(Business in Cameroon) - The rehabilitation project of the Belabo-Ngaoundéré railroad (330 km) in Cameroon is due to reach a financial close in July 2023
we learned following the 39th session of the Inter-ministerial Committee on Railway Infrastructure (Comifer)
After more than three years of negotiations
the Cameroonian government and the French Development Agency (AFD) will finally sign a CFA110 billion agreement
The resources to be provided by the French Fund will be in addition to the CFA80 billion already raised from the European Investment Bank (EIB) and the European Union (EU)
The related financing agreements were signed in December 2021
The next step after the July deal will be the effective start of this infrastructure project
conducted by the Spanish group Typsa (composed of independent engineering consulting firms) was validated on March 6
Let’s note that since its inauguration in 1974
the railway line between Belabo and Ngaoundéré has never been renovated
The forthcoming rehabilitation work on this section will be the second major project in Cameroon's railway sector in the last 30 years
with the first being the renovation of the over 175 km line between Batschenga (Centre) and Ka'a (East)
A third major project is expected in the coming years with the rehabilitation of the railroad between Douala and Yaoundé
and the modernization of the railway signaling between Douala and Ngaoundéré
This project (worth CFA212.7 billion) is part of the larger project to enhance road and rail infrastructure on the Douala-Ndjamena corridor
in which Cameroon and Chad plan to invest CFA471.7 billion overall by 2031

a Biman Bangladesh Airlines flight from Chittagong to Abu Dhabi had to make an emergency landing in Dhaka due to a crack in the aircraft’s windshield
brought panic among passengers and local residents alike as the plane circled the skies for hours before landing safely
departed Chittagong Shah Amanat International Airport at 10:04 PM local time with 146 passengers on board
including 13 business class and 133 economy class travelers
the pilot detected a small crack in the windshield
which quickly escalated into a significant safety concern
The pilot decided to divert the flight to Hazrat Shahjalal International Airport in Dhaka
due to the necessity to burn off excess fuel before landing as per aviation safety regulations
the aircraft circled over the Belabo area of Narsingdi for approximately three hours
This prolonged circling alarmed both passengers and local residents
who witnessed the unusual sight of a plane looping repeatedly in the sky
Passengers were informed about the windshield crack and the precautionary measures being taken
especially as the plane continued to circle
The prolonged airborne time without a clear explanation contributed to the anxiety
residents of Narsingdi also grew concerned as they observed the plane circling repeatedly
Many called the National Emergency Service
seeking information about the unusual flight pattern
The sight of a commercial aircraft looping in the sky at night was unprecedented and caused significant alarm
the Officer in Charge of Belabo police station
confirmed that numerous calls were received from worried residents
“People called the police station and wanted to know the incident
referring to the eventual safe landing of the plane in Dhaka
preparations for an emergency landing were swiftly put into action
along with the air traffic control (ATC) tower
Instructions were given for the aircraft to circle over Narsingdi until it was deemed safe to land
after nearly three and a half hours in the air
the aircraft landed safely at Dhaka’s airport
their services were not needed as the landing was executed without incident
the Station Manager at Chittagong Shah Amanat International Airport
confirmed the sequence of events and emphasized the precautionary nature of the emergency landing
“The flight took off from Chittagong to Abu Dhabi at around 10 PM
The pilot noticed a small crack in the windshield during the flight and decided to land immediately due to greater safety considerations,” he explained
reassuring that it was not a major safety threat
the pilot noticed a small crack in the windshield
It was then decided to land due to greater safety considerations
He also mentioned that the damaged windshield was reported to Boeing
They asked to send the damaged glass for testing
The damaged windshield was replaced overnight
and the aircraft is operational,” Zaman added
This incident is not an isolated one for Biman Bangladesh Airlines
There have been previous instances of windshield cracks in the airline’s fleet
Two Boeing 787 Dreamliner and another Boeing 737 have experienced similar issues in the past
This recurrence has raised concerns about the durability and maintenance of the windshields in the airline’s aircraft
Biman Bangladesh Airlines has assured that all necessary safety measures are in place to prevent such incidents in the future
The airline maintains that passenger safety is their utmost priority
and they are working closely with Boeing to investigate and resolve any potential issues with the aircraft windshields
passengers were accommodated and sent to Abu Dhabi on another flight later that night
While the experience was undoubtedly stressful
the swift actions of the pilot and the crew ensured that all 146 passengers reached their destination safely
The incident highlights the critical importance of stringent safety protocols in aviation
It serves as a reminder of the unpredictability of air travel and the necessity for airlines to be prepared for all eventualities
Despite the anxiety and inconvenience caused
the safe landing of flight BG-127 stands as a testament to the effectiveness of these safety measures
As aviation authorities and Biman Bangladesh Airlines continue their investigation
passengers and the public can rest assured that every step is being taken to enhance safety and prevent similar incidents in the future

to validate the feasibility studies and advanced planning of the renovation of the 330-km railway line Belabo-Ngaoundéré
This railway line connects the Eastern region of Cameroon to Adamaoua
the feasibility studies and advanced planning were realized by the Spanish group Typsa
This group is constituted of independent engineering and consulting firms gathered to offer services in various sectors like civil engineering
The Studies realized by the group were funded by the European Union to the tune of over XAF360 million via the technical cooperation fund
The renovation of the Belabo-Ngaoundéré railway line will cost a little more than XAF100 billion
More than XAF58 billion has already been raised from the European Investment Bank (XAF43 billion) and the European Union (XAF15.5 billion)
The remainder could come from the French Development Agency (AFD) with whom Cameroon is negotiating
(Business in Cameroon) - The European Investment Bank (EIB) will provide XAF43 billion for the renovation of the 330-km Bélabo-Ngaoundéré railway line
the EU delegation’s Head of Cooperation in Cameroon
The executive was speaking at the launch of a validation workshop for the project’s feasibility studies and advanced planning
The feasibility studies and advanced planning were funded by an over XAF360 million donation from the European Union
in the framework of a technical cooperation facility
The studies to be validated during the workshop were aimed at analysing the feasibility of the renovation project
The studies also inform Cameroon about the best investment option to meet the line’s current and future traffic demand
These investment options will take the financial
institutional and environmental conditions into account
It will also assess many development options and
suggest a solution to the Cameroonian Ministry of Transport
the renovation of Bélabo-Ngaoundéré railway line is in line with the EU’s priorities
those priorities align with the impacts expected from this renovation
The said impacts are an increase in passenger traffic thanks to the facilitation of mobility as well as reduction of exploitation costs and travelling time
the renovation will improve transport safety and reduce greenhouse gas emission (thanks to the modal shift from road to rail)
This reduction of greenhouse gas emission will notably contribute to the fight against climate change at a time when the EU has just launched its Green Pact
Let’s note that this is the first time the railway line
the financing option suggested is a loan/grant solution
the XAF43 billion provided by the EU will fund detailed studies and renovation works
With the XAF15.44 billion donation-whose agreement was signed in February 2019
the total amount already raised for the project is XAF58.44 billion (out of the XAF100.84 billion required)
The remaining financing could come from the French Development Agency (AFD) with whom discussions are underway

The cause of the crash and the identity of those on board were not immediately clear, but local media reports said the aircraft was flying from Yaounde Nsimalen Airport to Belabo in the east of the country when air traffic services lost radio contact.
Reports said the aircraft was chartered by a private company, Cameroon Oil Transportation (COTCO) which is building and running a pipeline between Cameroon and neighbouring Chad.
The company maintains a major trans-border hydrocarbon pipeline that runs between Cameroon and neighbouring Chad, official sources told AFP, with the State Radio saying on Thursday that nine passengers and two crew members were inside the plane at the time of the crash.
According to the Transport Minister, Jean Ernest Massena Ngalle Bibehe; “The air traffic services have lost radio contact with an aircraft flying from Yaounde-Nsimalen-Dompta-Belabo-Yaounde-Nsimalen on Wednesday, May 11, 2022,” with 11 people on board.
Bibehe said following an air and ground search, the aircraft was found in a forest not far from Nanga Eboko, around 150km (93 miles) northeast of the capital Yaounde. However, he did not give details on the victims but indicated that ground resources are being sent to the rescue.
The Minister also urged Cameroonians to “assist the authorities in conducting rescue operations for the occupants of the aircraft”, which was chartered by a private company, Cameroon Oil Transportation Company (COTCO).
The crash is the first major industry incident reported in Cameroon since May 5, 2007, when a Kenya Airlines jet carrying 114 people crashed immediately after takeoff from Douala, killing everyone on board.
“We are not certain yet whether anyone survived,’’ a spokesperson for COTCO said, even as the aircraft type and make have not been made public by the authorities – Agency news
