As Missouri schools begin preparing for another year of student transfers
the woman who brought the case all the way to the state Supreme Court is at the brink of bankruptcy and wondering where her daughters will get their education this fall
Gina Breitenfeld is being sued by the Clayton School District for more than $24,000 in unpaid tuition
She says that the financial toll of the case
plus unpleasant comments about the transfers made within earshot of her daughters
prompted her to pull them out of the Clayton schools toward the end of the just completed school year
She also had to give up the Clayton apartment she had rented to establish residency so that Elle
could continue in the district where they had attended class for several years as the transfer case wound its way through the courts
Breitenfeld said in an interview Wednesday
she is proud of what the case has brought and doesn’t regret anything that her family has gone through
and in the beginning I had no idea it would take this long to come to a conclusion or solve the education problem
I feel good about what we’ve accomplished as far as winning in the Missouri Supreme Court
I can’t take advantage of that decision right now with my children.”

But by the time the case reached the Missouri Supreme Court for the second time, Turner’s sons had graduated and gone off to college. So the unanimous opinion that was issued on June 11
upholding the law and setting the transfer scramble in motion
was handed down in what had become the Breitenfeld case
which prompted both Turner and Breitenfeld to seek to take advantage of the transfer law
the city schools had regained provisional accreditation
meaning the law no longer applied to students living in the city
Breitenfeld said that her daughters had begun attending Clayton schools when Savannah was in kindergarten and Elle was in second grade
She is in legal talks to settle the debt for tuition for her daughters for the portion of the 2012-13 school year when the law no longer applied to them
she and her children leased an apartment at Clayton on the Park for $1,950 a month to establish residency in the district
plus the mortgage on the family’s home in St
Louis Hills – what Breitenfeld said totaled more than $5,000 a month – became too much
and she’s in the process of completing a bankruptcy filing
“We just couldn’t do it,” she said of the financial load
she took Savannah and Elle out of the Clayton schools toward the end of the year and home-schooled them
She is still trying to figure out where they will be learning when the new school year begins
Breitenfeld also talked of the burden on her divided family while her daughters went to school in Clayton
so he had to keep living there while she and her daughters moved to the apartment
“being in Clayton with the kids without my husband
He would come in for dinner once in a while during the week
He would help with the girls’ homework and things of that nature
and it was just really hard on our family being apart.”
Elle and Savannah have not experienced any adverse reaction about their family’s role in the transfer case
But once details became public about the efforts by Clayton to obtain back tuition payments
“then there were a couple of comments made to the children or within their hearing distance
my husband and I decided we don’t want to subject them to any negativity
so let’s just take them out of the school.”
Has the case had any lasting effect on her daughters
“It’s hard to determine how much a child is affected,” Breitenfeld said
“I would say that once in a while they would make a comment that they didn’t want to go to school
“It definitely affected my husband and me because we didn’t want them subjected to any negative comments or in any way be the cause of a problem
as the legal and educational uncertainty surrounding the transfers continues
Breitenfeld insists that the lengthy journey has been worth it
for her family and for others who have been able to take advantage of the option to attend an accredited school
“We knew all along that the city schools were not where we wanted our children,” she said
“Once we were educated and learned what we could do to change things
We paid high taxes in the city on our home
We had no options for our children as far as a good education
without going to a private or parochial school and paying that tuition
let’s get them into a good school system where they can get the education that they deserve….
“I definitely have not stepped into anything reluctantly
I have from the very beginning felt very strongly about what we are doing
Jane’s children graduated and had to pay tuition through graduation day and were not able to take advantage of the things she fought for

“It was one of the coldest rides I ever experienced in my life,” he said

and to try to reach out to those who need to hear about the real risks of driving drunk from someone who has borne the burden of another man’s decision to drink and drive
has written a book about his experience: “The Dangers of Drinking and Driving: The Jason Breitenfeld Story,” that he will self-publish in coming months

Louis mother whose lawsuit triggered the mass exodus of children from two failing districts is now fighting a different court battle that could draw St
Louis Public Schools into the school transfer saga
In June, Gina Breitenfeld prevailed in a landmark Missouri Supreme Court case that affirmed the right of children like hers to attend schools in higher-performing districts at no cost to their parents
more than 2,000 students in the unaccredited school districts of Normandy and Riverview Gardens have transferred
Now Breitenfeld and her attorney argue the law should also apply to students in provisionally accredited school districts such as St
“It’s something the Supreme Court should consider,” said her attorney
Breitenfeld’s dispute focuses on unpaid tuition payments for her two children
Louis but attended Clayton schools for four years
Clayton officials are trying to collect about $102,000 in Breitenfeld’s unpaid tuition from the St
Louis district for three of the years when city schools were unaccredited
They’re also trying to collect $24,000 in tuition from Breitenfeld herself for part of 2012-13
Louis schools’ accreditation status was bumped up to provisional
Louis Public Schools are getting out their checkbooks
their attorneys are scheduled to fight Clayton’s collection attempts before St
Louis County Judge David Lee Vincent III on May 27
Both are raising questions related to the law
such as how receiving districts calculate tuition
and whether “provisional accreditation” is the legal equivalent of “accredited” in the state’s school rating system
Attorneys for city schools accuse the Clayton district of charging “inflated amounts of tuition far above the amounts it contracted to receive from Gina Breitenfeld.” They also argue the St
Louis district is not responsible for tuition because the Breitenfeld children did not enroll in Clayton schools under the transfer statute
Kistner argues that she shouldn’t be billed for any tuition because city schools are not fully accredited — and the law doesn’t implicitly give relief to districts with provisional accreditation status
The law states that any district that “does not maintain an accredited school” must pay the tuition and transportation costs of resident children who wish to transfer
a footnote says the school transfer law became inapplicable to St
Louis Public Schools the date it gained provisional accreditation
Clayton officials say this reference couldn’t be more clear
“I’m not sure what higher authority of state law you can get than the Missouri Supreme Court,” said Chris Tennill
The dispute over unpaid tuition is a continuation of the six-year court fight that began as Turner vs

the high court sent one part of it back to St

Louis Public Schools would be billed for back tuition payments for the two Breitenfeld children
Tennill indicated district officials gave no consideration to walking away from the unpaid bills
“We’ve always held all along we would come back and clean up the tuition issues with St
Louis Public Schools and the clients that were left in the case,” he said

But data suggest families in districts like Normandy who have opted for transfers likely have more resources than those who did not

That's what more than 1,000 Fort Bragg soldiers learned recently as they jumped under the direction of German soldiers
Operation Federal Eagle is an annual exercise that builds partnerships and promotes friendships between the German army's airborne forces and Fort Bragg
the airborne exercise is an opportunity for local paratroopers to earn coveted foreign jump wings
But it's also helping the 82nd Airborne Division achieve its goal of bridging the gaps between friendly paratroopers around the globe
Federal Eagle is one of more than 30 international exercises
visits or exchanges conducted in the past 12 months
according to a spokesman for the 82nd Airborne
including the weeks-long training with British forces earlier this year
the foreign engagements have involved at least seven allies
They are building toward a huge airborne operation to be led by Fort Bragg forces in Germany later this year
approximately 1,200 paratroopers got a taste of Germany over the course of the two-day exercise
Federal Eagle would take place in German C-160s
The 82nd Combat Aviation Brigade ferried dozens of soldiers over the drop zone
letting the paratroopers loose one at a time

German jumpmasters shouted commands that would have been familiar were it not for the language

It is important to emphasize that the present study focused on relevant but not all inflammation-related mediators and molecular events
hence not disclosing the existence of others being affected by TW exposure
The results herein presented intended to scientifically justify the anti-inflammatory effect attributable to Portuguese TW without scrutinize the associated mechanisms
a deeper investigation about the molecular and cellular pathways associated to TW anti-inflammatory properties
using other cell lines and more physiologic cellular models (e.g
based on a methodology specifically designed to the study of a particular disease
one cannot exclude other factors contributing to TW effects
our results greatly contributed to the scientific validation of the anti-inflammatory properties of Portuguese TW

low glucose with pyruvate and L-Glutamine)
supplemented with 10% (v/v) of non-inactivated FBS
100 U/ml penicillin and 100 μg/ml streptomycin
D-Glucose (up to the final concentration of 4.5 g/L) and sodium bicarbonate (1.5 g/L)
at 37 °C in a humidified atmosphere of 95% air and 5% CO2
the cells were passaged using a cell scrapper to detach the cells
which were further subcultured in fresh culture media according to ATCC recommendations

culture medium was prepared using TW instead of ultrapure water (control)
After the culture medium components were dissolved
the medium was filtered with a sterile 0.2 μm membrane
TW-containing media was prepared from a newly opened flask each time needed
cell duplicates were plated in a density of 2.50 × 105 cells/mL
in a 96-well plate with a final volume of 0.2 mL/well
50 µM of resazurin solution (in sterile PBS) was added to each well for 4 h
Absorbance was read at 570 and 620 nm with a Synergy HT multi‐mode microplate reader (BioTek
Metabolically active cells reduce resazurin (a non-fluorescent blue dye) into resorufin (pink colored and fluorescent form) and
their number correlates with the magnitude of dye reduction

LOUIS — The city trash commissioner on Wednesday told aldermen the budget they are considering won’t pay for enough truck drivers to pick up all the trash
Refuse Commissioner Randy Breitenfeld said in budget hearings that next year’s spending plan includes nine fewer trash truck drivers than the city needs
“I would not be able to cover all my routes,” Breitenfeld said
The statement set off alarms among aldermen. Trash pickup is one of the city’s bread-and-butter functions, and aldermen have been getting an earful from constituents in the last few years as a short-staffed refuse department has struggled to maintain consistent service
“That is a pretty big omission,” said Spencer
who as a member of the city's Estimate Board gave the city's entire $1.3 billion budget initial approval last month
said in an interview that the part Breitenfeld objects to should probably change
“We should be aspiring to have the workforce to pick up every single route every single day,” she said
said in an emailed statement that it is important to her that the refuse department has sufficient staff
and that she will support budget requests for sufficient staff
who also gave initial approval to the budget
said he talked to Streets Department Director Betherny Williams on Wednesday
assured him that the new budget would have enough drivers to cover all of the routes
even if it would be a little tight: The division will have to continue picking up seven days per week instead of the traditional four
Breitenfeld described things differently in Wednesday’s committee hearing
has been working at full-tilt since the pandemic
when staffing got squeezed by a hiring freeze and people leaving for better-paying jobs in the private sector
seven-day schedule since at least the summer of 2022
when they restarted recycling pickup and the system collapsed
Breitenfeld acknowledged that vacancies remain — there are 52 positions filled out of 66 budgeted for the current year — and said that’s probably why some of the positions were cut
The city is trying to be conservative heading into the next fiscal year: Officials are concerned about losing $26 million in income taxes amid challenges from the state and various lawsuits
The city doesn’t pay as much as private trash haulers
Some applicants can’t pass federally mandated drug tests or don’t show up to interviews
But he said he had hoped this would be the year he got the division back to some semblance of normalcy
The city has raised salaries for its trash truck drivers
and some of those who left have started coming back
He said he’d need more than just the 57 positions in the proposed budget for next year
and an average of 10 people out each day for medical leave
“I have to have some fluff in there,” he said
Aldermen will be reviewing the budgets of all city departments over the next few weeks
and they can propose additions to the Estimate Board
