struck and killed a young student on his way to school
The accident took place on the National Road 9
as the convoy was en route to Sangmelima for the launch of the Olounou-Oveng road construction project
Eyewitnesses report that a heavy vehicle in the convoy
collided with the student from Ngallan public school
led by the Ministers of Public Works (Nganou Djoumessi) and Finance (Paul Motaze)
both ministers stopped to offer their condolences and assess the situation
The student's body was found lying on the road
and authorities quickly arrived at the scene to manage the aftermath
This tragedy has raised serious concerns about the speed and reckless driving often associated with high-profile government convoys
The two ministers were on their way to a public ceremony in Sangmelima to inaugurate the road construction project
but the day’s events took a somber and tragic turn
with many questioning the prioritization of political agendas over public safety
It also brings to light the ongoing concerns about road safety in Cameroon
and calls for better measures to protect civilians from such avoidable accidents

21 (Xinhua) -- A Chinese medical team in Cameroon on Saturday provided free medical services to the people of Ngat-Bane
more than one hundred villagers gathered in the Health Center of Ngat-Bane to welcome 12 doctors from various departments of ultrasound
of the Chinese medical team based in Mbalmayo
a town located about 40 km on the outskirts of Yaounde
Among them was 63-year-old Richard Mekoga who came from a neighboring village
Mekoga said he was suffering from back pain and eye and nerve problems
"This is my first time participating in the (Chinese) health campaign
I was extremely satisfied with how we were received," Mekoga said
adding that he was certain the medicine provided by the Chinese medical team will save him
has abundant wildlife and dispersed thatched huts
Villagers are often troubled by such health problems as rheumatism
but most of them cannot afford medical services in Mbalmayo
"It (Chinese free consultation and treatment) relieves us
we who don't have enough means and who can't even travel to Mbalmayo (for treatment)," said 70-year-old Joseph Mbede Onambele who had been suffering from inflammation in the limbs and sometimes travels to Mbalmayo to receive medical treatment from Chinese health workers who work there
mayor of Mbalmayo estimated that 70 percent of those who consulted and were treated free of charge were women and children
"I believe this is an example of cooperation (between Cameroon and China)
They (Chinese health workers) are not only for the district hospital of Mbalmayo but for the poorest populations who cannot go to the hospital of Mbalmayo

Bright sun rays beam through the far left window of a newly constructed classroom where third grade students of a public primary school are taking lessons in a building of their own for the first time since it was established some five years ago.
But the presence of hundreds of adults leaves the kids anxious
as it suggests something big is happening: The first classroom constructed by a combination of plastic containers
sand and soil was about to be inaugurated.
Just next to the adorned structure stands Ahmed Moumine
founder Think Green - a non-governmental organisation that built the 'plastic building' in collaboration with the Mbalmayo council and another NGO
"With our engagement in the fight against plastic pollution
we wondered how we could bring some significant impact," Moumine told FairPlanet.
In addition to the classroom, which was built on a 100 square-meter piece of land, "we used plastic waste to construct a water tank with a capacity of 3,400 liters
"We initiated this project after we got in touch with Andreas Froese
a German engineer who has been doing construction with plastic bottles for years."
Think Green reportedly collected some 15,000 plastic bottles from the area
a feat appreciated by the mayor of Mbalmayo
his NGO "[collected] plastic bottles as an environmental group," and "[sieved] the soil to render it more uniform and compact."
which he said is made up of bricklayers and engineers
would then proceed to fill the soil and/or sand into plastic bottles
The rest of the process follows all building norms and procedures
While some civil engineers remain reserved about this innovation, citing insufficient research, its promoters claim their work is sustainable. They reference Andreas Froese
a movement that championed the construction of ecological houses in Latin America and across the globe
They draw specific attention to Froese's 20-plus-year-old building in Honduras
which they say is still in good shape.
"We are simply readapting the building to address a problem of plastic waste and climate change - respecting engineering norms," Moumine said
adding that their final product has been tested and validated by the public works laboratory at the University of Bamenda in Cameroon.
Having attained his NGO's objective in Mbalmayo
Moumine said they are open for new partnerships across Cameroon and central Africa.
"It has been proven that when well-compressed plastic bricks are stronger than some cement bricks," the engineer told FairPlanet.
"The durability will depend on the plastic type and the quantity that is used in the production of these bricks," Chiangwa added
he suggests that more research is needed in order to determine scientific formulae that would allow this method to be scaled.
"This could not be achieved without the input of the community," Moumine said
"Even prisoners in the town played an active role
as they went searching for plastic bottles."
The project evidently generated some income for members of the community
ensure unity and create jobs in the community," Moumine added.
it appears that this building method is gaining steam in the Central African country
with a focus on communities' wellbeing and development.
Poverty is at the core of some of Cameroon's inter-communal clashes
and particularly squirmished over land for farming and grazing
The latest incident was the August 2021 clash between Shuwa Arabs and Musgoums in northern Cameroon
At least 30 people were killed and 47,000 others were affected
In a bid to create more jobs and to restore hope to the Lake Chad basin area
which had also been battered by Boko Haram
the government of Cameroon has initiated a World Bank-funded development project with a component to produce pavement blocks from plastic waste.
The Lake Chad Region Recovery and Development Project
which is set to be implemented in the northern Cameroonian city of Kousseri
strives to support victims of attacks carried out by the Islamist militia.
said they have already engaged on a procedure to contract a specialised organisation which is expected to set up a plant that will produce pavement stones from plastic waste
Targeted youths will learn techniques of collecting and transforming plastic waste into environmentally-friendly paving stones.
Mahamat claims that the project will withdraw a significant amount of plastic waste from around the lake and cut down on carbon production by 32 percent by 2030.
Pierre Sunday’s Legacy CACOMEYU Group Ltd is melting disposable plastic containers and other waste and pours the hot fluid
into special molds to form pavement blocks
Sunday's company doesn't use a single gram of clinker or cement
Sunday, 40, says this is his modest way of supporting the fight against climate change and addressing the reverberating effects of the war in Ukraine
and has utilised some 1,020 kg of plastic waste in Cameroon.
"Our bricks have been tested by an engineering laboratory at the University of Bamenda
and confirmed to be 100 times more resistant over those made of cement," Sunday told FairPlant.
"After sorting the waste supplied to us by young guys
we melt it and then take up the required sand," Sunday said
and the melted plastic serves as a binding force
"We mix the fluid in proportion to the gravel
Then we fill it in the molds and allow them to cool down."
they extract the molds to free up the blocks
The team is now securing installations to go mechanical
as they look to produce and market in bulk
Sunday said that one square meter will cost FCFA 12,000 (roughly USD $19.5)
Their long term ambition is to fabricate all input items needed to construct houses in Cameroon.
It should be mentioned that the official price set by the Cameroonian government for 50kg of cement remains in the neighbourhood of FCFA 5,000 (about $8.1)
and sells for higher amounts in peripheral areas
In other land locked countries in central Africa
a bag occasionally sells at FCFA 11,000 (roughly $18)
claims that the domino effect of plastic wastes is severe
"Floods are made worse by plastic wastes," he stated
The engineer indicated that fishing waters have been ravaged by plastic waste.
Government efforts to clear the waste gain steam during special events
but often fade out quicker than anticipated
The African Development Bank (AfDB) on 20 September signed to provide FCFA 15 billion ($22,900) to improve the drainage system in Cameroon's capital Yaounde
where plastic waste triggers most floods.
In an effort to maintain homologated prices
Cameroon has in the last six months held at least six meetings with cement dealers who have raised concerns over the increasing cost of production.
Africa’s major cement producer, Dangote
opted for a new brand in order to survive the rising costs of production
The producer confirmed it lost FCFA 15 billion ($22,900) in 2021
"We introduced 32.5-grade cement - different from 42.5 which is the company's reference product
to reduce the volume of clinker used," Emmanuel Ngando
said after holding talks with government officials recently
Think Green members see this as a validation of their vision to seek innovative solutions
hinting that the high cost of conventional cement provides an incentive for builders to adopt "less expensive" plastic material

(Business in Cameroon) - Cameroon will experiment with the Emulsion Enhanced Recycling (EER) technique for the renovation of the 115-kilometer road connecting Mbalmayo (Center) and Sangmélima (South). "The technique involves reusing worn-out in-place material and improving its performance by recycling it..
The result is an in-place material that can withstand traffic for ten to fifteen years," explains Blaise Simo
technical manager at Razel Cameroun.
It is expected to reduce road rehabilitation costs in the country
"Pavement recycling projects are less costly than conventional approaches," says the Ministry of Public Works
Recycling reduces the number of quarry materials to be imported
It also reduces the need to set up crushing plants or open new quarries
It helps save transport costs as there will be fewer materials to supply from outside and also saves execution times.
To facilitate the execution of these works
the project has been divided into three lots
for an about CFAF7.7 billion contract, has been completed
financed to the tune of CFAF7.5 billion FCFA
Arab Contractors has completed 7% of the works
entrusted to Razel for nearly CFAF5.103 billion
the country is expected to spend CFAF20.3 billion to renovate the 115-kilometer road
That is an average of CFAF176 million per kilometer of road.
Cameroon has been known as one of the African countries with the most expensive roads
during a meeting of the focal points of the National Road Council (Conaroute)
it was revealed that the average price per kilometer of paved road in Cameroon is estimated at around CFAF205 million while the African average is CFAF100 million
the World Bank revealed that certain road infrastructures in Cameroon are 2 to 6 times more expensive than African projects of the same scale

following a series of tests carried out three days earlier
finally powered up the Memve’élé dam whose commissioning was expected since 2017
The Dam thus produced its first 80 MW for the interconnected grid in the South region
the power up procedure carried out from the city of Mbalmayo finally happened on April 16
The Mbalmayo-Yaoundé transmission line is yet to be constructed
the facility is expected to add 211 MW to Cameroon’s power production capacity in response to poor electricity supply facing the country ; what is not yet the case due to delay in the construction of a 300-km transmission line from Nyabizan (where the dam is located) to Yaoundé
Given the progress of line construction work
project leaders see definitive commissioning for 2020
8 years after the dam construction work started
The XAF450 billion facility is presented by the World Bank as one of the Cameroonian projects whose investment is six times higher than that of similar projects in countries with same development level as Cameroon
(Business in Cameroon) - The Ferme Agro-Pastorale de Ma’an Menyi (Fapam Industry) in Mbalmayo
received a few days ago specialised equipment for secondary and tertiary cocoa processing (cocoa butter and powder respectively)
This direct support worth FCfa 600 million
will ultimately help in building the production capacities of Fapam Industry’s processing plant from 500 kg/h to 6,000 kg/h
but also in creating over 600 direct jobs and close to 2,000 indirect jobs
with the installation of new infrastructure whose commissioning is scheduled to take place in 2017
this is a specific answer to the preoccupations of the government to produced 600,000 tons of cocoa by 2020
Fapam Industry also received a loan agreement from Afreximbank
This is a credit in two lines including one for the purchase of equipment worth FCfa 11,152 billion refundable over 5 years and a revolving line for the purchase of cocoa beans of FCfa 2 to 50 billion per year for 5 years
(Business in Cameroon) - The Minister of Water and Energy
recently signed an invitation to tender (ITT) to prequalify engineering and design offices that will manage two electricity transmission projects on the Southern Interconnected Grid (RIS)
The two transmission lines concerned are the 225 KV line between Ebolowa and Kribi and the 90 KV line between Mbalmayo and Mekin
Participation in this solicitation is reserved for consultants with proven international experience as project managers in the construction of transmission lines and transformer stations whose voltage equals or exceeds 400 kV
must be submitted to the Ministry of Water and Energy by May 18
these power transmission lines must resolve several problems on the RIS
These are namely lines and transformers’ overloading
an increase of the undistributed energy (which affect stability)
The partnership agreements for the construction of the two transmission lines concerned by the ITT and their related works were signed by Cameroon and China in 2015
A three-day training holding in Mbalmayo near Yaounde is jointly facilitated with the PENASED Non-governmental Organisation
Pentecostal Advocates for Socio-economic Development
2021 began a videography and photography workshop for 20 vulnerable and underprivileged children
The participants aged 10-24 are from Lekie
Mfoundi and Nyong and So’o Divisions in the Centre Region
Despite the putting in place by Cameroon of a legal framework to protect children
especially by ratifying almost all international legal instruments
formal and community systems for child protection remain wanting
the protection accorded children victims of abuse
It is for this reason that the training from May 17-19
2021 is holding in Mbalmayo on the outskirts of Yaounde
it is jointly facilitated by officials of the Ministry of Communication and PENASED
The workshop is the second in the Centre Region after a first one from late March to early April 2021 in Yaounde
Thus this pilot project covers five of Cameroon’s 10 administrative regions
the Nyong and So’o Divisional Delegate for Communication
urged participants to take advantage and come out of a life of pity and vulnerability; promising government’s willingness to continue to protect vulnerable and underprivileged children in the country
“The workshop is meant to help vulnerable children to discover the career options open to them in videography and photography
Pictures are so important because they tell stories and can earn money for their authors,” Manga Assiga justified
He said children do not have to wait until they grow up before thinking of what to do in life
“The earlier vulnerable and underprivileged children are trained
the better they will be in facing life’s challenges
especially employment,” Assiga noted
Nyong and So’o Divisional Delegate for Social Affairs
expressed hope that the training will enable the children to earn a living even in later life
Or during holidays “because parents cannot afford all of their children’s needs.”
“Vulnerable and underprivileged children often think they are discriminated against
The training offers them the opportunity to socialise
given that they are psychologically affected and easily believe that they do not have what others own,” Wambia Denise explained
“It is better to train someone to fish than offer them fish,” Watto Joseph
He explained that most of the children were not expected to become professional photographers and videographers now
they could build on such careers later in life

Eneo's teams began dismantling equipment at the Ahala power plant in the suburbs of Yaoundé and transferring them to the cities of Garoua and Ngaoundéré (in the northern part of Cameroon)
which aims to add 20MW of energy to the northern network
12 additional MW will be installed at the Djamboutou power plant (which already has a capacity of 20 MW) while 8 MW will be installed in Ngaoundéré
This was decided by the government to reduce the load shedding being experienced by the North
and Adamaoua (for two months now) due to low rainfall which reduced the filling rate of the Lagdo dam (the main infrastructure that supplies energy in these parts of the country) to 48%
Even though this energy transfer will provide electricity in the northern regions and improve the lives of residents
its operationalization proves to be very costly
sources close to the case informed that the production of the 20MW of thermal power requires an envelope of XAF80 million for fuel costs
the required fuel costs for that purpose will be XAF2.2 billion
As the Djamboutou power plant already produces 20MW
corresponding to an overall cost of XAF4.4 billion monthly or XAF52.8 billion yearly
One should just wonder whether this transfer will not lead to the same scenario as that observed for the thermal program PTU (Programme thermique d’urgence) put in place by the government in 2010 (before the 2011 presidential elections) to offset load shedding in the country
the four power plants (100 MW in total capacity) set up under the PTU (Yaoundé-Ahala
and Bamenda) were all shut down for non-payment of diesel bills and management fees to the independent producers that were mobilized for the project
Eneo (which was known as Aes Sonel at the time)
and EDC were buck-passing the responsibility of those bills estimated at several billion XAF
According to sources in the electricity sector
although the current solution can satisfy residents’ needs in the short-term
alternative solutions should be considered given the high costs involved in its implementation
the three solar power plant projects totaling 35MW (in the cities of Maroua (15 MW)
the projects being developed since 2018 are facing delays from administrative procedures
