Quebec Premier François Legault was at MDA in Sainte-Anne-de-Bellevue on Friday, September 13, to announce a $475 million investment in the future Telesat Lightspeed network, a major project to deploy a constellation of 198 new-generation satellites in low-Earth orbit, integrated with a state-of-the-art terrestrial network.
Québec Premier François Legault made the announcement in the company of Canadian Prime Minister Justin Trudeau, Christine Fréchette, Minister of the Economy, Innovation and Energy, Minister responsible for Regional Economic Development and Minister responsible for Greater Montréal, and François-Philippe Champagne, federal Minister of Innovation, Science and Industry.
“Not only are we consolidating 650 existing jobs, but we're also creating 967 high-paying jobs in a leading-edge sector. It's also a strategic project for Quebec. With the Telesat and MDA project, the message we're sending out today is that Quebec continues to stand out. The future of aerospace is in Quebec,” said the Premier.
The Quebec government announced its financial participation in the project in 2021. Initially, 650 jobs were expected to be created, but today, an additional 317 jobs will be created thanks to the enhanced project, for a total of 967. The project represents a total investment of over $6.1 billion, including more than $2.6 billion in Quebec.
“This agreement with Telesat Lightspeed, which represents the largest space technology program ever designed and built in Canada, will have a significant impact on the growing network of Canadian suppliers and talent, and will provide essential support to the sector as it continues to prosper,” said François-Philippe Champagne, Minister of Innovation, Science and Industry.
The Quebec government, through Investissement Québec, is providing $75 million to strengthen MDA's capabilities as a prime contractor for space technologies.
Projects to be carried out by MDA include the establishment of Canada's first high-volume satellite manufacturing plant 5.0.
“MDA has been a world leader in the design, development and production of satellite systems for decades. These investments will enable us to build our next generation of manufacturing capabilities for our new line of digital satellite products, MDA AURORA, as well as invest in our leading-edge workforce to further strengthen our global position,” said Mike Greenley, President and CEO of MDA.
Telesat will also set up a specialized center in Gatineau, in the Outaouais region, for satellite control and operation, cybersecurity, data processing and information technology support. These facilities will enable the development of strategic Quebec expertise in telecommunications technologies and satellite cybersecurity.

“in order to limit the impacts on its English-speaking citizens and facilitate the transition to its implementation
and considering that the law allows for some exceptions
the Municipal Council of Sainte-Anne-de-Bellevue
adopted a directive specifying the contexts where a language other than French may be used in its communications.”
The city is referring to it as Directive on the use of a language other than the official language
as a “framework for municipal staff and specifies the rules governing the use of other languages
It reflects the obligation to set an example in matters of francization imposed on municipal bodies by Law 96.”

It’s got a maritime feel to it with its small winding streets lined with clapboard cottages and 1800s stone farmhouses — all of which converge on a picture-perfect waterfront promenade
It’s the kind of place where you might expect to get a half-decent plate of fish and chips by the water
but sashimi of seasonal buri (Japanese amberjack) flown in fresh from Taoyama
or a Chirashi bowl with immaculate Bluefin tuna and Hokkaido uni is something entirely unexpected.
Chef Bingran Yu and his partner Jia Liu (who manages the front of house) opened Mont-Brise back in March of 2022
their relocation to Montreal was a sort of leap of faith
Yu had worked as a chef cooking traditional Chinese fare at hotels in Tianjin while fostering a growing love for Japanese food
After a few years of apprenticing in Japanese restaurants in China
the couple uprooted their lives to join friends already living in Montreal
The choice to open up shop in Sainte-Anne-de-Bellevue was also a leap of faith and one based almost exclusively on the charm of the boardwalk promenade in the summer.After arriving in Montreal
Yu took a job working for True World Foods
he learned bluefin tuna butchery and would go on to butcher whole tuna for the premiere sushi restaurants in Montreal including Park
Yu works with the very finest seasonal Japanese seafood available (except for the Ora King Salmon imported from New Zealand) which he selects for its quality
I have eaten at Mont-Brise a half-dozen times to date and each time I have the pleasure of enjoying something different
Invariably I have found the food to be thoughtfully prepared
entirely authentic (at least to my limited experience of spending six weeks in Japan) and delicious
I enjoyed an incredible chawanmushi (a steamed savoury egg custard made with dashi)
which was topped with a generous portion of fresh snow crab
snow crab shows up on just about every menu worth a damn
the crab was treated with exceptional consideration
Rather than being smothered in mayo and lemon
the sweetness of the crab was met with the subtle sweetness of the warm custard and accentuated by the lingering smokiness of the bonito-flaked dashi used to make the mixture.On another occasion
a bed of perfectly steamed rice was topped with two ample filets of grilled freshwater eel glazed with tare (a sauce of soy
mirin and sake) and an artfully rolled tamago omelette
While this is something extremely common in Japan
I have never encountered it on any menu in Montreal
seems devoid of ego or self-congratulation
Rather than trying to put his imprint on a dish
his measure of success seems derived from how faithfully he can execute the recipes he’s so closely studied
you can enjoy seasonal grilled fish — in other visits
which instantly transported me to a very memorable dinner I had at a Ryokan in Kyoto some years ago.The star of the show
is the raw seafood — this is where Yu’s talents and passion shine most
you get an immediate feel for this appreciation of the ingredient
From the way each fish is portioned and processed to the meticulous choice of crockery and the intricate way in which each element is positioned on the plate
everything is done with great care and intention
On the particular plate of sashimi I’m envisioning as I write this
I think very fondly of the chutoro and otoro (the fattiest and most prized cuts of tuna)
which melted on the palate and offered a richness and depth of flavour I have not experienced elsewhere in the city
a crystalline jar was filled with a generous pile of sweet and fragrant Hokkaido Uni
which I spooned onto some shari (vinegared rice) and wrapped the morsel in an envelope of high-quality nori
Yu’s food is both delicious and theatrical — a combination I usually find annoying but is successful here because of the genuine delight behind each of Yu’s decorations
Even seemingly simple things like the wasabi
which is grated fresh from the root to order
are rendered exceptional here.But despite all that Mont-Brise offers
in the many times I’ve visited the restaurant
I mention this only because I believe it is a criminally under-appreciated restaurant
I am writing this review to give Yu and Liu the credit they so clearly deserve but I’m also writing in praise of a restaurant I worry may not last
it’s comparable to an average night out at a good restaurant in the city and significantly cheaper than Park
I believe that it languishes a bit in Sainte-Anne
where it’s only appreciated by a small few
I believe Mont-Brise offers a rare and coveted opportunity for the curious diner: the opportunity to uncover a truly hidden gem
So many Montreal epicureans have made the pilgrimage to Parcelles in the Eastern Townships and to Bika Farm in Saint-Jean-sur-Richelieu
Why not make the short trip to Sainte-Anne for one of the better Japanese meals you’re likely to have in town

On-the-street parking spaces on this section of the street will be transformed in timed parking zones of 15 minutes to allow people to pick up an order
Temporary furniture will be installed to encourage people to take the time and enjoy the street
and look at the historic buildings on rue Sainte-Anne
Speed bumps and signs will also be installed on this section of the street to slow down traffic and create a safe environment for pedestrians
“It will allow people to be on the street without it being too crowded
so that there is less assembling on the sidewalks.”
Another cool transportation option in the area will be the new Navette fluviale
a river shuttle that travels between Notre-Dame-de-l'Île-Perrot and Saint-Anne’s
It is a fun day activity to get from here to there and offers a unique vantage point of the coastline of the western part of the city
You can have lunch at one of the local restaurants along the boardwalk
and then head to Île-Perrot for some more sightseeing
Saint-Anne-de-Bellevue is also preparing a historical route that can be followed at leisure
Markers will be visibly placed in front of many of the historical buildings that can be found in the neighborhood
These markers will provide insightful background information on the building as well
Visitors and locals alike will be able to follow a map of these landmarks and complete the entire route as they please
Most of the buildings on the self-tour are situated along Rue Sainte-Anne

I’ve heard there’s a good farmer’s market there

organic products with plenty of free samples
We tried pickled stinging nettles ($5 for eight ounces from Tout cru); sour and surprisingly complex
We also sampled and then bought a $6 loaf of smoked bread from La Boulangerie des Rosiers – it was delicious the next day with gouda cheese and paté
Other treats included a taste of the delicate asparagus quiche and various preserves at Les Confitures de Janette; we bought a $7.50 jar of the apple and calvados preserve for our next roast pork dinner
You said there are parks and old buildings
Small parks with benches dot the waterfront from one end of town to the other
There’s also the generous campus of McGill University’s Macdonald College and adjoining John Abbott College at the eastern end of town
Many of the homes and commercial buildings date back more than a century
Built close to the road with steeply pitched and bell-style roofs in the Quebec style
the houses huddle together like village gossips
The streets just north of the market including rue Sainte-Jean-Baptiste are worth exploring for their old homes with small and cheerful front gardens
Sainte-Anne-de-Bellevue also boasts a long boardwalk running beside the canal and locks that link Lac des Deux Montagnes and Lac Saint-Louis
The busy canal was originally a commercial passageway
but is now used by recreational boaters whose gleaming watercraft prompt the question
what exactly do these folks do for a living that they can afford their floating pleasure palaces
There’s no shortage of eateries on the main street
Most have outdoor terraces leading to the boardwalk
pack a lunch to eat at a picnic table alongside the boardwalk or in one of the parks
Café Twigs at 85 rue Sainte-Anne makes takeout sandwiches
salads and soups (they used to offer picnic baskets and blankets as well
but stopped the practice because too few customers returned them)
We tried the grilled “Marc” gourmet sandwich for $6.97 without salad or soup; the processed chicken slice was a disappointment
cranberry sauce and other ingredients were darn tasty
and a single sandwich was enough for two people
Clothing boutiques and the like pepper rue Sainte-Anne
although the town is more about walking and relaxing than shopping
About 15 minutes north of Sainte-Anne-de-Bellevue at 21125 chemin Ste-Marie
a sleepy black bear and more than one hundred other animals
The enclosures aren’t overly large and the birds’ flight is restricted by netting above
but that may be a small price to pay for the inhabitants who couldn’t survive in the wild because they’ve been injured or otherwise compromised
The zoo is also a pleasant place to walk with its mix of boardwalks
lookouts and mature trees (“I think we’re in the jungle!” exclaimed one young lady as she dashed by)
Any tips on getting to Sainte-Anne-de-Bellevue?
Take County Road 17 (the continuation of the Queensway and Hwy. 174) to just past Hawkesbury where it joins Hwy. 417. It’s a far prettier route than going all the way on Hwy. 417. In Sainte-Anne-de-Bellevue, there’s parking on the main street and adjoining lots, though on a busy day you may have to drive to the western end of the canal and park under the train bridge.

it is now a risk of breakage to the upper bracket of one of the doors that requires its closure
many boaters pass through the Sainte-Anne-de-Bellevue lock
Parks Canada posted a notice on its website and a recorded message was programmed on its phone line
It was learned that the closure of the lock was due to a mechanical problem that occurred on August 7th
The complete suspension of lockage operations is planned for at least 2 weeks
“Our team is making every effort to find a solution so that we can put the lock back into operation as soon as possible

Public Security Minister François Bonnardel said Wednesday
as residents across several regions cleaned up from another episode of severe rainfall
Bonnardel spoke to reporters from Ste-Julienne, Que., a small community 55 kilometres north of Montreal that was one of many Quebec municipalities hit by torrential rain last week
It was his first press conference since Friday’s rainfall
and came following a meeting with mayors from the region
Bonnardel said the situation has improved in recent days
but 34 municipalities and 53 roads are still affected by the record-breaking rainfall
“I know it’s extremely hard for many citizens who’ve lost everything and who have to resort to their private insurance,” he said
The minister said Quebec has suffered from a number of extreme weather events in the last several years
including intense spring flooding in 2017 and 2019 and forest fires last summer
“We are experiencing extremely difficult climatic situations,” he said
“I’m telling people that we sympathize
Bonnardel pointed to the Quebec government’s disaster financial assistance program
which has been made available to 123 communities affected by the rainfall
As of Tuesday 700 people had completed an online form to apply for funds

Bonnardel also called on insurance companies to “be present” for their customers
insurance company Beneva compared the situation to the ice storm of 1998
when there was a spike in the number of insurance claims

“This isn’t something we often see in terms of volume,” Véronique Breton said in an email statement
“It’s an exceptional situation.”
The Quebec government has set aside more than $5.6 billion for municipalities to improve their infrastructure and protect against bank erosion
“We are putting in significant amounts of money,” he said
“Now it’s also up to the municipalities to act and collect these amounts.”

In 2014 – two years after it was all but destroyed by fire – the Maison Michel-Robillard in Sainte-Anne-de-Bellevue was designated a heritage site
Now the nearly three century-old farmhouse stands to be demolished
The 16th century building – also known as the Braerob farmhouse – is near where the future Anse-à-l’Orme REM station is to be built
The city says it simply can’t afford original plans to restore the building
so council recently voted unanimously to ask for it to be demolished

The City of Vaudreuil-Dorion took advantage of its regular meeting on Monday May 6 to submit a resolution to the Autorité régionale de transport métropolitain (ARTM)
To encourage the ARTM to maintain the Express A-40 shuttle service in the wake of the launch of the REM at Sainte-Anne-de-Bellevue
and to build an alternative parking lot outside Vaudreuil-Dorion to coincide with the opening of this new service.
It should be remembered that the Sainte-Anne-de-Bellevue REM station is scheduled to open its doors
Its commissioning will increase traffic in the Vaudreuil-Dorion area
since local residents wishing to access the station will have to take the A-40 express shuttle to Côte-Vertu
a service whose continuation is not guaranteed
“An express shuttle linking the Vaudreuil-Dorion station to the Sainte-Anne-de-Bellevue REM station could be implemented
which could bring a significant flow of traffic to our territory
The station parking lot is already filled to capacity due to the situation on the Île-aux-Tourtes bridge.The ARTM owns land along Highway 20 and 40
and we'd like them to build one or more park-and-ride facilities to offset this traffic increase

Significant improvements have also been made to the trails and the site's layout
Visitors will be able to enjoy new concrete benches that mark the width and crossing of the first lock
as well as the engraved stone at the entrance to the wharf commemorating the dates of the first and second locks
The new amenities will ensure user safety and maintain the pleasure-boating activities associated with the Canal
Canada's network of protected areas plays an important role in helping to address the effects of climate change
Parks Canada can protect and conserve our national treasures
while supporting local economies and increased tourism.
