cinema bringing to audiences some of the best artistic and socially relevant films that both question and reflect on the current state of the world which has been added to the festival’s industry strand to connect US and European documentary film professionals and encourage co-productions and cooperation between the two continents Prior to launching its 25th jubilee edition Documentary spoke with longtime Festival Director Marek Hovorka about Jihlava’s impact in the documentary space as well as the festival’s role in supporting the works of documentarians in Europe and beyond This interview has been edited for length and clarity DOCUMENTARY: The Ji.hlava festival is celebrating its 25th anniversary this year Can you speak about the festival’s impact in the documentary space over the past two decades MAREK HOVORKA: I have to say it’s a privilege to witness this huge change in documentary cinema in the past 25 years I am happy that Ji.hlava could be part of this change When I think about the first years—when we had VHS tapes and fax machines—the change has been huge the pioneer of direct cinema and digital cinema and it was really interesting to see how his passion for the digital camera and the possibility of shooting anytime and anywhere was a very provocative idea for most of the filmmakers at the time And there were very intense discussions between Leacock and other filmmakers during the festival. His position was that he wanted to have a camera as a tool for everybody just as a pen is; and that there are no other limits to becoming a Shakespeare We couldn't imagine how quickly this would happen Now it has become natural for us to think and reflect on ourselves through audio-visual traces What has also changed is how films are distributed and how diverse documentary cinema has become this is related to the fact there is no Cannes Film Festival for documentary films there is one place where you want to bring your film but this is not true for documentary; there is a big diversity We [at Ji.hlava] are very much focused on experimental cinema and films that are dealing with the diversity of the material; DOK Leipzig is much more connected to the European industry; CPH:DOX to trends in documentary cinema in terms of new technologies; FIDMarseille crosses the border between documentary and fiction But all these festivals are equal partners creating space for different types of filmmakers Now we can see there is a real infrastructure for documentary films; there are festivals like Jihlava there are human rights festivals and festivals with special programs That is something that has created many new ways documentary makers can distribute their films D: How has Ji.hlava distinguished itself as a documentary film festival and also as one of the key instigators in forming Doc Alliance it has always been important to think about our identity in the international context And this is also the reason we were one of key co-founders of Doc Alliance: we thought that it is important not to compete but to share It is important to create our own identities but respect others as well Part of this innovative mindset—Jihlava has this in its DNA—is also the founding of a VOD portal which was founded the same year as YouTube when nobody was thinking about distributing documentaries online all of us agreed that it made sense to work on this project together because it would help distribute and promote films worldwide and program selections from diverse perspectives and regions It is now the key documentary VOD [platform] not only in Europe but also worldwide other services were created and the community of documentary makers became more flexible with having their films on the internet—European documentary film festivals could easily switch last year from physical to online editions; the documentary community had experiences with it before and was more open to doing it but documentary institutions in general—maybe because they are much younger than fiction film institutions—are more innovative as they need to develop their identity in the film industry and film space D: The primary objective of Doc Alliance and DAFilms is to advance the documentary genre and promote its diversity What steps were you able to take as one of the co-founders of the network to achieve that There were only three film festivals out of these 14 that screened more films [in 2020] than in 2019 If we read these numbers through the perspective of regional balance those regions that [generally] have less visibility because when the festivals screened fewer films the ratio between these regions remained more or less the same We think that these discussions are crucial There is no more East and West; there is one Europe and we need to connect European countries as much as possible to make a step outside of the regions we can see that many festivals are locked in their regional borders the pandemic has influenced it in a way that regions became more important as festivals went online which meant they had different types of audiences [to cater to]: not only audiences that attend screenings in cinemas but also audiences nationwide And bringing films to audiences nationwide means you need films that are close to the viewers And that is something to think about because festivals should not be regional gatekeepers I think this is something DAFilms is doing It brings films from different parts of Europe and of the world and are not limited by the number of cinemas or screenings you can see different types of retrospectives the festival returns to cinemas after the pandemic hiatus Ji.hlava is not giving up the “online potential,” as the festival’s press release says Can you comment on your decision to keep the online part of the festival What does a post-pandemic Jihlava look like MH: We definitely want to develop the hybrid identity of the festival in terms of the distribution of films but also in terms of the industry program Our experience in the 2020 edition showed that there are different audiences out there: there is an audience that wants to attend the festival it is usually a younger audience in our case; most of the visitors are around 25 to 30 years old our visitors travel to Jihlava to attend the festival They want to spend a couple of days in Jihlava to concentrate on cinema because these festivals are for locals who go watch films after work or school That’s why some call it “the Woodstock of Documentary.” But through the pandemic and our online edition cannot travel to the festival but are interested in watching films that we select This is why we decided to split the festival It will play a selection of the festival films and won’t just mirror the festival selection one third of the films that we are screening during the physical event and make them accessible to viewers online but we believe there is a new community that we want to work with We definitely see this online space as a new territory that has the potential to connect filmmakers and their films with different Ji.hlava’s international communication specialist we have had around 40-45,000 viewers at the physical editions and during the online [edition] we had almost 80,000 viewers D: So the online space is not just something you resort to because of the pandemic situation but you see a lot of potential and opportunity there to expand and find new audiences And I guess it can also be beneficial to filmmakers who cannot travel to Europe due to various reasons visa denials or an inability to leave their country of origin to still connect with their audiences and be part of the industry For those filmmakers who cannot attend screenings of their films [in person] For film professionals who cannot attend Ji.hlava industry events we create a digital bridge that will connect them with those who are at the festival We want to be inclusive and work with all filmmakers and other professionals; that’s the spirit of Ji.hlava and the spirit of documentary filmmaking in general—to be inclusive That is also the reason we have decided to keep Ji.hlava Academy our workshop for emerging nonfiction filmmakers will hold it for participants coming from different parts of the world They cannot travel to Jihlava but they can meet in this online space and create films together during the workshop D: What role has Ji.hlava played in nurturing the careers of documentary filmmakers MH: We see our position as something that creates a safe space for debut directors I got a survey that showed a very depressing number: up to 70 percent of European directors do not pursue filmmaking after their debut film This is something we really should work with We never know what their second or third films will be We really want to create a safe space for these kinds of filmmakers and support them in their vision In this year’s main competition Opus Bonum [for documentaries from all around the world] half of the films are debuts and one third are directors’ second films [Our mission has also been reflected] in the changes we have made in the competition sections and award categories to not only award films but draw attention to film professionals sound designers are nominated for national film awards or they receive recognition at fiction film festivals this is not the case in the documentary world So we decided to create one competition out of three and award film professionals for best cinematography And it is one of Jihlava's missions this year to support these film professionals you are introducing a new initiative: putting a spotlight on US documentaries Could you elaborate on the initiative and its goals MH: We have been thinking about the initiative for a couple of years I am happy that it is happening this year for the first time because I really feel the European and US documentary communities are disconnected We could see it in the number of admissions but also in the quality of projects that were submitted to the program There is a huge potential for cooperation between US and European directors There are documentary films coming from the US that are made for the US market and these films are also usually distributed internationally there are also many films that are more fragile; they don't have a space to be linked to We want to create a working platform to bring film professionals together And I really see a huge potential in it because I think it is very tough for US filmmakers to create something that is not Why did you decide to mark the occasion with the Jihlava Manifesto (read the news) Marek Hovorka: We live in peculiarly tame times Can you imagine filmmakers bringing the Cannes Film Festival to an end prematurely Or mapping out cutting manifestos against previous filmmaking generations and that they are important for self-determination That’s why we chose the “Jihlava Manifesto” label Documentary films still have one foot in television and can make the most of its good will whether it is accommodating towards filmmakers or not That’s why we chose the film essay as being key to the selection as it is a category that is difficult from the auteur’s point of view imposing demands on viewers and co-producers We want to show how exceptional films come together in this collection and how diverse film essays can be Have you been working on any other changes for the upcoming edition we have tweaked the open part of the industry programme in order to consider film professionals as personalities devoted to film we are focusing on questions pertaining to the development of documentary film and how film crews work – how do they influence each other The main theme this year is also a futurological poll asking whether in 20 years’ time The questions and answers will be published in a special issue of our publication Khavn De La Cruz and Luciano Barisone have contributed to We are readying big changes for the 21st edition as well looking at all the details and pondering what to retain and what to change Jihlava also showcases less traditional documentary formats and the incorporation of interactive narration in the form of video games is also progressive and ties in with prevailing trends we will also offer video games that include documentary or educational aspects to our visitors this year Similarly to the world of video games today cinema was also considered as entertainment at the beginning We are convinced that the world of video games will soon enable the creation of artistic and distinctive worlds similar to those that Michelangelo Antonioni or Federico Fellini brought to the cinema Besides the festival itself, the Jihlava IDFF also runs educational and industry activities throughout the year. The project needs to be an international co-production and have at least half of the total budget secured. The main production house needs to be registered in one of the 29 countries listed here the scheme is available to projects from Belarus and Russia as long as they are not supported by the state institutions of their respective countries “A share of the future profit will be assigned to Ji.hlava/JB Films and will subsequently be allocated in full to film projects selected in later calls The aim is to create a tool that will enable repeated support for new films in the region,” the press release continues The 28th Ji.hlava IDFF will unspool from 25 October-3 November 2024 extending the duration of the event from six to ten days Crossing Europe 2025 a group of exhibitions entitled Through the Landscape of Communities opened at the  Regional Gallery in Jihlava It includes the following exhibitions: Outside the gallery! a project taking place as part of the Landscape Festival in Jihlava; NOTGALERIE an original  artistic and curating project by the Austrian artist Reinhold Zisser which presents his work with a community of artists on the border of artistic and curatorial practice; Make friends an exhibition presenting work with artistic communities in a regional context; a sound map of the Jihlava river by the Portuguese artist Rodrigo Paglieri; and an intervention in the gallery space by the internationally acclaimed artist Jiří Příhoda which is refering to his early works in the region Through the Landscape of Communities exhibition block  brings joint exhibitions in the entire gallery building in Komenského street visitors can look forward to exhibition dedicated to art in public space Outside the gallery thematically and personally linked to the Landscape Festival which will be held in public space in collaboration with the city Jihlava The exhibition indicates the possibilities of working with public space and how it has been worked with over the last 30 years The theme of the upper named exhibition  is followed by other exhibition projects that look at the topic of art in public space more broadly from the perspective of communities that are active in public space in one way or another: Reinhold Zisser presents the way in which a group of artists that he has gathered around the Viennese project Notgalerie Dreamestate think about art in public space and will also offer a way to think about curating as a natural part of one’s own artistic practice not art project focus thematically on community topic and as an project is mapping the community-oriented activities of artists from the Highlands although they often studied classically oriented  art disciplines after returning to the Highlands they felt the need to engage in the creation and support of (artistic) community in the local area In addition to cataloguing these activities the exhibition will thus attempt to answer the questions of where artistic practice begins and where curatorial or community practice begins and whether there is a need to separate them it will try to create a platform for discussion on the topic The last of the exhibitions of Through the Landscape of Communities block is a project by Portuguese artist of Chilean origin Rodrigo Paglieri at the IGLOO sound gallery named Landscape – radio map of Jihlava Paglieri will create a sound map of the Jihlava river based on his wanderings around the river The imaginary icing on the cake is the participation of Jiří Příhoda who has prepared an architecturally conceived intervention in the covered Renaissance courtyard of the gallery looking back at a convolution of performances and interventions covered by the theme of the Roštejn Sculpture Park from the early days of his work Origins of Jiří Příhoda are connected to the region but today he is one of the most successful international artists His participation thus completes an imaginary circle of reflection on art in public space within the Highlands Oct 29 (ČTK) - The 26th Ji.hlava IDFF has announced its winners The festival presented awards on Saturday night The award for the most notable international documentary film as well as best cinematography went to "07:15 – Blackbird" by French director and producer Judith Auffray and the best Czech documentary is "Kapr Code" by Lucie Králová Jurors of the "Testimonies" section also gave a nod to "Into the Weeds: Dewayne 'Lee' Johnson vs Monsanto Company" by Canadian director Jennifer Baichwal The award for original approach went to Spanish director Javier Codesal for his film "Greater Gospel." The Contribution to World Cinema award was given to director Dušan Hanák Králová's film succeeded among 21 films in the "Czech Joy" category and the French film in the "Opus Bonum" category in which 16 documentaries from all over the world competed the festival award was created by Czech-Argentinian artist Federico Diaz who rendered 3D sculpture by materializing sound recordings a significant name in the Czechoslovak New Film Wave genre of the 1960s received the award for his lifelong contribution to world cinematography calling for people to really listen to it and ponder the magic hidden in this simple sound The awarded film is part of a research project she intends to continue She said the award will offer great support for her future path "Kapr Code" is dedicated to Czech music composer Jan Kapr (1914–1988) The film utilizes his compositions as well as amateur film shots The film has been in production for five years adding that she hoped she would manage to release it in cinemas Králová was awarded at the festival twice in the past: in 2003 for her "Ill-fated Child," and two years later for her film "Sold." offered 376 films in ten non-competition sections and seven competition ones viewers could vote for their favorite film This year Jana Poctova's "Happily Ever After" took home the viewer's choice After the festival ends, organizers said that 140 of its documentaries will be available to stream online until Nov. 13. Cineuropa sat down with Maria Kourkouta and Niki Giannari which won the Best World Documentary Award at Jihlava this year in order to encourage and help these people during their long wait.. Niki Giannari: When you are faced with the violent nature of borders you realise that their symbolic dimension serves a very realistic purpose: in front of the border What brought us to Idomeni was the feeling that we were all living as if we were prisoners like a people forced out by the barriers imposed on us as well as those that we impose on ourselves MK: In a place where the only thing you see are thousands of people waiting in lines for 24 hours a day there was nothing to do but record the wait itself We are aware that this part of the film might be difficult for the viewer All of these details are images that tell thousands of little stories about the people and populations of today be it in Idomeni or in other corners of the world The black-and-white shoot with the 16 mm Bolex camera was a completely different experience Their relationship with the camera was both more direct and more intimate a far cry from any kind of journalistic rapport How did you decide on this bold approach and the triptych form MK: The general structure of the film does take the form of a triptych – perhaps because we wanted to avoid a linear narrative that would have been deceptive There was no perceivable progress in events: people were not achieving their goal of crossing the border which actually they have still not managed to do the film's editing was guided by our own experience of time and space in this monotonous We wanted to convey this feeling of enclosure and lack of progress by using long shots filmed on a tripod as well as through the fades to black scattered throughout the film but not necessarily denoting any noticeable development We tried to create long loops intercut with the passing of the train the only thing that would cross the border where reality is reversed: the refugees block the train tracks and now it's the train that cannot get past and the refugees begin to raise their voices and demonstrate their opinions collectively section of the film has a dialectic relationship with the two parts that were filmed digitally It’s a juxtaposition of two different visions of the same reality: one very open-ended for the viewer in terms of meaning in which we adopt a necessary and urgent position with regard to this situation It is also a dialectic between video and film which speaks of cinema itself and raises the burning question of the fate of celluloid in today's film production How did you strike a balance between the political and the humanistic NG: Our perspective doesn't stem from humanitarian sentiments or ideals We don't feel compassion or pity for the refugees which is the reason for the absence of interviews about personal stories and dramas in the film We do not consider the migrants to be victims..
