The Quebec government is preparing to introduce new flood maps that would greatly expand areas deemed at risk
MONTREAL – Officials in some Quebec municipalities ravaged by past flooding say they fear possible financial repercussions for residents as the province prepares to introduce new flood maps that would greatly expand areas deemed at risk
Five years ago, when a dike gave way in Ste-Marthe-sur-le-Lac
the rush of water forced more than 6,000 people from their homes
Residents have since struggled to rebuild their lives in the town just west of Montreal
but Mayor François Robillard says the new flood zone maps are sparking more frustration
because it’s going to have an effect on their daily lives,” he said in an interview
Quebec’s current flood maps designate two risk zones for river and coastal areas — flooding is expected either within 20 years or somewhere between 20 and 100 years
Under the new system expected to be rolled out in 2025
there will be four categories of risk: low
Each category has its own rules regarding construction and renovation
a property owner in a very high-risk area would not be allowed to build a new house on the property or rebuild a house that had been destroyed by flooding
Robillard says the preliminary maps he has seen put 2,000 of his town’s homes in flood zones
The drastic shift has residents in his town of about 20,000 residents scrambling to understand the impact such designations will have on their properties
so from that moment the government authorized everyone
all the people in Ste-Marthe-sur-le-Lac who were affected
to rebuild without the restrictions of a flood zone,” he said
“If they’d known that four-and-a-half years later that we were going to declare a flood zone … people wouldn’t necessarily have invested here,” Robillard said
“They might have taken the government’s money and reinvested it elsewhere,” he said
calling the government’s change of course “nonsense.”
The Quebec Environment Department did not respond to a request for comment
In June, the department estimated that under the new maps, more than three times as many Quebecers would find themselves living in at-risk zones — from the current 22,000 homes to 77,000
the department said the figure would likely be revised downward
Just west of Ste-Marthe-sur-le-Lac on Lake of Two Mountains
Pointe-Calumet is also protected by a dike
It has not flooded since the 1970s and Mayor Sonia Fontaine says it has not previously been considered a flood zone
the updated flood maps would put over 97 per cent of the territory in a flood zone
Fontaine accused the province of leaving people in the dark and fearful that their property values are about to drop
people don’t know what to do with their homes here,” she said
adding that the impact is being felt even before the new maps come into effect

Both Fontaine and Robillard want the government to remove proposed flood zone designations for their municipalities and create a separate category for municipalities that are protected by dikes

said 59 buildings in Beauceville are currently located in flood zones
“What we’re afraid of is that it’s going to increase with the new maps,” he said
adding that even a low-risk designation could have a negative effect on their mortgages and insurance

Quebecers should not be getting such information only from the provincial and municipal governments but also from insurance companies and mortgage providers
Eyquem pointed out that dikes can be breached and the risk to towns like Ste-Marthe-sur-le-Lac and Pointe-Calumet shouldn’t be ignored
Although the new mapping system is a positive step forward
Canada lags far behind such countries as the United States and the United Kingdom in countrywide mapping
adding that the new Quebec maps do not even account for heavy rainfall
which will be an increasing source of flooding due to climate change

Police say they’re concerned by a range of issues from biker gang members at the club through to an accidental death
The future of suburban mega-club Beachclub is currently up in the air
as the venue has been hauled before Quebec’s alcohol licensing board to respond to a litany of complaints
The Gazette has been tracking Beachclub’s hearing at the Régie des alcools
The Régie is asking for the club’s owners — Dominique Primeau and sons Olivier and Justin Primeau — to address the issues
which include noise complaints against the Pointe-Calumet venue
The hearings were prompted by complaints from the nearby Deux Montagnes police departments
which is concerned that the club is straining the resources of emergency services in the area
Beachclub has a capacity of about 10,000 people; it only opens in the summer months and regularly hosts large parties (it also drew international attention for playing host to miscellaneous celebrity Kylie Jenner’s 18th birthday in 2015)
The Régie also heard reports that a number of other patrons at the club have required medical treatment due to drug use or excessive drinking — ambulances have been required for incidents like a man who had consumed 60 ounces of hard liquor
or another man who was stabbed with a syringe during a fight on the dance floor
Also of concern to police is the presence of biker gang members at Beachclub — while gang paraphernalia is banned at the club
police told the Régie about a number of times that bikers (including Hells Angels members) had been present at the club
sometimes with patches or other gang symbols
the owners noted that anyone who enters the club is frisked by security guards for weapons
and also said that given the sheer size of the venue
The hearings are set to conclude today (Monday), with a verdict to follow. However, Beachclub appears to be planning to continue operations — it’s hiring for its 2020 summer season right now.

None of these were palpable in Kylie Jenner during her birthday party at Beachclub in Montreal’s Pointe-Calumet
an island that would have been idyllic had it not been for the day-time rave
Hundreds of people had shown up to see the Kylie Jenner in the flesh — the reality star and Instagram sensation
she was rarely seen without her signature pout
even when I got the chance to chat with her one-on-one
“I’m taking notes with my lip liner,” I told her
“Gotta stay on brand.” She let out a soft chuckle
She was set to arrive between 2:30 and 3:30 p.m.
but it wasn’t until around 4:30 that her black helicopter flew above the island
The buzzing of her arrival drowned out the sound of DJ Whoo Kid and BYNON spinning stuff you’d find on your jogging playlist
splitting a sea of several thousand sweaty fans and reporters combined
This party was exponentially more elaborate than anything I did for my birthday
unless you count the multiple times my friends and I ordered a 6-foot Subway sandwich
so I wanted to know if there was a more Netflix-and-sweatpants type of girl underneath that we could more easily relate to: What does the average weekday look like for Kylie

The club owners offered Kylie a massive bottle of Moet & Chandon splayed with Happy Birthday Kylie, a fitting gift given her newfound legality in Montreal. She told me the treatment was surprising. “I didn’t think [adulthood] would feel any different, but now, everyone’s going up to me and being like ‘Do you want a drink?’ and I’m like, ‘This is so weird!’" she said. “But it’s cool, it’s fun, it’s different.”
Her life might be a series of choreographed public appearances, but there has to be a secret to staying collected in a family under the microscope. How can young women channel that same type of confidence? “To make me feel confident, I always change up my look and experiment doing new things, whether it’s blue contacts, a new hairstyle, or different clothes,” she said. “New clothes make me feel confident to just be different. If you’re different, flaunt it.”
In a skin-tight bold-patterned long sleeve dress, the girl definitely takes her own advice. I felt myself holding my breath anticipating her collapse in those signature black strappy stilettos. This was a 90-degree afternoon at a sandy beach, after all, and while the Jenner-Kardashian clan is known to take a fashion risk or 12, I almost wished she'd throw on a pair of Havaianas like the rest of us…if at least for safety’s sake!
But this birthday party, or perhaps profitable marketing strategy for both the Jennerdashian empire and club owner Olivier Primeau, didn’t serve much as an attempt for her to get to know her fans. Her guests danced around the DJ booth, relishing in the festivities and writing birthday wishes on a truck-sized card below. A glance upwards showed Kylie, in a white crop top and matching high-waisted skirt, taking selfies on an elevated platform. Far above the dancing crowd, she was alone.

La Régie des alcools reached its decision to suspend Beachclub's liquor permit beginning May 21
this is due to evidence of 93 breaches over the course of four years between 2015-2018
which show that "the licensee operated her liquor licence in a manner that was detrimental to public peace and safety."
The alleged breaches fall into the following categories:
Noteworthy incidents include a 2015 drowning and the presence of Hells Angels gang members
The document says the pandemic led the tribunal to opt for a 20-day sentence as opposed to the litigator's suggested 40 days
It clarifies that Beachclub can still choose to hold events on the days its liquor permit is suspended — no word yet on whether or not that will be the case

an aquatic rollercoaster which is comparable to a giant slalom descent that lasts approximately two minutes
Designed and manufactured by Ottawa-based ProSlide Technology Inc.
Super Aqua Club invested $3.5 million to have the waterslide custom-designed for the park and
owns its exclusivity rights in North America
The only other similar waterslide in existence is a prototype at the Siam Park in Spain

some of them looked as if they were regretting every single decision they’d made leading up to that moment: Environment Canada issued a heat warning earlier

attendees grew visibly restless as the reality TV maven was nearly 90 minutes behind schedule
With the unmistakable sound of a helicopter overhead
the restlessness gave way to even more excitement as Jenner was finally minutes away from arriving

And as the party raged on around the youngest of the Kardashian/Jenner clan
several of the happy little families just a few feet away in the other parts of the beach packed up their towels and headed home
