience almost as a story
not just a delivery of one song after the next
That’s what we strive to achieve,” Grou said in a news release
“We don’t intend to look like the originals
but we certainly do our best to sound like them.”
the tour will then make stops at Penticton’s Cleland Theatre on May 26 and Kelowna’s Mary Irwin Theatre on May 28
Tickets and more information on New World Men’s tour is available online

Abdullah’s friend Angela Milanese testified for the Crown on Thursday
She said she met Abdullah in 2001 and they became close friends over time
“He was a miser — he saved every penny in every which way he could,” she said
“The way he shopped was wherever he could find something cheaper
It sat in his garage and he just asked other people for rides.”
Milanese said Abdullah and his ex began their separation process in 2016
she said Abdullah revealed to her that he hid a large sum
“He said that he was hiding the money because of his divorce,” she said
‘Please don’t say anything because I will go to jail and so will Butch
“I just put my hands up and all I could think was
what have you done?’ I knew right there and then that something underhanded was going on," she said
Abdullah appeared to be very aware that a line had been crossed
“I think he knew they were doing something illegal,” she said
“He said they would both go to jail if it was found out what was happening with the money.”
Kamloops lawyer Mary Fus took the witness stand on Thursday afternoon
offering testimony about the time she spent renting space in Bagabuyo’s law office at 335 Victoria St
Fus said she moved out of Bagabuyo's office in May of 2021 after 15 years
it was “unusual for him to show up."
“He did not — we would see him about once a month
basically to pick up my rent cheque,” she said
grey hair and of Asian background,” she said
describing someone who looks like Abdullah
Fus said Bagabuyo once gave her an unusual warning
Bagabuyo said to me once that I should be careful and keep the blinds in my office closed,” she said
“He said the law firm known as MJB had telescopes
and they would use those to look through my windows to read the files on my desk."
According to the Crown
Bagabuyo spent Abdullah's money on his personal living expenses and had very little other income
A forensic accountant is expected to testify to that later in the trial
Bagabuyo’s trial will continue on Friday — the final day at the Kamloops Law Courts before the proceedings shift to Vancouver for the next six weeks

officers investigating a stolen vehicle on April 25 arrested three men outside Kamloops for possession of stolen property
Police said “unfolding circumstances” then lead investigators to locate the body of Dylan Thomas Godfrey
He was found dead in the Scheidam Flats area near Paul Lake and Mounties believe he was the victim of foul play
police said officers were camped out at another North Shore home waiting for a search warrant connected to the Scheidam Flats investigation
the ERT members returned to Kamloops at about 4 p.m.
descending on a house in the 1100-block of 10th Street
Numerous Mounties in ERT gear with large guns drawn could be seen circling the home with a police dog
Mounties also arrived at the home on Valhalla Drive in Brocklehurst
at which investigators could be seen wearing white forensics jumpsuits

A man shot and killed inside a Scotch Creek car wash had “beef” with the person who was holding the gun
That’s what a jury heard Thursday on the fourth day of Paul Binder’s second-degree murder trial
which is underway at the Kamloops Law Courts
Everyone agrees that Binder was holding the semi-automatic nine millimetre handgun that shot and killed John Vance in Scotch Creek on June 25
The shooting was captured on security cameras
Vance was found gravely injured sitting in his Dodge pickup truck inside Binder's car wash with a shotgun in his arms
Jurors have been told the issue at trial will be whether Binder was acting in self defence
Henderson said he awoke and heard Binder come back inside
muttering something to himself about people using his car wash without paying
Court has heard Binder was the operator of the car wash
Henderson said Vance would frequently "use what he wanted" without Binder's permission
Henderson said he heard Binder exit the home followed by what he thought was a shot
Binder walked back into the house and retrieved a tablet from his room
Henderson said Binder and Vance “had beef” that started a few months before the shooting
and said he once saw fists fly between the two
told court Binder and Vance had been friends for some time but were butting heads in the months leading up to the shooting
He said they "didn't see eye to eye" and "didn't get along at all."
Chris Henderson described the feud as being one-sided and said Vance would “come after [Binder] whenever he got a chance.”
He said Vance was at Binder’s residence the day before the shooting
where they seemed to tolerate each other — which he said was unusual
A firearms examination expert who testified Thursday said the handgun used in the shooting could not have misfired
A new business improvement association for the Valleyview and Dallas neighbourhoods is now operational
according to the man who helped get it off the ground
North Kamloops Business Improvement Association executive director Jeremy Heighton said the East Kamloops Business Improvement Association is up and running as of Thursday
representing 262 businesses in the Valleyview and Dallas neighbourhoods
joining the North Shore and Kamloops Central business improvement associations
Heighton said the new BIA has hired Clare Warner
who previously worked as a manager with Downtown Vancouver
He said he was scheduled to meet with her Friday to go over the new functions of the BIA
“I think what Clare and the board will probably be doing in the next few weeks is discussing how to go out and do member engagement and build a strategic plan and sort of get the get the foundations built out properly,” Heighton said
He said the new BIA will be moving forward on some standard items such as advocacy
Heighton also said the clean team is expected to extend their services that way as well
The East Kamloops Business Improvement Association will extend from the Valleyview interchange all the way to the Dallas Industrial Park
and include all properties listed as class five and six in east Kamloops
told city council last year the BIA wants to try to become a common voice for businesses in the growing neighbourhoods of Valleyview and Dallas
We have all the systemic issues everybody else does
We are a very diverse community,” Ruygrok said
He noted the business corridor spans service and commercial properties that are busy 24 hours per day to more industrial space which runs during traditional business hours
The new BIA can be reached at 250-371-4767 or [email protected]
