Cameroon (OSV News) — Father Christophe Komla Badjougou
a priest of the Diocese of Yagoua in northern Cameroon
waiting for the gate to be opened at the residence of a religious congregation where he was staying
A leading Catholic cleric in Cameroon has narrated the harrowing details of how a Togolese priest was murdered
While waiting for the night watchman to come and open (the gate)
he was shot by two men on a bike,” Msgr
Father Komla Badjougou was supposed to spend the night at the Missionaries of the Immaculate Heart of Mary
secretary general of Cameroon’s bishops’ conference
because there were eight holes in his body
which means that he was shot several times — on his hands
adding that it was still too early to say who shot the priest
“Maybe they (the killers) were just ordinary
common thieves because they took away his little bag where he certainly had some money
but his traveling bag remained,” he added
Archbishop Jean Mbarga of Yaoundé expressed “deep sorrow” following the murder of the priest in his Oct
as well as solidarity and spiritual closeness with Bishop Barthélemy Yaouda Hourgo and the people of God in the priest’s home Diocese of Yagoua
the Archdiocese of Yaoundé offers its heartfelt condolences to the family of Father Christophe
and to the faithful of the Diocese of Yagoua,” Archbishop Mbarga said
“The Archdiocese of Yaoundé strongly condemns all forms of aggression
and reminds the public that all human life is sacred and inviolable,” he added
He asked for prayers for the priest and said his murder is being investigated
Bishop Hourgo of Yagoua said the priest was “gunned down in a despicable manner by malicious
faithless and as yet unidentified individuals.”
we join the biological family of the deceased
his friends and his brothers to implore the Most High to grant him eternal rest,” the bishop said
He called on public authorities to carry out “a thorough and transparent investigation to elucidate the circumstances and motives behind this cruelty.”
Nyaga said the most recent killing further illustrates the fact that there is “no respect for the sacredness of life in this country any longer.”
“We have been going through this for years now,” the priest said
but the recent killing adds to a rather long list of the killing of Catholic priests and bishops in Cameroon
That list includes Father Alexandre Sob Nougi
pastor of the Parish of the Sacred Heart in Bomaka
the same year Kenyan Father Cosmas Omboto Ondari
58-year-old Bishop Jean-Marie Benoît Balla of Bafia was brutally murdered
“There is a lot of violence,” Msgr
saying that the complete lack of respect for human life and dignity in the country was baffling
we are facing difficulties just as people face difficulties everywhere in the world
but to reach this level of lack of respect for human life or human dignity is troubling,” he told OSV News
He said the killing of Father Komla Badjougou is a reminder that “the proclamation of the Gospel goes along with suffering
Keep mourning from morning to the evening?” the priest asked
I think we should continue to carry out our mission
The proclamation of the Gospel goes along with suffering
“This is what our Lord Jesus told us
I believe as Jesus said that the world doesn’t like the light
And the Gospel message the church proclaims is the message of light
and that’s why light and darkness are always in battle,” he said
“So I don’t think those priests and bishops who have been killed are the first
I may be the next,” the priest concluded

(Business in Cameroon) - Cameroon and Chad will inaugurate a new cross-border bridge on April 28
marking a major step forward for regional infrastructure and trade
Stretching 620 meters over the Logone River
the bridge links the city of Yagoua in Cameroon’s Far North region with Bongor in Chad
The announcement came in a formal letter sent on April 21 to the regional governor by Cameroon’s Minister of Public Works
“It is my honor to inform you that the Prime Ministers of the Republic of Cameroon and the Republic of Chad will inaugurate the bridge on the Logone River on April 28 in Yagoua,” the minister wrote
Construction officially began on February 27
with a ceremony in Bongor led by the late Chadian President Idriss Déby Itno and Cameroon’s Prime Minister Joseph Dion Ngute
The work was awarded to a consortium made up of Razel Cameroun
This is the second bridge to link the two countries
which connects Kousseri in Cameroon to the Chadian capital
The Yagoua-Bongor project cost CFA74 billion and was funded by a loan from the African Development Bank and a €40 million grant (about CFA26 billion) from the European Union
Cameroon and Chad will share the repayment burden
But the project goes beyond the bridge itself
it also includes 14.2 km of access roads — 7.4 km in Chad and 6.8 km in Cameroon — as well as key support infrastructure such as customs posts and road signage
This brings the total investment to around CFA92 billion
The bridge is expected to play a strategic role in strengthening trade flows between the two neighbors
Customs data shows that about CFA350 billion worth of Chadian goods pass through Cameroon each year via the Douala–Ndjamena corridor
“The geostrategic position of Cameroon places our country at the heart of CEMAC integration efforts,” said Cameroon’s Minister of Economy
during the signing of a CFA216 billion financing deal with the African Development Bank for the rehabilitation of the Ngaoundéré–Garoua road — a key section of the corridor
“Improving the Ngaoundéré–Garoua segment will undoubtedly boost cross-border trade by increasing traffic along routes like Garoua–Maroua–Kousseri–N'Djamena and Garoua–Magada–Yagoua–Bongor–N'Djamena,” the minister added
both countries are looking to turn improved infrastructure into real economic opportunity — not just between Yagoua and Bongor

Cameroon's Far North region has been experiencing flooding since the start of the rainy season
which began in the second half of July with an average rainfall frequency of one day out of four
The intensification and recurrence of rains starting from August 10
has led to a progressive increase in rainfall levels between August 10 and August 19
Series of floods have been recorded since August 19
reaching critical levels in the Logone et Chari and Mayo Danay divisions between August 11 and 21
The peak of the floods was recorded on August 28 with the breaking of water retention dikes in Mayo Danay
causing the town of Yagoua and other villages to be flooded
and Zina in the Logone and Chari department
OCHA published a bulletin on the flood situation in the Far North region on August 28
The initial information in this bulletin presents the damage recorded in the 02 affected divisions
- Blangoua with nearly 75,000 people affected
The rains continue with weather forecasts predicting more significant impacts in the divisions already mentioned above
as well as in others that have also been experiencing heavy rainfall for several days
where Ndoukoula district has reported over 400 people affected to date
These floods have struck vulnerable communities already facing challenges due to climate change
pachyderm invasions and a highly volatile security context since 2014
not to mention the structural poverty of the Region
All these factors significantly affect the resilience and livelihoods of these communities
Local branches of the Red Cross are continuing to monitor developments
while OCHA ensures coordination among actors
to seek new ways in the battle against the “tragedy of malnutrition in Africa”
Caritas coordinator for the diocese of Yagoua in the northern part of Cameroon
feels “challenged” by Pope Francis’s Encyclical Laudato si and by the Pope’s invitation to promote programs capable of demonstrating that the human person can still “positively intervene” in safeguarding our common home and “act generously
Originally from Lissione (Italian province of Monza-Brianza)
for eleven years this Pime missionary has been working in Comeroon in which 39% of the population lives below the poverty level: the 2019 Human Development Index ranks Cameroon 153rd out of 180 countries
the territorial instability of this Anglophone region
the encroachment of Nigerian Boko Haram Islamic extremists continue to threaten the population and Cameroon’s primarily agricultural economy
It is in this context that Caritas operates
where it has been developing hydraulic projects
constructing and repairing water wells (100 new structures and 80 repaired each year); educational projects
seven trade schools and two high schools serving a total of about 10 thousand students; healthcare projects
with several clinics and a diocesan hospital in Tulum (about 60 km from Yagoua); projects providing assistance to displaced persons and refugees; projects contributing to the fight against malnutrition: over the years
in collaboration with the World Food Program
local Caritas agencies have managed a project assisting 12 thousand children in the area of Lake Chad
distributing kits containing food supplements imported by UN agencies
“In the extreme northern region of Cameroon”
the Italian missionary explains to Vatican News
“there is an acute to serious malnutrition rate higher than the national average”
Six out of ten regions in the country record a stunt in the growth rate and a chronic malnutrition rate greater than 30%
“that they are more or less 40 thousand underweight children who need to be treated
It also needs to be said that these are reported cases
It does not mean this is the actual situation
in 2020 we also experienced severe flooding
Some areas lost their crops due to the flooding but also because packs of pachyderms
In this territory where being on the periphery seems to have provided a cushion regarding the effects of the Covid pandemic
other illnesses such as malaria and cholera are
when it is hot and dry and the wind blows from the desert”
“Analyzing the situation and the rates of malnutrition in our areas
explains the coordinator of Caritas of the diocese of Yagoua
“that the only effective system for us at this moment is that of distributing food supplements
“how long this can go on because food supplements cost money and it is complicated to get them here in these parts
There are UN international agencies intervening to combat food insecurity and malnutrition
will it still be possible to fight against malnutrition with the same imported products?”
“Studying the experiences of this place and other nearby countries a little”
The most workable seems to be utilizing a local
yet underappreciated plant: the moringa tree.* It is a that has all the properties needed to complement the nutritional value children receive without a huge expense”
It resists tropical temperatures and drought
it grows rapidly and produces leaves and seeds that are rich in vegetable protein
promoting its cultivation and production on the local level
there is no need that its leaves or seeds be treated
It is enough to dry them and you can mix them in your food or infuse them like tea
tested in other African countries and verified by a number of universities
all a malnourished child needs to be treated is a teaspoonful of moringa powder every day for three months in order to regain strength and weight”
The FAO notes that moringa leaves are rich in protein
B and C and mineral salts and recommends it for expectant women
“says that the basis of our commitment for and in our common home begins with the ‘recognition of the rights of others’ so as to follow an ‘ethical and spiritual itinerary’ that
through various aspects of the current ecological crisis also knows how to treasure the ‘results of the best scientific research available today’
“invite us to value the results and experiences of scientific progress
adapting it to various situations for the common good
‘Change is impossible without motivation and a process of education’
this means that sometimes we should not be satisfied with pre-fabricated solutions
but that we should look for new solutions that are more in keeping with the values proposed by the encyclical”
that Caritas Yagoua is moving forward with the moringa pilot project
“We had already planned in June 2019 to experiment cultivating the plant ourselves
We distributed the seeds among the farms and agricultural organizers
We harvested the leaves and turned it into powder
we began to distribute them at no charge to women who receive assistance in the centers where we work
The mothers who have children with malnutrition problems can thus receive either seedlings or seeds to plant so they can grow the trees and thus have direct access to the product
It is important that “this knowledge regarding how to treat certain pathologies
they might know that taking good care of their children means ensuring a better life for everyone”

(Business in Cameroon) - Cameroon’s Minister of Public Works Emmanuel Nganou Djoumessi recently issued a call for applications for the recruitment of civil engineers
The recruitment was launched in the framework of the technology transfer component of the project for the construction of the Yagoua (Cameroon)- Bongor (Chad) bridge over the Logone River.
it is part of the agreement between Cameroon and Chad to develop local expertise in the construction of engineering structures
Cameroonian and Chadian authorities must send young civil engineers (four by Chad and four by Cameroon) to join the construction team of the consortium (Razel Cameroun/Razel-Bec/Sotcocog) in charge of the works.
The selected engineers will be involved (for a 3-year renewable term or even till the end of the works) in the various phases of the construction work. Interested candidates should have two years of experience maximum
in both project countries (Chad and Cameroon).
This 620-meter long Yagoua- Bongor bridge will be the second similar infrastructure connecting the two countries after the Nguéli bridge that connects Kousseri
to be carried out by the Razel Cameroon-Razel Fayat-Sotcocog consortium
the Board of Directors of the African Development Bank (AfDB) approved a €40 million (XAF26.2 billion) grant for Cameroon and Chad.
Chadian President Idriss Deby Itno and Cameroon’s Prime Minister Joseph Dion Ngute officially launched the construction of the Bongor (Chad)-Yagoua (Cameroon) bridge
The 620-meter long infrastructure should boost trade between Cameroon and Chad
It will be built over the Logone river and should be the second bridge connecting Chad and Cameroon
The first one being the Nguéli bridge connecting Kousseri
The Bongor-Yagoua bridge (XAF74 billion) will be funded by a loan and the European Union
The financial costs will be borne by both countries at the rate of 58% for Cameroon and 42% for Chad
it is planned to last 36 weeks and entrusted to the Razel Cameroun-Razel Fayat-Sotcocog consortium
the construction project includes 14.2 km of driveways divided as follows: 7.4 km at the Chadian side and 6.8 km at the Cameroonian side
It also includes related works mainly constituted of socioeconomic infrastructures (border crossings and warning devices) bringing the total cost of this construction project to about XAF92 billion
The project is one of the major integration projects currently being implemented in the CEMAC region
there is also the project for the extension of Cameroon’s railway towards Chad and the construction of the Sangmélima (Cameroon) - Ouesso (Congo) road
during the official inauguration of its Central Africa regional office in Yaoundé
the African Development Bank (AfDB) signed a CFA133 billion financing agreement with Cameroon
The deal is aimed at implementing the Territorial Management and Private Sector Promotion Project in Cameroon’s Far North region
This agreement sets the stage for the rehabilitation of the road sections from Moutourwa to Maroua (36 km) on National Road No
1 and from Magada to Yagoua (137 km) on National Road No
the project will allocate over CFA104 billion (currently worth €159.072 million) to develop “resilient infrastructure.”
issued an international tender for the rehabilitation work divided into three lots: Moutourwa-Maroua (36 km)
with work expected to start within the year
although a specific date has not yet been announced by the authorities
Cameroon will make payments using the direct payment disbursement method
as outlined in the AfDB's guidelines for disbursements under project financing
The "taxes" part of this market will be co-financed by the Cameroonian state
rehabilitating the aforementioned road sections and urban roads in Maroua and other localities should significantly enhance traffic flow and safety
This project is expected to increase trade between Cameroon
It will connect the cities of Garoua and Maroua to Bongor in southern Chad via Yagoua
This includes a bridge over the Logone River
currently being built with funding from the Bank and the European Union (EU)
This financing agreement comes nearly six months after the AfDB announced it had approved a loan of €203.11 million for Cameroon as part of this project
The objective is to contribute to territorial management
and promote the private sector for the emergence of an integrated and sustainable development hub in the Far North
a crucial sub-regional crossroads between three of the four countries in the Lake Chad basin (Cameroon
the region faces ongoing development deficits and insecurity issues linked to the terrorist group Boko Haram
along with a concerning environmental crisis due to climate change
(Business in Cameroon) - In its 2020 report
the Technical Commission for the Rehabilitation of Public and Para-public Sector Enterprises (CTR) suggested measures to help boost the production of the Society for the Expansion and Modernization of Rice Cultivation in Yagoua (Semry)
the leading rice producer in Cameroon. According to the CTR
Semry produced 3,304.36 tons of rice while its yearly potential is 120,000 tons.
The measures suggested by the CTR include evaluation of the costs of Semry’s public missions to figure out the balancing subsidy it must receive annually from the government
There is also the improvement of field exploitation conditions to increase productivity
and the creation of an equalization system for the development of national rice production and the organization of the rice market
a special focus must be placed on the urgent rehabilitation works to be carried out in the Yagoua and Maga rice fields in the north of the country
Those works will help repair the damage caused by floods on Semry’s infrastructure. In that regard
the dyke on the Logone River deserves special attention
Semry processed 1,349.846 tons of paddy and 789.375 tons of milled rice
this poor performance was due mainly to power cuts that significantly reduced the rice mills’ operating times.
the company’s value-added deteriorated sharply to XAF7.632 million
It was not enough to cover personnel expenses estimated to be a little over XAF912.147 million
representing a drop of 182% year-on-year.
"This result could be due to the structural deficit created by the price policy that sets the ground rent at 50% of the costs incurred in the development of the fields
It does not allow full coverage of operating expenses estimated at XAF6,099,593,802 in 2020
against XAF7,618,367,548 in 2019," notes the Commission
Hence the suggestion that the State must provide a balancing subsidy to compensate for the cost of public service missions carried out by Semry.
The company's financial situation is not attractive. Its debt is essentially made up of tax debt (XAF3,382,692,309)
supplier debt (XAF2,490,513,926) and miscellaneous debts (XAF524,697,016). These debts make the company a budgetary risk for its sole shareholder (the state of Cameroon)
Cameroon’s president signed a decree appointing Fissou Kouma as the director general of Société d'expansion et de modernisation de la riziculture de Yagoua (Semry) in charge of the development of rice culture in the country
The newly appointed director has been a council member
located 10 kilometers from the Chadian town Bongor
He replaces Marc Samantana who is leaving behind a company facing numerous crisis
the public company’s staff required the payment of not less than 5 months salary arrears and strikes were frequent
Samantana was summoned by the Budget and Finance Disciplinary Council which investigated his management between 2008 and 2009
He was then declared guilty of five management errors and required to refund CFA31.5 million to Semry
Let’s remind that the Semry was created on February 24
to ensure rice self-sufficiency in Cameroon
this company used to employ 1,500 workers and provide jobs to 25,000 families of rice producers (more than 120,000 people living of rice production)
the annual production is barely 100,000 tons out of a local demand estimated at about 300,000 tons

the community is calling for urgent and sustainable action from the government to address the crisis
Opposition figures have criticized the government's response
accusing the administration of neglecting the region
which has been historically loyal to President Paul Biya
Residents and officials alike are urging for immediate solutions to restore access and normalcy to the region
(Business in Cameroon) - The Ministry of Public Works has announced the companies selected to rehabilitate three road sections in the Far North region of Cameroon
The total cost of the project is CFA102.9 billion
The contract for the 36-km Moutourwa-Maroua road has been awarded to a joint venture between Chad’s Sotcocog SA and Morocco’s Staport SA
This portion of the project is valued at CFA21.1 billion
China’s Sinohydro/Stecol group has been awarded contracts for the other two sections: the 68-km Magada-Guidiguis road
These roadworks are part of a broader regional development and private sector promotion project in the Far North
The rehabilitation is funded by the African Development Bank

Cameroonian politician and activist Bernard Njonga published pictures of piles of rice produced by Société d’expansion et de modernisation de la riziculture de Yagoua (Semry). “Semry’s Yagoua and Maga warehouses are full of unhusked rice
some of which have been there since 2015,” while the country has been massively importing the product
This was the comment following the pictures
the country imported more than 800,000 tons of rice in 2017
Semry’s general management published a release to correct the activist’s claims
there are inaccuracies in Bernard Njonga’s figures
its overall rice perimeters in Yagoua and Maga is 11,500 hectares (5,300 hectares in Yagoua and 6,200 in Maga)
“This perimeter is exploited by about 20,000 families
The figure of 130,000 families of rice growers announced by Bernard Njonga’s document is inaccurate,” the management writes
Semry’s production since it was created in 1985 is 110,000 tons
it could not have possibly produced 160,000 tons within four years
Due to important rice field renovation works initiated by public authorities in the framework of the Projet d’urgence contre les inondations (Pulci)
the perimeters effectively operated an average of 10,000 hectares representing about 65,000 tons of yearly production
“To relaunch the transformation of unhusked rice
public authorities provided two 5 tons/hour assembly lines to Semry
The one in Yagoua is already operational while the Maga line is being installed
in anticipation of the commissioning of the two lines
Semry started progressively building its unhusked rice stock in its warehouses,” Semry informed without providing any information about the current volume of that stock
It informs that its rice is already available in the three northern regions namely
Garoua (2 stores) and Ngaoundéré (4 stores)
it is in the process of launching a regular supply in Yaoundé
Semry’s rice has “high nutritional quality and remains the best of all the kinds of rice present in the Cameroonian market since the national rice tasting competition organized in Yaoundé in the framework of Ebolowa agropastoral show [in 2011] by the ministry of trade.”
(Business in Cameroon) - The Cameroonian government should increase its subsidies to SEMRY (Society for the Expansion and Modernization of Rice in Yagoua) to help reduce the price of milled rice in markets
This is one of the suggestions made by Fissou Kouma
in an interview published this month in Minader infos
“We would like to request improvement of the production tools
We would also like to kindly notify the government about the necessity of increasing the budget allocated for the purchase of paddy rice and the elaboration of a mechanism aimed at helping Semry easily transport its end products to the remote consumption site of Mayo-Danay,” Fissou Kouma said
“It is worth mentioning that the price of inputs
is too high for most f the rice producers who can not afford it
they strongly demand a state subsidy to balance their operating accounts
This will lead to a drop in paddy rice production costs and ultimately a decrease in the prices of milled rice in markets,” he added
Semry collaborates with 20,000 rice-growing households or about 160,000 people in Yagoua who derive most of their income from rice production
the region derives over XAF6 billion from the rice sector
Semry recently entered the processing and marketing sectors
It sells 50 kg of its broken rice at XAF16,000 while the long grain rice is XAF20,000 (per 50 kg bag)
and XAF18,000 for the twice-broken variety
(Business in Cameroon) - Laying of the first stone of the second bridge which will connect Cameroon with Chad
This was revealed during a session of the bilateral committee steering the project
The first bridge which connects Cameroon to Chad
is the Nguéli bridge between Kousseri and Ndjamena
however funding mobilization is still ongoing
from the European Union and the African Development Bank (AfDB) namely.
The bridge between Yagoua and Bongor will cost about CFA92 billion
of which Cameroon’s and Chadian governments will contribute 58% and 48% respectively
This infrastructure is one of the major ongoing integration projects in the Cemac zone
apart from the project for the extension of Cameroon’s railway to Chad or the construction of the Sangmélina(Cameroon)-Ouesso( Congo) road
(Business in Cameroon) - A control mission revealed that more than 2.000 bags of rice disappeared from Cameroon's national cereal board's stores
l'Oeil Du Sahel (a regional paper published three times a week) revealed
The same source revealed that Barthelemy Nemba
the manager of the board at Yagoua was taken into custody
the total value of the bags of rice that disappeared is estimated at CFA46.7 million
acts somehow as the regulator of cereal supply in the northern part of Cameroon
cereal being the main food consumed by the populations of Adamaoua
the North and the Extreme North. Its primary mission is to collect and store cereals when harvests are good and sell them later at competitive prices during shortages
Large classroom-canopies were offered to a school in Mayo Danay Division which now hosts children from four flood-affected schools
