people from all over the country will hear what a powerful voice Moore possesses as she has secured a spot on the fourth season of Canada’s Got Talent — one of two Manitobans participating in the national talent competition with the first episode airing on Tuesday
and continues to stay very busy with her musical pursuits
Not only is Moore the lead female vocal for the southwestern Manitoba band Just For Kicks
she’s also an alto with the Brandon-based Konektis choir
plus a music teacher and librarian by day.
Appearing on Canada’s Got Talent is a very big deal as the winner of the competition goes home with a $1 million prize
A total of 105 Canadian acts will appear on stage before judges Howie Mandel
and variety performers from across Canada and beyond will be featured
20-year-old Rebecca Strong from Prince Albert claimed the top spot with her performance of Adele’s Rolling in the Deep

The World-Spectator spoke with Moore to learn more about her reaction to making it to Canada’s Got Talent
You’ve made it to Canada’s Got Talent this year—congratulations
I understand you’ve applied previously to this year
Could you tell me about that journey to make it to this season
I’ve been trying since it was rebooted
I kept sending in my videos every year and I never heard anything back
Then I got an email in December of 2023 and they said
‘would you consider participating in Season 4?’ and I said
I’d love to!’ It was a long process
They wanted to hear this song and that song
Do you get to choose which genre you’d like to perform
or is it the judges that determine the music
this is what I typically do,’ and they’ll try to work with that
because it really challenged me to get out of my box in the past year or so—just to try new things
to work on my range and work on my genres of music
Last year’s winner from Canada’s Got Talent was Rebecca Strong
a real powerful Indigenous voice from Prince Albert
How important is it to see people from outside the major cities represented on a show like this
I think it’s so important because growing up—especially coming from St
Having such a big dream and wanting to get my voice out there
I thought it was impossible because you don’t hear a lot of stories of people that are coming from such small places making it big and getting their voice out there
So I think it’s really important for people that are still just starting out or just wanting to make something of themselves
I had a lot of people that I looked up to—Shania Twain being one of them
I don’t believe I’ll be on March 18
They’re supposed to tell me two weeks prior to my episode airing
So I’m just waiting to see and hear from them
but I’m anxious to see all the other performers as well
Music has been a huge part of your life and you are a music teacher currently
Could you tell me about that lifelong love of music and how that’s been with you along the path
my dad would sing around the house quite often
I had a lot of opportunities singing in church or different talent stages and all of those things collectively got me to where I am
Each and every time I’m working with new people in the music world
that has also helped me get to where I am and to find even more love for music
it’s been since I was tiny that I’ve been learning and loving music
not only to get my name out there a little bit more
This is something that I really do want to chase.’ It definitely was a huge moment for me
Two songs you performed during that Star Search really stood out—Crazy by Patsy Cline and Sarah McLachlan’s Arms of an Angel
Is that the style you gravitate towards more
and they have really opened up my eyes to a lot of different genres
That’s what I’m doing with this band as well
We do anything from Fleetwood Mac to Miley Cyrus
I try to make it so everyone hears something that they like
I don’t know what my favorite would be
though I still kind of lean towards country more than anything
singing with a band compared to just doing a gig on your own with your guitar
It really trained my ear and allowed me to trust that I would be carried with them; if I lost my spot
They’re so tight that it really makes me feel like I can actually focus on singing and not have to worry at all
What’s the reaction been from your bandmates
They’re all like second dads—all very supportive and really fun!
but it’s also helped me train my ear even more
It’s great to have all the people around you singing
but you have to know your part to be able to work with your section
and it’s really helped me a lot with my ear
Is everything effectively on hold right now
I’m still doing my gigs here and there
But at one point when we were filming the auditions
it was a lot of back and forth with sending in videos and stuff like that
go,’ but it’s all stuff that I love to do so it doesn’t feel like work
so that keeps me pretty busy throughout the day
Then I sing at a church in Brandon with their worship team
and lots of different shows on my own and with the band
I pretty much have events going on most nights
but it’s all stuff that I love again
It’s lots of rehearsals lots of times
but I find I’m learning a lot throughout the entire process and every rehearsal
Canada’s Got Talent is such a huge promotional launchpad for performers
do you think that’s going to change anything
Is that going to give you more notoriety in the broader spectrum
in the years of sending my auditions in my applications
I just wanted to be able to have a chance to go out there
and I knew that if I was accepted to go on the show
that it would help me a lot regardless of the outcome
There’s lots of people that are reaching out to me and congratulating me
a lot of people are interested in actually hearing me
It’s just really a privilege to be able to have this opportunity regardless of what happens
I was telling everyone I would like to go to Nashville and learn from people and be able to record some music
I think there’s so many things that you would do with it
Do you think this might lead to a Walk of Fame in St
and everything else—I’d just love to be able to make them proud and to say a big thank you to everyone
That’s always going to be my home!

- Hit-and-run at Saint-Lazare: witnesses sought
Despite loud opposition from some residents
Lazare council last week moved to municipalize one of its last two remaining private streets
removing the last barrier preventing the building of more residential dwellings along the artery
council approved two bylaws affecting the private stretch of Sandmere Street on Aug
including reducing the minimum width of lots permitted from 50 to 37 metres and dropping the minimum front setback from 12 to 10 metres
These changes will allow an estimated 42 to 44 single-family homes to be built on Sandmere in the Saddlebrook area of the town
The group of 24 property owners along the private artery are breathing a sigh of relief as the change was finally approved
bringing them a significant step closer to selling their lots after years of waiting
The western portion of Sandmere – one of the last private roads in town – is home to four houses and dozens of lots
Owners of the lots have spent years pushing for the municipalization of the street
as its private status has made it impossible to build on their properties and difficult to sell off
These owners have nevertheless been paying taxes on these plots of land
No more than 20 per cent of the existing trees can be removed if a house is to be built on the lots
Lazare Mayor Geneviève Lachance,“to reduce the impact of residential development on the forest ecosystem” within the area
Lachance also pointed out that this number of new houses would be consistent with the current density in the area – 2.7 dwellings per hectare
She also highlighted the fact that the Communauté métropolitaine de Montréal (CMM) is in the process of drafting its 2025 Plan métropolitain d’aménagement et de développement (PMAD)
which will likely call on the municipalities like St
Lazare to densify to around 40 dwellings per hectare
If the proposed CMM plan is eventually approved before the area along Sandmere St
the new housing density ratios could see as many as 880 units built instead of a maximum of 44
“I think it’s clear that all of us don’t want that high density in that sector,” Lachance said
“We would rather be in control of the development now while we can
Allowing these changes would help solidify the low-density aspect of the project before the PMAD is implemented in our bylaws.”
“That was very much a relief on my part and everybody else’s too,” Dodds said
Dodds and her husband had purchased the property when they were in their 20s and were among those who helped build the road that became Sandmere Street
She recalls when the municipality “arbitrarily” declared that Sandmere would become a private street in the 1980s
Dodds explained her frustration over the years in trying to get the street municipalized
She noted that she and the other lot owners – many of whom are also seniors – would like to finally get these properties off their hands and use the revenues to help their families
“I’ve got two daughters and four grandchildren,” said Dodds
Several residents have repeatedly expressed their opposition to a development project that would see a portion of the surrounding woodland destroyed to make way for housing
Objectors to the project had turned out en masse to a public consultation meeting July 30

Hill explained that he believes his vote was an “accurate reflection” of the will of the constituents in his district

would be unwise under the circumstances of climate change
“At a time when the effects of the climate crisis are being felt so intensely by so many of us
the deforestation of this pristine forested area does not seem prudent,” Hill wrote
The next step is for town officials to meet with developers to discuss a way forward

FC Loro and the Saint-Lazare/Hudson Soccer Club join FC Laval and the Brossard Soccer Association in their commitment to this revised consultative partnership allowing participating clubs to directly benefit from CFMTL’s top-level resources
FC Laval was the first amateur club to join the Scouting and Development Centre’s revised format on September 24
while the Brossard Soccer Association followed suit on October 8

A couples’ concerns about the quality of the drinking water in Saint Lazare raised during question period at the monthly St
Lazare council meeting on July 13 prompted councillors to declare the water is safe to drink
Ignazio Turrigiano and Paola Irrera displayed a used water filter covered with a thick dark coating of what they said was sludge that had apparently accumulated over a six-month period beginning last October before it was replaced with a new filter in March
They said a similar thick black coating appeared on another filter they replaced last October six months after it was installed in March 2022
Irrera told council she was concerned whether the accumulation on both filters could pose a potential risk to their health
She added they had the water tested by an independent lab and the results showed no apparent abnormalities
the couple feel there is something wrong because of the thick accumulation of sediment on the two water filters
Councillor suggests changing filter more often
“The filter has to be changed regularly
Sometimes with the concentration you have on your filter it should be changed every month
If you have a water softener you don’t need a filter
It just accumulates and you’re creating a problem right there,” said District 5 Councillor Richard Chartrand
Chartrand was the interim Mayor Pro Tem for the council session who replaced Mayor Geneviève Lachance because she was absent
Irrera repiled that if they didn’t use water filters
everything that was trapped by the filters would have entered their bodies.“If we didn’t have a water softener and filter that’s collecting all this
everything would be in our system,” she said
“Some of them are very good for your health
Minerals are very good for the body but not with the concentration that’s on the filter,” said Chartrand
“This is good for my body?” asked Turrigiano as he pointed to the filter
“If the filter is black it should be changed regularly,” Chartrand replied
Irrera said the manufacturer recommends the filter should be changed every six months as a minimum
“Even if we change it every month the filters will still collect all this
Our neighbours who don’t have filters are ingesting this,” she said
Chartrand reiterated the couple should change the filter every month
“You’re decreasing the quality of the water and increasing the amount of minerals in the filter,” he said
Irrera said the city had checked the water quality coming into her home
"They said everything is within norms which is fine but if I’m not using filters this gunk is coming into my body,” Irrera replied

I don’t know why you have bad water but I suggest you change the filter more often because you’re just decreasing the quality of your water because of the large concentration of minerals in the filter,” said Chartrand
District 1 Councillor Tanja Minisini agreed with Chartrand’s assessment
“Our water is tested by the city before it enters filtration and it conforms within the norms established by the federal and provincial governments and professionals
What’s on the filter is likely because the filter is not being changed often enough
You may need to change it more often,” she said
I’m very comfortable with the water supply
Most people don’t have filters because it’s not necessary
The quality of the water that we’re sourcing is fine
There’s nothing wrong with the water
Even the manganese levels are way below what is accepted,” said District 6 councillor Brian Trainor
Irrera said despite council’s reassurances the city’s water is safe for consumption the couple will keep persisting to find out why there’s a high concentration of sediment on their filters
“Everyone who doesn’t have filters have become human filters
I have gastric problems and I want to know what the long-term effects are of regular consumption,” she said

Irrera said the reason she wants Chartrand to resign was because she received a derogatory email response from him that said "...and I quote

Chartrand's reply was in response to an email Irrera originally sent to Mayor Geneviève Lachance after the council meeting on June 13 to complain about councils' reaction to concerns she has about the quality of the city's drinking water.
Irrera complained to Lachance about an argumentative and dismissive stance among Chartrand and some other councillors including Pierre Casavant when she raised concerns about the quality of the city's drinking water during question period at the June meeting
Irrera also sent a copy of the email to all the councillors who were at the meeting in June including Chartrand.

"There were another 11 to 12 blank emails that followed
a feeble attempt at damage control after he realized that I received his email," said Irrera
"I was flabbergasted to say the least that a public servant would address a citizen regardless of any situation in such fashion

Irrera forwarded Chartrand's email reply to Lachance and all the councillors on June 18
"I said I did not find his response acceptable as an apology
Sadly the only one who responded was the mayor acknowledging the inappropriateness of the email response
"I was disappointed no other councillor expressed their disapproval or concern to such a despicable
unprofessional and inappropriate comment and reach out to me by saying that in no way does it reflect on them or show any detachment from communicating that way to residents," said Irrera
She asked for an apology from Chartrand for his "unprofessional behaviour that night
dismissive and rude at the end".
Irerra also asked Casavant for an apology for his "eye rolling
arm swinging and irritability during the council meeting (in June)
It was unacceptable and inappropriate."
Chartrand was the acting mayor at the June meeting to replace Mayor Lachance who was absent
Irrera also described how she felt about council's attitude about her concerns during the council meeting in June
"City council meetings are promoted as a forum for residents to express themselves. The June 13 meeting felt like I was on trial
Many councillors didn't take the time to listen nor respond in turn," said Irrera.
"I felt under attack by a few councillors
Chartrand who was representing the mayor that evening

who responded to me using some deplorable language."
"I was made to feel council's opinions and answers should have sufficed
I was told our water is good and that people who live on reserves don't have drinking water
I don't understand or appreciate that guilt tactic," said Irrera.
She added Chartrand told her the gunk on her water filter was only minerals and to replace the filter. "Most shockingly he said
'Did I think or want the city to spend millions of dollars to fix that,'" she said.
If there was a very serious health problem shouldn't the city look into fixing it and find a solution at any price? These are all responses that could cause harm
No one thought the water quality could be an issue," said Irrera.

Saint Lazare's population could almost double from its current size of 22,773 to 42,313 residents according to densification proposals from the Montreal Metropolitan Community (CMM)
Mayor Geneviève Lachance told Néomédia.
The proposals have caused so much concern among its elected officials that council held a special session on July 4 to discuss how the new requirements would negatively impact its aging road
sewage and water systems and slowly erode its green spaces and rustic rural charm
Council also deposited a document that detailed why the city cannot achieve the current densification requirements as specified in the CMM's Metropolitan Land Use and Development Plan (PMAD)
Lachance took to social media after the meeting stating, "The current potential impacts could threaten the town's water resources
finances and the unique elements that define Saint Lazare
"We're talking about densification within our urban perimeters
This is what the CMM is trying to impose on all the MRC municipalities
Everyone has to achieve the same ratio of densification
We want to keep our character and look and don't have the infrastructure to achieve this," said Lachance
The current densification proposal would seriously impact its underground aquifers which currently hold enough water for a population of about 26,000 people.
"We are aware that with the current infrastructure
including our present capacity for drinking water resources and the limitations of the sewage system
such a proposed densification goal would be impossible to achieve," said Lachance
an amendment was made in 2014 to include a provision specifying the Equestrian and Boisé sectors would not be densified because of their unique character and location
This exemption is no longer present in the current revised version.
The lack of an adequate public transportation system also makes the densification requirements impractical
"They CMM can't think municipalities like ours can develop like Montreal. We're not Montreal
therefore we cannot develop into an urban city like Montreal. We need to keep our identity and part of it is our forest and green spaces," said Lachance
"It could also require major modifications in our development planning which would have significant repercussions for our town
The current potential impacts could threaten our water resources
finances and the unique elements that define Saint Lazare," Lachance added
The PMAD for the development of Greater Montreal relies on densification to create sustainable living environments around active and public transportation corridors which is not the case in Saint Lazare
"Densifying residential areas not served by public transit and the lack of essential services and businesses would only encourage more people to rely on cars for transportation
leading to an increase in the carbon footprint which also goes against stated objectives," Lachance added
The city is obligated to follow what is imposed on the municipality by higher levels of government
"This is not a matter of choice but an obligation we must comply with
they may face legal sanctions or enforcement measures
and withdrawal or refusal of funding," said Lachance
This is the first revision of the current PMAD and the CMM is expected to adopt it in September followed by a public consultation process.
The final version is expected to be adopted in December 2025 and the MRC de Vaudreuil-Soulanges will then have two years to conform to the new densification requirements
The Division scolaire franco-manitobaine (DSFM) plans on placing a tipi at each of the elementary schools that offer its pre-kindergarten program
as part of its Truth and Reconcilation program to encourage children to learn about First Nations cultures

“The people from the Truth and Reconcilation program organized this to happen
so there’s four or five schools in the province planned to have tipi installments
We are the only one in the West part of the province that have pre-kindergarten
Part of that program included having classes outside
so they had given every school that had that pre-kindergarten program a tipi to be set up outside.”
He says the program focuses on educating children at a young age about the cultures and history of First Nations
as opposed to introducing the subject to students at the high school level.
“I think that younger kids don’t have any apprehension
so learning languages and learning different things
I believe that if we give them the base on the respect
and on the reconciliation aspect of the history that we are trying to write again
that should be good for the next generation so that they will better understand the errors and write a new page for our relations between the First Nations and citizens and Métis community.”
Fiola said the tipi project happened at the request of the federal government
which asked localities to take action to build positive relations with First Nations around their Métis community
“I am happy to have you here this afternoon for the installation of the tipi on the grounds of the St-Lazare school
For centuries people have passed through Fort Ellice to cross Canada
Métis and travelers stopped here to rest
This tipi can be found a few steps away from the crossroads of the Assiniboine and Qu’Appelle rivers.”

This tipi will be a testimony that we want to recognize the presence of First Nations long before the arrival of the Europeans
Our tipi will give us a meeting place to share
to reflect and to recognize ourselves and share the richness of our respective cultures.”

we recognize that there are other steps to be taken in the future
staff and the people in the community will be able to take the initial steps so that our footsteps meet and our paths cross

Fiola said it’s important to have the tipi placed at the school because it allows children to learn about the culture of First Nations and be educated on the land they are on

our Métis kids and even for some of our European origin kids
to get to know the culture and the people that were here long before us.”
“I think the cultural part is what we want teachers and students to gain from this
We want to provide a space that the kids will have a place to retrospect and have writing sessions outside

We’ll be doing more of cultural teachings always with a First Nation present.”
The activities the school has planned to further educate its students on the different cultures of First Nations include the music

In addition to the installation of the tipi
the community honored Louis Riel to acknowledge the 136 years since his passing.
