When the accomplished venture capitalists and close friends David Citron and Alan Buch met near the Gaza border mere days after the October 7
they weren’t exactly thinking about business opportunities
But their experience in helping the country in the immediate aftermath of the deadly attack eventually resulted in an unusually meaningful Israeli-oriented investment fund
Citron and Buch recently announced the launch of To Be Determined Venture Capital (TBD VC) a $35 million fund focused on leading pre-seed investments and participating in seed rounds of startups founded by Israeli entrepreneurs
TBD is focusing on cybersecurity
with plans to support 20 startups with initial investments of approximately $1 million
It is backed by a mix of institutional investors from Israel and the United States
The fund will be dedicating a portion of its profits to an organization that helps discharged Israeli soldiers build careers in tech
“We decided to focus on making the tech world more accessible to combat veterans
most weren’t connected to tech,” said Citron
Founders said they chose the name “To Be Determined” because it captures the spirit of early-stage investing
TBD also runs a Venture Partner program with global organizations like Epic Games
helping shape product strategy and go-to-market execution
Citron was called up for reserve duty inside Gaza immediately after the Hamas attacks
New York-based and Brazil-born Buch flew to Israel shortly after the start of the war
The two men have been friends for nearly a decade after meeting in New York at a social gathering in 2016
I couldn’t just sit in Brooklyn doing nothing
I got on a plane to Israel and traveled across the country to find ways I could help
The two ran into each other at the Zikim crossing right on the border with the Gaza Strip

“I told him I wanted to increase my involvement in Israel
and we began talking about how we could join forces

Citron revealed that his friendship with Buch was strengthened during their chance encounter at the Gaza border amid war
“We started hanging out together more when Alan was traveling back and forth from New York to Israel
and I was in between reserve duty rounds,” Citron said
“We began talking about how we could join forces as Alan wanted to do more in Israel
not just from a philanthropic perspective but also from a business perspective.”

“She’s very lively,” says the Danish composer from her Copenhagen apartment
and that’s an understatement: The dog’s excited pants and squeaks are a constant soundtrack just off-camera
It feels appropriate when talking to an artist whose music is such a riot of life
In ML Buch’s world, flowers aren’t rooted to the earth—they slide by on the wind. Flesh rags, baskets of muscle, all fellow travelers through the world’s most welcoming Bosch painting, a singularity between flesh and nature rendered in seven-string and virtual guitars that Buch once said she wanted to feel as if the sun was glinting off of them. About a year ago, Buch released her second album Suntub
which came out to modest acclaim that spread like wildfire once people realized just how good this thing is
There are images in my head that I’m grateful to Suntub for putting there because I never would have conceptualized them otherwise
And that’s not even to mention the riffs and fills and one-off melodic phrases that seem to mean as much as the lyrics
It’s easy to sound like a crazed evangelist describing what the music feels like
I’ve heard Suntub probably a dozen times by now and still struggle to describe what it actually sounds like
My friend described it as “Joni Mitchell meets Boards of Canada,” which is about as good as I’ve heard from anyone and still fails to do justice to how it sounds at once familiar and like nothing else on earth
Her voice is flat and affectless but somehow charged with humor and mischief
a whiff of the Internet Age beauty that draws people to vaporwave
but (unlike on her more explicitly “online” debut Skinned from 2020) holds no irony
no desire to use these virtual signifiers to make any philosophical point
The aim is—what is the aim? 48 Hills caught up with Buch to find out, in advance of her first-ever San Francisco show at Grey Area, 8pm on Fri/13

What did you feel hearing that album in your youth
ML BUCH Some friends were playing it while we were just hanging out in someone’s room in the suburbs
All the songs get exaggerated by horns and percussion
and I guess the chorus on the guitars was speaking to me
It was not the coolest thing when I went to the conservatory
48 HILLS Chorused guitars are very crucial to the sound of Suntub
and one of the things I love about the album is that sometimes the singing expresses the meaning
but there are so many little phrases that are happening on guitar
and I feel like a lot of the time I get as much meaning out of those
What meaning do you find in these instrumental phrases
I hear these different parts coming in and they have a conversation
and it’s very much part of creating a landscape
I’ve tried a couple of times to play my music in a rock band configuration
That’s challenging when you think about playing live
but when you’re producing and writing music
48 HILLS Do you find playing with Rebecca Molina frees you to express your vision more easily live
[Molina put out an excellent solo album this year
which features ML Buch on the closing track “Organs.”]
48 HILLS You were working on Suntub for five years before it came out
Were you working on it at the same time as Skinned
when you already have a feeling of what the next thing is gonna be
Maybe an empty void is nice after making a record
I just think it’s nice to have new aspirations or new ideas and just slowly starting to try them out
And I knew that I wanted to play more guitar
The first song I wrote for Suntub was “Working It Out,” and I was finishing Skinned then
48 HILLS It’s the first song you wrote for the record
How much time did you spend sequencing Suntub
ML BUCH I did that together with my friend Agnete [Hannibal]
The sequencing can be pretty difficult when you make the music
It’s really nice to get someone who you trust to help you out
when you share the same aesthetics and overall ideas about music
48 HILLS The sequencing feels counterintuitive in a way: Two of the first five songs are instrumentals
It makes me feel like I still don’t know what will happen next
even after hearing the album so many times
ML BUCH I guess it’s about working with expectations
Something resolving and something challenging
but we tried to feel free to do whatever we wanted with the material and not be too conventional about it
48 HILLS Did you cut down from a larger mass of music
or did you know those were the tracks you wanted for the album
ML BUCH There were five or 10 more sketches that I might use at some point or not
maybe they’re just meant to stay in the drawer
It’s really nice to speak to someone who’s like
48 HILLS You also contributed to a solo piano compilation, piano1 (out 11/22 on Section 1)
Tell me about your relationship with the piano
ML BUCH I’ve always played keyboards
but I’ve never been that drawn to the piano
so I thought it was kind of a great challenge to see how I can approach this instrument
and the voice is elastic and flexible as well
it doesn’t sound that great when you drum it
I put 50-something earplugs between the strings to see how it would dampen the strings or make some corrupted sounds
maybe I could just layer many different pianos on top of each other
So I recorded a very expensive grand piano
and then I went to this rehearsal space where a lot of piano casualties are placed
and I recorded five different equally badly-tuned pianos
I thought it was fun to go a bit against the very clean-sounding instrument
48 HILLS I wanted to ask you about the vocabulary of this album
You use so many words like “yarrows” that I’ve never heard anyone else in a pop song use
Where does the language of Suntub come from
I was living in the countryside making most of Suntub
and I drove around listening to music a lot
and I was learning the names of different plants
There were a lot of yarrows everywhere in the countryside
I think I learned 50 or 100 names of plants and birds
it’s just right there on the side of the road
and the song [“High Speed Calm Air Tonight”] is maybe about driving towards the sun or being suspended in air or something like that

It’s 15 minutes of material from the Suntub sessions—take it or leave it
Attempts to classify Buch’s sound tend to unspool into messy lists like these
none of which do justice to the uniquely uncanny quality she brings to her music
The two recordings that stand most easily alongside the original material on Suntub are the two that feature percussion. Cymbals and tom splashes turn “Suncrumb trail, Staging” into a snowglobe. The only one with drums throughout is “Moving light, Change,” the longest and best of the six tracks, whose slow and almost imperceptible build brings to mind ambient techno and whose wind-tunnel percussion echoes the eerie puffs of air on Suntub’s “High Speed Calm Air Tonight.”

Every artist has a set of recurring tropes
and for ML Buch it’s a few very specific images: a body falling apart then coming back together again; light bouncing from a reflective surface (particularly glints of sun on the sea)
“It’s nice to have these eternally
some elements or props or fragments that keep being relevant to me,” she told me recently at a Cuban café in Los Angeles
though she has “no interest in understanding” why she keeps gravitating towards them
It’s been 10 months since she released Suntub
and she has no interest in understanding that either
“I was singing about the ‘film of sky’
Suntub is really too monumental for articulation or understanding
I become increasingly certain that Suntub will be looked upon as one of the great works of the mid-2020s
It’s a suite of cyberpastoral music that ticks to its own metronome
and takes us out of the timescale of daily life
Few albums in recent memory have given its listeners vistas so immense
or allowed us to experience an entire universe as directly as a single second
you actually feel your senses re-tuning and enlarging
I can no longer look at roadkill or swarms of mosquitoes or the sun on the sea the same way

While its reception was relatively quiet upon its release in September of last year
Suntub gradually became something of a phenomenon among Discog and Boomkat crowds
who quickly sold out the vinyl when Buch released it to order in March
It received all the accolades I’m supposed to point out here: numerous mentions on year-end lists
a laudatory Pitchfork review that at least read like a Best New Music
Suntub also allowed Buch to not only tour the States for the first time
but to sell out shows across both coasts as well as Canada
At a time when mid-tier acts are struggling to even tour nationally
it’s heartening to see a somewhat niche artist from Copenhagen drawing audiences so easily — and audiences not only on their best behavior but entirely rapt
I was due to meet Buch for lunch in Los Angeles two hours before her final soundcheck of the tour
She’s a cool and withdrawn presence online
clearly disinterested in revealing anything about herself beyond her music; I had no idea what to expect
wearing an oversized painter’s shirt and loose-fitting
she sprang; the bag full of clothes she carried darted and swang alongside her
She introduced herself as “ML,” hugging me while maintaining a personable distance
like a boss who signs a birthday card with their signature and a smiley face
While everyone else tuned out the sound of the homeless person on the street
They narrowed as a Tesla Cybertruck drove by
and simply said “no,” then went back to eating her Cubano sandwich with a knife and fork
half exhausted from playing eight shows in almost as many days and cities
so it’s quite extreme but it’s also really nice,” she said
“now I have to get home to my Copenhagen suburb and walk my dog and write more music.” A smile spread on her face
That smile appeared several times when she performed later that night
absolutely zero difference between the person I had lunch with and the person who performed to a sold out crowd
She smiled every time the audience applauded and whenever there was a certain sound in a song she seemed to like
Buch was similarly gracious when she met fans outside her shows
She listened appreciatively while they told her about their time with Suntub
experienced the album in a curiously similar fashion
“People say that they are moving their bodies to it and that it’s been great for them,” she reported
“They say something about the isolation as well
I imagine it’s rare for a record’s reception and output to match its input so neatly
Buch wrote Suntub in isolation and on the move
recording in her car and mixing a whole hour’s worth of music just using her headphones
but it also didn’t make sense to sit in a dark studio space
She also needed to get out of the city: “There’s a lot of noise there and I just needed to find my voice.” The Copenhagen scene — which includes Erika de Casier
and Clarissa Connelly; three artists who have made some of this year’s finest music — is both tight-knit and malleable
and it always allows for that,” she said
“I don’t think I’m in a community where I’m just a brick in the wall.”
a small city on one of Denmark’s largest islands
and recorded between the ocean — which she described as a “portal into an imaginative world” — and a countryside full of “dead animals and rotting and dissolving plants and organisms.” Both worlds collide on the album
“Pan Over The Hill,” one of the most beautiful songs I’ve ever heard
is also lyrically one of the most gruesome; Buch sings of a body blown apart
“It was nice finding peace with the fact that that’s all a part of nature
It’s just nature and it’s brutal,” she said
(a sentence I thought about while she performed later that night in a sparkling skeleton suit)
“I chose ‘Pan Over The Hill’ to be the opening because there’s a tilt
there are some camera movements in there of the wind and the sun,” she said
Buch tended to use the language of filmmaking when she spoke about her creative process
I asked whether she saw herself as a director
It’s fun to see the framings and the light but in a very abstract way
I know music is very time-based but it’s fun to treat it as though it isn’t
like it is a composite of some sort.”
Take “Flame Shards Goo,” a song that sounds like Joni Mitchell’s “Amelia” fed through a 3D printer
It’s a marvel that she’s able to produce and sustain such intricate structures on Suntub while inventing a language all her own
She began work on the album over five years ago
knowing immediately that it would be a “guitar record,” though she says she’s not a guitarist: “I have no idea what I’m doing
chords — it’s not that important to me.” The chords that are on the album sound largely self-invented
One of her main objectives for the guitar was to make it sound as though “the sun’s hitting it,” she said
“That stubbornness may seem really silly to other people
but you just have to go with those ideas and then see what comes out
That Suntub exists at all is a sort of wonder; it’s an astonishing act of stubbornness and patience
Working in isolation and under her own direction for so long presented plenty of opportunity for doubt
“It’s hard to be confident about what you’re doing when you’re doing it all by yourself
but that was the right way to do it and I just felt like I needed to do it.” That she was simply able to finish Suntub is her proudest achievement
“It’s given me confidence to trust my instincts
she’s attempting to balance that confidence with “playfulness
awkwardness; the human errors that inevitably snake up when you’re in transition” — meeting teenage feelings with adult contemplation
the songs are getting in touch with some Earthly dreams of life
“and then it’s just really nice to be an adult as well and just make the decision to go do your own thing.” Currently
her ‘thing’ is learning notation and writing to strings for the first time
like it’s increasingly important to take chances
she says she’s “seeing different fragments”
She’s returning to her favorite image — “the sun hitting the sea
when it looks like a road towards the sky” — from a different angle
“I think I’m going to bring that into the next project as well
the bouncing and the splintering light,” she said

“It was the same inflection point I saw in 1997 when the Internet started transforming industries in Europe,” Kresten recalled
where desktop computers preceded the mobile revolution
Kresten saw this as an opportunity to invest in solutions tailored to the needs of the region
This leapfrog effect opened up enormous opportunities for technology-driven solutions tailored to the region’s unique needs
“I had never thought of going to Africa before
but this completely changed my perspective,” he said
Eager to immerse himself in Africa’s burgeoning tech scene
focusing on high-growth markets like Kenya
“When you invest in 45 companies from 2010 to 2014
and you get to know what can work and what will likely not,” Kresten explained
Most of these investments were made through an accelerator programme that he likens to Y Combinator
“We worked with startups in batches of 10 over three-month cycles,” he said
Kresten was inspired by the economics of Ludwig von Mises when setting up the accelerator programme
“Ludwig von Mises famously said that the market is a process of entrepreneurial discovery
not a static place where supply met demand
So you must be action oriented to learn what the market actually wants,” he added
this was a chance to work hands-on with African entrepreneurs
He recalls travelling across the continent to help startups refine their ideas and implement scalable solutions
“It was incredibly rewarding to combine our business and tech experience with the passion of local entrepreneurs,” Juri said

Synopsis: A special Mumbai court has ordered an investigation into former SEBI chairperson Madhabi Puri Buch and five officials over alleged stock market fraud and regulatory violations
following her controversial three-year tenure
Buch faced multiple allegations including conflicts of interest related to the Adani Group investigation
income from her consultancy firm during her SEBI tenure
The Anti-Corruption Bureau (ACB) has registered an FIR against former Securities and Exchange Board of India (SEBI) chairperson Madhabi Puri Buch and five other officials over alleged stock market fraud and regulatory violations
following a special court directive on 1 March
The court ruling, coming just a day after Buch’s departure from SEBI on 28 February, noted that “there is prima facie evidence of regulatory lapses and collusion, requiring a fair and impartial probe,” according to a report by the Hindu
The original complaint alleged large scale financial fraud
regulatory violations and corruption involving the fraudulent listing of a company on the stock exchange
It claimed that SEBI officials “failed in their statutory duty
and enabled corporate fraud by allowing the listing of a company that did not meet the prescribed norms.”
The final year of Buch’s three-year tenure at SEBI has been controversial
with separate allegations including conflicts of interest related to the Adani Group investigation
and corporate payments to her husband while she led the market regulator

In August 2024, Hindenburg Research, a now-defunct United States-based short seller, accused Buch and her husband of having undisclosed investments in offshore entities linked to Vinod Adani
failed to thoroughly investigate allegations of stock price manipulation and opaque foreign investments in Adani’s listed entities
Hindenburg claimed that Vinod Adani controlled a series of offshore shell companies potentially used for stock price inflation
suggesting Buch’s past professional associations might have influenced SEBI’s handling of the case
Both the Adani Group and SEBI denied the allegations in separate statements
with the former labelling them “baseless and politically motivated.”
Soon after the Adani allegations surfaced, Reuters reported that Buch’s consultancy firm
had earned approximately ₹37.1 million ($450,000) during her tenure at SEBI
SEBI regulations explicitly prohibit its officials from holding an office of profit or receiving earnings from external business activities while in service
SEBI’s policy mandates that all outside engagements must be disclosed and approved by the regulatory body
raising questions about whether Buch had fully complied with disclosure requirements
and that she had stepped down from all operational roles before assuming office as SEBI chairperson
questions over a clear conflict of interest
as her firm remained operationally active while she led the financial market regulator
Another major allegation was Buch receiving payments from ICICI Bank after her retirement
potentially constituting a breach of ethics and conflict of interest
who previously held a senior position at ICICI Securities
continued to receive financial benefits from ICICI Bank even after taking charge at SEBI
ICICI Bank issued a statement refuting these claims
clarifying that Buch did not receive any salary or Employee Stock Ownership Plans (ESOPs) post-retirement
except for standard retirement benefits in line with industry norms
The Bharatiya Janata Party (BJP)-led Union government also dismissed the allegations
with a source quoted in India Today stating that Buch had undergone multiple rounds of vetting before being appointed SEBI chief
and no irregularities were found in her financial records
In September 2024, reports emerged that several large corporate firms
including Mahindra & Mahindra and Dr Reddy’s Laboratories
had made financial payments to Buch’s husband while she was serving as SEBI chairperson
Mahindra & Mahindra alone had paid ₹3.2 million ($38,500) to Buch’s husband for consultancy services
These transactions triggered questions about whether these companies had received regulatory benefits from SEBI in exchange for these payments
Both Mahindra & Mahindra and Dr Reddy’s denied any wrongdoing
stating that the payments were for legitimate professional services rendered by Buch’s husband independent of SEBI’s functioning
Beyond the external controversies, Buch’s leadership style also came under scrutiny when over 1,000 SEBI employees launched an unprecedented protest in September 2024
alleging a toxic work culture under her leadership
Employee grievances included accusations of unprofessional behaviour from top officials
with allegations that Buch used harsh language and intimidation tactics
Staff also complained about unrealistic performance targets leading to a stressful work environment and over-surveillance of employees
asserting that the protest was influenced by external factors and did not reflect broader employee sentiment
The agency further asserted that its internal review found no evidence of systemic toxicity in the workplace

It's part of a new compilation of solo piano compositions

ML Buch has shared a new piano piece called "getting to know each other," part of a section1 solo piano compilation arriving on November 22
Buch describes the piece as "a dialogue between different piano elements and deals with both the euphoric and confusing awkwardness of getting to know someone new."
The piece starts with a call n response between a very simple riff played on a grand piano and a melody answering both in pitch and completely out of tune
It's been fun playing a very expensive newly tuned grand piano and also layering 5 upright pianos each in its own very bad shape
The riff transitions into an ostinato and another piano enters and tries to learn that ostinato — sines played with an EBow on the piano strings flow on top
Looking back I guess I treated the piano more like a guitar and tried to mess a little with that clean and precise sounding instrument
The track follows Buch's indelible 2023 album Suntub, as well as a recent collaboration with Danish-Chilean composer Molina called "Organs." Check out "getting to know each other" below.

MUMBAI: A special court on Saturday directed the Anti-Corruption Bureau (ACB) to register a First Information Report (FIR) against former SEBI chairperson Madhabi Puri Buch and five others in connection with allegations relating to financial fraud, regulatory violations and corruption.

(ANI Photo) (Sandip Mahankal) The order, delivered by a special ACB court, came a day after Buch completed her tenure as chairperson of market regulator, the Securities and Exchange Board of India (SEBI).
The complainant has submitted documents that reveal alleged procedural lapses and non-compliance in the IPO process, leading to an irregular listing of the company in question. He further highlighted regulatory filings and stock market reports, indicating artificial inflation of share prices and market manipulation. Shrivastava claimed to have approached the police and regulatory bodies on several occasions but no action was taken.
Upon reviewing the material on record, special ACB Judge Shashikant Eknathrao Bangar directed the ACB to register an FIR under relevant provisions of the Indian Penal Code, Prevention of Corruption Act, SEBI Act and other applicable laws, to be monitored by the court. The judge has directed a status report to be submitted within 30 days.
Judge Bangar observed that the allegations disclosed a cognisable offence, necessitating an investigation. “There is prima facie evidence of regulatory lapses and collusion, requiring a fair and impartial probe,” he added. He further noted that the inaction by law enforcement and SEBI necessitates judicial intervention under the provision of the Criminal Procedure Code.
The court relied on a Supreme Court precedent and established that if a complaint discloses a cognisable offence, registration of an FIR is mandatory, and failure to do so amounts to a violation of statutory duty.
Reacting to these developments, SEBI issued a statement on Sunday, stating that it would be initiating appropriate legal steps to challenge the order of the special court. “Even though these officials were not holding their respective positions at the relevant point of time, the court allowed the application without issuing any notice or granting any opportunity to SEBI to place the facts on record,” it said.
“The applicant is known to be a frivolous and habitual litigant, with previous applications being dismissed by the court, with imposition of costs in some cases. SEBI would be initiating appropriate legal steps to challenge this order and remains committed to ensuring due regulatory compliance in all matters,” according to the statement.
This is not the first time, Buch, India’s first female SEBI chief, has been under fire. Last year, she was accused by the now-defunct US-based short-seller Hindenburg of alleged conflict of interest due to undisclosed investments in offshore entities linked to the Adani Group. Buch has denied the allegations, saying the investments had been made before she was appointed as SEBI chief and she had made the necessary disclosures.

MUMBAI: The Bombay High Court on Tuesday extended by four weeks the interim stay on the order of a special court which had directed that a First Information Report (FIR) be registered against former Securities and Exchange Board of India (SEBI) chairperson Madhabi Puri Buch and five others for alleged stock market fraud and corruption.

Scheduling the matter for further hearing on May 7, the single-judge bench of Justice Shivkumar Dige on Tuesday stated, “The interim relief granted earlier shall continue until further orders.”
On March 1, Special Judge Shashikant Bangar had directed the Anti-Corruption Bureau (ACB) to file an FIR based on a complaint which had accused SEBI of permitting a New Delhi-headquartered oil refinery, Cals Refineries, to list on the Bombay Stock Exchange (BSE) in 1994, even though it failed to meet regulatory conditions under the SEBI Act, 1992.
The complaint, registered by a Thane-based journalist Sapan Shrivastava, stated that the alleged fraudulent listing took place with the active connivance of regulatory authorities, particularly SEBI, which facilitated market manipulation and enabled corporate fraud.
Shrivastava also alleged that SEBI officials had accepted a bribe of ₹2-10 lakh to overlook the regulatory breaches, thereby failing to carry out due diligence. He claimed that he suffered heavy financial losses due to the alleged corruption.
Along with Buch, the complaint was filed against three SEBI whole-time members, Ashwani Bhatia, Ananth Narayan G and Kamlesh Chandra Varshney; BSE chairperson Pramod Agarwal; and BSE’s chief executive officer Sundararaman Ramamurthy.
Trading in shares of Cals Refineries was suspended in August 2017. Neither Buch nor the three whole-time members were with SEBI at the time, the market regulator had said in a statement after the special court’s order.
Subsequently, the high court on March 3 had temporarily stayed the order after finding flaws in the order passed by the special court. “It appears that the order was passed mechanically without going into the details and without attributing any role to the applicants,” the bench had said.

BSE said that it is initiating “necessary and appropriate legal steps in this regard” and called the application “frivolous and vexatious in nature.”
