union members are working to limit contracting out
The Town of Saint-Constant recently announced that it had issued a 4-year snow removal management contract to an outside company
which is sure to drive up the bill for this service

The City of Châteauguay has agreed to pay the 15% increase requested by the City of Saint-Constant in the intermunicipal agreement that allows Châteauguay residents to swim at the Saint-Constant aquatic complex at a reduced rate
when its own indoor pool is scheduled to open
the City of Saint-Constant informed its neighbour that it would not renew its partnership unless it agreed to a 15% adjustment to cover administrative costs
given that the Municipality now manages the pool
Saint-Constant stated that the agreement was due to expire in March 2025 and that it had received no response to its request from Châteauguay
asserts that the agreement was already scheduled to run until August 2025
but it was always clear that it was until August 2025,” he said in an interview
The newspaper asked the Ville de Saint-Constant why the resolution indicated March instead
We had not received an answer at the time of writing
The additional cost to Châteauguay will be approximately $9,000

visitors will be able to enjoy an immersive experience reflective of the CF Montréal brand

this 10th edition will make its way through Greater Montreal
and mini soccer pitches will be set up for fun and interactive soccer-related activities
Each event will conclude with an autograph session with players from the first team

The James Barker Band and former La Voix contestant Clerel will perform from the train cars to warm up the crowds

integrating concrete demolition materials into cement manufacturing at the St
an estimated 10 million tonnes of construction and demolition waste is generated each year
the use of construction and demolition materials in cement production is being put to test
Lafarge collects and manages the processing of the materials
the project has integrated about 10,000 tonnes of old concrete and building demolition material into the manufacturing process for new cement
The cement produced during this phase of the project has proven to be of equivalent performance to traditional cement and meets all local requirements
“By reusing construction and demolition wastes in the production of new building materials

Bishop University entomologist Jade Savage explained that the American dog tick could be a carrier "of diseases such as tularemia
have been known for many years for their ability to transmit Lyme disease to humans
Savage indicated that the American dog tick would spread in Quebec thanks to birds
which lists the presence of these insects using an interactive map
people have reported the presence of ticks in Beauharnois four times between 2020 and 2022 and once in Léry and Châteauguay in 2022
about 16 ticks were observed in the cities of Sainte-Catherine
which carries bacteria and viruses by sucking the blood of mammals
is found in high concentrations in the Estrie region

Sixteen men were arrested on October 1 in Quebec in connection with the production
distribution and sale of illicit cannabis in Montérégie
The Sûreté du Québec’s Cannabis Smuggling Investigation Service conducted its investigation in collaboration with the Saint-Jean-sur-Richelieu Police Department
the Richelieu-Saint-Laurent Intermunicipal Police Department
and the Longueuil Agglomeration Police Department
The arrests come from previous searches carried out by law enforcement
on production sites operated by individuals police say are linked to organized crime.
These individuals were primarily producing cannabis using Health Canada registration certificates for personal or designated production for medical purposes
but police say their investigation found the sites were being used in violation of those medical allowances.
More than 200 police officers worked on this investigation while the arrests on the morning of October 1 used more than 30 police officers

Concrete has weighed down the building industry's efforts to reduce its greenhouse gas emissions, but a low-carbon revolution in the world’s most-used construction material is starting to gather momentum, writes Darius Snieckus.

Some believe it could be the start of a “concrete revolution”.
Solving the carbon conundrum presented by a material responsible for up to 8 per cent of global greenhouse gas emissions is critical for an industry under pressure to reduce its emissions to help Canada meet its 2050 net-zero commitments.
Companies ranging from startups to multinationals are investing an increasing amount of time and money in new processes and technologies to decarbonize a concrete and cement sector worth $76 billion to the economy
"The first emissions in the construction building cycle are in the manufacture of the materials being used
People tend to forget that,” said Mark Hutchinson
vice president for innovation at Canada’s Green Building Council
"We need to think innovatively about concrete — and steel
glass and other materials — and how we can reduce the embodied carbon in these.”
Cement makes up only 10-15 per cent of a typical concrete mix, but because it’s manufactured using fossil-fuel fired kilns, it accounts for up to 80 per cent of concrete’s emissions
The cement industry has set a 2030 target to cut emissions by 40 per cent from 2020 levels and reach net zero by 2050
it’s delving into carbon-sequestering concrete concepts
and using low-carbon fuels and clean hydrogen to power concrete manufacturing processes
While low or zero-carbon products and technologies are starting to find a niche in the $6 billion building materials market
the challenge is scaling up to meet the huge commercial

”By changing certain mixtures and processes we see the potential for even further emissions reductions,” he said
Despite the clear benefit in greenhouse gas reductions
Cumming said it took a decade for Canada’s standards regulators to approve OneCem “even though the same mix has been in use in Europe for a long time.”
We and our construction partners understand that carbon is a liability and so we are 'walking toward each other' on this,” he said
Lafarge is also seeking to capitalize on new thinking outside the company

The ash-gray blocks look like any found on a construction site but are stronger and already competitive on price-per-unit
CarbiCrete has gone a step further than other “sustainable” concrete blocks
a waste product from steelmaking that usually ends up in landfills
for the cement traditionally used as a binding agent
CarbiCrete greatly reduced the carbon impact of their blocks

CarbiCreteCarbiCrete’s key advantage lies in the fact that the blocks are strengthened in a curing process involving injected CO2 that is permanently captured in the process
“That was the game changer,” said Gary Belisle
“Once I saw that there was a way to go beyond carbon-neutral — beyond simply removing the cement — and get to carbon-negative by sequestering CO2 in the curing process
So was Lafarge. It agreed last year to supply steel slag to CarbiCrete in a deal the two companies said aimed to “re-shape the construction industry by reducing embodied carbon in the built environment.”
A typical recipe for concrete includes sand
gravel and rock held together by cement and mixed with water
But making cement is energy and carbon intensive
generating up to 80 per cent of the CO2 emissions in concrete
CarbiCrete substitutes cement with steel slag - the waste material from steelmaking - in a process called Carbonation Activation
captures carbon and takes less time to manufacture
Steel slag is produced when impurities are separated from molten steel in a steel mill furnace
CarbiCrete sources its slag from local steel mills
The steel slag is mixed with water and aggregates and formed into pre-cast products using standard industry moulds and block-making equipment
Instead of using heat and steam
The CO2 reacts with the steel slag to form calcium carbonates which gives the concrete its strength
The curing process also removes up to 1 kg of CO2 in a standard-sized masonry block
That adds up to a 20,000-tonne reduction in annual carbon emissions for a typical North American plant
and avoids sending up to 33,000 tonnes of steel slag to landfills
After 24 hours
the blocks are ready to use at a building site
compared to 28 days for curing regular concrete
Tests show the cement-free blocks are up to 30 per cent stronger than traditional masonry units
and more durable in Canada's freeze-and-thaw climate
The years-long quest for zero-carbon concrete is now nearing “a commercial tipping point” as it becomes price competitive with traditional masonry products
Using steel slag as a binder in its concrete mix can reduce costs by 10 to 20 per cent per block
The blocks are also faster to manufacture – potentially reducing project times and costs – and shown in tests to be 30 per cent stronger than standard units
"We are currently equivalent in price with conventional concrete blocks
around $2.50 to $3.00 a block,” Belisle said
adding that the economics will get better in the next five years “as the price of cement continues to rise and we improve our technology and process.”

Patio Drummond began selling the new-model concrete blocks a year ago and is ramping up production to 3,600 a day by retooling its Drummondville factory

The company is also considering setting up a block-manufacturing facility next to a steel mill to gain direct access to both waste slag and the CO2-rich flue gas used in the curing process
Belisle said his company is on the hunt for a partner to expand into product lines beyond building blocks
all sorts of industrial concrete products that are much higher price

"And we believe we can carve another 25 to 30 per cent out of the cost in the process.”
Recycling is also in the mix as a low-tech
low-cost option to shrink concrete’s carbon footprint
Lafarge is exploring a “circular economy-style” strategy that would repurpose rubble from demolished buildings as raw material for manufacturing concrete onsite as a new building goes up

which negatively impacted his reputation in his hometown
and “amongst his colleagues in and around Parliament.”

The former MP’s statement of defence alleges his former employee had a “penchant for filing official complaints frequently” and gained “notoriety among colleagues as a vexatious complainant.”
Chicoine also argues Ferro showed “great … disinterest” in her role as an administrative assistant
The statement of defence states Chicoine had to remind Ferro multiple times not to intervene in legislative matters
and to focus on “the administrative duties she was hired for.” The document claims Ferro became “increasingly bitter” towards her employer for doing so

As part of a larger initiative throughout Quebec’s southwestern region
the Ormstown Medical Center opened its doors on Saturday June 17th to assign new patients from the centralized waiting list with family doctors
without enough practitioners to service the area’s needs
the waiting list for a family doctor is long
A challenging aspect of the current system is that each family member must have a preliminary appointment with a family doctor in order to become his or her patient
it’s not realistic for them to take time off for such an appointment that they don’t really need
the collective effort of a Saturday sign up was a way for families to be seen without taking precious time away from work and school
Catherine Belanger of the Ormstown Medical Center remarked that a family she was signing up that day had been on the list for over five years
“This day is a symbolic gesture to show people that we’re on their side
but the FMRQ (Fédération des médecins résidents du Québec) feels that for healthy people to take a day off work is nonsensical
We also want to show the government that we want to sign up new patients
but taking an appointment away from an existing patient with health problems doesn’t make sense.”
At Ormstown Medical Center there are 14 doctors who service the clinic
with newer doctors like Belanger herself rotating between shifts in emergency and in the hospital
She explains: “With retiring doctors and those looking to retire
Some doctors have as many as 1,500 patients already
the relationship with our patients is central
I enjoy being a family doctor and we want to let the public know that we are here for them and we are doing what we can.”
Belanger was one of three doctors signing up new patients in Ormstown on Saturday
She herself took on 11 appointments and the collective effort was to vacate 250 patients from the centralized waiting list

The Canadian Pacific Holiday Train is making its return this November with its roaming spectacle of lights and music
The train will be notoriously decked out in strings of holiday lights with each individual wagon featuring a different scene
As if the lights and themes weren't enough
one train wagon will also transform into a stage where musical guests will perform at each and every stop
A total of eight artists will perform on the CP Holiday Train including Virginia to Vegas
The CP Holiday train will depart Maine on November 21
The train will stop at the Montreal West train station at 7 p.m
the second stop of the CP train will take place in Beaconsfield
Montrealers will be able to catch country duo Seaforth and fellow Canadian Kiesza
who is best known for her hit song 'Hideaway'
the CP Holiday train will then choo-choo its way over to Lac-Mégantic at 12:15 p.m
with performances by Trudy Simoneau and indie pop star Virginia To Vegas
The train will then move on to Sherbrooke at 5:00 p.m
Quebecers will have until November 23 to witness the train up close and personal as its festive wheels head back to the United States
The CP train will reach Kahnawá:ke at 5:00 p.m
before reaching Saint-Constant (6:00 p.m.)
Saint-Mathieu (7:50 p.m.) and then finally in Lacolle by the Canada-U.S
so it's best to show up early so you don't miss the train
A total of 30 minutes will be spent in each city
While the shows are completely free to attend
guests are encouraged to donate money or non-perishable food items to the Canadian Pacific Holiday Train
which will be collected at a kiosk off the train

A video of a cat's patient reaction to constant "love bites" from a canine companion has gone viral on TikTok
The clip was shared by French Bulldog Family (@frenchbulldog.l.ove) and has had 2.5 million views since it was first posted six days ago
The footage shows a French bulldog repeatedly nibbling on the neck of a cat sitting on a floor
while frantic panting is heard in the background of the clip
the feline appears mostly unresponsive to the canine's behavior
occasionally turning its head away from the dog

Lucia was in the process of developing Recreational Water Quality Standards
which regulated the coastal and riverine waters
The absence of legislation requiring generators of wastewater to conduct water quality testing means that there are no designated waste control areas
It falls upon the regulatory authorities to ensure that the wastewater generators comply with the legally enforceable limits and do not pollute water resources
