which amounts to $32,335,900 and a property tax rate increase of 2.75%
The increase in general property tax for 2025 is mainly due to higher budgets for external organizations
which translates into a 5.42% increase in co-payments
including services provided by the ARTM (6%)
the Sûreté du Québec (6.93%) and the CMM (4.16%)
the Town of Pincourt's incompressible expenses in 2024 amount to over $29 million
representing more than 89% of total expenses
The increase in the assessment roll has had a significant impact on the budget
the residential sector has seen an increase of over 44%
To offset this increase and maintain an adequate rate
the Town significantly reduced its property tax rate
the general property tax increase will be 2.75%
Together with the cost of municipal services (water
this will translate into a tangible tax bill increase of $127.73 for the average home.
A large part of the $127.73 increase is attributable to a $50.11 increase in the Régie de l'eau's debt

The four municipalities have 40,573 residents combined and merger would bring it in line with neighbouring municipalities such as Vaudreuil-Dorion and Salaberry-de-Valleyfield which have between 40-45,000 residents each

The measures were introduced to change people's watering habits and conserve drinking water by reducing unnecessary usage

Each municipality now has a water consumption dial on their respective websites that allows residents to monitor water consumption within the previous four hours

fields and wetlands offers far greater and longer lasting value than any short term financial benefits we gain from unrestrained development
wetlands act as natural sinks to absorb spring runoff
But we are landfilling those wetlands and installing sewage systems
More sewers pour more water into overflowing rivers exacerbating flooding while our natural sinks are being destroyed
The millions of dollars in resulting flood damages are shouldered by citizens even though the problem was created by developers
‘The real tragedy is that the natural capital in our small forests
fields and wetlands offers far greater and longer lasting value than any short term financial benefits we gain from unrestrained development.’
Our recent flooding has brought this point home
When Pincourt suffered flooding in 2017 and again in 2019
The exception was homes alongside Rousseau Forest because the wetlands did their job as natural sinks to absorb spring runoff
Why then did the provincial government grant a Certificate of Authorization to destroy this precious forest and its wetlands
Why wasn’t it protected under the Quebec Environmental Quality Act
Because a loophole in that legislation allowed the developer to swap out land that protects about 80 homes from flooding for a plot of agricultural land nowhere near the river in another municipality
Hardly within the spirit of a law that aims to protect wetlands
and hardly in accord with our provincial government’s stated commitment to protect our remaining wetlands from destruction
To show the value of Rousseau Forest to our mayor and council
Pincourt Vert hired a biologist to do an ecosystem description of the forest
They compared the developer’s report submitted to the government to obtain its Certificate of Authorization
which claimed that the forest did not have much ecological value
which attested to its rich diversity of species and valuable wetlands
‘Why… did the provincial government grant a Certificate of Authorization to destroy this precious forest and its wetlands
Why wasn’t it protected under the Quebec Environmental Quality Act?’
the city undertook its own ecological study of Rousseau Forest
The city’s biologist concluded that the wetlands are more extensive than previously reported and that the forest is rich in species
including flora and fauna officially recognized as being at risk
He concluded that Rousseau Forest was more valuable preserved than developed
And this is when Pincourt changed direction
Mayor Cardinal promised to save the forest
the city council passed a borrowing by-law to buy the land on which Rousseau Forest is located
Since the purchase requires a tax increase
the city solicited the input of Pincourt residents and the result of that consultation
shows that the majority of Pincourt residents agree that preserving the forest is worth a small increase in taxes
we have preserved a community nature reserve for everyone to enjoy
We have a place for our children to learn about nature
We have forested wetlands to control spring flooding and to purify our air while moderating summer heat
we reduce traffic congestion and save on the future costs of maintaining even more infrastructure
we are mitigating the effects of climate change
Putting the brakes on the downward spiral of development means that we agree to stop borrowing from our own future and stop robbing our grandchildren of their future
By making the bold decision to invest in nature rather than spend on more infrastructure
Pincourt has become an inspiration for other communities

Four of the six Pincourt councillors voted to support a new agreement to rent ice time at the Vaudreuil-Dorion arena
The votes were cast during an extraordinary council session at the Omni-Centre on Monday evening
District 1 Councillor Hugo Gendron and District 3 Councillor Sam Ierfino voted against the resolution
The neighbouring municipalities of Notre-Dame-de-l'Île-Perrot and Terrasse-Vaudreuil adopted similar resolutions at their respective extraordinary council sessions last night
Vaudreuil-Dorion council also adopted its own resolution at its regular council meeting last night to allow the city to proceed with negotiations to purchase the arena.
Pincourt Mayor Claude Comeau said the process was necessary to give Vaudreuil-Dorion the green light to start the purchase phase
"We've been working on this issue for a few weeks now and finalized the agreement last Friday," said Comeau
"This is what Vaudreuil-Dorion needed to start the process
It's the middle of June and the hockey season starts in August
They're in a bit of rush to get the negotiations going for the purchase," he added.
The cost of the arena rental for all three municipalities will be will be about $60,000 between the three towns
Pincourt councillors present their opposing viewpoints
The mayor took issue with the Councillors Gendron and Ierfino who voted against the resolution.

Ierfino said after the meeting that he supports the project but voted against it because it was only presented last Friday and it didn't give him enough time to properly review the project details before the extraordinary council session
Gendron said he also supports the town's initiative to rent the arena because the infrastructure doesn't exist on Île Perrot
but said it wasn't necessary to do it at a special council session
"This agreement between Vaudreuil-Dorion
Notre-Dame-de-l'Île-Perrot and Terrasse-Vaudreuil requires a major commitment for our town and it must be carefully analyzed," said Gendron in a statement
"It would have been preferable to study the project in greater depth and present it at the regular monthly council meeting
even if it meant holding an information session
there was no advantage in adopting this at a special meeting
which is why I voted against it," Gendron added
