Farmland occupied the area that now houses the towers, and farmers lived in the vicinity before moving on to other land. The first building to mark this urban transformation was the Alcide De Gasperi tower, "Héichhaus" in Luxembourgish. In 1965, after five years of work, this monstrous 77-metre-high structure was completed. The following year, it was inaugurated, and ushered in the transformation of the Kirchberg area. To understand how this transformation came about, we need to go back to the origins. In 1952, Luxembourg City was designated as the workplace of the European Coal and Steel Community (ECSC), a precursor of what we now call the European Union.At the time, it included Luxembourg, as well as France, Italy, Belgium, the Netherlands and West Germany. "Several cities were considered, including Strasbourg, Saarbrücken and Liège. But in the end it was Luxembourg that was chosen as the location," said Martine Hemmer, head of communications for the Fonds Kirchberg, the district's urban development fund. "The government came up with the idea of creating an entire city that was the complete opposite of the one that had existed until then," she added. The problem at the time was that the premises available to these various organisations were too small and too scattered. So the idea was to bring everything together on a single site, in larger premises. The "Kirchberg Plateau Urbanisation and Development Fund", more commonly known as the "Kirchberg Fund", was given the task of "urbanising and developing the Kirchberg Plateau" by a law passed on 7 August 1961. Meanwhile, the tower, named after one of the "fathers of Europe", former Italian Prime Minister Alcide De Gasperi (1881-1954), was to house the secretariat of the European Parliament. The inauguration of the tower marked the start of the transformation of the district's roads: huge car parks were built and roads were constructed to serve the plateau and link it to Findel airport and the city centre. From its inauguration until 2008, the imposing 22-storey structure remained the tallest building in the capital. The first two towers of the European Court of Justice, inaugurated that year and measuring 103 metres, overtook it in the rankings. The third tower, inaugurated in 2019, holds the current record at 118 metres. With the growing number of employees coming to work in Luxembourg and the explosion of the services sector, more and more office towers were built in the district over the years. Construction of the Kirchberg District Centre began in 1993. In 1996, the commercial section was completed, followed by the office section in 1998. Today, the building is home to the Kirchberg Shopping Centre, with the Auchan store as the site’s largest retailer. Over the years, other buildings have also opened that helped Kirchberg branch out beyond its traditional label of simply being a business district, such as the Philharmonie, the Coque, Luxexpo. There is no shortage of new buildings planned for Kirchberg over the coming years. However, several housing developments on the Kirchberg Plateau will see the residential population grow to 23,700 by 2040. The glass and steel feel of Kirchberg belies the fact that it initially began life as a simple field. Kirchberg's transformation started in the 1950s when it became home to a number of European Union institutions. In 1963 the famous Héichhaus (tower building) was erected to house the Secretariat of the European Parliament. Today the area is home to many European Union institutions including the Court of Justice, the Investment Bank, Parliament and Commission. In the 1990s and 2000s a number of well-known architects began work on financial sector buildings, the Philharmonie concert hall and the MUDAM museum. The award-winning building of the Chamber of Commerce at the Rue Alcide de Gasperi and Rue Erasme was designed by French architect Claude Vasconi and his Luxembourg associate Jean Petit. Both Kirchberg and Weimerskirch command top-end real estate prices not least because of their location close to offices and the city although the new residential developments are mostly affordable housing in the form of apartments According to Wort Immo the current price per m2 of real estate in the area is: The Kirchberg Shopping Center is an extensive covered shopping area which includes a number of clothing shops an Orange mobile phone shop and the Auchan supermarket It also incorporates a number of restaurants Infinity Shopping is a new centre set at the foot of the European Court of Justice at the other end of Kirchberg The European School Luxembourg I is located in Kirchberg offering free education to employees of the European Institutions with private places available in many languages including French There is also a Technical School/College on Rue Richard Coudenhove-Kalergi. The Lycee Michel Lucius (primary and secondary and including the international section) will move to a new site in Kuebebierg in 2027 Sainte-Sophie School is located on Rue Marguerite de Busbach It offers schooling in the French language to children aged 4 to 19 years from all nationalities adhering to the French Ministry of National Education's curriculum A primary school is located in Weimerskirch on Rue de Laroche. On the same road is the Musikand Music School which provides various music courses for children including the Solfège There is a pre-school and primary school in Kirchberg on Rue Anne Beffort but residents have expressed a grave concern that as yet there are no plans to build a new primary school to accommodate the influx of residents expected The nursery school, Mini College for ages 3-6 years is located on Rue de Maraîchers Bus routes 4 and CN4 connect to Weimerskirch Vel’oh! has 14 bicycle stations in Kirchberg Four parks provide plenty of outside space in the area the walls of the Fort Thüngen form part of the Parc Dräi Eechelen The Klosegrënnchen is a botanical arboretum for scientific research belonging to the Museum of Natural History The sand dunes are home to a number of brooms as well as more rare plants such as the Pink Maiden and Bird's Foot The Central Park, is the main green space of the neighbourhood. It includes an ornamental lake, a playground, and Kyosk which also hosts beer and food festivals and DJs in the summer months. The park also houses several works of art. Park Reimerwee joins the main park, on the other side of the former Roman road. It features a collection of European trees. With the sun slowing setting, Luxembourg Times editor-in-chief Cordula Schnuer rang the starting signal at 19:00. “It’s great to see so many people come together for a good cause,” she said. “We’re proud to be part of this event that is all about team spirit and reaching a common goal.” The fastest teams were rewarded with special prizes, with awards handed to: SauerBeen Asport – with Gil Weicherding, Bob Bertemes and Luc Scheller - for the fastest men’s team, Les Gazelles de l’INLL – with Elsa Eiller, Silvia Cano and Sabrina Masciocchi - the fastest women’s team,  PwC Team 2- with Joffrey Perrot-Legros, Yohan Maurin and Emma Waechter - the fastest mixed team. portfolio.” He thinks that technology must embrace such a solution because “you get away from all the regulation and all the costs of having to set up funds in different jurisdictions.” because there’s no tax advantage [for ETFs] Yet he believes that active ETFs will “take off quicker than people are realising in Europe.” I don’t know why I’m extolling the virtues of ETFs because that's where the margins still are,” stated Garland he mentioned that he pays his wealth manager while he noted that some others are charging 100bps “Those margins are now under threat.” He sees some pressure with wealth managers charging now 30bps to 40 bps he thinks that the Blackrocks and Vanguards of this world “will continue to do well” because they are supermarkets you have the alternatives on the other end of the spectrum Garland thinks it will be tough for boutique managers with less than $30bn to $40bn of assets under management which has $160bn of assets under management will do well in the middle ground because it has decided to specialise in emerging markets ($100bn in AUM) “There are so many asset managers on the block.” Garland argued it does not make sense to acquire an asset manager suffering constant outflows he anticipates that AM “will bring in expertise they don’t have,” as Ninety One has done when it hired a team of European private credit etc] want to work with less managers.” Garland is concerned whether AM firms not offering everything will be chosen by the large distributors Yet they may find some soft spots: “you don’t want to be a one fund jockey you’ve got to have three to six funds on their recommended list or approved list.”  He is puzzled to see “Where’s the choice for the end client?” asked Garland Garland noted a trend in Dublin to set up funds with multi managers or “a multi-manager sub advisory structure.” When tendering for an active European equity mandate Ninety One was told: “unless the number began with two or ideally one but the question then become whether you are giving the client “great active management.” Garland would love to see consultancies to review and provide transparency on the performance of wealth managers just as much as the asset management industry is subjected to First put to the city council in 2008, the project to build a bridge connecting the Cents and Weimershof/Kirchberg neighbourhoods, over Neudorf, has proven controversial and long.   The cost was projected to be €18 million in 2008, François Benoy, councillor for the Greens told the Luxembourg Times. The cost was estimated at €24.1 million the last time the city council discussed the bridge. On Monday, members gave the greenlight to a budget of €40.1 million. “When you block important infrastructure, it will always get more expensive,” Benoy said. “When you want to take action against climate change, when you want to do important infrastructure for a better quality of life, you have to do this investment and not wait and wait,” he continued.  Claude Radoux, a councillor from the DP party which holds the majority of seats on the council, said that the project had been on the table for “at least 15 years” and that “of course I and we all would have preferred the price tag of €24 million which we voted on in 2022”. However, cost increases “due to inflation and a few extras” had led to the surge in the price tag, Radoux added. Benoy said his party supported the bridge project in 2008 and still does today, despite its high price. The design and location of the proposed bridge have both changed over the years, he also noted. The bridge’s design will make it an attraction like some of the city’s other famous bridges, or like the Pfaffenthal lift, said Benoy. It also will be a solid investment as it connects the Kirchberg district to the Cents railway station, he said. Ironically, the lift and the Cents-Kirchberg bridge were approved during the same council meeting in 2008, but the financial crisis put one of the two projects on ice, Benoy said. Political opposition has been spearheaded by the ADR, with the LSAP also questioning the high price. There has also been opposition from a local residents’ group that calls the bridge a prestige project while questioning its cost-benefit balance.  The residents have not applied for a court injunction against construction, but could consider doing so once the diggers move it, news site Tageblatt said. “People have the right to be against the project and they also have the right to go to court. But to be honest, this project has now been an ongoing discussion for 20 years. So it’s not a new project. And I am sure that this project will be very positive for the neighbourhood, especially also for Neudorf, because it connects them to Kirchberg,” Benoy said. While the bridge is expected to be constructed by 2028 under current plans, Radoux said, “what we cannot foresee [is] if there will be legal injunctions which can slow the process down”. project planned to accommodate more than 7,000 residents from 2026 onwards This district will include an urban farm to promote local agriculture and sustainable energy solutions based on geothermal energy It aims to create a modern urban environment while preserving natural resources and promoting a low carbon footprint it offers affordable housing with shared spaces and a direct connection to the tramway the project also includes offices and shops to encourage dynamic urban activity This project focuses on sustainable construction and integrated green spaces It is part of the fund’s wider initiative to develop quality housing while respecting the environment and promoting a social mix several people had already moved into the new homes Projects include green spaces and infrastructure The planned route will connect the Pfaffenthal/Kirchberg transfer point with the European School and run along Boulevard Konrad Adenauer. With the construction of the new section, the public space will be extensively remodelled and given a new look. The tram route will run along the centre of Boulevard Konrad Adenauer and be lined with a double row of trees. According to the company, this should help to promote soft mobility and improve the quality of life in the Kirchberg neighbourhood. Existing green spaces, which currently cover 10,000 square metres, will increase by 50% with the arrival of the tram, Luxtram said in a press release. A total of 400 trees are to be planted along the avenue, 49 of which will be temporarily replanted and 150 newly planted. Before the actual construction work for the new section begins, Luxtram is carrying out preparatory work between Avenue John F. Kennedy and Rue Richard Coudenhove-Kalergi. Among other things, 92 trees will be removed. In addition, the facilities for the construction site will be set up and the road layout adapted. At the same time, Luxtram is carrying out work to set up the diversions and renew the underground sewer infrastructure. in Bucyrus He then developed the Vasil Manufacturing Company off East Mary Street came to Bucyrus with the family and lived with them She also did the gardening and gave food to whoever came to the door She would say “sit down and eat.” Kathy was a cheerleader and sang in the choir graduating from Bucyrus High School in 1968 She enrolled at Rio Grande College where she was a cheerleader and member of Alpha Mu Beta Sorority but completed three years then got married to Pat Fleck They moved to Pittsburgh and later she graduated from Point Park College with a Bachelor of Arts in English their son Patrick “PJ” was born Kathy got the seven-year itch and moved back to Bucyrus with PJ. Several years later she married Chuck Kirchberg Chuck was an employee for National Cash Register and his dad Kathy started substitute teaching at Bucyrus High School She also enrolled at Bowling Green State University majoring in special education she landed a full-time job at Bucyrus High School in that field She also started working on her master’s degree in learning disabilities and supervision Kathy had older students in the work-study program She came up with an idea to teach them budgeting self-help and a variety of skills by offering them a trip to Florida She wrote up a proposal to her principals John Bean and Bob Hamm and they presented it to the school board the trip was on. About 12 students sold candy bars and used their profits to pay for the trip and Kathy worked with them to get private swimming lessons before the trip None of the students knew how to swim and they were given swimming lessons and had the kids make flotation devices from their clothes They were able to stay above the water and Kathy didn’t need to worry about them drowning in the ocean She could even safely sit on the beach and watch them She made three different trips with students to Disney World Wet and Wild (a big water park) and Cocoa Beach They stayed in college dorms in Kissimmee so they didn’t have to pay lodging any extra money the kids made from selling candy they got to use for personal shopping make breakfast and learn the rules of etiquette so they could eat at a restaurant One of the local funeral homes took them to the airport in a limo Walter Award from the State of Ohio for Outstanding Contributions in Improving Progress in the curriculum for students with a disability She still sees those kids and they thank her for those memories and trips Kathy continued to work with Special Education children for a long time until there was an opening teaching English said “if you would you like to try it and if it doesn’t work you can go back.” She did take the job teaching English at Bucyrus High School. Next and took an English position at Tri -River’s Career Center in In 2022, Martin received an award for Luxembourg’s best electronic DJ, and he continues to push forward his carefully crafted sound based on good vibes and a well-versed history of music. A nice chilled vibe which is slowly becoming more vibrant. At the moment, Kirchberg seems to be suitable for almost everyone. There is a good balance here for all ages. I like the fact that it’s close to everything. I seem to be 10 minutes from everywhere. Ten minutes bus ride from the city centre, 10 minutes bus ride from the airport, 10 minutes walking to the shopping centre, and a 10-minute walk to the pub. Perfect! Right now the community is still developing as the area grows in size. I would say to be part of something that looks promising as a relaxing and cultural area in the making. Far different from the grew finance office world it was previously known as. For a restaurant I would say Au Petit Max. I was a big fan of their restaurant in the city centre, and very happy to have one close to me. For bars I would recommend the Shamrock Pub at the Infinity building. The staff in there are so friendly and welcoming, always happy to see me. For the summertime, I highly recommend Kyosk in the Kirchberg Central Park. Always a nice chilled vibe with relaxed alternative music, and plenty to do for everyone. I even play some music there sometimes on a Sunday afternoon. What activities can people do there? Kirchberg has many things to do. The Coque sports centre has activities including swimming and handball. Central Park has pétanque pitches and plenty of areas to play football. There’s many cycle paths and two shopping centres, and a variety of restaurants. As I mentioned before, the convenience is fantastic, and I can be almost anywhere in 10 minutes.
