In conjunction with the opening of the future Vaudreuil-Soulanges hospital, the City of Vaudreuil-Dorion will build a $4.5 million multifunctional footbridge to improve traffic flow in the area. Work is scheduled for 2026-2027.
The structure will pass over highway 30, parallel to Boulevard de la Cité-des-Jeunes, on the north side, in the extension of the existing multifunctional path. To date, the cost of the project is estimated at around $4.5 million. The Ville de Vaudreuil-Dorion will obtain the value of the work following the results of the call for tenders issued by the Ministère des Transports et de la Mobilité durable (MTMD).
This process will be launched in the coming weeks. “Once the costs are known, the municipal council will make its decision and the city will indicate to MTMD whether it will go ahead with the construction of the runway and footbridge,” we state by e-mail.
In order to reduce the tax burden on citizens, the City will be applying for financial assistance for this initiative. “The City is on the lookout for financial assistance programs for active transportation for which the project might qualify, and which would fund a certain percentage of the project. The city council could decide not to go ahead if we don't have a subsidy.”
For those interested, Société québécoise des infrastructures (SQI) is not involved in this project. It is a municipal project. “If it is eligible, government assistance would come from government subsidy programs.”
At its meeting on Monday February 24, the Vaudreuil-Dorion council approved an additional expenditure of $15,000, excluding taxes, for professional services. These were aimed at validating the final concept, plans and specifications, and monitoring the multifunctional platform.
At the same meeting, the elected officials adopted a resolution to apply for financial assistance from the federal government. This is part of the Housing, Infrastructure and Communities Canada program of the Active Transportation Fund.
“If the grant is approved, it could cover up to 60% of project costs. However, we don't know if we'll be able to get it, since a federal election is due in the short term, and that may or may not have an impact on our application. We'll take our chances,” said Mayor Guy Pilon at the public meeting.

the municipal council of the City of Vaudreuil-Dorion adopted five resolutions to expropriate lots located on its territory
These steps are necessary to enable the construction of a traffic circle in the area of rue de la Gare
rue Cité-des-Jeunes and rue Henry-Ford.
This work is planned to improve access to the future Vaudreuil-Soulanges hospital
which will be built on boulevard de la Cité-des-Jeunes
near chemin de la Petite-Rivière.
The decision to build a roundabout was prompted by the recommendations of studies aimed at improving traffic flow at the Henry-Ford intersections with boulevard de la Cité-des-Jeunes
The decision was taken jointly by the City
The MTMD will act as spokesperson in this matter
The expropriated lots are located along Cité-des-Jeunes and de la Gare boulevards
as well as on Henry-Ford and Chemin de la Petite-Rivière
According to the resolutions adopted by the elected officials
only parts of the lots are currently subject to expropriation procedures
One of the lots affected by the expropriation measure is a shopping center housing Pacini
as well as a Couche-Tard gas station and a number of other businesses
that none of the buildings are affected by the expropriation procedure
as indicated by the City in an e-mail.
Following the adoption of the resolutions on Monday
the Town also entrusted the firm DHC avocats with the task of drafting the expropriation notices
Owners of the lots concerned will receive a copy in the coming weeks
Work is scheduled to begin in 2025 and be completed by the end of 2026
Expropriation costs borne by SQI and the city
the Société québécoise d'infrastructure (SQI) will assume all expropriation expenses and related eligible costs for part of two of the five lots.

Offered in March 2023 to the city council of Vaudreuil-Dorion by students from the Brind'Amour school
the Chaise des générations now has a new home
this symbolic piece of furniture was transferred from the former city hall of Vaudreuil-Dorion
The short ceremony took place just before the very first meeting of the city council which was held on site from 7pm.
Teacher Sébastien Parent accompanied the young schoolchildren for this important moment
La Chaise takes place in the new City Council Hall.
Recall that the design of this colorful chair stemmed from an initiative of the organization Mothers to the Front and aimed at raising awareness among elected officials about the decisions made and the fact that they will have consequences on the future of children
It was designed by the green committee of the Brind'Amour school
and with the contribution of teacher and artist Sarah Lanctôt
Staying the course in the face of climate challenges
During its presentation to the elected representatives in March 2023
parents and members of Mères au front had walked from the Brind'Amour school to the city hall to accompany the Chair of generations to its final destination.
It is under a rain of applause that nearly one hundred students from the Brind'Amour primary school
Handed it to the city council members to help them understand the importance of staying on track with climate issues.
“The City Council and I welcome the Chair of Generations with honour
The message carried by these young people and the representatives of Mothers at the Front is strong
This chair will be a constant reminder of our duty to future generations in our decision-making,” said Mayor Guy Pilon at the unveiling in 2023.
The chair has a bicycle wheel in the center of which is the Earth
A heart and glasses adorn the design of the planet to remind everyone that the Earth is alive and it also has a heart
All around the wheel are stuck children’s figurines holding hands.
The seat of the chair is painted green and blue
and cardboard animals remind us of the importance of wildlife
behind the chair is an old car plate on which the motto I remember is written
A reminder that the Earth is in danger and must be cared for.

Vaudreuil-Dorion will experience a significant increase in property values
with the average home value rising by 40.33% starting January 1
when the new property assessment roll for 2025-2027 comes into effect
The firm Évimbec has been tasked with producing the new assessment roll independently
The City of Vaudreuil-Dorion has no influence over the assessor’s work
as the firm is a member of the Ordre des évaluateurs agréés du Québec
inventories properties and determines the value of each building
The goal of the assessment is to ensure a fair distribution of property taxes based on the actual value of the real estate market
This phenomenon is driven by a general rise in property prices in the real estate market
which has pushed up the value of properties
The property assessments are based on the market as it was on July 1
meaning that any price increases recorded between this date and the present will not be included in the new property values
the impact of the new assessments on individual tax bills will vary
Some residents may see their tax bills remain roughly the same
while others could experience an increase or a decrease
the Vaudreuil-Dorion municipal council will adopt its 2025 budget on Monday
at which time the official tax rate will be announced to citizens
It is important to note that property value increases are not uniform across the city
Some areas of Vaudreuil-Dorion will see larger value increases due to recent property sales in neighboring neighborhoods
This is explained by the local dynamics of the real estate market
Citizens who wish to view the new assessment roll can access it on the City’s website under the section "services to citizens/online services/property assessment roll."
the Ville de Vaudreuil-Dorion wishes to inform its residents of the special opening hours for some of its services and activities during this period

The municipal council of Vaudreuil-Dorion has adopted a 2025 budget totaling $120,539,844 with a 5.4% tax rate increase
The highlights of the new budget were presented by Marco Pilon
"All municipal departments worked together to limit the tax increase by analyzing their budgets and proposing responsible solutions
This collective effort reflects our commitment to rigorous and efficient management," said Marco Pilon
"Our financial situation is excellent
and our property wealth continues to grow remarkably
our standardized property wealth (SPW) reaches $12,048,696,751," added Mayor Guy Pilon
Property Value Increases and Tax Rate Adjustment
the city will implement a new triennial property assessment roll
a mandatory exercise for municipalities in Quebec every three years
this assessment reflects an average 40.33% increase in residential property values
the city has decided to lower its property tax rate
The general property tax rate will decrease from $0.5984 to $0.4541 per $100 of assessed value in 2025
or approximately $162 per year for a home valued at $588,200—an increase of about $14 per month
police services from the Sûreté du Québec
and contributions to the regional county municipality (MRC)
our tax rate includes all essential services
While some may find the 5.4% increase significant
the average tax bill remains among the lowest for a city of our size," said Mayor Pilon
several key initiatives are planned for 2025
the city plans to municipalize summer camps
previously managed by a nonprofit organization
previously outsourced to a private company
These two new budget items alone represent $1.6 million
The cost of Sûreté du Québec services has also increased
rising from $7.3 million in 2024 to $8 million in 2025
"Vaudreuil-Dorion is still in a growth phase
requiring significant investments in structuring projects such as the municipal hub
we must allocate financial resources to renew aging infrastructure to meet current and future community needs
especially as the arrival of the hospital and the construction of hundreds of housing units in the Harwood-De Lotbinière and Gare sectors promise to generate significant new revenue," said Mayor Pilon
"Our goal remains to provide accessible
Many activities offered to the population are free or low-cost," he added
Details of Vaudreuil-Dorion’s 2025 budget are available on the city’s website at ville.vaudreuil-dorion.qc.ca under The City > Municipal Administration > Budget and Financial Documents
A 2.78% property tax increase in Les Cèdres
Vaudreuil-Dorion to See Average Home Value Increase by 40.33%
Many Vaudreuil-Dorion residents were surprised when they received their municipal tax bill: a significant increase in the value of their property
Mayor Guy Pilon is keen to qualify the impact of this increase and put things into perspective
Although property assessments have gone up
the mayor reminds us that what needs to be observed above all is the tax rate
They have to compare the 2024 rate with the 2025 rate
Not on percentages," insists Guy Pilon
To limit the impact of the increase in property assessment
the Town has chosen to reduce its tax rate for 2025 to $0.4541 per $100 of assessment
"What happens when we have such a low tax rate is that as soon as we increase it by even $0.04
Because the property assessment is going up
we have a choice: either we lower the rate
or we don't touch it," explains the mayor
This surge can be explained by a general increase in prices on the real estate market
the assessment is based on property values as at July 1
which means that price increases since that date have not yet been taken into account
the property tax on an average home will increase by $162 per year
that the impact of this increase will not be the same for all homeowners: “For some
He also points out that Vaudreuil-Dorion ranks 4th among cities with the lowest property tax
Different calculations for different cities
some municipalities choose not to include certain costs in their tax rates
such as those related to the Communauté métropolitaine de Montréal (CMM)
the Sûreté du Québec (SQ) or waste management
"There are cities that will say the tax increase is just 1.3%
the final bill no longer represents a 1.3% increase," explains Guy Pilon
the mayor also recalls all the free or low-cost services available to Vaudreuil-Dorion citizens
we offer between $1,500 and $1,600 in services and activities to citizens
the arena and all the other free or subsidized activities offered by the city
These are all costs that citizens don't have to pay," he emphasizes
Premier François Legault announced his intention to invest in Quebec's infrastructure in order to reduce the province's economic dependence on the United States
This statement rekindled the expectations of a group of Vaudreuil-Soulanges citizens
who have been calling for the extension of the Réseau express métropolitain (REM) to Vaudreuil-Dorion for several years
With construction underway on the new Île-aux-Tourtes bridge
these citizens believe that the Legault government's announcement should be an incentive to integrate the REM into the project
“This is an opportunity for the Vaudreuil-Soulanges region,” says Louise Craig
The idea of extending the REM into Vaudreuil-Soulanges is not new
elected officials voted unanimously to ask the Vaudreuil-Soulanges MRC to support the proposal.
then Minister responsible for the metropolis and region of Montreal
stated that the new Île-aux-Tourtes bridge would be designed to accommodate an eventual extension of the REM or another form of mass transit
“Ville de Saint-Lazare had also requested that all the mayors of the MRC officially support this initiative
and this was unanimously adopted,” recalls Louise Craig
Traffic issues on the Île-aux-Tourtes bridge are well known to residents
With numerous lane reductions stretching over several months
travel to and from Montreal is becoming increasingly complicated
“A new public transit alternative would be a major asset for the region
thousands of workers lose precious time in traffic,” says Ms
She also deplores the fact that several municipalities in Vaudreuil-Soulanges
although part of the Communauté métropolitaine de Montréal (CMM)
contribute financially to the REM without benefiting directly from the service
“We already pay for the REM in other cities
but we don't even have access to it.“
the realization of such a project requires a stronger commitment from municipal and regional elected officials
“We need the support of the mayors and the MRC
This type of project is a long-term vision that would benefit the entire region.”
She also stresses the importance of greater citizen involvement in the choice of municipal representatives
“It's not enough to elect someone who manages their city well
Our elected officials must also be capable of defending regional interests and bringing these issues to the provincial level.”
Despite repeated requests and past promises
no concrete announcement has been made concerning the extension of the REM to Vaudreuil-Dorion
While Prime Minister Legault claims to want to invest in infrastructure
there's nothing to suggest that this project will be prioritized in the short term
but future political action will be decisive for the future of public transport in the region

the furniture for the rooms and work spaces
the current library will have to be closed a few weeks before the opening of the brand-new one on Émile-Bouchard
Arrangements will be made for the loan of materials during this transition period
Library users can rest assured that the wait will be amply rewarded when they enter the new
More details will follow in the coming months

It's easier for the participating athletes,” she observes.
Both the Vaudreuil and Dorion ice rinks will be used for this major event.
In addition to the attention-grabbing acrobatics on the ice
there will also be a celebrity wall highlighting the participating athletes
“Interested parties will be able to write notes to the athletes on the sheet provided for each of them

These sports surfaces are located near the school of the same name
Other fields are located near the parking lot and can also be used
as the acrylic surface will be applied in spring 2025
Vaudreuil-Dorion residents can now practice this sport outdoors with the right equipment
“The city has a major development plan for sports
cultural and community infrastructures over the next few years
such a plan must be able to adapt to the changing needs of citizens and organizations
Faced with the growing demand from residents for permanent pickleball facilities
we have rethought the vocation of the land at Saint-Jean-Baptiste Park,” explained Vincent Bastien
Director of the City of Vaudreuil-Dorion's Leisure and Culture Department
Tennis is currently available at both Louise-Josephte Park and Seigneurie Park
resurfacing work was carried out on both parc de la Seigneurie courts to refresh the surface by caulking the cracks

Exterior work involving machinery may be to blame for the fire that broke out earlier this Wednesday
at 64 boulevard Harwood in Vaudreuil-Dorion
firefighters from the local brigade received a call reporting flames on the front of the building.
“We asked the Sûreté du Québec and paramedics to help us evacuate the Manoir des Îles next door
as black smoke was heading towards the residence
three people were inconvenienced and treated on site by paramedics
Residents were able to return to the premises in the last few minutes
after the building had been inspected to ensure that everything was in order
No injuries were reported as a result of the incident
The blaze caused only material damage,” sums up Jacques Fellis
Chief of Operations for the Vaudreuil-Dorion Fire Department
A team from Saint-Lazare also provided fire station coverage of the territory in the event of a double call

The Liberal Party of Canada's front-runner for the leadership
Member of Parliament for Vaudreuil-Soulanges
Mark Carney visited the Cafexo on Avenue Saint-Charles in Vaudreuil-Dorion to talk with members of the Vaudreuil Federal Liberal Association
as well as citizens and representatives of the Vaudreuil-Soulanges business community
Among the topics addressed by the former Governor of the Banks of Canada and England were
the impact of climate change and the importance of local media
the municipal council of the Ville de Vaudreuil-Dorion will propose the adoption of a resolution repealing resolution no
which authorized the conditional use to allow the construction of a three-storey residential building
with 100% of the 18 units being affordable housing
"The housing crisis is a major problem
The municipal council has decided to make affordable and social housing its priority in order to enable families to find housing at an adequate price
before the CMM published the preliminary flood zone maps resulting from the Quebec government's bill
the proposed building is not in a flood zone
in addition to the 1300 Vaudreuil-Dorion homeowners whose residences are affected by this provisional mapping and who are victims of the improvisation of the Ministère de l'Environnement
we are adding the citizens who would have benefited from this affordable housing project
we have listened to them and understood that their opinion of the project is irreversible
While this project has proceeded in accordance with the steps set out in our bylaws and the provincial laws to which we are subject as a City
the Board will quickly turn its attention to the consultation process that surrounds the implementation of affordable and social housing projects.Unfortunately
the organization Toit d'Abord Habitations abordables Vaudreuil-Soulanges is experiencing the effects of this storm
I would like to thank all the volunteers who sit on the NPO's Board of Directors and who have found themselves under attack when their only desire is to use their expertise for the good of our community ,” said Mayor Guy Pilon
The non-profit organization Toit d'abord Habitations abordables Vaudreuil-Soulanges is the promoter of this affordable housing project
for which the municipal council authorized conditional use at the last public meeting
convert and renovate buildings for affordable housing
The land on rue Saint-Michel was chosen because it is already owned by the Ville de Vaudreuil-Dorion
The objective was to transfer the land to the organization free of charge
in order to secure financing leverage for future affordable housing projects.
The Île-aux-Tourtes bridge undergoes regular maintenance work
it will be rebuilt to the north of the existing bridge
Four lanes available at all times on the bridge
Find out more about the progress of the maintenance work.
regular structural inspections are carried out and reinforcement work is carried out on an ongoing basis
The work in progress consists of repairing and reinforcing beams and slabs
as well as adding shoring at specific points beneath the structure
This work is intended to keep this major corridor open to traffic until the new bridge is completed
shoring work has been under way on the east side of the Île-aux-Tourtes bridge
The work will essentially involve the construction of two jetties (work areas built on the shore and on the water) allowing workers to install piles
A steel structure will rest on these piles to support the bridge girders
The shoring will remain in place until the existing bridge is deconstructed
Several measures have been implemented to limit the impact of this work on the habitat of various species
four out of six lanes on the bridge are open
with two lanes in each direction at all times
This configuration is in place upon completion of the following work:
The reopening of a fifth lane is the Ministère’s next objective
depending on the progress of the maintenance work and the construction of the new bridge
Dynamic traffic management will be suspended as long as four lanes are open on the bridge.
A configuration with three lanes in one direction and one lane in the other creates a greater risk in the event of an incident in the direction where there is only one lane
Deploying tow rucks or emergency services is more complex
and can have an impact on traffic in the opposite direction.
a single lane would not meet traffic needs in either direction
two lanes are available at all times in each direction
With the reopening of the fourth lane on the bridge
heavy-vehicle traffic are prohibited in the right-hand lane in each direction.
Overweight vehicles remain prohibited at all times on the structure
Two lanes per direction are available at all times on A-40 on the bridge approaches
a configuration in this sector on A-40 has allowed work on the drainage system to continue and the slabs of the westbound A-40 to be rebuilt.
The westbound Rue des Pins entrance to A-40 will remain closed for approximately one year from that date
buses have been allowed to use freeway shoulders on A-40 eastbound
between the Avenue Saint-Charles and Chemin des Chenaux entrances in Vaudreuil-Dorion
Due to the reduced number of traffic lanes on the bridge
the range of mitigation measures has been enhanced
particularly with regard to public transit
Public transit users benefit from a discount on the purchase of a 10-passenger ticket
Tickets are on sale to users of the La Presqu'Île sector:
More than 300 temporary parking spaces were created near Vaudreuil station
even more people have access to the improved services of the Vaudreuil/Hudson line 11 train and the exo buses in the La Presqu'Île sector
which will be available until further notice
are located near the existing park-and-ride lot
within walking distance from the train station
Several departure additions and route extensions to the exo 11 Vaudreuil/Hudson train line are available due to the current major obstructions:
The use of bus-only shoulders is allowed on certain sections of A-40
This measure is authorized only for school
subject to compliance with the conditions stipulated in the Highway Safety Code for traffic on a shoulder
This will enable public transit users to bypass the congestion caused by the lane configuration on the Île-aux-Tourtes bridge
Commissioned in 1965 and located in the axis of the Autoroute Félix-Leclerc (Autoroute 40)
the Île-aux-Tourtes bridge links the island of Montréal (village of Senneville) to the Montérégie region (city of Vaudreuil-Dorion)
It is a key infrastructure and part of the strategic road network supporting commercial exchanges
Nearly 87,000 vehicles use the structure every day
including around 10% trucks (2019 data).
The reconstruction project has the following objectives:
See a cross-section view of the future Île-aux-Tourtes bridge (JPG 589 Kb)
Computer-generated image of the new Île-aux-Tourtes bridge
The project is being carried out according to a design-build-finance model
The work is being performed by Groupe Nouveau Pont Île-aux-Tourtes Inc.
Design activities and construction work are under way
The new bridge will be progressively opened starting in late 2026.
Here are the major milestones achieved and to come in this project:
The total cost of the reconstruction project
is entirely financed by the gouvernement du Québec.

The City of Vaudreuil-Dorion supports a petition launched by a group of citizens concerning the new regulations surrounding the new mapping of flood-prone areas
the document calls on Quebec to postpone the coming into force of the proposed regulations
as recommended by the Protecteur du citoyen
a simple process for requesting map revisions
to modify the high risk rating of future maps
and to develop a guide and process for recognizing individual and collective protective structures
Available on the National Assembly website
more than 2,000 homes in Vaudreuil-Soulanges would find themselves in flood-prone zones
including the water filtration plant and the Cité-des-Jeunes campus
For the portion of Vaudreuil-Soulanges included in the Communauté métropolitaine de Montréal (CMM)
over 1,700 properties are said to be affected.
the new bylaw would prohibit all construction in flood-prone areas
but would also prohibit the implementation of protective measures for existing buildings
a homeowner wishing to insulate the floor of his residence would not be able to do so under the new regulations
It goes without saying that insurance and mortgage issues will also compromise the resale of homes.
the elected representatives of the National Assembly decided not to follow up on a petition along the same lines
Soulanges MNA Marilyne Picard explained that revising flood zone regulations is an essential measure for adapting to climate change
“Our government has submitted for consultation a science-based regulatory framework for activities permitted in flood-prone areas
as well as a methodological framework that will enable us to produce up-to-date maps,” she told Néomédia
independent Member of Parliament for Vaudreuil
described the CAQ's refusal as a total lack of interest in the Vaudreuil-Soulanges region
but more specifically in the riding of Vaudreuil
the council adopted a resolution supporting the new petition
and undertook to send a copy of the resolution to the Ministère de l'Environnement
the Union des municipalités du Québec and the Fédération québécoise des municipalités
The petition is available on the National Assembly website until May 19

While the Société québécoise des infrastructures (SQI) maintains that the construction of the Vaudreuil-Soulanges Hospital is progressing steadily
a partial opening in December 2026 is deemed unrealistic
spokesperson for the CISSS de la Montérégie-Ouest
“The CISSSMO’s executive team had genuinely hoped to welcome patients in December 2026
our teams were working on various scenarios to meet this target
such as taking early possession of Block A to offer outpatient services
these scenarios proved to be unfeasible,” St-Jean confirmed to Néomédia
“Different scenarios were evaluated in collaboration with CISSSMO to optimize the timeline and enable a partial opening in 2026
this option turned out to be unrealistic without compromising the quality
and sustainability of this major project,” explained Anne-Marie Gagnon
The SQI attributes the delay to several factors
particularly “delays caused by tendering phases amid a pandemic context
which led to market overheating and labor shortages,” the organization stated via email
“It’s important to note that an activation phase is required between the delivery of the infrastructure by the SQI and the hospital’s opening by CISSSMO,” Gagnon added
CISSSMO assures that clinical preparations are ongoing to ensure a smooth transition leading up to the hospital's opening
Updates to the project’s timeline are currently being revised
The new hospital represents an investment of $2.595 billion and will feature 404 beds
As for whether the delays will increase the final cost
neither the SQI nor the CISSSMO could provide an answer at this time
