Cameroon (AP) - Authorities in Cameroon rushed more than 600 injured people to hospitals in the country's two main cities Saturday in an effort to save lives a day after an overcrowded train derailed
Bodies remained strewn along the tracks as rescue workers searched for more injured or dead
The injured were being taken to hospitals in the capital
and the port city where the train was heading
as the president declared Monday to be a national day of mourning
"My sincere condolences to the families of the victims of the derailment" of the Camrail train," President Paul Biya said on his official Facebook page
and the cause of the crash was being investigated
said transport minister Edgard Alain Mebe Ngo'o
"I am calling on everyone to double efforts to save the lives of the injured," Ngo'o said

Moniepoint has announced its partnership with the Association of Community Pharmacists of Nigeria (ACPN) to improve access to healthcare in urban and rural areas
The partnership announcement was made on Wednesday at the launch of a research titled ‘Inside Nigeria’s Community Pharmacies: How Moniepoint Drives Healthcare Access with Payments and Funding’ which mirrors the challenges pharmacists and patients face in need of drugs
the health industry is important to the company
Collaborating with ACPN would allow for seamless transactions and financial support for pharmacists who want to expand their businesses
any pharmaceutical business would collapse if suppliers began to lose trust in the pharmacists when it comes to paying for the supplied goods
Eseka noted that with Moniepoint’s technology
which enhances seamless transactions with no downtime
the likelihood of businesses collapsing is impossible
someone whose life is on the line and has come to your business facility is only concerned about how he is going to get the medications and administer them so it’s not the best time to hear about network downtime
what we have done is to ensure our transactions are seamless
Whether you are doing card transactions or you are even doing a transfer
you should be able to have that liberty as a pharmacist
you may be too busy to even attend to calls from your cashier in the office to confirm a transaction on your commercial bank account and you may have an aggravated customer in your office who wants to buy a drug urgently.”
a Pharmacist and National Chairman of ACPN
highlighted the critical role played by community pharmacies in Nigeria’s healthcare system over the years

(Business in Cameroon) - Yesterday September 26
the Court of First Instance of Eséka (Cameroon’s central region) issued a verdict condemning Camrail
accidental injuries and dangerous activities”
the town was the scene of a deadly rail accident which killed 79 persons and injured 600 others
this local subsidiary of Bolloré group “rejected” the court's decision denouncing “the absence of any qualified and competent expertise which should help identify
and definitively limit them in order to make the Cameroonian railway more secure”
its total misunderstanding in the face of a decision clearly based solely on the assessment of a few former non-specialist employees
and also in legal proceedings for personal reasons against Camrail
during a correctional hearing last March 14
revealed that in the aftermath of the Eséka disaster
the company had set up a commission of inquiry to identify the causes
the experts committed to this task concluded that the overspeed of the train
without being able to explain the reasons why the train suddenly took an abnormal speed
Jean Pierre Morel had suggested an “independent international expertise”
the government issued a statement on the results of investigation conducted by the national committee of injury set for this purpose
“The investigation report concluded that the main cause of the overturning of the train was an excessive speed of 96 km per hour in a section of track where the speed is severely limited to 40 km/h,” the document said
use of passenger coaches several of which had failed braking devices
use of a power unit whose braking was out of service
lack of serious verification of the continuity of the train's braking before leaving Yaoundé
refusal by the Camrail hierarchy to take into consideration the suggestions expressed by the train driver due to the above-mentioned anomalies”
Camrail gives no detail on whether it will appeal this court decision which
the company said “does not provide a clear explanation of the real causes of the derailment of train 152”
It may be awaiting the court to specify the sanctions resulting from the verdict

about the Eseka rail accident of October 21
that claimed 79 lives and injured 600 (official account)
Pierre Cerutti reveals that at the end of an international call for tenders launched by Sani Mouhamadou
his cabinet was selected to investigate the accident
we made an oral report before the ministerial council presided by Philémon Yang
then prime minister and head of the government
we continued the instruction of this case which is of an exceptional gravity in view of the heavy human loss
after collection of the required additional information
we submitted a 70-page final report,” Pierre Cerutti writes
The cabinet indicates that it was not informed of the progress of the legal proceedings
has it learned about “irregularities” that marred the proceedings at Eseka court
Among those “irregularities” are Camrail’s comments submitted on December 19
pointed out the similarities of Cerutti’s report with that submitted by Cameroonian expert Benoît Essiga
Some paragraphs were "exactly the same," Camrail commented
“ Camrail’s observations suspected lack of impartiality
honesty and betraying my oath as a legal expert
I found out that in its conclusions of September 12
of having submitted plagiarized report,” the letter continued
the expert guilty of plagiarism is Cameroonian competitor Benoît Essiga; not the other way round
The French expert explains that later on when his lawyer Joseph Youmsi stood before Eseka lower court to present the final report
the district attorney and the presiding judge declared that they have never seen such a report before the presentation
it was sent to the investigation committee
Blockades at the presidency of the republic
“It thus appears that the Cerutti cabinet’s final report of February 14
has never been transmitted to magistrates and victims’ counsels
Only the Cerutti cabinet’s progress report of November 21
2016 was produced in court while the 46 copies (23 in French and 23 in English)
including the 2 refined luxury copies specially addressed to you
which was sent to the presidency of Cameroon via DHL
disappeared altogether,” the letter informs
about the causes and circumstances of that accident
has technical and scientific proofs of serious offenses and violations committed by Camrail
from the general manager to the operating crew
“With such irregularities having likely affected the proper administration of justice in this serious case
it is my duty to respectfully call your attention on the matter
I am available to submit all the documents that back my statements,” Pierre Cerutti wrote to Paul Biya
Cerutti cabinet has conducted 180,000 investigations around the world
1,000 of them were conducted in Cameroon since the 1980s
Among them are major cases like the construction of the Etoudi presidential palace
the explosion of Cellulose du Cameroun (Cellucam) in Edéa
the establishment of former Société Nationale d’électricité (Sonel) and the risks related to the exploitation of Cimencam’s plants
(Business in Cameroon) - Cameroon’s national television announced that foreign and local gold miners have been storming Eséka
a district in central Cameroon since three months
This is due to the discovery of four gold mines in the locality.
Local sources estimated that one thousand artisanal miners invaded the mines
local authorities took some measures to prohibit artisanal mining and encourage the public to form Common Initiative Groups for an efficient mining.
(Business in Cameroon) - On 26 September 2018
the Court of First Instance of Eséka ordered the Cameroonian railway company Camrail to pay CFA50 million as compensation to the beneficiaries of five victims of the Eséka train accident
The region was the scene of a deadly train accident which killed 79 people on 21 October 2016
six claimants had brought an action before the court to obtain compensation
following an unsuccessful amicable settlement with Camrail's insurers
But the court has finally ruled on only five cases
“The civil party's lawyers estimate that the amounts of about CFA50 million validated by the court are derisory
whereas they have only presented six compensation cases to the court
The other cases have in fact already been the subject of agreements with the families
The court finally granted five requests,” explained a source close to the matter
According to the information provided by Camrail as at 31 August 2018
82% of the compensation cases has been approved and settled
settlement and finalization processes continue for the remaining cases; out of 745 injured
92% of the compensation for bodily injury has been definitively settled
while all medical and pharmaceutical expenses incurred by the victims have been reimbursed”
(Business in Cameroon) - A few days after Cameroon released the last tranche of its financial support to victims of the Eseka rail accident
Camrail published a report on the status of compensation claims by July 31
the railway company reveals that at least 91% of the compensations for people deceased during that accident have either been settled
awaiting memorandum of understanding or approval by the court
Three of those injured who required medical evacuation are still being taken care of
100% of those who sustained material losses and whose applications were authenticated have been compensated
“All those compensations were provided based on claims submitted by victims or their right holders at information desks in Yaoundé and Douala-Bessengue terminals (…) The compensation claims were investigated and discussed based on elements submitted
legal provisions and valorisation done by Camrail and its insurers
The memorandums of understanding agreed with victims and their right holders have been approved by competent judicial authorities,” the report informs
Let’s note that the Eseka railway accident occurred on October 21
79 people died during the accident and 600 were injured according to official sources
Eseka lower court charged Camrail for “homicide
unintentional injuries and hazardous activities” in the framework of legal actions opened because of this accident
This sentence was contested by the railway company that decided to appeal
It denounced the lack of “competent and qualified expertise that could have objectively determined the real causes of this tragic accident.” The charge was “clearly based only on the assessment of some former lay employees who were not sworn
and who have also been in a judicial battle against Camrail for personal reasons for about 10 years now,” Camrail wrote in an official statement
The Nigerian Midstream and Downstream Petroleum Resources Authority (NMDPRA) has expressed concern over the proliferation of illegal Liquefied Petroleum Gas (LPG) outlets
vowing to shutdown unregistered operators in the ongoing clampdown across Akwa Ibom State
stated this when the state commandant of Nigeria Security and Civil Defence Corps (NSCDC)
paid him a courtesy visit in his Eket local government area office
“We have started enforcement of LPG retailers that embark on illegal decanting of LPG
LPG refilling plants and other downstream operations in the state
“We are currently working on the illegal proliferation of decanting of LPG in the state; gas is very volatile
some of them are using gas that is not meant for the purpose,” Eseka said
The coordinator directed that gas plants owners should not load gas to people who don’t have licenses of NMDPRA in the state
explaining that “decanting of gas from cylinder to cylinder is an illegal activity which is punishable.”
called on marketers to register or renew their licenses before operating LPG businesses in the state
“We used the opportunity to talk on the aspects of the downstream which has to do with our enforcement
sealing of filling stations and those who are using diesel for industrial purposes that are yet to register with NMDPRA
“We have also commenced engagement with individuals and organisations using storage tanks that are over 500 litres
to come and register with the authority in the state,” he stressed
Eseka thanked the NSCDC commandant for coming to re-strategise and collaborate with the authorities in the state for effective regulation of unwholesome practices by LPG operators
the NSCDC state commandant explained that the purpose of his visit was for effective synergy with the NMDPRA on how to checkmate indiscriminate decanting of LPG in the state

(Business in Cameroon) - During the hearing on April 11
at the Eséka tribunal (about the rail accident of October 21
an expert contracted by CAMRAIL revealed that the train’s overload could not be the cause of this accident if there was overload
the main cause could be the bad condition of the brakes at the time of this accident
This would have led to a breakdown of the braking system
the manufacturer should be held responsible for the disaster; not CAMRAIL which took the security measures prescribed by the regulation
Jean Louis Salviat also cleared the train driver’s responsibility in the incident because
He further explained that as CAMRAIL could not detect the hidden manufacturing defect when it bought the wagons
only CSR Nanjing could be held accountable for the accident
the said wagons were bought following an international call for tender launched in 2010 by Cameroon which should renew the railway material as it was specified in the concession agreement
(Business in Cameroon) - Bolloré group staff presented donations to the populations of Eséka, a town in the central region of Cameroon
for the commemoration of the rail accident which happened on October 21
2016. Indeed, the group’s subsidiary Camrail was held responsible for the rail accident which killed 76 people
Camrail’s staff drilled a borehole at the Eséka hospital
whose response teams were the first to assist the incident’s victims at the time it occurred
A standpipe has also been built outside the institution to provide inhabitants drinking water
according to the French group's subsidiary
“are the result of an act of solidarity, peace and sharing by Bolloré group’s staff in Cameroon
They come in response to a need to improve the lives of the institution’s patients and
manager of the hospital, “this initiative of Bolloré group is a positive response to our grievances. After the rail accident on October 21
we conducted a self-assessment of our capabilities to take care of patients in the event of a disaster
We then set up a scheme aimed at upgrading our staff’s skills
but also our equipment and infrastructures. With this in mind

(Business in Cameroon) - Upon the 2nd anniversary of the Eséka train disaster
donations (vouchers) “in support of the current school year” to 88 orphans of victims
are being held just 48 hours before the D-day of the anniversary
the rail carrier was condemned for “manslaughter
involuntary injuries and dangerous activities” by the Cameroonian courts
this decision has been appealed by the company which claimed it was judged in the“absence of any qualified and competent expertise”
Let’s recall that the accident which occurred on 21 October 2016 in Eséka
(Business in Cameroon) - As a response to the memo from Camrail
and criticising “the attitude and behaviours of some agents and groups of lawyers who
acting with financial goals on their minds
are blocking all discussions on compensation and engage in a misinformation campaign undermining the interests of the families” of victims of the railway catastrophe which occurred on 21 October 2016 in Eséka
a “right of reply” to the accusations of Camrail
of which Business in Cameroon received a copy
Entitled “the transporter wants to impose a compensatory package representing 9.4% of the full compensation owed to the survivors and victims and attacks their lawyers”
who claims to act on behalf of “160 injured
9 families of deceased and two families of missing persons”
explains that immediately after the catastrophe
it “attempted in vain to contact the then-management of Camrail SA
to try to validate the procedure for processing the demands suggested to the group by doctors from the Medical Board and members of the Association of Insurance Companies in Cameroon (Asac)”
Corporate outreach on 23 January 2017 in Rome
to “the real insurer of the African operations of the majority shareholder of the transporter (Camrail
this time to the “principal legal counsel of the majority shareholder” of Camrail; also ended in “flat refusal”
writes the above-mentioned group of lawyers
that “any information mentioning an eventual requirement
being a deadline beyond which Camrail would refuse to compensate
this group of lawyers says in its correspondence that “in compliance with the Commercial Law in which some provisions not modified by the Ohada Law remain in force
the time limit in terms of railway compensation is one year
who accuses Camrail of “now using any pretext to dismiss the topic of compensation as soon as possible”
since “the communication from the Head of State on 23 May2017”
says that it has demanded to Camrail “since 29 November 2016 in vain” to “waive this short deadline
to enable the injured still going through heavy treatment
to continue their medical care in serenity”
the railway catastrophe which occurred on 21 October 2016 in Eséka
officially left 79 dead and about 600 injured
during the hearing at the correctional chamber of Eséka court
the current managing director of CAMRAIL said that an international independent expertise was needed to determine the real causes of the 2016 Eséka train derailment
CAMRAIL set an inquiry commission to determine what happened
The experts then concluded that at some point of the journey
That speed has been the cause of this accident
they did not explain the reason why the train suddenly revved up even though there was no sign of anomaly since the train left Yaoundé
He also explained that Cameroon’s government acquired the wagons involved in the accident following an international call for tender the country launched in 2010
He further added that according to the concession agreement
the country was responsible for the replacement of the rolling stocks
after the 40 wagons were constructed by CSR Nanjing
the technical testing (in accordance with the international standards) was positive
Jean Pierre Morel continued saying that security being a “constant concern” for CAMRAIL
the railway company not only implemented the security measures set by the former operator REGIFERCAM but it also strengthened them based on Bolloré group’s experience in the management and operation of rail networks in Africa
CAMRAIL’s managing director at the time of this accident
and the train driver who was driving the train involved in the accident
secretary general at the presidency published a statement which revealed that an investigation launched and conducted by the government concluded that CAMRAIL had the overarching responsibility in this accident
(Business in Cameroon) - Following the Eséka train accident which left close to 79 persons dead and 600 injured on 21 October 2016
declared primarily responsible by government investigation
advises that it continues to register the victims and beneficiaries
to assert their rights and compensate them on a case by case basis
to ensure that all the people concerned are informed of these arrangements and its availability
declares having initiated 3 calling campaigns which enabled the company to contact a thousand people and continues this process to enable all affected families to submit their claim
“Camrail particularly wants to reassure victims and their families
that any information regarding an eventual limitation
beyond which Camrail would refuse to provide compensation
all those duly registered with the train company will have all the time necessary to submit their application for compensation
qualified personnel have been posted in train stations

Camrail’s top management also seized the opportunity of this first official appearance
to donate a kit of medical equipment to the Eséka hospital
whose consumables and materials had already been supplemented by the railway company on the day of the accident
(Business in Cameroon) - The collapse of a culvert and of the Yaoundé-Douala road at kilometre post 63+150
has finally found a long-lasting solution with the commissioning of a dual-culvert on 4 April 2017
The construction works of this dual-culvert whose service life is estimated at minimum 70 years
lasted three months and were continuously monitored by EGIS
and the relevant units at the Ministry of Public Works
The cost of the services such as the construction survey
the construction of the dual culvert and laying out the access roads is FCfa 653.381 million
We can recall that it was because of the bridge collapsing at Manyaï on 21 October 2016
impeding traffic between the political and economic capitals
that thousands of passengers massively run to train stations in Yaoundé and Douala
To provide service to the maximum number of passengers
decided that day to increase the number of carriages
A catastrophic accident occurred on that day of 21 October at Eseka
in part due to the weight of additional passengers
according to the preliminary results of the investigation committee set up by the government
the Eseka catastrophe caused the death of about 80 people and left close to 600 injured
