NEW: The Effects of the US Foreign Aid Freeze on Freedom House a Cameroonian journalist who has been unjustly imprisoned since December 2016 is hopeful that President Donald Trump will continue to call out the Biya regime’s abuses and push for democracy in Cameroon When the news that Donald Trump had been reelected reached my cell in Cameroon’s Yaoundé Central Prison I felt despair because it was a reminder that I have been wrongfully imprisoned for eight years—I was arrested in December 2016 in the wake of his first electoral victory President Trump took important action to hold the government of Cameroon accountable and I am hopeful that he will continue to call out the Biya regime’s abuses and push for democracy in Cameroon This topic is not just a professional interest but a personal one as well: I am from Bamenda I was arrested while filming a demonstration at which police shot and killed four people The police seized and destroyed my camera and tortured me into signing a false confession after an unfair trial in which I was not even allowed to call defense witnesses I was convicted on a variety of baseless charges and sentenced to 15 years in prison marked the eight-year anniversary of my detention If this is to be the last Christmas that I celebrated in prison and if human rights in Cameroon are to stand a chance then the Trump administration will once again need to step up And third, with Cameroon’s October 2025 presidential election fast approaching, the Trump administration should emphasize in all its meetings with Cameroonian officials that a free and fair election cannot occur without a free and independent media. While there are many restrictions on the media that need to be addressed perhaps the most important—and the easiest for the government to fix—is the detention of journalists who criticize its actions The United States should therefore demand that I and the other detained journalists be released before the election so that we—and the many others who have been intimidated into silence—can do our jobs.  Free Them All: The Fred Hiatt Program to Free Political Prisoners is named in honor of pathbreaking American journalist and former Washington Post editorial page editor Fred Hiatt and seeks to challenge the unjust imprisonment of human rights defenders and prodemocracy activists around the world Freedom in the World has been widely used by policymakers Donate today to help us ensure the future of this vital resource.  From the Africa English Newsroom Sister Amy A. Government of Cameroon on 6 March 2024 brought together more than 400 stakeholders including Ministers of Health and senior representatives from the African countries hardest hit by malaria The pivotal meeting sought to leverage political commitment scientific innovation and community engagement to reshape the trajectory of malaria control in high burden African countries At the end of the meeting and in the weeks that followed Ministers of Health from the 11 “High Burden High Impact” African countries (Burkina Faso Uganda and United Republic of Tanzania) signed the Yaoundé Declaration pledging their “unwavering commitment” to the principle that “no one should die from malaria given the tools and systems available.” Success in reducing malaria morbidity and mortality will hinge on What a joy and an honor it is to be here at TEDx Yaoundé I want to thank our remarkable hosts – Nadia Habsatou and Freddy Tchala – for bringing this powerful platform to life When I received the invitation to speak on the theme “Limitless: Redefining Success,” I found myself reflecting on my professional and personal journey I’ve had the privilege of witnessing extraordinary innovation across cultures What I’ve learned is that our greatest breakthroughs come not from individual genius alone but from our capacity to collaborate across differences and to act with compassion as well as conviction in our rapidly evolving world Since its inception in 1984 by its founders Richard Saul Wurman and Harry Marks TED has transformed from a one-off conference exploring the convergence of Technology and Design into a global platform that champions ideas worth spreading This evolution mirrors our own human journey What began as intimate conversations among innovators has blossomed into a worldwide movement proving that when ideas transcend borders and disciplines let’s take a moment to explore the theme of today’s event We live in a world that often tells us what success should look like—wealth But what if everything we’ve believed about success is incomplete “Limitless” …  This is not just a word A shift in how we see the world—and how we see ourselves within it Limitless is a word that speaks deeply to me—not only as an individual but as the representative of a country often defined by its belief in what’s possible:  The American Dream A place where people cross oceans and deserts with nothing but a dream and previously unimaginable futures from the ground up In the United States—the country of Uncle Sam and Silicon Valley—we grow up believing that big dreams are not only allowed We’re taught that it’s okay to imagine boldly it’s the land of possibility — where “No” isn’t the end of the conversation who left Nigeria to study in the United States and went on to become one of the world’s most influential authors She didn’t wait for permission to tell her stories — she wrote boldly who dropped out of college and started Apple in a garage He didn’t just sell computers—he revolutionized how the world connects and creates a college dropout who coded through the night to build Facebook a platform that reshaped how billions communicate and do business but because he dared to imagine beyond them I’m not me saying you need to drop out of school to change the world We already have enough “tech geniuses” who can’t remember their passwords But what I am saying is this:  these people succeeded not because they followed a map but because they trusted a vision and kept moving even when the path wasn’t clear  That’s the culture of innovation and reinvention that pulses through places like Silicon Valley — where failure isn’t feared And where no one waits for permission to dream bigger I know what you’re thinking:  That’s America But here’s what I believe:  Limitless is not a location It lives in every young woman in Yaoundé coding an app by candlelight It lives in every entrepreneur selling from a street corner and every innovator who refuses to let circumstances define their ceiling Those who embrace collaboration over competition It isn’t just about individual achievement; it’s about collective elevation True success must be measured not by what we accumulate a group of Cameroonian friends and I gave ourselves a challenge – from Nsimalen airport to my house just up the road here in Bastos… 24 kilometers somebody else in the group would wait for the other person to catch up keeping each other’s legs moving and spirits high It was the epitome of the African proverb our world look like if we collectively embraced this paradigm shift Embassy team and asked:  “What do we stand for?”  Out of that question came four core values that now guide everything we do:  Respect They helped us redefine success—not as something we chase Respect reminds us to listen before we lead And Efficiency helps us turn intention into impact That’s our version of success—measured not in titles I challenge each of you to examine your own definitions of success What possibilities have you declared unattainable What limiting beliefs constrain your vision Success is not a one-size-fits-all formula You don’t need to fit someone else’s mold to be successful And if you’re looking for permission to go beyond what’s expected of you Go redefine success—not just for yourself You can find more information here You can find more World Antimicrobial Resistance Awareness Week (WAAW) began today with a high-level official opening ceremony in Yaoundé and youth leaders in a united front to address antimicrobial resistance (AMR) “It represents one of the most serious threats to the world today AMR is particularly devastating for our health systems with repercussions on economic development reflects Africa’s dedication to reducing AMR - a growing public health challenge that threatens human emphasizes the need for cross-sector collaboration to preserve the effectiveness of antimicrobials driven by the misuse and overuse of antibiotics across sectors where resistance rates are rising and threaten decades of progress in disease control WAAW is a collaboration in Africa each year spearheaded by the Africa Centres for Disease Control and Prevention (Africa CDC) the AU Inter-African Bureau for Animal Resources (AU-IBAR) the Food and Agriculture Organization of the United Nations (FAO) the United Nations Environment Programme (UNEP) the World Organisation for Animal Health (WOAH) The involvement of these diverse organizations underscores the need for a One Health approach an integrated strategy recognizing the interconnectedness of human and environmental health to mitigate AMR effectively Speaking on behalf of the Assistant Director General and Regional Representative for Africa FAO Subregional Coordinator for Central Africa emphasised that the population growth in Africa put a lot of pressure on food demand in agriculture that translates to high production of food of animal origin and crops that associated with the use of antimicrobials “FAO mandate covers antimicrobial stewardship over a variety of disciplines such as aquatic and terrestrial animal heath “With an estimated 60 to 75 percent of emerging human pathogens originating from animals the responsible use of antimicrobials in animal health is critical” says Huyam Salih Director of the African Union Interafrican Bureau for Animal Resources (AU-IBAR) The week-long event features a series of impactful activities and field visits to showcase ongoing efforts to tackle AMR across sectors As AMR is a major health threat that could cause up to 4.1 million deaths annually across Africa by 2050 if unchecked this year’s observance comes at a crucial time Key messages throughout the week will stress against malaria remains a serious public health challenge particularly in sub-Saharan Africa where the disease burden is unacceptably high Despite significant advances in curbing malaria in the period 2000–2015 the pace of progress in recent years has levelled off and the World Health Organization (WHO) and the RBM Partnership to End Malaria catalysed the launch of the “High Burden to High Impact” (HBHI) initiative in a group of 11 countries – mainly in Africa – that together account for more than 70% of the global malaria burden (Fig HBHI is a targeted approach aimed at accelerating progress by increasing political commitment utilizing local evidence for decision-making providing improved technical guidance and enhancing coordination efforts success in implementing HBHI has been hampered by the COVID-19 pandemic and weak health systems that fail to equitably deliver malaria interventions represented a critical platform for reinvigorating the response to malaria in HBHI countries and beyond scientific innovation and community engagement to reshape the trajectory of malaria control in high burden countries with a view to achieving the 2030 global malaria targets Co-hosted by WHO and the Government of Cameroon the meeting brought together more than 400 stakeholders including Ministers of Health and senior representatives from HBHI countries and other partners (see Annex 1 for the agenda and the list of speakers) Ministers of Health from six HBHI countries (Burkina Faso Sudan and Uganda) signed the “Declaration for accelerated malaria mortality reduction in Africa” pledging their unwavering commitment to the principle that “no one should die from malaria given the tools and systems available” They also committed to seven key actions that are summarized in this report: Ministers of Health of the five remaining HBHI countries (Democratic Republic of the Congo Niger and United Republic of Tanzania) were represented at the conference by high-level government officials the Ministers from these countries had also signed the Declaration Unveiling Tomorrow's Cameroon Through Today's News April 29  — Days after initial reports of a fatal motorcycle accident involving Cameroonian mixed martial arts star Francis Ngannou calls are mounting for a full investigation into the circumstances surrounding the death of 22-year-old Ntsama Brigitte Manuella Ngannou struck Manuella while riding a motorcycle in the Omnisport district of Yaoundé The former UFC heavyweight champion immediately transported her to the General Hospital and assumed responsibility for her medical expenses the young woman succumbed to her injuries shortly after undergoing surgery sparking public debate over both the accident and the quality of emergency care in Cameroon and public figures have urged authorities to clarify whether Manuella’s death was the result of her injuries or a possible case of medical negligence “Respecting the procedure is respecting the equality before the law,” said lawyer Christian Ntimbane who demanded that Ngannou be presented before the public prosecutor in line with Cameroonian criminal law has received both support and criticism online Prominent voices like activist Valsero argue that legal steps must be taken regardless of his public stature drawing comparisons to past road accidents involving other public figures that allegedly went unpunished have defended Ngannou’s immediate response alleges the cause of death may have been a failed anesthesia during surgery — a theory that remains unverified Cameroonian hospitals have previously faced criticism over patient safety standards Ngannou’s legal status remains unchanged as of Monday The incident has reopened a broader conversation in Cameroon around justice You don't sharing this little piece of our family history because although we’re no longer called that I still consider myself a true “amoureux” … of books  My first discovery of Cameroonian literature was “The Poor Christ of Bomba” by Mongo Beti a novel offering a profound and thought-provoking insight into Cameroon’s colonial past particularly “Cruel City,” which examines Euro-African relations and the lasting impact of cultural exchange; perspectives that continue to shape Cameroon’s identity today The first book I read by any African author was “Things Fall Apart” by the Nigerian writer Chinua Achebe which—like “The Poor Christ of Bomba”—explores the impact of cultural encounters on individuals and societies “The Invisible Man” by American author Ralph Ellison written in the same decade as Mongo Beti’s work deals with powerlessness and identity struggles the protagonists confront social constraints and external forces that dictate their destiny whether colonial domination or cultural upheaval offering us profound reflections on resistance I want to emphasize the importance of reading as a tool for education and lifelong learning; crucial skills for Cameroon’s future leaders The Peace Corps program in Cameroon is one of the many initiatives through which the U.S the Peace Corps has sent thousands of volunteers to Cameroon as teachers where they teach either English as a foreign language or math and science in secondary schools across the country Access to books and digital learning tools can sometimes be difficult due to cost I encourage you to take advantage of our American Spaces across Cameroon to help fill these gaps American Spaces offer free access to books and Garoua provide a welcoming environment for reading a dynamic engagement space with digital demonstration stations highlighting American educational resources as well as information on academic opportunities in the United States age is just a number… Just like the numbers we see on each page of a novel… And it’s up to us to turn the pages to discover what will happen in the next chapter Let’s work together to strengthen the culture of reading which empowers individuals and strengthens communities across Cameroon var tve_dash_front = heavyweight champion has found himself at the center of a tragic incident following a deadly traffic accident in Yaoundé According to reports from whistleblower group N’zui Manto Ngannou was reportedly riding a motorcycle when he struck a young girl The accident occurred under unclear circumstances and the young victim was immediately rushed to the Yaoundé General Hospital Ntsama succumbed to her injuries during surgery aimed at saving her arm and leg The tragic news has sent shockwaves throughout the nation sparking heated debates online and renewed concerns over road safety and celebrity accountability in Cameroon Francis Ngannou had not yet issued an official statement regarding the incident It also remains unclear whether local law enforcement authorities have opened a formal investigation into the matter or whether Ngannou could face legal consequences The death of Ntsama Brigitte Manuella adds another layer of public scrutiny around high-profile figures and their conduct in public spaces Calls for a transparent investigation are mounting with many Cameroonians demanding justice for the young victim This incident marks a somber moment in the life of Francis Ngannou a global sports figure who rose from poverty in Cameroon to achieve international fame through boxing and mixed martial arts Further developments are expected as authorities and Ngannou's representatives respond to growing public pressure Metrics details Gender-based violence (GBV) is a major public health problem that disproportionately affects women GBV has immediate effects on women’s health with one in three women experiencing physical or sexual violence from an intimate partner affecting their physical and reproductive health The objective of this study was to determine the health risks associated with GBV among women in Yaoundé A cross-sectional study was conducted in Yaoundé (Cameroon) Adverse health outcome included mental disorders Tests of associations were used to establish relationships between qualitative variables Associations were further quantified using crude odds ratio (OR) for univariate analysis and adjusted odds ratio (aOR) for multivariate analysis with 95% confidence interval (CI) Independent variables included: Physical violence Variables with p-value˂0.05 were considered statistically significant A total of 404 women aged 17 to 67 years were interviewed Emotional violence was the most commonly reported violence (78.8%) physical violence (45.8%) and sexual violence (33.7%) The main reasons for violence were jealousy (25.7%) insolence (19.3%) and the refusal to have sexual intercourse (16.3%) The prevalences of adverse health outcomes were physical trauma (90.9%) Most victims reported at least one of the above-mentioned conditions (80.2%) Women who were victims of any kind of violence had a higher likelihood of experiencing adverse health outcomes: physical violence [OR = 34.9 p = 0.001]; and emotional violence [OR = 2.9 p = 0.001] remained highly associated with an increased likelihood of having adverse health outcomes This study underscores the urgent need for comprehensive interventions to address GBV including improved reporting and documentation of cases increased awareness among healthcare providers the establishment of support networks for victims It is essential that the Government of Cameroon through the Ministries in charge of Health and Women’s Empowerment minimizes the health effects of GBV through early identification and treatment of GBV survivors by providing them with high-quality health care services Regarding the institutional framework for the fight against GBV in Cameroon; in accordance with Decree N°2011/408 of December 09 2011 on the organization of the Government the Ministry of Women’s Empowerment and the Family is responsible for the development and implementation of measures relating to the respect of women’s rights and the protection of the family creates within this Ministry a Department for the Promotion and Protection of the Family and Children’s Rights with certain responsibilities relating to the prevention and management of conjugal 2005 on the organization of the Ministry of Social Affairs assigns to it; among other missions; the social protection of children whose courts enforce laws against conjugal whose health units provide care for survivors of violence the National Commission on Human Rights and Freedoms which can be contacted by any citizen in the event of human rights violations; the Secretary of State for Defense whose services conduct judicial investigations in cases of violence against citizens and are responsible for the physical protection of survivors; the General Delegation for National Security which handles complaints relating to conjugal including the physical protection of individuals several development partners support the government’s efforts to combat conjugal The government’s efforts are usefully complemented by a host of civil society organizations working in general to protect human rights and in particular those of the most vulnerable no study has examined the health effects of GBV in Yaoundé the present study aimed to fill this gap by identifying the health risks associated with GBV in Yaoundé The study population consisted of all victims registered in two organizations that implement GBV interventions in Yaoundé and who gave their informed consent to participate All eligible women (428) of these two organizations were contacted for the study; about 95% (404) of victims of GBV consented to participate in the study types of gender-based violence (emotional violence It was code as 1 (yes) if an individual had at least one of the above-mentioned conditions Data were collected and recorded using an Epi-collect 5 mobile application and were analyzed using IBM-SPSS (version 26.0) Categorical variables were presented as numbers and percentages and quantitative variables expressed as mean and standard deviation (since they all do not deviate from normal distribution) the associations between variables were assessed by the Chi-square test (or Fisher’s exact test where applicable) and quantified using Odds Ratios (OR) with 95% confidence interval (CI) associations were assessed using a multiple binary logistic regression model and quantified using adjusted odds ratios (aOR) Variables with p-values less than 0.05 were considered statistically significant The researchers addressed a request for research authorization to the chairpersons of the two organizations implementing GBV interventions in Yaoundé After obtaining the necessary authorizations the researchers were granted permission to access the registers and contact details of the victims the researchers explained the purpose of the study to the victims and obtained their informed consent to participate followed by the collection of data The study was approved by the Centre Regional Ethics Committee for Research in Human Health (Ethical approval number: CE-N°00709/CRERSHC/2022; July 26 2022) and the University of Douala (Ethical approval number: 3307/CEI _Udo/06/22T; June 22 The study was conducted in accordance with the ethical principles of the World Medical Association’s Declaration of Helsinki Participants personal identities and other private information were anonymized Table 1 presents the distribution of 404 victims of GBV according to their socio-demographic characteristics Participants aged 17–67 years with an average of 30.8 ± 8.3 years with age group 20–29 years being the most represented (46.9%) Most of victims had completed secondary education (57.9%) 13.4% had primary education (13.4%) and 6.9% had no formal education (6.9%) Most of victims were single (60.4%) and 17.1% were married in monogamous relationships Half (52.2%) of victims of GBV were unemployed Four over ten (41.1%) were from the Centre region (41.1%) About 45% of the victims reported a history of family violence 57.7% reported being sometimes afraid while 21.3% reported never being afraid The most prevalent type of violence was emotional (78%) followed by economic violence (56.9%) and physical violence (45.8%) One-third of victims reported sexual violence (33.7%) Social violence was the least commonly reported type of violence (8.2%) Figure 1 shows that the most prevalent health effect was physical trauma (90.9%), followed by mental disorders (70,5%), gynaecological trauma (38.4%), and behavioral disorders (29.7%). 80.2% reported experiencing at least one health effect The main reasons for violence (Table 2) The likelihood of experiencing health effects was significantly higher among women who experienced physical violence [OR = 34.9, CI(10.8-112.9), p < 0.001], economic violence [OR = 2.4, CI(1.4–3.9), p = 0.001], and emotional violence [OR = 2.9, CI(1.7–4.9), p < 0.001] (Table 4) Table 5 presents the results of the multiple binary logistic regression of the association between health effects and significant variables at univariate level Physical violence remained significantly associated with an increased likelihood of experiencing health effects (aOR = 15.4 single women certainly have sexual partners who probably disrespect and despise them leading to GBV Men give less consideration to women who are not their wives when they are involved in an intimate relationship Jealousy can stem from feelings of insecurity The prevalence of fear among victims towards their husband/partner underscores the psychological impact of GBV but most healthcare providers fail to diagnose and record it due to socio-cultural and traditional barriers and poor clinical practice with limited direct communication and inability to perform a complete physical examination let alone record and monitor the effectiveness and quality of care fear of violence and stigma reduce the willingness of many victims to seek health care The vast majority turn to informal networks of friends and community members for help the findings of this study underscore the need to consider socio-demographic characteristics when developing interventions to prevent and respond to GBV Comprehensive interventions that address the multiple forms of violence that women may experience should involve a range of stakeholders and should prioritize the safety and well-being of survivors of GBV Strengths of this study include its comprehensive analysis of the relationship between different types of violence and health effects and its focus on a specific geographical region The study provides valuable insights into the prevalence and impact of GBV on women’s health in Yaoundé there are a number of limitations to consider The study’s cross-sectional design limits the ability to establish causality between GBV and health effects social desirability bias and underreporting due to the sensitive nature of the topic the findings may not be generalizable to other populations the study provides important insights into the association between different types of violence and health outcomes among women Future research could benefit from longitudinal designs and measures of health outcomes to further explore the complex relationship between GBV and women’s health This research paper found that older adults unemployed women were most vulnerable to experience adverse health outcomes following GBV and sexual violence were the most common forms of GBV These findings underscore the urgent need to address GBV as a major public health concern must take action to provide quality health services to survivors through early identification and implementing policies and programmes to prevent and respond to GBV By addressing the underlying factors contributing to GBV and providing support to victims it is possible to mitigate the adverse health effects and promote the well-being of women in the community No datasets were Economy to secure a total of CFA 112.5 billion from three international banks The funds will be used for the reconfiguration of the water supply system in Yaoundé the Minister will borrow €73.1 million (CFA 47.9 billion) from ING Bank of Belgium These funds will support the first phase of the project At the same time, €60 million (CFA 39.36 billion) will be raised through Belfius Bank of Belgium for the second phase while Deutsche Bank will provide €38.53 million (CFA 25.27 billion) for the third phase This project is an extension of the existing water supply initiative known as Paepys which was completed and inaugurated in 2024 Paepys focused on drawing water from the Sanaga River to provide a new water treatment plant in Batschenga with a capacity of 300,000 cubic meters per day the Ministry of Water and Energy notes that while this infrastructure helps close the existing gap of 215,000 cubic meters currently lacking in Yaoundé the Akomnyada station still only produces 100,000 cubic meters a day while the demand stands at 315,000 cubic meters certain areas of the city remain underserved due to the outdated water distribution network This highlights the need for a full reconfiguration of the system to accommodate the new production capacity Kribi Bitumen Plant Set to Start Construction in 2025 with Government Backing CEMAC Bond Market Hits CFA 8.45 shelter and education for young people in vulnerable situations as the young beneficiaries themselves took part in the initial cleanup efforts they worked together to make the house a clean and welcoming space This collective effort not only showcases their willingness to be involved but also reflects the hope and dignity they find in this new chapter of their lives The Salesian home will not just be a refuge but a place where these young people can rebuild themselves “Through the activities we will organize—literacy programs spiritual and moral support—we want to provide them with an environment where they feel loved and supported in their life journey,” say the Salesians of Yaoundé “We thank God for this great opportunity and express our gratitude to everyone who contributes to this Salesian mission in service of the most vulnerable May this house truly be a home of fraternity and hope for all who enter its doors,” conclude the Sons of Don Bosco ANS - “Agenzia urban areas presented 10 new trucks to Yaoundé’s mayor as part of its logistics renewal program and the company plans to acquire a total of 80 trucks In addition to the 10 trucks being deployed in Yaoundé 10 more trucks are set to be delivered in the coming days to Douala "The first two waves of 20 trucks will be followed by 60 additional 'Paris-type' trucks in the coming months These new trucks are equipped with waste covering systems to prevent litter from flying off during transport between collection points and processing centers," a Hysacam source shared will enhance the company’s capacity to manage waste which has been facing a waste crisis for several months over a year after the expiration of its previous contract in December 2023 Hysacam secured a new contract with the City of Yaoundé (CUY) and received a start-up order for its activities in the capital "The strengthening of our fleet with this first wave of 10 trucks for Yaoundé will support the successful implementation of the urgent waste cleanup operation launched by the Prime Minister this operation will lead to the total elimination of identified garbage piles in the city a truck renovation program will be rolled out to restore regular collection in neighborhoods door-to-door collection will be systematically implemented in Yaoundé households," Hysacam emphasized questions remain about the effectiveness of the waste cleanup throughout the year The new contract divides the city into four zones: Lot 1 was declared unsuccessful following the CUY’s tender process This situation has led to Hysacam’s withdrawal from Yaoundé 6 as waste collection in Yaoundé 3 was assigned to Thychlof Sarl in 2023 Sources familiar with the matter suggest that the contract with this newer less equipped company will be renewed this year the challenge of managing waste in Yaoundé 6 will need to be addressed Given the urgency and worsening sanitation conditions in the capital resolving this issue may require a direct contract with one of the two competing companies beyond the contracting of waste collection companies payment of invoices to service providers remains a persistent issue Hysacam has had to suspend operations due to employees demanding unpaid salaries which result from the public treasury's failure to pay the company for 85% of its services This backlog of unpaid bills is partly due to inadequate funding allocated for waste collection in the country Despite the introduction of a special excise tax for waste management in the 2019 budget the expected benefits have not materialized leaving the sector with ongoing structural challenges ECCAS and Gulf of Guinea Commissions (GGC) and the International Coordination Centre (ICC) in collaboration with Expertise France and the GGIN II project met from 18 to 20 February in Abidjan in the Republic of Côte d’Ivoire for the second technical meeting on the transfer of the Yaoundé Regional Architecture Information System (YARIS) to the ‘Yaoundé Architecture’ maritime information management system The main purpose of this meeting is to review and validate the roadmap and actions to be taken for the transfer of YARIS to the YAOUNDE architecture and for its sustainable funding after the end of the GoGIN II project The meeting was attended by maritime experts from the countries of the Gulf of Guinea representatives of regional and international institutions representatives of the Multinational Maritime Coordination Centres (MMCCs) the Regional Maritime Safety Centre for West Africa (CRESMAO) the Regional Maritime Safety Centre for Central Africa (CRESMAC) and development partners including the European Union and implementation partner Expertise France indicated the need to find a way of maintaining the YARIS system even beyond the GOGIN II project The Deputy Head of the European Union Delegation to Côte d’Ivoire expressed the European Union’s willingness to continue working with its partners to support solutions that will enable regional ownership of maritime safety solutions such as YARIS which links more than 160 maritime centres in 19 countries Speaking on behalf of Côte d’Ivoire’s Minister of State Permanent Secretary of the Interministerial Committee for State Action at Sea in Côte d’Ivoire recalled the strategic nature of this transfer of YARIS which constitutes ‘a crucial step in the empowerment of States and the improvement of maritime safety in the Gulf of Guinea’ The Head of the Regional Security Division of the ECOWAS Commission representing Ambassador Abdel-Fatau Musah (PhD) thanked the European Union and Expertise France for their support in the framework of the GOGIN II project and the YARIS platform He also stressed the importance of ensuring the sustainability of this platform and its successful transfer to the beneficiary maritime centres Ministers of Health from African countries with the highest burden of malaria committed today to accelerated action to end deaths from the disease They pledged to sustainably and equitably address the threat of malaria in the African region which accounts for 95% of malaria deaths globally The Ministers further pledged to increase health sector investments to bolster infrastructure personnel and programme implementation; to enhance multi-sectoral collaboration; and to build partnerships for funding they expressed their “unwavering commitment to the accelerated reduction of malaria mortality” and “to hold each other and our countries accountable for the commitments outlined in this declaration.” co-hosted by the World Health Organization (WHO) and the Government of Cameroon civil society organizations and other principal malaria stakeholders The ministerial conference has four key aims: review progress and challenges in achieving the targets of the WHO global malaria strategy; discuss mitigation strategies and funding for malaria; agree on effective strategies and responses for accelerated malaria mortality reduction in Africa; and establish a roadmap for increased political commitment and societal engagement in malaria control “This declaration reflects our shared commitment as nations and partners to protect our people from the devastating consequences of malaria We will work together to ensure that this commitment is translated into action and impact,” said Hon Manaouda Malachie The African region is home to 11 countries that carry approximately 70% of the global burden of malaria: Burkina Faso Progress against malaria has stalled in these high-burden African countries since 2017 due to factors including humanitarian crises low access to and insufficient quality of health services biological threats such as insecticide and drug resistance and global economic crises Fragile health systems and critical gaps in data and surveillance have compounded the challenge Funding for malaria control globally is also inadequate US$ 4.1 billion – just over half of the needed budget – was available for malaria response Globally the number of cases in 2022 was significantly higher than before the COVID-19 pandemic rising to 249 million from 233 million in 2019 the African region saw an increase in cases from 218 million to 233 million The region continues to shoulder the heaviest malaria burden representing 94% of global malaria cases and 95% of global deaths the world has made significant progress against malaria in recent decades and yet that progress has stalled,” said Dr Tedros Adhanom Ghebreyesus “The COVID-19 pandemic and long-standing threats like drug and insecticide resistance pushed us further off-track with critical gaps in funding and access to tools to prevent country ownership and the commitment of a broad coalition of partners we can change this story for families and communities across Africa.” To help accelerate efforts to reduce the malaria burden WHO and the RBM Partnership to End Malaria launched the “High burden to high impact” approach in 2018 a targeted effort to accelerate progress in countries hardest hit by malaria The declaration signed at today’s conference is aligned with the “High burden to high impact” approach which is founded on four pillars: political will to reduce malaria deaths; strategic information to drive impact; better guidance policies and strategies; and a coordinated national malaria response “Malaria continues to cause preventable deaths in children and great devastation to families across our region We welcome today’s ministerial declaration which demonstrates a strong political will to reduce the burden of this deadly disease,” said Dr Matshidiso Moeti “With renewed urgency and commitment we can accelerate progress towards a future free of malaria.” WHO recommends robust commitment to malaria responses at all levels particularly in high-burden countries; greater domestic and international funding; science and data-driven malaria responses; urgent action on the health impacts of climate change; harnessing research and innovation; as well as strong partnerships for coordinated responses WHO is also calling attention to the need to address delays in malaria programme implementation (Business in Cameroon) - The heads of state from the six CEMAC countries are scheduled to meet on December 16 in Yaoundé confirmed by sources within the Ministry of Finance and the Bank of Central African States (BEAC) will focus on the growing economic challenges in the region The gathering is so serious that a session of BEAC’s Monetary Policy Committee set for the same day has been postponed The leaders will particularly discuss the region’s declining foreign exchange reserves which are crucial for funding imports of goods and services These reserves managed collectively and partly (50%) held in the French Treasury’s Operations Account excluding the budgetary support already received BEAC projected that reserves would cover 4.5 months of imports by the end of the year these projections included the budgetary support already received and expected particularly from the International Monetary Fund (IMF) which should further improve the external reserves of CEMAC states The summit is therefore scheduled to address these challenges and find ways to stabilize the region’s economy The Economic Policy Training Program (GPE) of the University of Yaoundé II and the Central African Republic may not receive the expected IMF support unless regional leaders commit to reforms aimed at reducing macroeconomic instability is also expected to attend this crucial summit The decline in CEMAC’s foreign exchange reserves is mainly due to the low repatriation of export earnings by companies in the extractive industries Despite efforts from BEAC to enforce new regulations Official sources reported that only 35% of export earnings in foreign currencies have been repatriated It is also important to point to Gabon’s decision in November 2024 to prepay 50% of a Eurobond totaling CFA180 billion out of a CFA376 billion debt was funded through local borrowing in CFA francs This move reduced the foreign currency reserves managed by CEMAC countries at the French Treasury The Republic of Congo’s debt restructuring plan is also raising concerns Congo plans to reschedule the repayment of CFA2,314 billion in treasury bonds over the next 10 years This operation raises concerns about the risks it could pose to the CEMAC banking sector which holds about 80% of the public securities issued by the states in the community Banks act as Primary Dealers (SVT) on the BEAC securities market and on the unified CEMAC financial market (BVMAC) “If the debt restructuring is not well managed leading to penalties and higher interest rates in the future This could damage Congo’s
