Pickering’s waterfront permit parking program returned for a fourth season on May 1
which includes paid parking at all city waterfront parking lots and restricted/paid parking on select waterfront-area streets
The program helps manage high visitor volumes and traffic congestion at popular waterfront destinations by balancing access for residents and visitors
Pickering residents can obtain a no-charge seasonal permit that will be valid for two years
(Residents who obtained a permit in 2024 do not need to renew until 2026 and may park
in waterfront parking lots and at waterfront area streets.) Senior (65 years and older) non-residents may also obtain a free seasonal parking permit
Vehicles with accessible parking permits or veterans’ plates may park at no charge in waterfront lots and streets – no parking session activation required (the standard six-hour parking maximum still applies)
For those without resident or senior permits
Monday to Friday in all waterfront parking areas
The first two hours of parking are free within the waterfront permit parking area except for Beachpoint Promenade
Front Street and the municipally operated waterfront parking lots
A parking session must still be activated using the HotSpot app or website (available on Google Play and the App Store) or at hotspotparking.com
Paid parking can also be activated onsite by scanning the QR code on HotSpot Fast Tap signage
and Beachpoint Promenade lots to support permit and payment access
The program was first introduced in 2022 in an effort to mitigate parking issues at popular Pickering waterfront destinations
as they continue to welcome visitors from throughout the region and beyond

Electronic test and verification firm Pickering Interfaces has expanded its 41-670 (PXI) and 43-670 (PXIe) LVDT
RVDT and resolver simulator modules to include high-speed resolver simulation up to 130 kRPM rotation to provide precise testing of advanced servo systems in industries such as automotive
The updated module enables the simulation of multiple resolver pole pairs
While most electromechanical resolvers have a maximum rotational speed of 20 kRPM when simulating
the corresponding x4 factor means this becomes 80 kRPM electrical cycles to simulate
The 41-670 (PXI) and 43-670 (PXIe) range is well suited to simulating variable differential transformers (VDT)
both linear (LVDT) and rotary (RVDT) types
as well as resolvers delivering high-speed simulation up to 130 kRPM rotation
They have two (41/43-670-303) or four (41/43-670-301) banks
each capable of simulating the output of a single 5- or 6-wire VDT or resolver
or dual 4-wire utilizing a shared excitation signal
This allows the module to simulate up to 4 channels of 5- or 6-wire or eight
PXI high-channel density enables the testing of multiple resolver channels in a compact footprint
Built-in relays enable the 41/43-670 to provide short or open circuits for each channel’s inputs and outputs
reducing the need for external switching for fault insertion requirements
The programmable phase delay can also be used for simulating imperfect sensors and cabling
artificially offsetting single or multiple outputs
our updated family of resolver simulators use actual transformers on board,” said Stephen Jenkins

Staff will review ward boundaries adopted in 2021
Pickering council voted to review the boundaries earlier this year
due to evolving population growth and distribution
Pickering is reviewing its ward boundaries again
four years after a consultant suggested new ones
“I don’t think that residents know what’s about to happen and it’s a big deal,” said Claremont resident Matt Bentley
“My issue is that Pickering isn’t represented properly,” he said
especially of the smaller hamlets like the one in which he lives
“We’ve been waiting for 45 years for these wards to change and they still haven’t changed.”
Pickering is conducting the review to determine if the new ward boundaries adopted in 2021 by council and set to take effect for the 2026 municipal election
remain appropriate in light of evolving population growth and distribution
it’s important that our systems of representation evolve along with it,” said Mayor Kevin Ashe in a recent media release
“This review ensures that we’re listening to our community and delivering a democratic process that reflects the needs of our residents
But the boundaries didn’t change before the 2022 municipal election after a resident from the hamlet of Cherrywood appealed the changes to the Ontario Land Tribunal — and later withdrew them
But the updated boundaries could not be implemented in time for the election
unless they are further amended through the current review
Bentley questions why pay for a new ward boundary review when there was already one completed
The motion adopted by council states the review should not exceed $35,000
Dave Pickles called for the latest review to take place earlier this year and council directed staff to revisit the findings of the 2021 ward boundary review
using updated population data and growth projections
staff will recommend whether any changes are necessary
Pickles said the boundaries would have cut up Cherrywood
“I would like the Cherrywood issue resolved,” Pickles said
“I think those communities should be kept as a whole within the same ward
Pickles also has concerns with population distribution
He said the nature of growth has changed since the last review and population didn’t grow as predicted
with a lot of growth happening near the GO Station and coming to the city centre
and not as much in Seaton as quickly as expected
He said the boundaries will be lopsided with Ward 3 significantly smaller than the other two
Consultants divided the wards with Ward 3 having a low population
expecting it to catch up to the others due to developments in the area such as Seaton
“Turns out it’s not going to catch up in the next 10 years,” Pickles said
The public is invited to participate in upcoming public engagement sessions to learn more about the review and provide feedback

Contract worth €1.4 billion signed for early engineering and procurement
The Ontario government has approved Ontario Power Generation’s (OPG) plan to proceed with the project definition phase
the next step towards refurbishing four units at the Pickering nuclear power station to secure more power and create thousands of jobs across the province
As part of the preparation for refurbishment
the government said it has authorised OPG to sign a CAD2.1bn ($1.46bn
for early engineering and procurement to prepare for the execution of the retube feeder and boiler replacement programme
Pickering would produce more than 2,000 MW of electricity
driven by electrification and the province’s surging economic growth
the refurbishment is anticipated to be completed by the mid-2030s
projects the full refurbishment project would create 11,000 jobs per year while contributing CAD19.4bn to Ontario’s GDP over 11 years
the only plants remaining in operation at the facility
The move marks a major turnaround for the station
Units 2 and 3 were permanently shut down in 2007 and 2008 and Units 1 and 4 were taken offline in 2024
The “Lost Boys of Pickering” went missing on March 17

Police believe the six teenagers took an ill-fated ride onto Lake Ontario but a private investigator wasn’t convinced and spent more than a decade trying to put the broken pieces together
six teenage boys vanished in Pickering after a night of partying
there’s been no evidence that proves what happened to the teenage boys
If anybody knows what happened to Jay Boyle
This St. Patrick’s Day marks 30 years from a day that has become infamous in the Pickering community, March 17, 1995, the last day any of the boys were seen.
people all over the world are still interested in this haunting case
Aside from the sheer fact that six people seemed to vanish into thin air, there were other interesting — some claim troubling — aspects of this case that keep it a talking point
It took 36 hours for Durham police to start searching Lake Ontario for the boys since police first received phone calls they were missing
but an underwater search was never conducted
Jamie and Robbie — were spotted on video surveillance entering the East Shore Marina on Frenchman’s Bay after they had left a party
Durham police believed all six of the boys stole a 14-foot Boston Whaler replica and a water tricycle and died of hypothermia in the frigid waters of Lake Ontario after their boat capsized
no clothing or no boats that have been officially tied to the group of friends
Police believe a gas can that was found 11 days later in Wilson
But late private investigator Bruce Ricketts had several doubts about this assertion — one of them questioning how it landed where it did
A pair of pants that looked similar to the red Levis jeans Jay Boyle was wearing on the night he disappeared were also ruled out as belonging to him after a DNA test
They were found in the trash mesh at the Sir Adam Beck Hydroelectric Generating Station
But Ricketts also had doubts about this investigation and the continuity of evidence
and wasn’t convinced that they weren’t Jay’s
Ricketts had looked into the case pro bono for more than 13 years before his death in January 2024
He spent several days in 2018 sharing what he knew with the Pickering News Advertiser
The family was never granted access to the video surveillance from that night
Ricketts had gained access to video surveillance that showed other individuals had been at the marina that night as well
There is no word on whether anybody reached out to him
Ricketts had gone down several paths looking into the possibility of a drug smuggling connection but he was never able to prove it
Ricketts never concluded his investigation
there has been no activity on the Lost Boys of Pickering Facebook page
True crime enthusiasts with YouTube channels continue to delve into the case
The mystery is posted on blogs and social media
A lot of people have opinions but nobody has come forward with answers
Anyone with information on the case can call Durham police at 905-579-1520, or anonymously contact Durham Regional Crime Stoppers by calling 1-800-222-TIPS (8477) or going online to www.durhamregionalcrimestoppers.ca

The Vardon House — along with its associated barn — is estimated to date back to 1853 and is located at 575 Hwy. 7
It’s listed as a non-designated property on the City of Pickering Municipal Heritage Register
The demolition application is the next step by Caplink Limited to expand its food manufacturing campus
Council has already approved the zoning bylaw amendment for the development to proceed
A staff report noted a heritage impact assessment found that the building does not meet requirements for a heritage designation under the Ontario Heritage Act
The Pickering Heritage Advisory Committee doesn’t oppose the demolition
“There are steps in place to recognize the heritage on the property while balancing that with the intention to develop the next phase of this project,” said Kyle Bentley
director of city development and chief business officer
The Vardon House is a 1.5-storey Ontario gothic cottage with neoclassical influences
The heritage evaluation determined the property possesses cultural heritage value or interest as it is associated with the early settlement of Pickering
WSP said the preferred option was to preserve and maintain the Vardon House
barn and all landscape heritage attributes
with no further development of the property
it noted it’s not feasible as the property is designated prestige employment and in the seaton natural heritage system in the Pickering Official Plan
The second option was to relocate the residence
but it would have removed its context and diminished its CHVI
The staff report noted Caplink said it’s committed to acknowledging the site’s historical significance

Ontario Power Generation has awarded a contract for works associated with the refurbishment of four units at its Pickering plant to a joint venture of AtkinsRéalis company Candu Energy Inc and Aecon Group Inc
The contract for works associated with the Pickering Nuclear Generating Station Retube
Feeder and Boiler Replacement project covers professional engineering services
and construction and execution planning for the refurbishment of Pickering units 5-8
The mandates are worth around CAD1.1 billion (USD767 million) to the joint venture for early works and CAD1 billion for the definition phase
Aecon and AtkinsRéalis have successfully completed the refurbishment of three of the Darlington units ahead of schedule
That project is now more than 85% complete
The Pickering award "builds on the success of our joint venture on the Darlington Refurbishment Project and signifies OPG's continued confidence in our team to refurbish their reactor fleet on-time
within budget and with an unwavering commitment to safety and quality"
Aecon President and CEO Jean-Louis Servranckx said
AtkinsRéalis is the original equipment manufacturer of the CANDU reactor technology: the pressurised heavy water reactor design was developed by federal Crown corporation Atomic Energy of Canada Ltd which sold its reactor division to SNC-Lavalin's Candu Energy subsidiary in 2011 (SNC-Lavalin Group Inc rebranded to AtkinsRéalis in 2023)
With Ontario's Independent Electricity System Operator forecasting a 75% increase in electricity demand by 2050
nuclear capacity features in the province's plans which include new capacity as well as life extensions of existing units
In addition to the plans to refurbish Pickering units 5-8
major life extension programmes are under way at the Bruce and Darlington nuclear plants
Four small modular reactor units are planned at Darlington
new nuclear reactors totalling 4,800 MW are planned at Bruce Power's site
and OPG recently announced it is exploring the suitability of three of its sites in southern Ontario to host new energy generation including new nuclear power
The Pickering life-extension project will not only sustain current jobs but also create new employment opportunities for a highly skilled and well-paying engineering
"Refurbishing Pickering secures decades more of the low carbon reliable baseload electricity Ontario needs to meet forecasted soaring demand," said Nicolle Butcher
"Drawing on our shared experience on the on-time
on-budget Darlington Refurbishment Project
working with trusted partners like AtkinsRéalis and Aecon sets the stage for similar project excellence as we refurbish Units 5-8 at the Pickering Nuclear Generating Station."
The government of Ontario announced on 22 January that it had given OPG the go-ahead to move onto the Project Definition Phase for the refurbishment of the Pickering units and authorised the company to sign the contracts with the AtkinsRéalis-Aecon joint venture
The Project Definition Phase will last until 2026
OPG is to complete a high-quality cost estimate and schedule for the project
The provincial government is providing support for OPG’s CAD4.1 billion budget for this phase of work
bringing the total investment to date in the project to CAD6.2 billion

She was shocked to see $11,000 for just one billing period in 2023
Inas Hamid said she has no idea how her water bill skyrocketed in the spring of 2023
Inas Hamid got a shock that no homeowner wants
The Pickering resident couldn’t believe it when she opened a water bill to learn she owed $11,000
The Region of Durham bills homeowners every three months for their water consumption
Hamid said her usual bill is around $200 per billing period
She lives in an average-sized home on Whites Road South
A graph she received indicated she used a significantly high amount of water between March 7 and May 28
“It’s only me and my son and we’re rarely at home,” she said in an interview
She immediately disputed the charge and the region had a technician test the meter
“They sent me a letter that the meter wasn’t faulty and reduced it to $7,000,” she said
She borrowed money from a family member and paid it when she received a letter indicating there could be a lien put on her house if she didn’t
The region said in a statement it is unable to comment on specific water accounts due to the Freedom of Information and Protection of Privacy Act
many factors may contribute to a high water bill
Common causes include undetected plumbing issues
such as continuously running toilets and seasonal activities like lawn watering
estimated bills may result in a larger catch-up charge to correct any prior under billing
Hamid doesn’t have a hot tub or a swimming pool
Hamid said she hired a home inspector to determine if there was a leak or something else that had gone undetected and could account for the hefty charge but found nothing
“We are a very small family and we are very aware of the consumption of water,” she said
Hamid is urging the Region of Durham to reassess the matter and give her a refund
