German municipal utility Westfalen Weser is looking to develop a 120 MW/280 MWh battery storage facility at the site of a former nuclear power plant in the German state of North Rhine-Westphalia
While announcements of battery energy storage projects developed at former coal plants are not unheard of
developing big batteries at former nuclear power plant sites has been uncommon
with its last nuclear reactors shut down in April 2023
Germany is now taking the lead on this new type of development
Municipal energy supplier Westfalen Weser has announced plans to develop a 120 MW/280 MWh battery energy storage system at a former nuclear power plant site in Würgassen
the town of Beverungen has handed over the land to Westfalen Weser
The 1,912 MW Würgassen nuclear power plant was operated by PreussenElektra
after which all fuel elements were removed
Just like decommissioned coal power plants
retired nuclear reactors are attractive locations for the development of grid-scale battery energy storage systems
They offer the opportunity to reuse existing infrastructure and grid interconnection rights
saying that the retired Würgassen plant is particularly suitable for a battery storage facility because it has the needed infrastructure in place
including a transformer station and corresponding lines
The facility is scheduled for completion in the second half of 2026
with investments totaling around €92 million ($99.6 million)
“We are investing in energy storage to ensure a secure and efficient power supply as the generation of renewable energies continues to increase,” said Jürgen Noch
Westfalen Weser sees other potential applications for energy storage in the future
These include the direct connection of local renewable energy generators such as wind power and PV systems
as well as the on-site consumption of stored energy
larger consumers could be supplied with CO2-neutral energy from a locally independent grid
Westfalen Weser expects battery energy storage capacity in the Ostwestfalen-Lippe region to increase more than 12-fold to around 1 GWh
as the country continues to grow its battery fleet
Recent analysis from the Fraunhofer Institute for Solar Energy shows that the installed base of battery storage nearly doubled last year
up from 4.4 GW/6.5 GWh of cumulative installs by the end of 2022 to 7.6 GW/11.2 GWh by the end of 2023
The institute said that storage requirements in Germany will rise to more than 130 GWh by 2030
Another large-scale battery is also planned on a former nuclear power plant site in the German state of Schleswig-Holstein. PreussenElektra and its parent company, E.ON, are looking to eventually develop an 800 MW/1,600 MWh storage facility
which would make it Europe’s largest battery energy storage facility
PreussenElektra is currently still waiting to secure a permit to decommission and dismantle the Brokdorf nuclear plant

A US-style controversy over freedom of speech on campus has gripped Germany after a philosophy professor invited two far-right speakers to give talks as part of a seminar series
Marc Jongen, an MP and culture spokesman for the far-right Alternative for Germany (AfD) party, was set to speak at the University of Siegen on 20 December
Mr Jongen has alarmed some by railing against what he claims is a “filthy” German cultural sphere, part of a broader effort by the AfD to push back against what it sees as left-wing dominance in areas such as theatre
a former Social Democrat politician who has turned to writing best-selling books about the threat to Germany from Muslim immigration
The invitations have blown up into a national controversy, playing out across both conservative and left-wing media after Siegen imposed restrictions on the funds that could be used to pay for their visit. The university said that to do otherwise would send the “wrong signal” – although it stressed that it would not stop the talks going ahead

The row signals that German universities are now also caught up in the disputes over free speech that have vexed US and UK institutions
where controversial speakers are invited to campus
triggering protests that lead to counterclaims of censorship
a lecturer in media studies at Siegen and part of a group of academics calling for the pair to be uninvited
said that although some have argued that the best course would be simply to ignore the speakers
“we’re getting into the territory where we need to put up a fight”
Some on the German right were importing arguments about free speech in universities from the US
Supporters of the invitations were drawing on the “largely US-based discourse around unlimited free speech associated with the first amendment
where there are restrictions on freedom of speech related to the Nazi period in particular
the philosophy professor who issued the invitations
argued that there was a pattern in Germany of right-wing but not left-wing speakers being restricted from appearing on campus
Professor Schönecker, who helped to launch the issue to national attention by penning a newspaper criticism of his university’s approach in November
said he was “aware” that there “would be trouble” following the invitations
and also acknowledged that it could play into the “victim narrative” of some right-wingers in Germany
he also said he had received a barrage of accusations that he himself holds far-right views
I have nothing to do with these people [the far right]
His postdoctoral and PhD candidates have even written an open letter rejecting claims that he sympathises with the AfD or right-wing populists
Although clashes over freedom of speech in German universities have not been as intense as in the UK or the US
the issue has been “building for a while” and this latest incident has inflamed the situation significantly

But like so many creative hubs before it, Stokes Croft is becoming a victim of its own trendiness. Now, one of the area’s most central hot spots – Hamilton House – is at risk of being redeveloped. In our research on developments in Stokes Croft
rejuvenation and gentrification up to the current moment
It’s hard to imagine Stokes Croft without the hustle and bustle that surrounds Hamilton House. The building has thousands of visitors every day. It is home to The Canteen
restaurant and music venue which also trains disadvantaged people in the hospitality sector
It also hosts the Bristol Bike Project, providing bikes and services to underprivileged groups; the Misfits Theatre Company, a theatre and social group led by people with learning disabilities; and many other groups and projects providing everything from co-working spaces to event management
The success story started in 2008 when the owners of the building
invited a group of local people to come up with a plan for the community to make use of a derelict building in the centre of the high street
Stokes Croft was notably downtrodden; a place replete with pawnshops and massage parlours
Many people avoided walking through it at night
These people went on to form the community interest company Coexist. Their idea was simple: create the “operating system”, a community interest company
projects and various organisations under market rates
necessary renovations and marketing were done by the free work of Coexist volunteers
keen to turn their neighbourhood into a more attractive place
Coexist reckons that Hamilton House brings in an annual revenue of around £21m, and is responsible for around 1,260 jobs in the local area
events and exhibitions worth around £100,000 annually to the community
Hamilton House has also contributed to rising real estate values in the surrounding area
the owners of Hamilton House are seemingly tempted to cash in
C&C notified the council of their intent to dispose of the building
so that the community asset lock on the property would be removed
While Coexist has, up until now, always said that C&C have been “sponsors, instigators and landlords” providing essential support for the Hamilton House project, C&C have also benefited greatly from the hard work of the local community. The financial statements for C&C reveal that when Hamilton House was valuated in September 2016
the value of the property had increased by a whopping £3.44m
fears about Hamilton House’s future run high
C&C have served Coexist with a notice to vacate the building by August 11
An offer of a six-month recurring lease (with some caveats regarding the middle and back part of the building
which C&C want to develop) is on the table
but it means that Coexist and most of the tenants now lack the security to plan ahead
A spokesperson for C&C said:
Connolly & Callaghan has supported and assisted Coexist for nearly a decade in its work in creating community
Coexist was brought into being in 2008 because Connolly & Callaghan wanted to create an experimental centre of excellence in sustainable community at Hamilton House
which we have owned since 2004 … Going forward
our intention is to maintain a flexible approach towards the future of Hamilton House
We hope to see Coexist continue its work in community building
and to also see Coexist build its own long-term social
Coexist and their tenants have made Stokes Croft into a more attractive area with their cultural labour
practices and people have worked to achieve social goods for the whole community
the people who lifted up their local communities could be deprived of the fruits of their labour
Of course, this resilient community is already exploring possible solutions. Coexist and the People’s Republic of Stokes Croft are proposing to use Bristol’s community land trust
This would allow the property to be owned communally
protecting this important infrastructure from market interventions
to limit the power of real estate owners and to acknowledge those who regenerated the area
Gentrification is often understood as inevitable
It’s time for councils and governments of all colours to recognise the twisted logic of gentrification – which leaves strong and resilient communities at the mercy of private developers – and put an end to it
