Proposals expected by 30 January for 242km Ngaoundere-Garoua route Cameroon’s Ministry of Public Works (MINTP) has invited bids by 30 January for reconstruction works on the 242km Ngaoundere-Garoua road The route is part of the 2,100km Douala-N’Djamena corridor linking Cameroon’s western port city of Douala to N’Djamena The work is being undertaken under phase 4 of Cameroon’s Transport Sector Support Programme (PAST) which was built in the 1990s and is a breakpoint on the corridor is at the end of its lifespan and in a dilapidated state causing excessive journey times and transaction costs namely the 50km Ngaoundere-Malang crossroads-Bottom of the Mbe Cliff section with a duration of 36 months; the 39km Mbe Cliff-Keroua bridge route over 24 months; the 77km Keroua bridge-Salah bridge road over 36 months; a 56km route linking Salah bridge to the entrance of the Ouro Andre village over 24 months; and a 56km road running from the entrance of the Ouro Andre village to the Benoue bridge over 24 months The tender was issued on 11 December 2024 and can be viewed here Related works will include the development of 15km of urban roads in the towns of Ngaoundere Gouna and Ngong; the rehabilitation of 139km of roads to open up the agro-pastoral basin in the North Region; and the revamping of 163km of access roads to cotton-growing basins in the Adamaoua region The specific objectives of the Ngaoundere-Garoua road project include the opening up of the Adamaoua plateau production basins; reduction in journey time and transport cost on the Douala-N’Djamena corridor as well as the Douala-Bangui corridor that links to the capital city of the Central African Republic (CAR); and promotion of the use of other modes of transport The Ngaoundere-Garoua road scheme has a total cost of €340.7 million (US$351.2 million) and is aimed to be completed by December 2030 It is being supported by the African Union and the Cameroonian government as well as the African Development Bank (AfDB) which approved loans worth a combined €330 million for the scheme in December 2024 The Douala-N’Djamena corridor is seen as the most important in Cameroon the corridor accounts for 35% of Cameroon's GDP and serves 35% and 20% of the populations of Cameroon and Chad respectively “The renovation of the most deteriorated section [of the corridor] will help improve the performance of the Cameroonian road network in order to promote participation and private investment in the agro-industrial transport and logistics sectors along the Douala-N’Djamena corridor and will facilitate cross-border trade,” said Serge N’Guessan Previous PAST phases are ongoing or on the verge of being completed PAST 1 is aimed at providing an alternative access route to the Douala-N’Djamena corridor via the central plain of Cameroon and the Centre and Adamaoua regions The work involves the development of the 248.6km Batschenga-Ntui-Yoko-Lena road and is part of the government’s efforts to channel produce from the Mbam-Sanaga agricultural basin to the main consumption centres of the Central African Economic and Monetary Community (CEMAC) region through the Yaounde-Ndjamena-Bangui Yaounde-Gabon-Equatorial Guinea and Yaounde-Republic of Congo corridors Completion on the US$514.9 million project is targeted by December 2025 PAST 2 covers the rehabilitation of the Yaounde-Bafoussam-Babadjou route which connects the southern and northern regions of Cameroon via the west while connecting the Bamenda-Enugu (Nigeria) corridor to the Douala-N’Djamena corridor from Ngaoundere The US$505.9 million scheme was expected to have been concluded by December 2024 PAST 3 targets the construction of a 365km ring road that forms a loop crossing five departments of the Ngaoundéré It is a pleasure to be here at the University of Ngaoundéré Since my arrival in Cameroon just over two years ago I have been fortunate to make official visits to seven of the ten regions of your fascinating country This visit also marks my first trip as Ambassador to the beautiful city of Ngaoundéré  Although I have only been in the area for a short period of time Thank you to the entire Ngaoundéré Community Eid Mubarak to those fasting for the blessed month of Ramadan As I listened to the various speeches this afternoon the tremendous amount of work you all have invested in the personal and professional development of your faculty I am truly pleased to be a part of the inauguration of the Center for Transformative Education here at the University of Ngaoundéré This occasion marks the culmination of several years of collaborative efforts between Cameroonians and Americans  The work that we do together has tremendous potential to transform societies and today we are witnessing the beginning of the far-reaching effects that I am confident will result from the creation of this Center This marks the beginning of the transformative education pedagogy and students will engage in constructive discussions pushing each other to challenge the status quo and improve educational outcomes for the generations to come Let me stop here to recognize Professor Michael Takafor Ndemanu for his sense of initiative and his tenacity in seeing this project through despite the challenges along the way Professor Ndemanu is a two-time recipient of the prestigious Fulbright U.S Scholar award that allowed him to teach and research right here at the University of Ngaoundéré from 2021 to 2023 where he laid the groundwork for the creation of the Center for Transformative Education that we are inaugurating today the United States government sends approximately 800 American scholars and professionals to about 130 countries through the Fulbright U.S Fulbright Scholar champions the creation of an academic center at a university abroad I would also like to highlight the partnership between the University of Ngaoundéré and Ball State University in Muncie  Both institutions share an unwavering commitment to education and professional development  This is why we were pleased to award Ball State University a U.S government grant of 15 million francs CFA ($25,000) to organize a series of seminars on innovative pedagogic approaches in support of the Center for Transformative Education Some of you may have been among the over 120 university and research program that she is currently completing in Pennsylvania who are giving back to their communities upon their return sharing the experience they gained in the United States Partnerships between American and Cameroonian universities such as that between the University of Ngaoundéré and Ball State further foster knowledge-sharing and strengthen academic ties Embassy also seek to empower students and faculty by providing access to free digital library resources ensuring they have the information they need to successfully conduct their work we invest in the future of Cameroon by supporting projects that empower young people across the nation and develop their leadership skills commitment to investing in Cameroon’s vast human capital and in its institutions I have focused a lot on educational and leadership development partnership with Cameroon also extends to other priority areas such as addressing immediate humanitarian needs  The United States is the largest single-country donor of humanitarian assistance in Cameroon for food and services for vulnerable populations including refugees and internally displaced persons The United States Agency for International Development (USAID) provides such life-saving services to approximately 1.4 million beneficiaries in Cameroon Much of this assistance is funneled through But we are increasingly using local Cameroonian implementing partners as well USAID contributed 20.8 billion francs CFA of assistance to Cameroon through the World Food Program we distributed 2.2 million 50-kilo bags of rice to people in food-insecure zones across six regions of Cameroon Another top priority of the United States is improving health outcomes through investment in Cameroonian health systems the Ngaoundere Regional Hospital has been receiving support from the U.S Center for Disease Control since 2019 through funding from PEPFAR—the United States President’s Emergency Plan for AIDS Relief This hospital currently provides care and treatment to over 4500 HIV/AIDS patients CDC has invested approximately 240 million francs CFA ($400,000) in this facility to strengthen HIV prevention making great strides in the fight against HIV/AIDS Cameroon also remains a key partner in the fight against malaria the United States has invested more than 81 billion francs CFA ($134 million) in the fight against malaria and supporting preventive treatments for pregnant women and young children in Cameroon  We have also trained health personnel across the country These interventions have helped save thousands of lives and decrease child mortality by more than 34 percent Let me also note that my visit to Ngaoundéré is occurring the same week that the U.S is visiting Cameroon – underscoring once again our commitment to partnering with Cameroon and nations around the world against this disease The work being celebrated today at the University of Ngaoundéré is due to similar joint efforts between Cameroonians and Americans Our shared commitment to transform Cameroonian education promises to strengthen the foundations for a more prosperous I look forward to seeing how the University of almost 290,000 in 2020 This urban growth has been largely unplanned with rural migrants often occupying areas within flood plains or along mountain slopes Such disasters regularly wreak havoc on citizens’ lives and lead to increased exposure to disease unplanned urban growth and increased exposure to natural hazards is especially problematic for local governments who lack data to formulate accurate and efficient policy responses How do you address a problem you cannot measure Over the last two years, inputs from a diverse range of stakeholders have increased the availability of data and led to the production of a tangible Risk Atlas which the Ngaoundéré City Council (NCC) is now using to inform urban management and planning In 2018, Ngaoundéré was selected as one of 12 cities to participate in Open Cities Africa, an initiative of the Global Facility for Disaster Reduction and Recovery (GFDRR) that supports the collection of open-source risk information through citizen engagement and the development of data products to support local decision-making The Open Cities Ngaoundéré project prioritized stakeholder engagement from the beginning the Association for Resource Management Mapping (ACAGER) civil society organizations and community associations operating in risk-prone areas Community members who had never been engaged in urban management are now more aware of the challenges and take ownership and responsibility for actions that affect the areas where they work and live We were able to show them the number of houses in each neighborhood which ones were at risk and explain what actions can be taken Communities now organize weekly “Jeudi Propre” (Clean Thursday) gatherings to pick up trash and they have requested that drone flights be used to regularly monitor new construction in flood-prone areas.    This role strengthened their technical skills and provided them with a hands-on opportunity to contribute to community development efforts The use of students was especially effective because they spoke the local language and understood the social and cultural norms around approaching households The contributions of these young mappers did not go unnoticed by local government officials Architecture and Building Permit Manager at the NCC told us that the commitment of the young people was the thing that impressed him most While for a very long time the project couldn’t gather this data the project is gaining momentum thanks to its easy and accessible approach The updated data has helped local authorities demonstrate the challenges in Ngaoundéré and successfully advocate for central government funding to invest in risk mitigation for instance in adjusting waterways to improve stormwater runoff The NCC is also exploring the use of the data for broader purposes such as the development of an own-source revenue system to manage property taxes a similar project to map risk-prone areas was launched in Cameroon’s capital Department of State also supported participatory mapping in Douala The accomplishments of the Open Cities Ngaoundéré project can be attributed to its collaborative approach that recognized the value of numerous (INS) This makes it the city in Cameroon experiencing the most pronounced inflationary pressures The INS report highlights regional inflation rates ranging from 5.7% to 7.4% Ngaoundéré recorded the highest inflation rate at 8% The reasons behind this acceleration of inflation in the northern Cameroonian city are not specified by the official statistics agency Ngaoundéré already had the highest inflation rate in the country at over 7.4% compared to the general price level increase of 6.3% Ngaoundéré had an inflation rate of just over 1% (Business in Cameroon) - The slow progress on the Pont de la Bénoué-Pont Mayo Salah section of the Ngaoundéré-Garoua road (242 km) has highlighted the challenges faced by Croisière BTP Sarl responsible for addressing critical points the Ministry of Public Works expressed disappointment with the company's insufficient performance and "sporadic" mobilization delaying the rehabilitation of this crucial route for the Douala-N’Djamena corridor Croisière BTP Sarl won the contract following a 2023 tender and began work on the site in March 2024 the project owner found the company's performance unsatisfactory The Ministry of Public Works' communication cell reported that the company cited mechanical breakdowns and a generator fire to explain the delays in May 2024 This intermittent presence on the site has significantly slowed the necessary progress to improve traffic on this vital axis A field mission led by the Director General of Infrastructure Works revealed that Croisière BTP Sarl began laying bituminous concrete on June 1 covering an extension of 425 meters on the full road width and 125 meters on the half road width and reshaping of the existing pavement were carried out beforehand the overall progress of the work is only at 20% The ministry emphasized the need for the company to increase its efficiency and field mobilization Internal sources indicated that a formal notice might be issued to prompt a rapid improvement in operations The work on the Pont de la Bénoué-Pont Mayo Salah section aims to enhance traffic flow on this heavily deteriorated road The prolonged deterioration has caused significant difficulties for users and transporters making the rehabilitation of this section urgent This road is a vital link in the Douala-N’Djamena corridor facilitating the transit of Chadian goods estimated at around CFA 350
