“It’s great to see investment going into public spaces that bring value to local families
while also making the region more attractive to visitors
These types of improvements can have long-term economic and social benefits for the community,” Dr Emonson said
“This is a fantastic example of how partnerships can deliver lasting benefits
By working alongside Berrigan Shire Council and with support from the Office of the NSW Cross-Border Commissioner
we’re creating an improved space that brings people together and encourages tourism in the region.”
Council chief executive officer Matthew Morgan said the project reflected the council’s commitment to improving public spaces for everyone
“Planning for this upgrade has carefully considered how people currently access the space to ensure there is no impact to current use
while also looking at how we can make it more accessible and safer for people
and ensure it aligns with the natural beauty of the area,” Mr Morgan said
It follows the successful installation of a new playground and artworks at the park last year
Parts of the Kennedy Park foreshore will be closed to the public while construction is under way

A decade after the shocking discovery of a bear cub carcass in Manhattan’s Central Park
the mystery of who dumped it there has finally been solved
And the man taking responsibility is none other than presidential candidate Robert F
RFK unleashed this latest one himself, in a three-minute video posted to X (formerly Twitter) on Sunday
It shows him sitting at a kitchen table, telling an incredulous-looking Roseanne Barr (yes, the canceled comedian) about how the dead bear ended up in his van upstate and, ultimately, on top of a bicycle beneath a bush in New York City’s largest urban park
an animal lover and former environmental lawyer
says he was driving upstate early one morning to take a group of people falconing in the Hudson Valley when a driver in front of him fatally hit a bear cub
“So I pulled over and I picked up the bear and put him in the back of my van
because I was gonna skin the bear,” he explains matter-of-factly
“It was in very good condition and I was gonna put the meat in my refrigerator.”
Kennedy added that it is legal in New York State to get a bear tag to take home a roadkill bear
Such a tag must be written up by a law enforcement officer
The bear never made it back to his Westchester home
Kennedy says he got waylaid by a busy day of falconry
and then had to rush back to New York City for a dinner at Peter Luger Steak House
and I didn’t want to leave the bear in the car because that would have been bad,” Kennedy continues
“the little bit of the redneck in me” had an idea
Kennedy just happened to have an old bike in his car
which he said someone had asked him to get rid of
He recalled that the city “had just put in the bike lanes” after a number of serious accidents
and decided to stage the bear in Central Park as if it had been hit by a bike
but people were drinking with me who thought this was a good idea,” Kennedy said
“So we went and did that and we thought it would be amusing for whoever found it
The six-month-old, 44-pound cub made national news after a dog walker stumbled upon it that fateful October morning
in a wide-open part of the park right near the path where thousands of people run and bike each day
Weirdly enough, one of the New York Times reporters who covered the mystery was Caroline Kennedy’s daughter Tatiana Schlossberg
She told the paper this weekend that “like law enforcement
I had no idea who was responsible for this when I wrote the story.”
Law enforcement took the bear to Albany for analysis and determined that it had been hit by a car
They also confiscated the bicycle to test for fingerprints
“I was worried because my prints were all over that bike,” Kennedy says in the video
Kennedy said he was prompted to come clean ahead of an anticipated New Yorker exposé: “Looking forward to seeing how you spin this one,” he captioned the video
it’s gonna be a bad story,” he says with a laugh
The New Yorker piece, published online Monday morning
situates the bear anecdote within a larger look at Kennedy’s famously checkered past and motivations for running

The video was apparently an effort to combat an upcoming New Yorker story that he predicted will be a “bad story”.
In the video, the presidential candidate is speaking to the actor Roseanne Barr and recounts the story of travelling through New York’s Hudson valley on a falconry expedition and coming across a young bear that had been hit and killed by another driver.

said that her friend’s terrier spotted something near a bicycle lying on the ground

following a nearly $5 million improvement project featuring new play structures and a picnic area
Kennedy Park has been a cornerstone of Lincoln Park for more than 50 years
and these long-awaited upgrades ensure it remains a welcoming and safe space for generations of San Diegans to come," said Mayor Todd Gloria
"These major improvements reflect what this community asked for
The park had not undergone any major renovations since 1978
The project also included a restroom facility

This is the first phase of the city’s plan to clear out the homeless encampment from the park
At the southern edge of Napa’s sprawling Kennedy Park
beyond the skate park and baseball diamond
about 25 people live in scattered tents draped with blue and black tarps
the only sounds are a chihuahua’s bark and the hum of a construction truck’s engine
packing up their belongings and moving them to a “temporary camping location” near the park’s central duck pond
This marks the first phase of the city of Napa’s plan to clear the homeless encampment
all residents have to relocate either to the new campsite or outside the park
the city will tear down the existing encampment
those remaining at the temporary site must also leave and find alternate accommodations
This comes months after the U.S. Supreme Court ruled that the city of Grants Pass
and other local governments can enforce anti-camping regulations meant to curb public homelessness
the city of Napa received a $15 million grant from the state of California to address homelessness and work toward closing encampments
The temporary campsite at the park spans about 100 by 200 feet
enclosed by a fence covered in black cloth
with a single portable restroom and a few picnic benches at the center
who was raised in Napa and has lived at the Kennedy Park encampment for a year
“There’s no freedom or individuality — it’s just cookie cutter canopy tents
They’re just trying to cover up a problem like we’re a stain on the community.”
He added that he could not understand why the residents were being moved to the new campsite on a temporary basis and that no official had spoken to him about it
Several other residents stated that they had not been informed about the move and did not know what to do
According to Deputy City Manager Molly Rattigan
the move within the park is necessary because the current encampment is along the river and has flooded the past two winters
“It is a safety issue for those camping and also limits the services that can be provided because access through a flooded area is difficult,” she said
Rattigan told The Press Democrat in an email that a six-person outreach team run by homelessness advocacy agency Abode would increase its presence at the park ahead of the move
“This team can provide housing and system navigation support and connect with shelter
The city is also providing residents with free storage units to keep their belongings that may not fit or be necessary at the new campsite and taking away those that cause safety issues
like unauthorized propane tanks and open fire pits
“How would you like it if I walked into your house and started putting everything you own into a bag?” asked 28-year-old Tyler Kolczak
who’s lived at the encampment for 9 years and had his belongings packed up Tuesday
While the city has maintained that many of the residents are reluctant to accept its services
Medeiros feels the help has not been genuine
the city hopes to bring out the big machines and clear the current encampment completely
according to a member of the clean-up crew who did not want to be named
the city’s homeless outreach specialist Brandon Gardner said the camp would be torn down quickly
unless residents refused to leave in which case it would happen “piece by piece.”
If a resident needs a little extra time to move out of the existing encampment
the city will talk to them to work something out and use its service providers to help with redirecting them to shelters
Kennedy Park has long housed one of Napa’s largest homeless encampments
Mayor Scott Sedgley said restoring the park as a community amenity has been a longstanding city goal

Salinas noted that people come by the enclosure to provide food on Sundays
but she doesn't feel supported by the city itself
“It’s tough for us to get what we get,” she said of building an encampment
as she’s never been placed into housing but is still on the list to enter the South Napa Shelter or the North Napa Center
while some others at the enclosure have been in and out of housing
Salinas fell into homelessness after both of her parents died
She still has siblings in the area who come to visit her in the park
“I feel like I have something empty here,” she said
“All I want is for someone to hug and tell me everything is going to be OK.”

The city of Napa will begin dismantling the Kennedy Park encampments in December
the city of Napa will begin a four-month process to dismantle encampments in Kennedy Park and get unhoused people into shelter and social services
In a meeting with the Napa Valley Register this week
and other city leaders explained their multi-pronged approach to moving homeless people out of the park in south Napa
the city will post notices alerting those camping in the park of the upcoming changes
the city will remove existing encampments in one area of the park and relocate campers to a temporary location near a softball field
The location will be under surveillance and equipped with weatherproof tents
handwashing stations and storage for personal belongings
more feasible accessible area for our first responders,” Rattigan said
“It also helps facilitate that this move is actually coming.”
The city has hired security through a company called Signal 88 through the end of the year to ensure that the process continues without any encampments returning
Those who are being moved to the city’s interim shelter option at the park will have until March 31 to find shelter
camping will no longer be tolerated in the park regardless of whether people choose to accept shelter
The city’s four-month timeline is meant to ensure everyone who needs a bed is offered one
Rattigan said there are currently open beds at the North Napa Center
but availability can also depend on what a person’s needs may be
everybody who is currently there (at Kennedy Park)

Rattigan said that staff from Napa’s homeless outreach partner Abode Services come to Kennedy Park twice a week
Abode service workers will visit Kennedy Park on weekdays to work with unhoused people there
Rattigan explained that the number of people camping at Kennedy Park has decreased from 65 to about 25 in the last three years
but complaints are still consistently coming into the city
“We’re not blaming that on those who are currently there,” she said
“But sort of the attractive nuisance of it
becomes a place where people can hang or where things are thought to be tolerated.”
Of the roughly 25 people currently camped at Kennedy Park
Rattigan said most have been offered shelter before and have been reluctant to take it
Rattigan said Abode has let people camping at the park know changes are coming
“We have started quietly talking with Abode
and Abode (is) talking to the individuals there
(explaining) there are changes coming if you've been resistant to services,” she said

said that Abode believes Napa has been taking meaningful steps to address homelessness
"We believe Napa will continue to strive to end homelessness in this community by investing in permanent housing solutions," Wagner wrote in a statement
"Abode firmly believes that recognizing and promoting the dignity and respect of our community members experiencing homelessness is paramount."
The city’s decision to start clearing out Kennedy Park encampments comes on the heels of the U.S

which cleared ambiguity around what cities can and cannot do when attempting to remove encampments
“The parks department and the users of the park have sort of been subject to this condition
because there was such a lack of clarity as to what local governments could or couldn't do,” Rattigan said
The Supreme Court decision decreed that civil or criminal punishment for camping outside is not cruel or unusual and does not violate the Eighth Amendment
giving cities more leeway in addressing homelessness
appeals court rulings had barred cities in several western states from punishing people for illegal camping unless they could provide enough beds for their unhoused population

informally asking local governments to take more aggressive steps to clear their encampments
“The idea of being able to set up an encampment wherever you want is no longer a reality in California,” Rattigan explained
Napa Police Chief Jennifer Gonzales said in the meeting this week that police will serve as an additional support for Abode in any medical or fire-related issues in the dismantling of camps
but added that police take the stance that homelessness is not inherently punishable
“We're not looking at homelessness as an illegal behavior," Gonzales said
“But the behaviors of the individuals might be illegal
Gonzales said that the level of direct police involvement will depend on the public safety needs at a given time
Napa's parks and recreation director Breyana Brandt said her department also will work closely with other city departments
and will help construct the temporary camping site
She called Kennedy Park the most important one in the city's recreational system and added that she understands the concerns of its users
and a lot of those that use it are families or youth," said Brandt
"So we're sensitive to the perception of their safety and behavior that can be a nuisance.”
Rattigan said the city now has data to show the programs it has rolled out using a $15 million encampment resolution grant from the state
which includes the creation of North Napa Center transitional housing inside a former Motel 6
Gonzales said the city wants to get vulnerable people into shelter as it gets colder and less habitable outside
“It's more of a public health crisis than it is a law crisis,” she said

The decision to remove encampments from Kennedy Park
which came before the City Council in September
is the most aggressive move yet in the city’s recent decision to get more homeless people off the street
An encampment management committee composed of various city leaders or their designees have been working on addressing complaints coming through a public reporting portal that was launched on the city’s website Oct
city data showed that there have been 93 complaints
and a majority are parking violations in the Fuller Park/Napa Abajo neighborhood
Rattigan said the committee has also been working on amending the city's parking code
the City Council will consider banning street parking for longer than 72 hours and requiring “oversized” vehicles to move every four hours or be subject to removal
and recreational vehicles parked immediately next to properties where the RVs are registered

KECY) - A local teenage boy was attacked at Kennedy Skate Park
and his father and friends have decided to speak out
Klark Koger says he learned his son was attacked Monday night
Koger says his son noticed one individual being picked on and decided to defend him
"I guess that's when one of the kids pulled out some brass knuckles he had in his pocket
and he didn't even wait or hesitate...He just clocked my son right in the face," said Koger
The suspected bully then had five more friends join in on the attack.
The Yuma Police Department (YPD) says there are cameras at Kennedy Park but were not able to specify if they cover the skate park
No word on whether there is any adult supervision at the skate park during its operating hours of 6 a.m to 11 p.m
Koger wants to emphasize how tough his son is and shares what change he would like to see
We just have to have more people speaking out and speaking up when we notice things...When we notice people out there bullying somebody
we notice something that we know is wrong," said Koger
is stepping up to raise awareness about bullying

SAYREVILLE - An unknown number of dead geese were found in Kennedy Park on Tuesday morning
The Parks Department has taped off the area near the boat ramp where the geese were located pending an investigation by county and state authorities
The New Jersey Department of Environmental Protection (DEP) and the Middlesex County Department of Health have been notified of the situation
The investigation into the birds' deaths has been turned over to these agencies
according to the borough Office of Emergency Management (OEM)

The disease is the primary cause of the skyrocketing cost of eggs
On Friday the state announced the confirmation of a bird flu poultry case in an unidentified Union County live bird market
This is the first positive bird flu case in domestic poultry in New Jersey since 2023
The risk of the disease to the general public remains low and no poultry were sold to the public that may have been infected
Individuals working in the market are being assessed for exposures and will be monitored for symptoms by the local health department and New Jersey Department of Health
If any of the exposed individuals develop compatible symptoms
and the general public are reminded to take precautionary measures to ensure the maintenance of a healthy flock

Deputy City Manager Molly Rattigan said the Vine Trail project is just one part of the park’s evolving future
“Transitioning campers does allow city staff to start to think about the future of Kennedy Park,” Rattigan said

The site, once lined with uniform black tents provided by the city, has become a patchwork of personal shelters. Winds and rain tore through the original tents weeks ago
