Between golden fields, boats on the river and bike paths, 45min from Montreal, you can see hot air balloons...
In Montreal, it sometimes seems that everything you need to get through the summer is available on the island – the tam-tams, our iced matchas, the music stages of summer festivals, the markets, the terraces of microbreweries, the botanical gardens…
But not far from us, just a 45-minute drive (or 1? hours by public transport with the REM and two buses), you can take a stroll through a delightful little town, where in August you can see the iconic International Balloon Festival.

Saint-Jean-sur-Richelieu is a small town in the Haut-Richelieu region of Montérégie
it was a Canadian transportation hub – Canada’s first railroad
made it the main gateway to Canada-US trade
It’s also a mecca for Canadian military history
and you can visit the Fort Saint-Jean Museum
on the site of the Collège Militaire Royal de Saint-Jean
which has been established here for over 350 years
The town lies between the Richelieu and St
and to get there – if you’re on the road by car – you have to drive through fields
When you’re out and about in the region
you absolutely must visit the farms and country tables – for a real afternoon in the countryside
For cyclists (and those who like to put flowers picked up on the side of the road in their little basket hanging from the handlebars – it’s not a race
after all) there are 300km of roads and cycle paths in the region
and plenty of circuits starting from Saint-Jean-sur-Richelieu
The region’s cycling guide is here!

Cégep Saint-Jean-sur-Richelieu entrusted Archi- with the task of revamping its entire student library
Archi- boosts a sterling track record in library redesigns
What sets the firm apart is not just their expertise
but also their unwavering commitment to revitalizing existing structures
The existing space is a tale of two expansions: a concrete addition from 1968
followed by a steel structured expansion in 2000
The divide between these sections heavily influenced the library's layout
with the old envelope wall acting as a literal barrier
and dead-end routes characterized the space
The renovation plan categorizes spaces across two levels
the lower level caters to more vibrant activities such as computer labs
and a recreational zone - a kind of sanctuary for relaxation and productivity
The redesign welcomes visitors with two prominent walls showcasing curated collections
guide visitors seamlessly to the reception area
The original envelope wall is cleverly repurposed as the backbone of the new enclosed workspaces
clad in wood to unify the ground floor spaces and foster fluid circulation
The repurposing of the original architecture extends to the rotunda
where a sculptural study table and circular luminaire accentuate the space's generous size
Even the raw concrete beams are transformed into focal points
complemented by verdant hues reminiscent of the entrance ceiling
A defunct staircase finds new life as bleachers in the periodicals area
while planting beds inject a touch of nature and highlight circulation paths
vibrant blue hues delineate different zones
with glass partitions allowing natural light to flood in from the rotunda
Versatile furniture arrangements cater to diverse needs and activities
all achieved within a budget-conscious framework that prioritizes structural enhancements
it's noteworthy to mention the repurposing of an existing structure
the utilization of eco-friendly materials like wood and linoleum
and the integration of biophilic design principles
The library project at Saint-Jean-sur-Richelieu College benefitted from a collaborative dialogue with the college's project manager

Something’s buzzing in Old Saint-Jean
you’ll find a delightful gem for coffee and sandwich lovers: PARMA deli
Launched in May 2023 by Mike St-Amand (former chef at Chien Fumant) and Glen Le Gall
both co-owners of the Glen Morgan pub and Bistro La Morgane a few steps away
PARMA deli revitalizes the neighbourhood’s culinary offerings with its delicious Italian sandwiches
Judging by the line in front of the counter at the time of our visit
it’s clear that the place has regulars in droves
The small café can seat a dozen clients and offers a dozen choices of delicious Italian sandwiches on panini or focaccia bread
along with excellent homemade gnocchi in pomodoro sauce
An extra burrata is also available for each of these options if indulgence is on the agenda
with thin slices of pork reminiscent of pancetta – not to be confused with porchetta (a stuffed pork roast)
it’s hard to resist the “chewy & chunky” cookie
The secret to the recipe: pork tallow instead of butter and more chocolate than flour
Good to know: Wednesdays are cannoli day at PARMA deli. These little rolls of happiness come directly from San Pietro bakery in Montreal with the weekly delivery of fresh bread for the sandwiches
For drinks, you can opt for an Italian soda (Sappi, Brio) or a delicious coffee from Escape Coffee, which you can also purchase by the bag. Mike tells us that Julius coffees in Bromont will also soon be available
For a quick lunch or a picnic on the banks of the Richelieu
there’s nothing like a stop at PARMA deli

Students and staff at the CEGEP de Saint-Jean-sur-Richelieu
located about 40 kilometres southeast of Montreal
received a message from school officials shortly after 9 a.m
Friday ordering them to barricade themselves into closed rooms and keep the lights off
Local police arrested a 19-year-old male suspect
who police said was wearing a bulletproof vest and acting suspiciously in front of the CEGEP
Police spokesperson Jérémie Lévesque said there were no reported gunshots and police have no information on firearms or explosives in or near the school
though one pregnant woman was transported to hospital as a preventive measure
The lockdown was lifted shortly after noon Friday
Saint-Jean-sur-Richelieu police called the Sûreté du Québec for backup and sniffer dogs are on the premises
Police evacuated the school classroom by classroom and Lévesque said they will search bags and vehicles before students and staff leave the premises
"We are not excluding the possibility that there is another suspect," he said
the school said the lockdown order came at the request of the police force in the city
Police established a security perimeter around the school and access to the premises is prohibited
The police operation ended later in the afternoon
said people are being asked to stay away from the school
She said all school activities for the day were cancelled

Can new recruitment measures halt the Canadian Forces' 'death spiral'
these new Canadian Armed Forces recruits are now seldom more than a few metres from one another — eating
sleeping and exercising as a unit — all part of the bonding process designed to create the soldiers
They're among the first cohort to pass through Basic Military Qualification, or basic training, under new guidelines aimed at removing hurdles and boosting numbers — changes the Department of National Defence (DND) hopes will solve a personnel crisis that Defence Minister Bill Blair called a “death spiral” for the Canadian Armed Forces (CAF)
CBC photographer Evan Mitsui spent a week at the Canadian Forces Leadership and Recruit School (CFLRS)
documenting recruits going through various weeks of the nine-week-long basic training course
You learn you’re a lot stronger than you think you are,” said Jersey Jablonski
a newly minted aviator from Winnipeg.
A woman and the first in her family to enlist
Jablonski represents a double rarity in the Forces
which has historically seen sons following fathers into military service
Nearly half of applicants asked to participate in a 2022 survey indicated having family members who were former or current members
of the 5,242 individuals accepted into the regular Forces and primary reserve
about 17 per cent were women — a high point in female representation over the past 10 years
There are roughly 68,000 regular members and 27,000 reserves currently serving in the CAF. But those numbers include people on leave, new parents and other non-combat-ready personnel — far short of what Blair says the Forces need if called upon to fight
While DND stats show the total number of women in the Forces has stayed relatively the same for the past decade
there’s a greater upward trend for representation of racialized people
which has gone from six per cent in fiscal 2015 to 12 per cent in fiscal 2024.
Jablonski is in a proud minority at the “Mega,” a massive dormitory and classroom complex in Saint-Jean-sur-Richelieu
the CFLRS has been based and where nearly all recruits begin their military journey
You go through hardships but you become family,” said Jablonski
who graduated with her cohort on May 2.
Basic Military Qualification is the first step to a career in the Forces
Everyone from cooks to aircraft mechanics goes through it
where the nine weeks of basic training are held
we can be hard-asses but we also try to be polite
Push-ups are doled out less as punishment and more as a team-building exercise
It's camaraderie through collective suffering
much like bivouacking in the rain (that’s Week 5).
“It’s not very long — two months — to change someone
you’re not going to fall between the tracks or be left alone
You’re going to be taken care of by the best,” Simard said
Questions are encouraged and recruit-to-instructor ratios are manageable
A weapons handling class for recruits in Week 4 had 12 recruits and two instructors
radiological or nuclear weapons (CBRN) attack session with two instructors
while a rappelling course had 26 with five instructors
Jablonski is also among the first cohort of recruits to enlist under a new hiring paradigm that includes the removal of some perceived barriers, such as test anxiety.
A trial, new as of December 2023, is also underway that de-emphasized the once-standard written aptitude test for those wishing to enter certain in-demand trades
But successful applicants to these trades will still take the test during basic training
rather than at the recruiting office — though the results are kept only for statistical analysis
the federal government released its latest defence strategy
with the promise of an increase in military spending of $8.1 billion over the next five years and $73 billion over the next 20 years.
That would take Canada’s investment in defence from 1.33 per cent of GDP to 1.76 per cent
inching closer to the two per cent called for by NATO
Canada is a founding member of the military alliance
The strategy, packaged under the title Our North, Strong and Free
identifies two core objectives: “strengthen the foundations of the CAF and acquire new capabilities to deal with new threats.”
The strategy includes an emphasis on northern sovereignty
as well as a commitment to build and repair staff housing and $100 million over five years to improve child care access on bases across the country.
Recent changes to the military dress code (painted nails
haircuts and gender neutral uniforms) are also part of a plan to make a military life more appealing to today’s would-be soldier
Time will tell if the strategy works in filling a projected shortfall of around 16,500 personnel, as well as a readiness gap an internal DND presentation points to
which says that only 58 per cent of the military would be able to respond if called upon tomorrow by NATO
Canadians' willingness to serve does not appear to be the bottleneck
The most recent DND figures indicate that over 67,000 applications were submitted to the Forces over the past year
according to information tabled in Parliament
due to lengthy security checks necessary for permanent residents
who have been allowed to sign up since 2022
The new defence policy does not foresee the military hitting its target of 71,000 regular and 30,000 reserve forces

was Canada's epicentre of improbable terror
22 attack on Ottawa represented something bigger than ourselves
Michael Zehaf-Bibeau's shots in front of the Cenotaph and inside the Parliament were a violation of all that the country holds sacred
but the event was also a proving ground for what we value: Canada the subdued and strong; Canada the unintimidated; the collective mourning for Corporal Nathan Cirillo and the tumble-and-shoot acrobatics of 58-year-old Sergeant-at-Arms Kevin Vickers
Yet 10 days after Martin Couture-Rouleau killed Warrant Officer Patrice Vincent near a Tim Hortons in St-Jean
Unlike the school-trip familiarity of Ottawa
The military college there did not resonate with Canadians who do not live in the area

Nathan Cirillo’s chest was the cenotaph the corporal was guarding
empty tomb) has had only a bit part in the endless analysis of this week’s two attacks on Canadian soldiers
of whether the attacks are linked to the Islamic State and how they may change the way we live and think
because it’s a hard monument to ignore: stout granite arch supporting bronze figures of limping Peace and struggling Freedom
through whose narrow gap a straining throng of soldiers and cannons and horses and airmen and nurses force their way
It was designed by an Englishman named Vernon March in 1925 to honour Canadians in the First World War
though it now honours other veterans as well – including
the men and women who served in Afghanistan
The killer parked his plateless beige Toyota illegally on Wellington Street to the north of the monument
He missed the other guard with his first shot
The honour guard is a relatively new thing
added (so the story goes) a few years ago after some young men were caught peeing on the monument
You can see the cenotaph from D’Arcy McGee’s
The pub is named after Thomas D’Arcy McGee
the mutton-chopped Father of Confederation
the Irish-Catholic poet and journalist who championed a multicultural Canada but was assassinated on April 7
The Smith and Wesson pistol used to assassinate Thomas D'Arcy McGee in 1868 is displayed at an auction in Hamilton
It is reported the Museum of Civilization has acquired the revolver at the price of $105,000
History and vistas and humans live in close quarters all over Ottawa
and sometimes they get in each other’s way
McGee’s murder was Canada’s first political assassination in the nation’s capital
He may be more important: His death could be the one that changes the open way we live
Cirillo in a pool of blood under the soaring cenotaph
Zehaf-Bibeau jumped back into his car and yanked a sharp U-turn to the left
and drove quickly and in surges.) He immediately pulled up on the other side of the street
the building that was the hub of External Affairs back when Canada was famous as a peacekeeping nation
openly waving a .30-30 lever-action Winchester – the bestselling high-powered rifle in North America
That further scattered passersby who had retreated to the west after his cenotaph attack
By now there were a lot of people running away
There are two sets of two-foot-high bollards barring traffic from the East Bloc gate (they can retract to allow access): Once on foot
continuing up the drive that circles the giant lawn of the House of Commons
This is why the police say “the houses of Parliament are open access,” the openness being part of their appeal
Yoga classes are held here on Wednesdays when the weather is fine
You can walk from Wellington Street to the front door of the Centre Block
under the gaze of a nearby statue of Sir John A
thinking about the character of the country you live in
“So that was quick,” is how RCMP Commissioner Bob Paulson put it
No wonder “that threats have come so readily for the Canadian public.”
The killer ran into the austere 1916 Gothic Revival redo of Centre Block without pausing to take in its serene grandness
It’s the most recognizable building in the country: long
six-storey spans of paired stone towers and soft green copper and strange secret gables
the building that makes you think there may be some kind of centre
Zehaf-Bibeau had other concepts on his mind
He ran past the bollards in front of the steps
past the lion and the unicorn and the rabidly bucky beaver carved into the front door
under the thin tongue of red-and-white flag licking over the lip of the Peace Tower
The guard at the door grabbed the barrel of the Winchester
Then he ran up 13 more steps and through Confederation Hall and down the Hall of Honour
the spine of Centre Block that runs (symbolism here) between the Peace Tower and the Parliamentary Library
passing the caucus rooms where hundreds of MPs were sitting ducks
Stephen Harper included (the Prime Minister found his way into a closet)
figured the killer thought he was heading to the House of Commons
because the details would have distracted him from his blinding mission
whatever his mission was (and it is not yet clear)
were the details of those rooms: Every surface in those halls is a shape within another shape within yet another shape
The details are everything: the Tyndall fern fossils
the almost hallucinogenic wave patterns in the black-and-white French-Canadian and Italian marble floors
the galleried circle of arcaded arches branching into the stout central arch and pillar (signifying the confederated nature of the Canadian nation
My favourite detail is the Correspondents’ Entrance to the reading room
The Hall of Honour has seen that before: Leaders have lain in state there
It was a Day of Resilience in the Face of Evil
and the honourable members were in a self-congratulatory mood
The clapping and the desk-thumping went on for 10 minutes without stopping
The Commons Sergeant-at-Arms Kevin Vickers
if you had just killed someone.) There was a moment of silence and a moment of prayer and the national anthem
There was also a lingering feeling of unease in the room: People in the gallery kept looking around
That wasn’t true the day before Wednesday – not there
the famous green desk blotters like so many little lawns
and there were many fine sentiments expressed
but beyond these grand intentions and the incessant politicking (Vote for me
I know we will always stand together (the Prime Minister)
We can’t allow that openness … to be rolled back (Thomas Mulcair
They will not make the rules about this land we share
and they do not get to change us (Justin Trudeau
The Prime Minister got up to cross the floor and embrace Tom Mulcair and Justin Trudeau
Mulcair got up again to embrace the Prime Minister and Mr
more unfixable things they said: We live in a dangerous world
Our laws need to be strengthened in terms of surveillance
We are all aware and deeply troubled that this week’s terrorist attacks were carried out by Canadian citizens
Zehaf-Bibeau had set out on his trail of terror
The yellow tape and the barriers had finally been taken away
and a crowd of about 50 gazed up at the monument
It was already possible to forget the complete and total lockdown of Ottawa’s downtown the day before
the way thousands of police armed with live automatic weapons instantly controlled a city of nearly a million people
I had asked one of the cops what he was holding
a close-quarter battle weapon that fires a higher penetrating bullet,” he said
“And what does ‘close-quarter’ mean?” I asked
I mentioned all this to the guy sitting next to me at the bar in D’Arcy McGee’s
a law clerk in his early thirties named Anthony Oliver
That one guy created an atmosphere of total fear.”
Zehaf-Bibeau has no known connection to a larger network of terrorists
That may be good news (he wasn’t part of a bigger threat) or bad news (a lone gunman could appear at any time)
Paulson called the new security landscape “this difficult and hard-to-understand threat.”
we will meet the new threat with more surveillance
Open access to Parliament “is the heart and soul of the country,” a bystander named Ken Liao said to me on the street
Here’s a suggestion: Pay attention to all its beautiful details while you can

The military man, who police have not named, died in hospital Monday night. The status of the other Canadian Forces member is not known at this point, however, police initially described his injuries as less serious.
The two military members were walking in a strip mall just outside a Service Canada office in St-Jean-sur-Richelieu Monday morning, when Martin Couture Rouleau allegedly plowed into them with his car.
Police chased the car about four kilometres before it flipped over into a ditch. The driver allegedly jumped out of the car and brandished a knife, at which point police shot him. He died later in the day, police said.
According to Sûreté du Québec police, Rouleau was known to them.
On Monday afternoon, the PMO issued a statement saying Prime Minister Stephen Harper had been briefed by RCMP Commissioner Bob Paulson, Chief of Defence Staff Gen. Tom Lawson, and National Security Adviser Stephen Rigby.
“The individual who struck the two CAF members with his car is known to federal authorities, including the Integrated National Security Enforcement Team,” said the statement from Jason MacDonald, the prime minister’s spokesman.
“Federal authorities have confirmed that there are clear indications that the individual had become radicalized. As Canada’s national security agencies have said, Canadians should remain vigilant.”
MacDonald’s statement said that because the investigation was ongoing, “we cannot comment further.”
The RCMP issued a similar statement: “This individual was known to federal authorities including our Integrated National Security Investigations team in Montreal who along with other authorities were concerned that he had become radicalized.”

The man police say deliberately drove a car into two soldiers in a “despicable act” the government linked to terrorist ideology had been arrested by RCMP this summer
a spokeswoman for the federal police force said Tuesday

Martine Fontaine said authorities met with Martin Rouleau-Couture as recently as Oct
9 and that there was nothing to indicate any such violent behaviour was in the offing
One of the soldiers struck by the car died
Authorities held a late-afternoon news conference Tuesday and publicly identified Rouleau for the first time

The RCMP investigation into Rouleau began last June when they saw on his Facebook account he was “radicalizing” himself
along with 89 others who had intensions to join militant groups
Officials seized Rouleau’s passport as he was about to leave the country but didn’t have grounds to charge him with anything
“We couldn’t arrest someone for having radical thoughts,” Fontaine said
“And unless we have clear indications of what he was doing
it was very difficult to prevent and stop him.”
Monday’s deadly attack on a Canadian soldier in a Quebec strip mall was “clearly linked to terrorist ideology,” Public Safety Minister Steven Blaney said earlier Tuesday
“It is an unacceptable act of violence against our country
our Canadian values,” he said in Saint-Jean-sur-Richelieu
the town southeast of Montreal where 25-year-old Rouleau allegedly mowed the soldiers down with a car
Police said Tuesday that the driver was spotted sitting in his car at the scene more than two hours before the collision
Guy Lapointe of the Sûreté du Québec said investigators’ working theory is that the military member and a colleague

He said the driver was seen in his car in a parking lot at 9:15 a.m
The victims were hit as they walked through the parking lot at 11:33
and a municipal police officer on patrol gave chase
Police are asking members of the public to contact them if they spotted the vehicle
Minister Blaney said he was “horrified and saddened,” calling the attack an affront to Canadian values
Prime Minister Stephen Harper echoed the minister in a statement Tuesday
offering his condolences to the slain soldier’s family and friends after what he called a “vicious event.”
“I want to express that the authorities can count on our full support in order to get to the bottom of this terrible act,” Harper said
One of the two soldiers died of his injuries in a hospital Monday night
The second soldier’s injuries were described as less serious
but police were not able to provide an update on the individual’s condition
“Our CAF members represent the best of Canada,” National Defence Minister Rob Nicholson said Tuesday
“and to have one die in a senseless act such as this only strengthens our resolve
police chased the driver more than four kilometres until his car flipped into a ditch
Rouleau was transported to hospital after he was shot
It was the first fatal attack on Canadian soil involving Islamic militants
and the first incident since Canada joined the battle against Islamic State fighters who have taken over parts of Iraq and Syria
Rouleau went by the names Ahmad Rouleau and Abu Ibrahim AlCanadi
where he posted comments recently regarding the war in Syria and the rise of the Islamic State
“This individual was known to federal authorities including our Integrated National Security Investigations team in Montreal who along with other authorities were concerned that he had become radicalized,” the RCMP said in a statement Monday
The suggestion the incident was an act of terrorism was first raised in a question posed by a Conservative MP to Prime Minister Harper
Harper said during question period Monday he was aware of the “extremely troubling” reports and that authorities were investigating
The Prime Minister was briefed on the investigation by RCMP Commissioner Bob Paulson
and National Security Adviser Stephen Rigby on Monday
a soldier attached a dozen poppies onto a lamp post a few feet from where the men were struck
Stephane Dubois and a fellow soldier walked across the parking lot and got into a car while in uniform
Dubois said he is not afraid to wear his uniform in public
saying it is part of his service to his country
“It is part of my job here and overseas,” said Dubois

says her son asked for help but didn't receive the attention he needed
“I want to protect his memory and I want [the public] to know what really happened because..
I’m doing it for him,” Fiona Barker told The Huffington Post Québec Thursday
Twenty-three-year-old Dylan James Barclay was sent to a local suicide prevention centre
He stayed overnight but returned to the military’s basic training centre the next day
He was found dead at the school less than 24 hours later on Saturday
after he threw himself from an eighth-storey window of the building where the recruits are housed
Barclay was only at the Saint-Jean Garrison for five days
a spokesperson with the Canadian Armed Forces
Barker said the Forces have been providing her with some support since her son died and she’s been told an inquiry will be performed to understand the circumstances surrounding his death
But she said she is frustrated that she hasn’t been given more details for now
"All I know is my child cried for help and no one helped him
they took him [to the suicide prevention centre] Friday night and he was supposed to be assessed in the morning and brought back… but they’re not telling me anything
“All I know is my child cried for help and no one helped him
the family will be kept informed of the latest developments
Hurov would not say if or why Barclay was sent to the Suicide Prevention Center of Haut-Richelieu
The school and the centre have an agreement to help recruits in need
also declined to say why Barclay was released after spending one night in their care
“I cannot comment on this,” Chrétien told HuffPost
Hurov said there are many pathways to help a recruit in need
a recruit could have been redirected to the chain of command
This is the second time in five months that a young recruit has committed suicide during the "indoctrination period" at the Canadian Forces’ school
recruits are not allowed to leave the military base
was found dead in his room during his second week of training

Harper offered condolences to the family of Warrant Officer Patrice Vincent
The 53-year-old soldier died of his injuries in hospital after an allegedly “radicalized” man struck him and a Canadian Forces colleague on Monday in a strip mall
The second victim’s injuries were said to be less serious
The attack was not solely against the two Canadian Forces members
but “the very values of a civilized democracy,” Prime Minister Harper said Tuesday
St-Jean-sur-Richelieu : Nous confirmons que la victime décédée hier soir est l’adjudant Patrice Vincent

Olymel management announced the definitive closure of its Saint-Jean-sur-Richelieu plant last week
The decision comes against a backdrop of falling production volumes
which has led the plant to operate at only 40% of its operational capacity
A reorganisation of production within the Olymel family will enable operations to be redeployed to neighbouring plants with residual capacity to handle these volumes
The closure will affect a total of 135 employees
including 23 non-regulated employees and 30 employees with temporary foreign worker status
The employees concerned were informed of this news
The date for the end of operations and definitive closure of the plant has been set for July 19
bringing the closure notice period to 13 weeks
Olymel will shortly be implementing a relocation plan to enable employees of the Saint-Jean-sur-Richelieu plant who so wish to be relocated within the company to neighbouring plants with labour needs
notably in Saint-Jean-Baptiste (Unidindon)
Ange-Gardien or Boucherville (distribution centre).
years of seniority will be recognised for compensation and benefits purposes once the approval of the unions at the plants concerned has been obtained
For employees with temporary foreign worker status attached to this plant
Olymel will take steps with federal and provincial authorities to enable them to apply for relocation to another Olymel facility
"The decision to close the Saint-Jean-sur-Richelieu plant is part of a major shift in production volumes and a situation of significant overcapacity at the plant
will be able to handle these volumes with a view to achieving savings and efficiency gains
This is a difficult decision for the employees affected
We are aware of the value and expertise of our employees at the Saint-Jean-sur-Richelieu plant
and we are determined to keep as many of them as possible within the Olymel family
That's why we're going to put in place a solid relocation plan that will enable those who wish to do so to pursue their careers within our organization," said Yanick Gervais

— Quebec police killed an RCMP officer Wednesday morning who had allegedly seriously injured a woman and a teenager inside his home
Quebec's independent police oversight agency — the Bureau des enquêtes indépendantes — says officers shot and killed a 48-year-old man armed with a knife in St-Jean-sur-Richelieu
Tasha Adams confirmed that one of the force's officers died as a result of the incident
The watchdog says a man called 911 around 2 a.m
Wednesday and said he had done something irreparable
Police in St-Jean-sur-Richelieu arrived to the man's home and allegedly found him armed with a knife
The watchdog says the man was shot with at least one bullet and died in hospital
It says police found a woman and a teenager inside the home
who were transported to hospital with serious injuries
Police would not confirm whether the woman and teenager were related to the 48-year-old man
who are assisting the watchdog with the investigation
said later in the day that both victims remained in hospital and that the woman's injuries are more serious than the teenager's

Quebec provincial police examine the wreckage of car driven by a man suspected of running down two soldiers in the parking lot of a shopping centre in Saint-Jean-sur-Richelieu
Police shot and killed the suspect following a chase
One of the injured soldiers died Tuesday morning
Friends say Martin Rouleau was lost to a world of conspiracy theories
has been identified as the soldier who died a day after being run down in Quebec by a man who had embraced radical Islam
MONTREAL — The Canadian soldier who died a day after being run down by a suspected homegrown terrorist has been identified as 53-year-old Warrant Officer Patrice Vincent
Quebec provincial police confirmed the news Tuesday after a news conference at which they said they believe the attacker
may have been lying in wait for more than two hours before running his victims down with his car
Police said the investigation into the hit-and-run that killed one and injured another has so far uncovered evidence that Rouleau had been sitting in the parking lot outside of a federal building that offers support to Canadian military veterans and other personnel as early as 9:15 a.m
Rouleau
was shot by police after a brief chase that ended about four kilometres from the site of the hit-and-run and died several hours later in hospital
“He was sitting in the car in the parking lot,” said police spokesman Lt
“The working thesis is that this was a deliberate act.”
Police also revealed that one of the two victims had been wearing a Canadian Forces uniform
They haven’t released the name of the surviving victim
That soldier’s injuries were described as less serious
Defence Minister Rob Nicholson said he learned of the death of the military member with “tremendous sorrow.”
“Our thoughts are with the member’s family
and we will do whatever we can to provide assistance in their time of need
We wish him a full and fast recovery as we extend our support to the member and his family,” Nicholson said
On Monday the Prime Minister’s Office said Rouleau had “become radicalized.”
Friends of Martin Rouleau said that over the past year they tried to help him see the error of his new opinions
They say he was lost to a world of conspiracy theories
hatred and religion-fuelled anger that led to what intelligence and security experts have been fretting about for years: a homegrown
radicalized terrorist acting out on Canadian soil
“It was a terrorist attack and Martin died like he wanted to
Monday’s attack occurred in the parking lot outside the Integrated Personnel Support Centre
one of several offices run by Veterans Affairs Canada and the Department of Defence that serve as an outlet for injured veterans accessing support services from the federal government
St-Jean-sur-Richelieu is also home to the Collège militaire royal de Saint-Jean
the French-language university run by National Defence at which officers and officer recruits receive their training
There Rouleau rammed the soldiers with his vehicle
he called a 911 dispatcher and explained that he was “acting in the name of Allah.”
All of this happened with local police chasing him along one of the town’s main thoroughfares and into a residential area
He reportedly emerged from the overturned car with a knife in his hands
Rouleau co-owned an industrial cleaning company that specialized in pressure washing the exteriors of buildings
Rouleau said his company had been robbed and he became enraged by his inability to get the authorities to take action against the culprit
according to the friend who asked not to be named
He was surely depressed,” said Jonathan Prince
“I think he was depressed and that’s what led him to it
He was normal one day and then changed the next.”
He became obsessed with practicing his new religion
but Rouleau’s friends never considered him to be a threat to himself or to others
he spent all his energies during visits with friends trying to convince them about his new-found faith
“He thought that of all the religions it was Islam that was the truest.”
His Facebook posts stretching back to May 2013 touch on the cause of Palestinians
the righteousness of Islam over Christianity and include several photos of the prime minister and other world leaders with orthodox Jews
Rouleau was stopped by authorities while trying to leave the country
“He did this because he wanted to reach paradise and assure paradise for his family
He wanted to be a martyr,” said the friend who asked not to be named
