Quebec Electric Vehicle ShowFollowing the UMQ's annual conference the car will be featured at the Quebec Electric Vehicle Show from May 13 to 15. This will be a unique opportunity to meet the team of experts who contributed to transforming the Mach-E into a patrol car and speak with them about the project and the modifications made to the original model New York City Fleet ShowThe SPVR's patrol car will then head to New York City where it will be included in the NYC Fleet Show Showing the interest in the project and the technology developed here namely with the New York City Department of Citywide Administrative Services in connection with their purchase of 184 Ford Mustang Mach-E vehicles Symposium of the Association des directeurs de police du QuébecAt the end of May all Quebec police service management teams will be able to discover the first electric patrol car at the symposium of the Association des directeurs de police du Québec Participants will be able to see the completely revised ergonomics achieved in collaboration with the Association paritaire pour la santé et la sécurité du travail secteur affaires municipales (APSAM) to ensure increased safety and a better working environment for police staff "We want to use the innovative technology and expertise we have developed in this project with the SPVR to benefit other police services in Quebec Through the showcase project that we announced last March for which we obtained a grant from the Ministère de l'Économie et de l'Innovation (MEI) they will be able to receive a modified Mach-E to try it out," adds Jonathan Boivin Unique collaboration with the École nationale de police du QuébecIn addition to being featured at these events the Mach-E patrol car will be part of a special collaboration with the École nationale de police du Québec (ENPQ) Exclusive training will be provided to teach students how to drive a 100% electric police vehicle Test phaseThe vehicle will begin operating on the streets of Repentigny and Charlemagne The six-month testing phase is aimed at collecting data on the vehicle's general use in a real-life environment including driving and battery efficiency during various police interventions in a variety of conditions and during continuous use New visual identityIn addition to working closely to review the vehicle's ergonomics worked together to determine its new visual identity The idea was to apply best practices for emergency service vehicles and adapt the design to the North American context This was done by using contrasting colours such as yellow and blue which is one of the most effective combinations and adding a reflective border around the edges of the vehicle The chosen visual includes components inspired by the Battenburg markings a checkerboard design with alternating colours and meets the objective of optimizing the visibility of the vehicle This will help to increase the safety of police staff and the public by reducing accidents Communications department, Marylou Bossé, City of Repentigny, 438-864-2737, [email protected] You are using an outdated browser. The interior ergonomics were completely redesigned in conjunction with workplace health and safety experts The focus was on increased safety and a better working environment for the officers The pilot project includes a committee that will receive and analyze feedback from the police on the revamped ergonomics A visual identity that builds ties with the communityThe checkered visual pattern commonly known as "Battenburg markings" is based on several studiesi and is seen as a best practice for emergency response vehicles Many countries have adopted it as their standard The City and SPVR are currently looking into a similar visual approach adapted to the North American context While the SPVR may not necessarily use the same markings as in other countries the new electric patrol cars will certainly have contrasting colours to ensure high visibility and a look that aims to promote closer ties with the community by fostering a more positive The vibrant colour scheme also serves as a symbolic reminder of the police's role: to be strongly present in and ready to help the community a committee that will incorporate police force input will be tasked with choosing the visual identity The design will be adapted to the Repentigny context while taking into account recommended best practices Increased safety for police officers and the communitySeveral studiesii show that bright contrasting colours maximize the visibility of stopped vehicles both in daylight and under headlights (fluorescent This in turn bolsters safety for patrollers and citizens alike by lowering accident and other risks enhancing the safety of patrollers—for example during interventions or when stopped on the side of the road we hope to encourage motorists to drive more attentively and deter Highway Safety Code infractions," said Jean-Claude Roch A promising future"With testing just around the corner our next aim will be to promote the all-electric car to other Quebec police forces a sufficiently strong interest will help drive down refitting costs and generate economies of scale through the purchase of many vehicles," said Stéphanie Fortier Quebec does not have a visual standard for police vehicles The new design that will be tested may lead to discussions.  Communications Department, City of Repentigny, Marie-Christine Garon, 514-409-0031, [email protected] MontrealNewsFamily of Black man killed by Repentigny police still seeking answers, one year laterBy Lillian Roy and Max HarroldPublished: August 01, 2022 at 9:45PM EDT Text description provided by the architects. policeBy Joe Lofaro and Iman KassamPublished: July 27, 2022 at 4:58PM EDT October 7, 2021 - Captain Rob Ames Claire De Repentigny grew up northeast of Montreal in the town that bears her name – Repentigny she wanted to be a military pilot long before women were allowed in that role she obtained her civilian license and was soon a fixed wing instructor teaching in and around the Montreal area it was announced that women would be allowed to become pilots in the Royal Canadian Air Force (RCAF) De Repentigny was at the recruiting station the very next day and six months later she was enrolled in the Canadian Armed Forces Following training on the CT-114 Tutor jet and the Bell 206 Jet Ranger helicopter De Repentigny received her wings in May 1989 and was posted to 403 Squadron at Canadian Forces Base (CFB) Gagetown in New Brunswick as a Twin Huey pilot in “Tac Flight,” thus becoming the first female Tactical Helicopter Pilot in the history of the RCAF A short time later she deployed to the Sinai desert as part of a Multinational Force and Observers mission De Repentigny made history again when she was teamed up with a co-pilot and flight engineer from CFB Edmonton’s 408 Tactical Helicopter Squadron (THS) and flew a mission as the aircraft commander of the first ever all-female crew in tactical aviation De Repentigny met the love of her life and transferred with him to Calgary to start a family but also managed to work as the G3 Aviation for 1 Canadian Mechanized Brigade Group De Repentigny left the Regular Force in 1996 but the adage ‘you are never really gone’ certainly was true in her case She came off the Supplemental Reserve list in 1999 to start flying CH-146 Griffon helicopters as part of the Primary Reserve with both 408 THS and eventually 438 Squadron in St. Hubert, Que De Repentigny then lent her expertise to 1 Wing Headquarters in Kingston and then was posted to Air Command where she helped staff the Combined Air Operations Centre at CFB Winnipeg, Man De Repentigny finally returned to 408 THS in 2007 where she remained until reaching her 60th birthday on Sept she has dedicated herself to helping the unit and being a stable source of corporate knowledge and experience Many operations staff have come and gone over the past seven years but De Repentigny was always a guiding hand and a wealth of knowledge De Repentigny managed to balance her husband’s military postings and somehow still managed to serve for over 30 years She accumulated over 1,700 flying hours – mostly on the CH-135 Twin Huey and Griffon – but more importantly she was a pioneer who blazed the trail for future female tactical helicopter pilots Claire will stay in Red Deer with her husband Stuart and enjoy their retirement travelling both in and outside the by those who feel targeted by police feels his racial profiling case was unfairly dismissed by the police ethics commission Hèzu Kpowbié was sitting on a park bench watching his son play when he was surrounded by three police officers recalling how terrified he felt at that moment Kpowbié's experience in the years since reflects the lengthy complicated and often futile battle waged by those who feel racially targeted by police was holding a letter opener his son's friend had brought to fix a remote-control toy car when police approached after someone called 911 reporting a man with a knife handcuffed and detained in a police cruiser for half an hour Police gave him a $150 ticket for possession of a weapon (A municipal court judge later threw out the ticket WARNING | This video contains graphic footage of a confrontation with police: Kpowbié took the case to Quebec's police ethics commission That means he never got a hearing at the next stage a judicial body that has the power to sanction police officers a high-risk intervention was warranted in the circumstances and that I have no reason to believe that the complainant's race or colour played a role in the manner in which the police acted in the present situation Kpowbié also brought the case to the Quebec Human Rights Commission which ordered the City of Repentigny and the officers involved to pay him a total of $42,000 The commission also recommended police adopt a series of policies to counter racial profiling But decisions made by that commission are not binding Kpowbié will need the Quebec Human Rights Tribunal to rule in his favour (He's still waiting for a date to be set.) The province's police ethics commission has fielded an average of 156 racial profiling complaints annually over the past five years available accounting for seven per cent of all complaints only 11 complaints have made it to the police ethics committee — and only four of those have resulted in a police officer being disciplined More than half of the complaints involved Montreal police Enlarge image (new window)Quebec police rarely disciplined in racial profiling cases The harshest disciplinary action taken was against two officers who were suspended for 30 days without pay for racial profiling (another 10 for excessive force) That was the case of Errol Burke (new window) searched and handcuffed by police officers on a trip to a convenience store to buy milk in 2017 Police had been searching for an 18-year-old suspect in a nearby stabbing who was also Black it takes years before the committee issues a ruling the average wait between the date of the incident and a committee ruling was nearly four years There are also questions about how the complaint system functions in the regions outside Montreal Despite well-documented tensions between the police and the Black community in Repentigny CBC was unable to find a single racial profiling complaint that reached the committee level dating back to 1991 the executive director of the Center for Research-Action on Race Relations (CRARR) has been helping people who feel they were victims of profiling navigate the system for years Niemi's organization recently conducted its own analysis of the police complaint system and paint the picture of a system that fails to hold police accountable for targeting racialized groups Black English-speakers make up the largest portion of complainants while Indigenous people targeted may be more reluctant to file a complaint or lack the resources to do so Enlarge image (new window)Fo Niemi executive director of Center for Research-Action on Race Relations says the complaint process for those who feel targeted by police is slow and complicated CRARR often sees cases where complainants fail to make headway with the police ethics commission but go on to win at the human rights commission Niemi said the police ethics commission is short on resources lacks diversity among its staff and is compromised by a provision of the province's Police Act which allows officers to avoid having to testify during a police ethics commission investigation has filed complaints over two cases of alleged racial profiling with the help of CRARR King said police stopped him without clear cause as he was leaving a Montreal coffee shop with his partner King was awarded $21,000 by the human rights commission but the case did not make it to the investigation stage of the police ethics commission It just made me feel like they're there to protect their own King was pulled over while driving a rented luxury car The police ethics commission immediately rejected his complaint with police citing a provision of the Highway Safety Code that allows for random road stops King is still waiting for a human rights commission hearing in the case at least I got to see it all the way through to let people know a Montreal lawyer who handles racial profiling cases has helped steer clients through the system and believes the complaint process needs to change If a complaint is accepted by the police ethics commissioner conciliation — and most cases are settled in this way But many victims find it deeply traumatizing to sit across the table from the very officers they have accused who is the director of the Saint-Michel Legal Clinic It's not a space where people feel safe to actually communicate and understand each other Although people can refuse to go through the conciliation process the commissioner is more likely to close the case if they don't participate Fernando Belton is a Montreal lawyer who handles racial profiling cases at a clinic in the neighbourhood of Saint-Michel If the case is not resolved after conciliation the commissioner reviews it and decides whether it should be investigated further and sent to the police ethics committee But very few cases make it past this hurdle I don't want to stay in the system for that long,' said Belton It also doesn't help when people see how few officers are reprimanded which he believes has contributed to the Black community's mistrust of police Both the police ethics commissioner's office and Public Security Minister François Bonnardel declined an interview said each complaint is rigorously analyzed Avoine said that while the conciliation process can be stressful it is an important tool that gives complainants the opportunity to express themselves and make the police aware of what they went through This can give police a better understanding of how their interventions impact citizens and can change the way police operate in the future She added that proving in court that racial profiling took place is not easy and that the perception of having been profiled is not sufficient evidence Public Security Minister François Bonnardel has recently announced commitments to address racial profiling within Quebec police services His office did not respond to specific criticisms of the complaint process did not answer specific questions about whether the provincial government would put more resources into the commission or amend the Police Act to force officers to testify during a commission's investigation Two years after Kpowbié's encounter with police His mother had called police (new window) for help because he appeared to be having a mental health crisis and his mother said he seemed to be hallucinating While the two cases aren't entirely similar Kpowbié believes if his own complaint had been taken seriously — and police had made changes to how they respond — Olivier's death could have been prevented he encourages other people in the Black community to make a complaint to the police ethics commission the complaint will be part of their statistics I hope that the fight will continue and one day things will change He said that for months after his own encounter his son was so traumatized he slept with his mother every night His son is still afraid of police officers I don't want that to happen to anyone else For more stories
