According to an army officer contacted by MMI Mefo
“The question is what would have led to this appalling situation
The sergeant took it upon himself to lay down his weapon
and other military effects in front of the troops
Unfortunately… I believe the first step
should be to launch a wider investigation in order to clear up any ambiguity and above all to establish who is responsible for this immoral behaviour
which should be given special attention by the very highest hierarchy”
“these images are an affront to the honour
ethics and deontology of the armed forces and defence
intelligent and professional non-commissioned officer who
instead of stirring up trouble within his unit in Bertoua by committing acts of violence probably linked to work pressure
decided to peacefully lay down his military gear at the flagpole during a rally ordered by his superiors“
The officer stressed that an investigation will be opened to determine the reasons of his withdrawal so that accountability can be shared appropriately

But there are concerns in the region about the impact of the new arrivals in urban areas and emerging tensions between the newcomers and existing town-dwellers
Some 226,000 people have fled Central African Republic (CAR) to neighbouring Cameroon, Chad, the Democratic Republic of the Congo and Congo-Brazzaville since December 2012. Of the four host countries, Cameroon has the largest number of refugees
more than 80,000 Central Africans have fled the worsening violence in their country
"The migration of refugees to urban areas complicates efforts to protect them and build an accurate picture of the refugee population in the region," said Faustin Tchimi of the Cameroon Red Cross in Bertoua
"There is a migration of refugees to urban Bertoua
but it is difficult to know the number of refugees present in the town
the refugees living in camps and villages are a major challenge to humanitarian workers
who cannot provide sufficient care and security to all."
head of refugees in Guiwa camp II in eastern Cameroon
said "many refugee men left the camp to [go to] Bertoua and have never returned
neither have we heard from them since"
The information that comes back is not encouraging
"Some simply went to buy goods to start small businesses in Guiwa," said Bolly
"We learned that they were detained."
Authorities in eastern Cameroon say it is difficult to know exactly how many refugees have gone into towns
But they warn of security problems that have to be addressed
"The movement of refugees to Bertoua is a major concern to public authorities
and we are putting in place a plan on how to manage their presence and ensure security," said Irenee Galim Ngong
the prefect of the Lom and Njerem districts of Bertoua
Security officials in Bertoua blame incidents of insecurity on the foreigners and say they have ramped up patrols
described the refugees causing trouble as "young men who are trying to survive through odd jobs
stealing and even committing armed robbery"
Some residents complain of incidents of violence by migrants
"I have been a victim of two cases of aggression by migrants," said Umaru Sanda
"Many people are complaining." Aboubakar said at least five migrants were being arrested every night for petty crimes or armed aggression
in one incident a Central African national got into a fight with Bertoua residents
cutting off the hand of a police officer trying to intervene and wounding four other people
The tensions are nothing new. In September, a confrontation took place between refugees and residents as a group of refugees abandoned their camp and marched to villages
prompting the military to intervene to stop them from going to Bertoua
a warden who spoke on condition of anonymity said 32 migrants of various nationalities had recently been brought to the jail
beyond confirming: "We have many refugees in our keeping."
The warden said those arrested were detained
Attempts had been made to get their cases looked at by the UNHCR
but he explained that the refugee agency had struggled to identify most of the prisoners
leaving their status unclear and making it difficult for them to receive protection
While the prospect of getting work draws many refugees into towns
lack of proper documentation and little or no job skills expose them to exploitation and detention
But those who used to live in cities back home find life in the refugee camps and villages unbearable
"I cannot stay in a village where there is no electricity
water and very poor housing conditions," explained Jodel Tanga
a high school student who left a camp in Mborguene
I know I can work and maybe have the means to go back to school one day
Many other refugees were caught while travelling from the camp to Bertoua and have never been heard of again." Tanga pointed out that checkpoints have since been reinforced
and it is now more difficult to reach Bertoua
has been working in Bertoua as a motorcycle taxi rider for the past three weeks
Karim admits he does not yet know the city properly
so I depend on clients and fellow riders to direct me," Karim said
"I must survive against all the odds"
Karim had never lived in a refugee camp before
"What is there for me in a refugee camp
People there don't have real lives; they depend on aid workers and live in the open."
He explained that he lived in a building still under construction with four other refugees
sometimes getting hired by builders working on the site
"I make at least 5,000 francs ($10) each day and give 3,000 francs to the motorcycle owner." But there are hazards
"Some days I end up losing all the money because I have to bribe my way out of police detention."
Some detained migrants have been forced to give incriminating testimony
"I have been detained about five times for lack of identification papers but later released due to the fact that the police were frustrated with me and also because I am still young," said Hassan Abu
"But in their custody they force you to say what you might not even have a clue about
I know of other refugees from Congo and CAR who have been made to testify and are in prison today."
Populations of the East region will henceforth receive a wide range of quality health care services from the Bertoua Regional Hospital Centre

and other top ranking personalities turned out massively to witness the inauguration of the architectural jewel
Among them was the Minister of Public Service and Administrative Reforms
Joseph Le who said he was elated to see such a masterpiece of a health facility constructed in the East regional capital
“What an architectural jewel; what modernity in terms of accessibility and quality
Who would have believed this five years ago?” Minister LE marvelled
The Bertoua Regional Hospital Centre opened its doors to patients on 19th April 2024
with a total of 700 consultations on record
The first services to go operational were the emergency
All other services are now available and offer high quality health care services to patients
emergencies and maternity care are among services in high demand
Almost two months after the health facility opened
close to 800 laboratory tests have been carried out
The Bertoua Regional Hospital Centre already has a functional blood bank which was constituted thanks to a blood donation campaign carried out by internal staff of the hospital
The health facility counts about 250 staff
a doctor specialized in medical imaging and 9 general practitioners
Paramedical personnel constitute 116 professionals including 06 specialized senior nurses
5 engineers and medical imaging technicians
4 civil engineering personnel and 30 maintenance workers
The architectural jewel is seated on a five-hectare piece of land
with about 12,000 metres squaredfully occupied
It contains 12 buildings comprising 102 beds
The Bertoua Regional Hospital Centre is a second-degree hospital
and the 4th Hospital Centre to be inaugurated by the Prime Minister

Bertoua is the Cameroonian city that recorded the highest inflation
the National Institute of Statistics (INS) reveals
the acceleration of the inflation has been stronger in Bertoua
its highest level within 10 years,” the INS commented in its recent report on the Q1-2021 general level of prices
The institute does not explain why the inflation rose so much in the city but the Eastern region that has Bertoua as its regional capital is closer to the northern regions of Cameroon
it is under the pressure of demands from refugees from neighboring countries (Nigeria
and even Chad) seeking refuge in the Northern region
the World Food Program (WFP) usually purchases food products in that region to feed the refugees it helps in the northern regions and even those in Chad and Nigeria
which is like the breadbasket of the Eastern region
are of concern because the East is already the fourth poorest region in Cameroon ahead of the three northern regions
The same concern is rising about the Far-North
whose regional capital Maroua recorded a 1.2 point year-on-year rise in inflation (from 1.8% at end-March 2020 to 3% at end-March 2021)

the Institute of Agricultural Research for Development (IRAD) distributed 300,000 cashew seedlings to farmers’ organizations in Bertoua (regional capital of Eastern Cameroon)
This will help create about 3,000 hectares of cashew plantations
The distribution falls within the framework of a cashew nut promotion project being implemented in Cameroon
IRAD officials indicate that the said project is aimed at producing and distributing 5 million cashew seedlings within 5 years
It will help the country create about 50,000 hectares of cashew plantation
According to the Minister of Agriculture and Rural Development Gabriel Mbairobe
Cameroon plans to reach a yearly production of 50,000 tons by 2025 with its national cashew promotion and development strategy
The cashew nut development strategy also plans to create close to 150,000 jobs in the sector by 2023
Cashew nut is still a not well-known cash crop in Cameroon but experts believe it can be grown in five regions nationwide: the Eastern
and the three Northern regions (the Far North
and Adamaoua- whose climate is adapted to this crop which thrives in hot weather
cashew nut production can bring more success and become the second most important cash crop in this part of Cameroon
Cameroon Water Utilities (Camwater) will proceed to the acceptance of construction works for the rehabilitation
and strengthening of the water supply system in Bertoua
the water utility took delivery of similar construction work in Edea
the regional capital of the Littoral region
The two projects were implemented by Spanish multinational Btd
whose regional director for Africa is since December 21
the projects in Bertoua and Edea required a XAF27.3 billion investment
They will boost drinking water production capacity by 56% in Bertaou and 88% in Edea
storage capacities will rise by 444% and 500% respectively
94 kilometers of hydraulic hoses were installed in Edea and 137 kilometers in Bertoua
the works will substantially improve water supply in the two cities concerned therefore facilitating access to the basic necessity for some 235,000 residents (about 110,000 in Edea and 125,000 in Bertoua)
The Bertoua and Edea projects are components of a larger project aimed at improving water supply in Yaoundé and three secondary towns (Bertoua
it is funded by the French Development Agency and the European Investment Bank
After delivering the Edea and Bertoua projects
Btd hopes it will land a deal for the Yaoundé component
it is in pole position in the related contract awarding process.
(Business in Cameroon) - According to reliable sources
the 100-metric tonne capacity facility will boost gas consumption in the East region
The Bertoua gas-filling centre will allow people to purchase gas at the official price of 6,500 FCFA per 12 kg cylinder
domestic gas in the East has been filled at Société camerounaise oil depots in Yaoundé and Douala before being transported to Bertoua and surrounding areas
local consumers paid 8000-10,000 FCFA in the East region area
A part of the promotional strategy for domestic gas consumption in Cameroon to prevent desertification in the northern region and deforestation in the south
the consequences of using wood to fuel homes
the domestic gas filling centre in Bertoua is the 2nd to be built by the CSPH
after the one built in Maroua in Extreme-North
Bertoua was the Cameroonian town with the highest inflation
consumer prices increased in all the towns
the highest increase was registered in Bertoua (3.3%)
The other towns’ inflation rate was lesser than the rate at the national level
the national institute for statistics INS reveals
this increase is due to external reasons rather than internal
the price of imported products increased by 0.9% while that of the local products was by 0.6%
“The rise in the price of imported products is mainly due to the persistent insecurity in some regions (Far-North
and Northwest) which led to a decrease in the external offer from neighboring countries such as Nigeria”
this same town had the highest inflation rate and at 2.6%

the airline has already opened a local office in the Eastern regional capital
the public company Aéroports du Cameroun (ADC – Cameroon Airports)
in charge of managing the airports in the country

With the upcoming opening of the Bertoua airport to Camair Co flights
this public airline will serve eight regions out of the 10 in Cameroon
respectively Southern and South-Western regional capitals
will still be absent from this map of destinations served by the airline

(Business in Cameroon) - In collaboration with Dutch multinational franchise SPAR
L’Atrium plans to open a SPAR store in Bertoua
An agreement was signed in that regard with the Bertoua city council last April 1
the XAF1.5 billion investment will help provide modern retail infrastructure to Bertoua
It is a good opportunity for our brand to serve all those regions," Rakesh Panjabi explains
SPAR international is mainly a food product retail group
Its stores are usually franchised to a partner
a joint venture formed by Dee-lite Sarl and Arno group (two retail groups well known in the Cameroonian market)
The expansion plan initiated by SPAR and L’Atrium in Cameroon will help boost competition in the country’s retail sector where French retail groups Carrefour and Casino
as well as local operators like Santa Lucia
(Business in Cameroon) - According to a press release issued by the board of the Hydrocarbons Price Stabilisation Fund (HPSF)
construction of the Bertoua gas-filling centre in the East region of Cameroon is currently 80.5% complete
suggests that it could operational by January 2014
the Bertoua domestic gas-filling centre will fill 2,600 gas cylinders per month
improving the East region’s access to the energy source
This is timely as demand is expected to increase due to the mining projects underway there which are expected to attract an influx of people to the area
HPSF highlights that domestic gas consumption in the region is currently estimated to be only 2% (around 820 metric tonnes) of national demand
In addition to facilitating supply from Yaoundé (located some 300 km from Bertoua)
the building of this domestic gas cylinder-filling facility in Bertoua should put an end to shortages
standardise pricing relative to the rest of the network (in the East
a 12kg cylinder can cost 9,500 FCfa instead of 6,000 FCfa)
and restore some environmental balance when consumers gradually move away from using firewood
Though the amount of investment authorised by HPSF remains undisclosed
one can recall that the gas-filling centre in Maroua which was launched in 2007 had cost close to 2 billion FCfa
a reference hospital should emerge in the town of Bertoua
At least this is the timeline given by the Cameroonian Minister of Public Health
to the management of the Moroccan company Alliances Construction
which stretches over a total area of 13,000 square metres
is part of the Emergency Triennial Plan to accelerate economic growth adopted by the Cameroonian government in December 2014
and whose budgeted amount is FCfa 925 billion
According to the Minister of Public Health
this new health infrastructure will focus on diagnosis and treatment of “endocrine disorders and Otorhinolaryngology (ENT - Ear-Nose-Throat) including Head and Neck problems”
(Business in Cameroon) - Jacques Fame Ndongo
the president has authorized the enrolment of 85 students in the Faculty of Medicine and Biomedical Sciences (FMSB) in Garoua and 250 students in the higher teacher training school (Ecole normale supérieure-ENS) in Bertoua
The minister indicates that for candidates willing to enroll in FMSB
the entrance test will be taken on January 28
For those interested in joining the teachers’ training school
the entrance tests will be organized on January 30
for entrance in the 1st cycle and on January 31
the two newly created schools will be opened as of the start of the academic year 2017-2018 which will start in February 2018
Let’s remind that the two institutions have been established on January 8
The administrative and academic organization as well as the functioning modalities of the University of Ngaoundéré are applied mutatis mutandis to them; this
according to the presidential decree on those two universities
The project has succeeded in curbing preterm and low birth weight deaths in the East Region by about 50 per cent in two years
but insufficient equipment is hampering further success
“Improving access and quality of new-born care in 5 health districts of the East Region from 2018-2020” is still underway
Funded by the Korea National UNICEF Committee and implemented by the East Regional Delegation of Public Health and the Cameroon Kangaroo Foundation
the project also received technical and financial assistance from UNICEF Cameroon
KMC project covered about 5,000 children in Abong-Mbang
Batouri and Garoua Boulai Health Districts
Batouri and Garoua Boulai District Hospitals; Catholic Integrated Health Centre
Bertoua Regional Hospital and the Protestant Hospital
Though evaluation is still going on to determine the full impact of the project
“If preterm and low birth weight children before the project were dying at the rate of say
This is because a great majority of parents continue to follow KMC instructions after leaving hospital,” Ottop explains
In some of the 7 health facilities involved in the project
there have been no preterm and low birth weight deaths in the past two years
some women do not honour KMC appointments in hospital because of lack of means and sometimes public transport
but most decisions concerning the child are taken by the father
the decision to take the child to hospital or accept kangaroo mother care must be approved by the husband before the wife agrees,” Ottop explains
Mbororo tribes people consider preterm babies a curse
“Talking them out of such a belief is not easy
but we keep sensitising by passing through their traditional and religious leaders
Sensitisation is continuous,” she assures.

the gas filling centre for the city of Bertoua
This 5 billion FCFA infrastructure will soon help to increase the consumption of this energy source in that region with a cylinder filling capacity of 100 metric tonnes.
consumers continue to use domestic gas filled at stations of Société camerounaise des dépôts pétroliers in Yaoundé or Douala
This practice affects pricing in the East region (8,000 FCFA per 12 kg cylinder compared to 6,500 FCFA with other providers)
Vendors are therefore obliged to pass on the transportation costs to the consumer
The domestic gas filling centre in Bertoua will be the second built by CSPH after the facility in Maroua
these investments aim primarily to encourage domestic gas consumption in Cameroon to fight desertification resulting from using wood for fuel in northern Cameroon and deforestation in the south
(Business in Cameroon) - Cameroon has progressed in its project for the creation of special economic zones in the country to boost wood processing
two sites have already been confirmed and a financial and technical partner has been identified for the project
The two sites are notably Edea in the Littoral and Bertoua in the Eastern region while the technical and financial partner is the African Finance Corporation (AFC)
“The actions fall within the framework of commitments made by CEMAC countries to approve the ban of raw timber exports by January 2023,” the ministry explains
the partner selected by the Cameroonian government
is a regional development finance institution created in 2007
With the African Development Bank (AfDB) as one of its major shareholders
the institution’s goal is to address the financing gap in the infrastructure and industrial sectors that are considered underfunded on the African continent
Should the involved parties agree on various mechanisms
Edea and Bertoua's special economic zones will be the first in Cameroon
According to the presidential decree signed on April 17
a special economic zone is one or more geographic areas developed and equipped with infrastructures to allow firms installed in that zone to operate under optimal conditions
and commercial areas as well as free trade zones
To create a special economic zone in Cameroon
the project carrier must first collaborate with concerned administrations to identify free lands able to host the firms
the applicant will have to prove its financial capabilities and thereafter demonstrate that at least five firms are interested in settling in the economic zone.

A water supply improvement project in Bertoua, Cameroon is set to be complete by mid next year. The General Manager of Cameroon Water Utilities Corporation (Camwater)
revealed this development after carrying out an inspection visit to the construction site of the facility in Bertoua
The purpose of his tour was not only to ensure the progress of the work
but also to ask the contracting company BTD-Projectors to speed up the work
Spanish company BTD-Projectors has significantly delayed it due to financial constraints
The Project will allow the rehabilitation and extension of the treatment plant and the rehabilitation of the city’s only existing reservoir

The project also entails the construction of two new reservoirs with a capacity of 2,500 and 2,000 cubic metres
for a total storage capacity of 5,350 cubic metres
It will also allow the rehabilitation of 50km long distribution networks and their extension to 128 km
with a population of only 300,000 inhabitants
2,200 cubic metres of drinking water is produced per day
The project should increase this capacity to 7,500 cubic metres per day
Camwater would have to make new connections and build new standpipes
All the work will require an investment of US$27m. The Cameroonian government is financing the project through loans from the French Development Agency (AFD) and the European Bank for Reconstruction and Development (EBRD)
