Arrivés en 1881 au Canada, ils comptent plus de 100 moines 10 ans plus tard. C’est alors qu’ils ont commencé à s'installer dans le reste du pays. Père André, qui est le Père-Abbé de l’abbaye Val Notre-Dame au Québec et, par conséquent, père immédiat de Notre-Dame-des-Prairies, confirme que le monastère de Holland cherche preneur. La raison est simple: il ne reste presque plus de moines trappistes au Manitoba. Il ne reste que six frères. Quatre sont en foyer et deux seront prochainement dans une maison à Notre-Dame-de-Lourdes, décrit-il. Le plus jeune a 82 ans, le plus vieux 95. Les frères ont voté eux-mêmes la suppression de leur communauté, ajoute-t-il. Le monastère a accueilli environ 400 moines au cours de son histoire, selon les informations que le Père André a pu trouver dans les archives de la congrégation. Malgré cela, le monastère n’a jamais pris son plein essor. Ça a bien marché au début, mais dans les années 40, après la guerre, on s’est rendu compte que [l’anglais prenait de plus en plus de place même au sein du diocèse de Saint-Boniface]. Le monastère est resté, malgré tout, francophone jusque dans les années 1990, même après avoir déménagé de Saint-Norbert à Holland en 1978. Par la suite, la communauté est devenue bilingue, mais il a été difficile pour certains nouveaux moines unilingues de s’adapter. Aucun n’a persévéré, lâche le père immédiat de Notre-Dame-des-Prairies. La congrégation a pourtant essayé de maintenir le nombre de moines au Manitoba. Nous, à Oka, on a tenté à deux reprises d’envoyer un fort contingent d’une douzaine de frères pour essayer de relancer la vie monastique. Un monastère aux États-Unis a lui aussi prêté main forte en envoyant un groupe de neuf frères. Tout cela n’aura pas permis à la communauté de prendre un essor. Peut-être que cela a été une erreur et qu’à partir des années 1990, il aurait fallu basculer entièrement du côté anglophone, analyse, avec recul, le Père André. Les vocations qui demandaient à entrer au monastère étaient surtout des anglophones de l’Ouest canadien. Environ 324 hectares de terres agricoles appartenant au monastère ont déjà été vendus à des agriculteurs qui les louaient depuis longtemps. Nous avons conservé environ 32 hectares, précise le Père André. Les bâtiments, eux, ne peuvent évidemment pas être déplacés. Évalués entre 1,5 et 6 millions de dollars, ils pourraient être rachetés par la congrégation copte orthodoxe Saint-Mark de Winnipeg, avec laquelle les moines trappistes sont en négociation. Ils comptent plusieurs moines en Égypte et ils sont prêts à en faire venir. Ils aimeraient faire un centre de spiritualité à l’emplacement du monastère en collaboration avec l’archidiocèse de Saint-Boniface, explique le Père André, qui espère que la transaction sera finalisée cet automne. Cette vente marque aussi la fin des moines trappistes dans l’Ouest du pays. Seules des traces de leur passage seront encore visibles, à commencer par le cimetière du monastère, qui compte 77 tombes, qui va être rapatrié dans le cimetière de la paroisse Saint-Norbert. On ne laisse jamais un cimetière derrière nous. C’est un processus compliqué et coûteux, mais je trouve que c’est important. Il y aura, au moins à Saint-Norbert, encore la présence des défunts, dit, calmement, le Père André. Les moines trappistes laisseront cependant aussi un fonds d’archives très important à Winnipeg. Toutes les archives du monastère, je les ai transmises au Centre du patrimoine à Saint-Boniface, explique-t-il. On va contribuer, y compris financièrement, au développement de ce fond-là parce que c’est des archives qui ont un intérêt pour tout le monde et on souhaiterait aussi avoir des copies numérisées, ajoute-t-il. Enfin, une grande statue d’environ trois mètres de la Vierge Marie tenant l’Enfant Jésus dans ses bras, qui se trouve toujours dans le monastère, sera offerte à l’archidiocèse de Saint-Boniface et installée dans le parc qui borde la résidence de l’archevêque. Elle sera, avec le cimetière, les ruines de l’ancien monastère à Saint-Norbert et le monastère de Holland, la dernière trace visible dans l’espace public du passage des moines trappistes qui auront contribué, pendant 128 ans, à la francophonie manitobaine. Radio-Canada a appris que le monastère Notre-Dame-des-Prairies des moines trappistes, situé à Holland, dans le sud du Manitoba, est en vente. Cette transaction marquera la fin de la présence de cette congrégation religieuse dans l’Ouest du Canada et de tout un pan de l’histoire francophone de la province. La fondation du monastère, d’abord situé à Saint-Norbert, remonte à 1892. Sa création est le résultat des efforts de l’abbé Joseph-Noël Ritchot, curé de Saint-Norbert [avec l’appui de l'archevêque de Saint-Boniface, Mgr Alexandre-Antonin Taché] qui désire fonder dans sa paroisse un monastère de Cisterciens Réformés, aussi connus sous le nom “trappistes”, rappelle le site Internet du Centre du patrimoine. À l’époque, les moines trappistes sont en plein essor. Arrivés en 1881 au Canada, ils comptent plus de 100 moines 10 ans plus tard. C’est alors qu’ils ont commencé à s'installer dans le reste du pays. Père André, qui est le Père-Abbé de l’abbaye Val Notre-Dame au Québec et, par conséquent, père immédiat de Notre-Dame-des-Prairies, confirme que le monastère de Holland cherche preneur. Il ne reste que six frères. Quatre sont en foyer et deux seront prochainement dans une maison à Notre-Dame-de-Lourdes, décrit-il. Le plus jeune a 82 ans, le plus vieux 95. Les frères ont voté eux-mêmes la suppression de leur communauté, ajoute-t-il. Le monastère a accueilli environ 400 moines au cours de son histoire, selon les informations que le Père André a pu trouver dans les archives de la congrégation. Malgré cela, le monastère n’a jamais pris son plein essor. Ça a bien marché au début, mais dans les années 40, après la guerre, on s’est rendu compte que [l’anglais prenait de plus en plus de place même au sein du diocèse de Saint-Boniface]. Le monastère est resté, malgré tout, francophone jusque dans les années 1990, même après avoir déménagé de Saint-Norbert à Holland en 1978. Par la suite, la communauté est devenue bilingue, mais il a été difficile pour certains nouveaux moines unilingues de s’adapter. Aucun n’a persévéré, lâche le père immédiat de Notre-Dame-des-Prairies. La congrégation a pourtant essayé de maintenir le nombre de moines au Manitoba. Nous, à Oka, on a tenté à deux reprises d’envoyer un fort contingent d’une douzaine de frères pour essayer de relancer la vie monastique. Un monastère aux États-Unis a lui aussi prêté main forte en envoyant un groupe de neuf frères. Tout cela n’aura pas permis à la communauté de prendre un essor. Peut-être que cela a été une erreur et qu’à partir des années 1990, il aurait fallu basculer entièrement du côté anglophone, analyse, avec recul, le Père André. Les vocations qui demandaient à entrer au monastère étaient surtout des anglophones de l’Ouest canadien. Environ 324 hectares de terres agricoles appartenant au monastère ont déjà été vendus à des agriculteurs qui les louaient depuis longtemps. Nous avons conservé environ 32 hectares, précise le Père André. Les bâtiments, eux, ne peuvent évidemment pas être déplacés. Évalués entre 1,5 et 6 millions de dollars, ils pourraient être rachetés par la congrégation copte orthodoxe Saint-Mark de Winnipeg, avec laquelle les moines trappistes sont en négociation. Ouvrir en mode plein écranLes moines du monastère de Holland avaient un petit magasin dans lequel ils vendaient, entre autres, des objets liturgiques. Ils comptent plusieurs moines en Égypte et ils sont prêts à en faire venir. Ils aimeraient faire un centre de spiritualité à l’emplacement du monastère en collaboration avec l’archidiocèse de Saint-Boniface, explique le Père André, qui espère que la transaction sera finalisée cet automne. Cette vente marque aussi la fin des moines trappistes dans l’Ouest du pays. Seules des traces de leur passage seront encore visibles, à commencer par le cimetière du monastère, qui compte 77 tombes, qui va être rapatrié dans le cimetière de la paroisse Saint-Norbert. On ne laisse jamais un cimetière derrière nous. C’est un processus compliqué et coûteux, mais je trouve que c’est important. Il y aura, au moins à Saint-Norbert, encore la présence des défunts, dit, calmement, le Père André. Les moines trappistes laisseront cependant aussi un fonds d’archives très important à Winnipeg. Toutes les archives du monastère, je les ai transmises au Centre du patrimoine à Saint-Boniface, explique-t-il. On va contribuer, y compris financièrement, au développement de ce fond-là parce que c’est des archives qui ont un intérêt pour tout le monde et on souhaiterait aussi avoir des copies numérisées, ajoute-t-il. Enfin, une grande statue d’environ trois mètres de la Vierge Marie tenant l’Enfant Jésus dans ses bras, qui se trouve toujours dans le monastère, sera offerte à l’archidiocèse de Saint-Boniface et installée dans le parc qui borde la résidence de l’archevêque. Elle sera, avec le cimetière, les ruines de l’ancien monastère à Saint-Norbert et le monastère de Holland, la dernière trace visible dans l’espace public du passage des moines trappistes qui auront contribué, pendant 128 ans, à la francophonie manitobaine. inconvenante entre un jeune hébergé et son éducatrice Les faits ont tout de suite fait l’objet d’une évaluation « On s’est aperçus qu’il y avait d’autres jeunes et d’autres éducatrices mis en cause » L’intervenante chargée d’enquêter a cependant fait face à une fermeture complète des témoins sur place Une information corroborée par une seconde personne en est néanmoins arrivée à des conclusions accablantes Assunta Gallo n’exclut pas que d’autres situations n’aient pas été mises au jour « S’il y a d’autres jeunes qui n’ont pas parlé » On invite d’éventuels dénonciateurs à composer le 514 896-3100 qui vise à faire toute la lumière sur ces situations Afin que l’enquête soit menée en toute sérénité deux gestionnaires de Cité-des-Prairies ont été suspendus Ont-ils « dormi au gaz » devant des situations inacceptables comme l’affirme l’une des sources de La Presse  « Ça fait partie des questions qui se posent » Les éducatrices impliquées dans les inconduites sexuelles ne sont plus en poste à Cité-des-Prairies Elles ont été « suspendues ou congédiées » « Toutes les mesures ont été prises immédiatement pour qu’elles soient retirées » Certains des jeunes ont été déplacés vers d’autres centres de réadaptation de la grande région de Montréal L’enquête démontre que neuf éducatrices ont commis des inconduites sexuelles envers de jeunes mineurs hébergés L’une de ces éducatrices est tombée enceinte et a accouché d’un enfant Une seconde éducatrice est elle aussi soupçonnée de porter l’enfant d’un jeune hébergé Le garçon n’avait que 15 ans au moment des échanges sexuels l’éducatrice n’a pas confirmé être enceinte Elle s’est défendue en disant qu’il n’y avait pas eu pénétration Des propos corroborés par le jeune… qui dit entretenir une relation avec une autre éducatrice Une troisième éducatrice a été surprise par un autre membre du personnel alors qu’elle embrassait un jeune Une quatrième éducatrice a été surprise dans la salle de bains qui relèvent toutes de l’Alliance du personnel professionnel et technique de la santé et des services sociaux (APTS) « ne cautionne aucun comportement reconnu déplacé ou inadéquat envers les jeunes bénéficiaires la mission de nos membres est d’aider les jeunes représentante nationale de l’APTS du Centre-Sud-de-l’Île-de-Montréal Elle s’abstient cependant de commenter les faits précis à cause de l’enquête en cours le ministre responsable des Services sociaux a qualifié ces révélations de « plus que troublantes J’ai immédiatement pris les mesures nécessaires Une enquête externe est présentement en cours Jamais nous ne tolérerons des situations de ce genre » Cette enquête a aussi fait ressortir d’autres allégations préoccupantes visant cette fois des agents d’intervention en poste à Cité-des-Prairies Certains étaient soupçonnés d’être payés pour faire entrer des cellulaires ou de la drogue entre les murs de l’établissement qui a fait entrer au centre des cellulaires et des vapoteuses à extrait de cannabis Des adolescents criminels se vantent d’ailleurs de pouvoir tout acheter à Cité-des-Prairies : du sexe Des agents d’intervention auraient également été de connivence dans les relations de séduction entre éducatrices et jeunes chronométrant leurs rondes de nuit pour ne pas les surprendre en pleine action a-t-elle pu mener à des situations où les gestionnaires auraient toléré l’intolérable  « Je ne pense pas qu’on puisse établir cette relation de cause à effet Il ne manquait pas de personnel à Cité-des-Prairies Ce n’est pas le premier scandale sexuel qui éclabousse ce centre de réadaptation où sont envoyés les adolescents les plus dangereux de Montréal deux jeunes éducatrices dans la vingtaine avaient eu un enfant avec deux membres de gangs de rue qui y étaient L’établissement a toutefois suspendu deux employés le temps de faire la lumière sur les événements « Pour des raisons de neutralité et afin d’assurer une transparence totale pendant cette enquête interne et d’éviter tout conflit d’intérêts deux gestionnaires ont été retirés temporairement de leurs fonctions puisque leurs équipes étaient directement touchées » Une quarantaine d’employés du centre ont été rencontrés dans le cadre de cette enquête dont le rapport est attendu au cours de l’automne nous sommes proactifs à identifier des mesures préventives à améliorer nos pratiques afin que de telles situations soient immédiatement signalées et traitées » Le CIUSSS assure avoir « agi promptement pour protéger les jeunes concernés » et des mesures de soutien pour les victimes présumées et leurs familles l’Alliance du personnel professionnel et technique de la santé et des services sociaux (APTS) indique ne pas cautionner les comportements allégués « L’APTS Centre-Sud-de-l’Île-de-Montréal ne cautionne aucun comportement reconnu déplacé ou inadéquat envers les jeunes bénéficiaires Je ne peux commenter l’affaire dont il est question puisqu’une enquête est présentement en cours et que le droit à la vie privée des personnes mineures doit être protégé » représentante nationale de l’APTS pour le CIUSSS du Centre-Sud-de-l’Île-de-Montréal Ce n’est pas la première fois qu’une enquête est déclenchée au centre de la Cité-des-Prairies pour ce type d’allégations une éducatrice avait été congédiée à la suite d’une enquête démontrant qu’elle avait masturbé et fait des fellations à un jeune détenu sous sa garde dans la salle de bains de l’unité mais aussi dans le salon de télévision de l’établissement Elle avait aussi favorisé l’entrée et l’échange de drogues à l’intérieur des murs du centre selon les documents présentés devant le tribunal d’arbitrage à l’époque responsable national de la protection de la jeunesse à l’APTS indique que le syndicat compte dans son équipe une coordonnatrice mandatée pour les dossiers de harcèlement et d’agressions bien que nous défendons les droits syndicaux de nos membres c’est à la suite d’une enquête étoffée que nous décidons d’appuyer ou non une personne accusée d’agression ou de harcèlement Lorsqu’il s’agit d’un dossier de ce type et que les probabilités pointent vers une culpabilité la personne engage un avocat criminaliste à ses frais » Les agents correctionnels sont parvenus à mater des désordres qui ont commencé en fin de soirée à l’Établissement de détention Rivière-des-Prairies des dizaines de prévenus des secteurs à sécurité moyenne à élevée S-1 S-2 et S-3 ont brisé des fenêtres des cellules Les équipes d’intervention des agents correctionnels ont utilisé le poivre de cayenne « à plusieurs reprises » pour ramener l’ordre nous a dit le président du Syndicat des agents de la paix en services correctionnels du Québec Les évènements auraient duré environ trois heures « Des cellules et des secteurs seront inutilisables durant un certain temps » selon qui les prévenus des secteurs touchés ont tout de même passé la nuit dans leur cellule respective la direction de Rivière-des-Prairies ne gère pas les manquements des personnes incarcérées qui sont souvent acquittées en raison des délais Dans le secteur S où il y a eu des troubles mercredi soir on a dénombré une cinquantaine de manquements non traités dont plusieurs ont été abandonnés pour délais Les troubles auraient débuté lorsque les agents ont annoncé le confinement de tous les détenus de ces secteurs parce qu’ils ont eu besoin de personnel pour effectuer le transport médical d’un détenu cette situation est causée par un manque de personnel criant dans les 17 prisons du Québec des nombreuses démissions et départs à la retraite anticipés nous n’avons jamais vu autant de manques chez les agents correctionnels on dénombre 318 postes vacants et plus de 350 postes en absence pour maladie les effectifs des agents correctionnels au Québec sont de quelque 3000 individus normalement ce qui signifie qu’environ 22 % des effectifs seraient actuellement manquants de Sorel et de Saint-Jérôme sont ceux où il y a le C’est ce qui s’est passé pour l’immeuble de la place D’Youville dans lequel ont péri sept personnes lors de l’incendie du 16 mars dernier qui a reçu deux permis de transformation en 2009 et en 2010 pour réaménager l’intérieur d’un appartement situé au troisième étage du bâtiment L’immeuble abritait au moins une chambre sans fenêtre selon un appel au 911 envoyé pendant la tragédie la Ville a donné au propriétaire du bâtiment « l’autorisation » d’aménager une chambre sans fenêtre Ils [la Ville] étaient confortables avec cette conception-là » Benamor sur la rue Notre-Dame a lui aussi obtenu un permis en 2016 pour réaménager un logement au troisième étage un grand loft a ainsi été converti en quatre chambres destinées à la location à court terme Une auberge de jeunesse de la rue Notre-Dame Est, dans le Vieux-Montréal, dotée de deux chambres sans fenêtre a elle aussi reçu son permis en 2021 pour des travaux intérieurs dans le but d’aménager un hôtel de 20 chambres aux deuxième et troisième étages du bâtiment l’Ordre des architectes du Québec a indiqué qu’il se penchait sur ce dossier afin de comprendre comment une firme d’architectes a pu approuver ces plans parce qu’il y a un patrimoine bâti important qui ne respecte manifestement pas les nouveaux codes du bâtiment Juste en face de cette auberge de jeunesse se trouve l’hôtel Hygie que Le Devoir a visité à deux reprises cette semaine La plupart des neuf chambres situées au sous-sol du bâtiment ne comportent aucune fenêtre mais plutôt des vitres difficiles d’accès et qui sont impossibles à ouvrir « en raison des risques d’inondations » Un dortoir de 10 lits ne comprend également aucune fenêtre ni sortie de secours tandis que ce bâtiment n’est pas muni de gicleurs Autant de constats qui soulèvent d’importants enjeux en matière de sécurité incendie dans cet hôtel rempli au maximum de sa capacité lors de notre visite a assuré que son bâtiment a obtenu toutes les autorisations nécessaires pour fonctionner tel quel le propriétaire a effectivement reçu un permis de la Ville en 2019 pour aménager au sous-sol de l’immeuble concerné « un hôtel de sept chambres » puis un autre en 2021 pour aménager une autre chambre et deux « salles de conférence » « On s’est assuré que tout était dans les normes que des inspections ont été menées par le Service de sécurité incendie de Montréal (SIM) dans ce bâtiment Cela a notamment été le cas le 2 février 2022 le SIM a émis un avis de non-conformité au propriétaire de l’hôtel en lien notamment avec le manque d’extincteurs dans le bâtiment et d’avertisseurs de fumée dans les chambres mais le bâtiment a pu continuer à être opérationnel malgré l’absence de fenêtres dans son dortoir et dans ses chambres nous préférons effectuer les vérifications requises afin de voir l’historique des gestes des services concernés avant de commenter plus de l’avant la responsabilité relève de l’architecte qui a conçu Une agente responsable des demandes de permis a confié au Devoir recevoir quotidiennement des plans non conformes au bureau de l’arrondissement de Montréal où elle travaille Elle a requis la confidentialité puisqu’elle n’a pas le droit de parler aux médias « On nous renvoie ensuite le même plan avec marqué bureau » la Ville de Montréal ne valide plus la conformité des dessins signés par des architectes le fait qu’un architecte ait déposé des plans signés Le président de l’Ordre des architectes précise tout de même qu’une surveillance des travaux est essentielle afin de garantir la sécurité des citoyens « S’il n’y a pas eu de surveillance des travaux et si l’entrepreneur par méconnaissance ou obligation décide de les changer Il y a une très grande ouverture du gouvernement et de la Régie du bâtiment du Québec à ce que la surveillance devienne obligatoire lorsque des plans sont obligatoires » L’agente du cadre bâti à qui Le Devoir a parlé souligne que la Ville manque cruellement d’inspecteurs pour répondre aux besoins réels Les personnes de la conformité aux plans sont les mêmes qui font les punaises de lit Ce sont les mêmes inspecteurs que pour la salubrité » « La Ville de Montréal a 120 inspecteurs à l’emploi qui ne suffisent pas à la tâche de vérifier chaque chantier ou chaque demande de permis qui a été faite président de l’Association des inspecteurs en bâtiments du Québec (AIBQ) la seconde association d’inspecteurs du Québec « toutes les maisons de plus de 25 ans devront être inspectées au pré-achat Tout le monde réalise qu’il y a des manques à gagner importants Surtout avec la tragédie du Vieux-Montréal Une étude réalisée par le Centre d'enseignement et de recherche en foresterie de Sainte-Foy inc. (CERFO) montre clairement quelles sont les zones de Montréal où il fait le plus chaud Et il y a manifestement plus de bâtiments que d’arbres dans ces lieux Note : La carte ne montre pas des températures précises qu’il peut faire 32 degrés dans une zone rouge et 25 degrés dans une zone bleue L'asphalte et le béton captent la chaleur et rendent les centres urbains nettement plus chauds que les zones naturelles Nous avons choisi 13 secteurs de l'île de Montréal qui ont une vaste étendue d'arbres et des installations de loisirs pour passer quelques heures agréables… et plus fraîches Les îlots de chaleur urbains sont causés principalement par trois caractéristiques urbaines : Les toits aux matériaux foncés, comme le goudron, ainsi que les rues peuvent atteindre des températures de 80 degrés Celsius lors des journées très chaudes, selon un rapport de l’Institut national de santé publique du Québec L’ensemble de ces facteurs peut entraîner des températures d'été à Montréal de plus de 12 degrés au-dessus de celles enregistrées dans les zones rurales des environs Par ailleurs, le nombre de jours de chaleur extrême devrait augmenter avec les changements climatiques, peut-on lire dans un rapport de Ressources naturelles Canada Montréal pourrait connaître des températures au-dessus de 30 degrés jusqu'à 27 jours par année alors que la moyenne aujourd'hui est de 9 jours Il existe de nombreuses façons d'atténuer les îlots de chaleur La carte de température a été créée à partir des données du CERFO qui a utilisé les images du satellite SPOT-5 ainsi que des mesures thermiques (température de surface) du satellite Landsat-7 La carte ne montre pas des températures absolues mais des températures relatives en milieu urbain À noter que le modèle mathématique de prédiction comporte une marge d’erreur entre les valeurs de température réelles et prédites Le CERFO estime que cette marge d’erreur de 33 % est satisfaisante étant donné l’étendue du territoire analysé qui présente une grande diversité de terrains Les données ont été publiées dans le portail de données ouvertes du gouvernement du Québec Please include what you were doing when this page came up and the Cloudflare Ray ID found at the bottom of this page.
