The latest example comes from the City of Repentigny
The city and its police department (SPVR) recently completed a nine-month pilot project testing the use of a Ford Mach-E electric patrol car

which will have all the features of a regular emergency response patrol car
which has entailed converting a Ford Mustang Mach-E
has afforded the chance to rethink the vehicle's components
Working with Cyberkar—a firm specializing in high-end technological solutions for emergency vehicles—the City and the SPVR have worked to improve passenger compartment ergonomics and thus better respond to the functional needs of police officers
A new graphic identity with high-contrast colours is also being considered
the new look will be assessed by a committee that will include police force input
then tested before the vehicle is put into service
early adopters in electric innovationA police car that runs 24/7 uses a great deal of fuel and emits a significant amount of CO2
The new all-electric vehicle will thus allow the municipality to reduce its eco-footprint
It will be tested in a real environment to assess battery performance and efficiency under different conditions of use

The goal in the near future would be to put the innovative breakthroughs and gains in expertise at the disposal of other Quebec police forces interested in acquiring electric patrol cars

The project completes a civic ensemble called Repentigny Cultural Space

The 2.4m x 12m x 220mm thick panels are suspended under steel beams supported by 300mm diameter HSS, finished with prefabricated tapered ends of the Cast Connex type. This deliberately expressive structure with its asymmetrical diagonals is intended as a lighter and airy counterpoint to the massive structure of the portico of the Diane-Dufresne Art Centre, which is reflected in its basin along the Allée de la Création.

Claire De Repentigny grew up northeast of Montreal in the town that bears her name – Repentigny
she wanted to be a military pilot long before women were allowed in that role
she obtained her civilian license and was soon a fixed wing instructor teaching in and around the Montreal area
it was announced that women would be allowed to become pilots in the Royal Canadian Air Force (RCAF)
De Repentigny was at the recruiting station the very next day and six months later she was enrolled in the Canadian Armed Forces
Following training on the CT-114 Tutor jet
and the Bell 206 Jet Ranger helicopter
De Repentigny received her wings in May 1989 and was posted to 403 Squadron at Canadian Forces Base (CFB) Gagetown in New Brunswick as a Twin Huey pilot in “Tac Flight,” thus becoming the first female Tactical Helicopter Pilot in the history of the RCAF
A short time later she deployed to the Sinai desert as part of a Multinational Force and Observers mission
De Repentigny made history again when she was teamed up with a co-pilot and flight engineer from CFB Edmonton’s 408 Tactical Helicopter Squadron (THS) and flew a mission as the aircraft commander of the first ever all-female crew in tactical aviation
De Repentigny met the love of her life and transferred with him to Calgary to start a family
but also managed to work as the G3 Aviation for 1 Canadian Mechanized Brigade Group
De Repentigny left the Regular Force in 1996
but the adage ‘you are never really gone’ certainly was true in her case
She came off the Supplemental Reserve list in 1999 to start flying CH-146 Griffon helicopters as part of the Primary Reserve with both 408 THS and eventually 438 Squadron in St. Hubert, Que
De Repentigny then lent her expertise to 1 Wing Headquarters in Kingston
and then was posted to Air Command where she helped staff the Combined Air Operations Centre at CFB Winnipeg, Man
De Repentigny finally returned to 408 THS in 2007
where she remained until reaching her 60th birthday on Sept
she has dedicated herself to helping the unit
and being a stable source of corporate knowledge and experience
Many operations staff have come and gone over the past seven years
but De Repentigny was always a guiding hand and a wealth of knowledge
De Repentigny managed to balance her husband’s military postings
and somehow still managed to serve for over 30 years
She accumulated over 1,700 flying hours – mostly on the CH-135 Twin Huey and Griffon – but more importantly
she was a pioneer who blazed the trail for future female tactical helicopter pilots
Claire will stay in Red Deer with her husband Stuart and enjoy their retirement
travelling both in and outside the country

after someone called 911 reporting a man with a knife
handcuffed and detained in a police cruiser for half an hour
Police gave him a $150 ticket for possession of a weapon

Kpowbié took the case to Quebec's police ethics commission
That means he never got a hearing at the next stage
a judicial body that has the power to sanction police officers
a high-risk intervention was warranted in the circumstances and that
I have no reason to believe that the complainant's race or colour played a role in the manner in which the police acted in the present situation
Kpowbié also brought the case to the Quebec Human Rights Commission
which ordered the City of Repentigny and the officers involved to pay him a total of $42,000
The commission also recommended police adopt a series of policies to counter racial profiling
But decisions made by that commission are not binding
Kpowbié will need the Quebec Human Rights Tribunal to rule in his favour
(He's still waiting for a date to be set.)
The province's police ethics commission has fielded an average of 156 racial profiling complaints annually over the past five years available
accounting for seven per cent of all complaints
only 11 complaints have made it to the police ethics committee — and only four of those have resulted in a police officer being disciplined
More than half of the complaints involved Montreal police

The harshest disciplinary action taken was against two officers who were suspended for 30 days without pay for racial profiling (another 10 for excessive force)
That was the case of Errol Burke (new window)
searched and handcuffed by police officers on a trip to a convenience store to buy milk in 2017
Police had been searching for an 18-year-old suspect in a nearby stabbing who was also Black
it takes years before the committee issues a ruling
the average wait between the date of the incident and a committee ruling was nearly four years
There are also questions about how the complaint system functions in the regions outside Montreal
Despite well-documented tensions between the police and the Black community in Repentigny
CBC was unable to find a single racial profiling complaint that reached the committee level dating back to 1991
the executive director of the Center for Research-Action on Race Relations (CRARR)
has been helping people who feel they were victims of profiling navigate the system for years
Niemi's organization recently conducted its own analysis of the police complaint system
and paint the picture of a system that fails to hold police accountable for targeting racialized groups
Black English-speakers make up the largest portion of complainants
while Indigenous people targeted may be more reluctant to file a complaint or lack the resources to do so

If a complaint is accepted by the police ethics commissioner
conciliation — and most cases are settled in this way
But many victims find it deeply traumatizing to sit across the table from the very officers they have accused

It's not a space where people feel safe to actually communicate and understand each other
Although people can refuse to go through the conciliation process
the commissioner is more likely to close the case if they don't participate
Fernando Belton is a Montreal lawyer who handles racial profiling cases at a clinic in the neighbourhood of Saint-Michel
If the case is not resolved after conciliation
the commissioner reviews it and decides whether it should be investigated further and sent to the police ethics committee
But very few cases make it past this hurdle
I don't want to stay in the system for that long,' said Belton
It also doesn't help when people see how few officers are reprimanded
which he believes has contributed to the Black community's mistrust of police
Both the police ethics commissioner's office and Public Security Minister François Bonnardel declined an interview
said each complaint is rigorously analyzed
Avoine said that while the conciliation process can be stressful
it is an important tool that gives complainants the opportunity to express themselves and make the police aware of what they went through
This can give police a better understanding of how their interventions impact citizens and can change the way police operate in the future
She added that proving in court that racial profiling took place is not easy and that the perception of having been profiled is not sufficient evidence
Public Security Minister François Bonnardel has recently announced commitments to address racial profiling within Quebec police services
His office did not respond to specific criticisms of the complaint process
did not answer specific questions about whether the provincial government would put more resources into the commission or amend the Police Act to force officers to testify during a commission's investigation
Two years after Kpowbié's encounter with police
His mother had called police (new window) for help because he appeared to be having a mental health crisis
and his mother said he seemed to be hallucinating
While the two cases aren't entirely similar
Kpowbié believes if his own complaint had been taken seriously — and police had made changes to how they respond — Olivier's death could have been prevented
he encourages other people in the Black community to make a complaint to the police ethics commission
the complaint will be part of their statistics
I hope that the fight will continue and one day things will change
He said that for months after his own encounter
his son was so traumatized he slept with his mother every night
His son is still afraid of police officers
I don't want that to happen to anyone else
