(Dakota News Now) — How could a human possibly remain calm while 70 to 90 mph winds — of what had been predicted to be the planet’s strongest and most dangerous storm of 2024 — were whipping right outside his condominium windows

How do you maintain any mental strength after those gale force gusts already ripped down your electricity lines and left you literally powerless and helpless

For Tony — who moved to the area almost 10 years ago after living in Southwest Minnesota most of his life — the damage is psychological
He’s not alone. Many Floridians are leaving a trail of anxiety and frayed nerves
Although they remained without power for three days and four nights
the Winters are safe and lights are back on in their Dunedin condominium — which absorbed zero significant damage — three miles from the Gulf Coast shoreline
But Tony says his own emotions are still high as he sees what so many people within a half-hour of him have gone through
do I feel bad now because I have power now and other people don’t," Tony said
“That I don’t have to have FEMA come and assess the damage at my house while I have a half a dozen of my co-workers who
was living out of an RV in the area because Hurricane Helene flooded her house
A FEMA inspector was scheduled to come look at that house on Friday
which meant that co-worker had a major decision in the days before Hurricane Milton hit — drive the RV a few hours away from the hurricane’s predicted path
‘I probably should evacuate with this RV but I don’t want to miss my FEMA appointment
because I don’t want to delay trying to get my home repaired to get back into it,‘" Tony said
Tony works as a chaplain for a chain of hospices in the Tampa area called Accentcare
and said it was heartbreaking to see hospice patients — whose lives are already close to ending — being lined up in front of the hospices and waiting to be bussed to other facilities hours away from the hurricane’s wrath to the eastern coast of Florida
“It was horrible going to these facilities and seeing those poor people having to get loaded into buses,” Winter said
if they were going to lose electricity and they were on oxygen
Imagine you or your loved one relying on oxygen tanks
living in a home without electricity for a fifth consecutive day
Many in that predicament were moved into hospitals
some hospitals had to move patients out of their rooms and into hallways in order to be safe from shattering windows
part of his sermon was about this “collective trauma” everyone in the area feels
whether their homes or businesses were destroyed or not
Whether their lives or their loved ones' lives were ended or threatened
everyone’s way of life has been thrown off and thrashed around
like the whirling debris left over from Helene that blew in the winds of Milton
knocking down trees and creating added debris that sits in yards and blocks roads in its wake
“There are so many people that are hurting around you
because you were in your house with the wind pounding your house
wondering if windows were going to break or the roof’s going to come off
You would likely conclude that Tony feared for his life — and his family’s — during those darkest and most dangerous hours
and it would be almost impossible for it to flood,” Tony said
“I knew we weren’t getting the Category 4 or Category 5 hurricane
I got to know quite a few people who lived through the Cat-4 or Cat-5 in Fort Myers a couple years ago and heard their stories and their experiences
“They survived some pretty unbelievably awful stuff
‘I don’t think we’re going to die in this situation
but it’s going to potentially make life really difficult.”
In the end, Milton proved to be not as catastrophic as meteorologists had feared in the days leading to landfall. According to the Washington Post
“the surge the meteorologists warned could rise above 10 feet did not appear..

they became emotionally and psychologically exhausted from worrying about when Olivia will ever go back to school and when they’ll go back to work

They stayed in touch with worried loved ones back home
A bulk of Tony’s family still lives in Southwest Minnesota
“All of things are signals that life isn’t normal yet again," Tony said
“I just want to be back to a time where I don’t have to be worried about storms or thinking about how much it has impacted people
“That’s the emotional part that I think that goes on
there’s always chaos in people’s lives and things that are hard to deal with
But as for any regrets of living in the eye of two deadly hurricanes in two weeks

Tony grew up and spent over a decade of his adult life living through brutally cold winters of the Upper Midwest and has no interest in living through them again

FULDA — The last time Fulda Public Schools held a bond referendum
ISD 505 will ask its voters to approve a $35.3 million bond to consolidate its elementary and high school buildings into one campus
the roofs of both buildings are 10 years past their end-of-life date
The school parking lots reached their end-of-life dates around 15 years ago
Superintendent Michael Pagel said both areas need constant patching and it’s time for upgrades
the ISD 505 Board of Education has been working on a way to make these improvements
After a facility assessment was completed by Coon Rapids-based engineering firm inBYLT
the results led board members to seek voter approval for a building consolidation with new construction
we were looking at a multi-million dollar project just to do the roofs alone,” said Pagel
inBYLT and I met and we decided we have two options…we have to maintain a two-building campus or go to a single building.”
ISD 505 currently serves 340 Pre-K through 12th grade students
The middle/high school building was built in 1955
Fulda Elementary was constructed in 1913 and was added onto four times — in 1939
Results of a community-wide survey showed just over a majority of participants favor consolidating ISD 505 into one building for grades K-12
Pagel said he was impressed with the response rate of members
the survey results showed 30% of those who received it took the time to complete it
The average response to a survey is normally around 17%
Following a favorable review of the proposed referendum from the Minnesota Department of Education
if the bond passes and all goes according to plan
the elementary school building would be decommissioned and the high school building
would be added onto in order to combine both buildings
Included in the referendum are improvements to the school’s heating and ventilation systems and outdoor track
which has deteriorated and been unusable for athletic purposes for some time now
The project would also include replacement of the existing roof on the middle/high school
as well as a remodel and expansion of the cafeteria
New additions to the high school building would include building safety features
an auxiliary gym and weight room and a space for ag and metal shop classes
details on what would and would not be included in the single campus would be finalized following the vote
With the referendum just over a month away
Pagel said he doesn’t have an inkling on how things will go
but said his main priority is that people feel heard and go to the polls on May 13
“I’m optimistic that there’s support (for the project),” said Pagel
“We have to address these needs and we know we have to do something.”
ISD 505 has had one community information meeting where people could learn more about the project
learn how it might affect their property taxes and have the opportunity to ask questions
ISD 505 Board of Education Chairman Doug Clarke said the first hearing
“People asked really good questions and we had answers for almost all of them,” said Clarke
they (community members) wanted to know about how the ag tax credit would affect them.”
According to an informational sheet on ISD 505’s website
bills for agricultural homestead property will see a 70% tax reduction and over $20 million of the $35.3 bond would be paid by the Ag2School tax credit
The next public hearing is from 7 to 8 p.m
April 23 in the Fulda High School Cafeteria with another scheduled for May 1 at the same time and place
an ask for money for ISD 505 wouldn’t just go away
Due to the severity of much of the district's outdated areas
“There would be an additional ask for referendum dollars
we just don’t know the size of it,” said Pagel

FULDA — Still standing after more than 125 years
the Fulda Depot is being bolstered and repaired thanks to a $170,000 Clean Water
Construction work in and around the historic building began two weeks ago
and includes the installation of a new sump pump (for which 4.5 feet of dirt underneath the building was dug out to facilitate its installation)
adding a wall for chimney support and relandscaping the front of the building
the Fulda Depot saw up to four passenger trains and four freight trains come through the station on a daily basis at its peak
It became something of a community center during its operational lifespan
a century after Fulda’s first train arrived at the depot
the last freight train made its way through the station
with the tracks removed the following year
As the only surviving Eastlake-style two-story depot in southwest Minnesota
the depot was soon after preserved and listed on the National Register of Historic Places
Project leader Ted Winter — who has been involved with the Fulda Heritage Society with his wife Marj for several years — said this project was greatly needed
“It was a necessary project to get done to save and restore the depot back to where it originally should look like
“If the foundation is rotting and the building is settling down
you could see where it was splitting from the top to the bottom
The floor was going down and was dragging the whole building down
you end up with nothing over a period of years because it just keeps rotting away," he added
"That's why we had to dig it out and fix it right
We're going about it so that the floors will stay straight
the building will stay straight and sound and solid for the next hundred years.”
After first applying for a grant through the Clean Water
the Fulda Heritage Society’s third application was finally approved last December
The work began as soon as the weather allowed
“I think digging the dirt out from underneath was the biggest challenge with this project,” he said
“The construction team also ran into a water table
They were down about six feet and then the water would come up underneath the depot
They had to do some work with some rock and lay some plywood down so the (mini skid steers) could go in and out.”
Winter said community comment on the project has helped him further see the project’s importance to the region and its people
“People are so elated that we're preserving the depot,” he shared
We're making it to have the proper presence for the historical data that the depot is to this community and the communities around us
That's kind of why we're doing it; because it needs to be done and it's a historical relic that's out here on the prairie
"The community and lots of people in the community have been coming up and saying that they're really pleased that we're doing this project,” he added
Community members aren’t the only ones excited by the depot’s repairs
“It's a justification of its historical presence
its historical value to the people of this community
This depot is part of the history of Fulda
that this is actually gonna be here for my kids and my grandkids because this is the history of Fulda.”
WORTHINGTON — One person was killed and several others injured in a multi-vehicle crash Tuesday evening on U.S

WORTHINGTON — Two fires broke out a mere 14 minutes apart on Thursday afternoon — one a grass fire on the 13000 block of Paul Avenue

but a miscue on the 9-ball allowed Chua to regain control and extend his lead
Chua’s failed safety on the 4-ball finally opened the door for Van Boening
who seized the opportunity to take two consecutive racks

Van Boening managed to recover after Chua struggled with a difficult 9-ball shot
A scratch by Van Boening in the eighth rack handed “Bad Koi” Chua the momentum he needed to charge ahead

Freudenberg acquisitions result in consolidation in European coated fabrics operations

Coated technical textiles specialist Mehler Texnologies – acquired by Freudenberg Performance Materials as part of Low & Bonar in 2020 – is to close down its plant in Fulda
Mehler Texnologies has been faced with a persistently sluggish market environment and in view of considerable overcapacities within its new production network
will close the plant at Fulda in the course of 2025
with 192 employees affected by the decision
Mehler Texnologies has already notified the responsible employee representative bodies of its plans and socially compatible solutions are being developed in joint discussions
The specific date of the plant closure depends on the outcome of these discussions

a critical error—an intentional foul attempt to tie the 2 and 3 balls—allowed Van Boening
to capitalise with an impressive eight-rack run
A missed 3-ball by Van Boening in the 13th rack offered Ruiz a glimmer of hope as he claimed two more racks

a Fulda Police Officer was dispatched to a residence in Fulda following a report of a domestic assault
The caller identified Perez and said they saw him beating a victim
They reportedly said both Perez and the victim didn’t know the police were called
The officer went into the residence to speak with Perez but a child inside the residence had informed him and the victim that the officer had arrived
Perez started yelling and asked the officer why they were there
The officer asked him what was going on but Perez reportedly said that they could not enter the room he was in and that they were trespassing and needed to leave
The officer noticed blood on Perez’s white shirt and said they weren’t leaving until they figured out what was happening
Perez said nothing was going on and told them to leave
The officer told Perez they needed to speak to the victim and Perez “demanded to know why.” The victim told Perez the officer needed to talk to them to make sure they were okay
Perez reportedly asked the victim if they were going to say anything and the victim promised that they wouldn’t
but the officer noticed a cut on their lip and blood on their shirt
Two other officers arrived on the scene and the Fulda Police Officer informed Perez he was being arrested for assault
Perez reportedly threw himself on the ground and began crying
He was then handcuffed and transported to the Lyon County Jail
The officer then spoke with the reporting party
who reportedly said they heard “bouncing around” and went to the bedroom door
where they heard Perez reportedly accuse the victim of cheating on them and later heard Perez say “he didn’t mean to.”

outline how trustees can protect themselves in the event of anti-ESG litigation
The risks posed by pension scheme trustees failing to consider ESG factors are well known
one area which is yet to receive much attention in the UK is the risk posed by ESG backlash litigation
ESG backlash litigation can be loosely defined as litigation which is aimed to prevent or inhibit the ESG agenda and it’s on the rise in the US
A recent report from the Grantham Research Institute notes that there were 50 such cases filed in 2023 (with the majority being issued in the US)
there is no definitive or codified rule on this
Back in the US we have seen some notable cases in this space
The Grantham Research report highlighted ‘Wong -v New York City’
where it is alleged that fund managers breached their fiduciary duties by integrating climate considerations into investment decisions and damages for losses are being sought
It is argued that the defendants divested the pension plans of approximately $4bn of holdings in companies involved in the extraction of fossil fuels
No decision is expected until at least 2025
claims such as this could increase as this claim and others are being considered on their merits and tried and tested
in its analysis of global trends in climate change litigation the Grantham Research Institute report notes that the US has also seen cases against investment managers who have faced fines and been forced to stop some ESG investment policies
This contrasts with the position outside of the US where
there is a risk that the trend in the US will follow in the UK
The volatile geopolitical landscape and concerns over energy security and safety mean that there is a risk that members may become concerned that ESG investing criteria do not ensure their best interests both financially and practically
US litigation often sets precedents for strategies adopted globally
It is also notable that asset manager priorities have started to change
In a 2022 Northen Trust survey global asset managers’ main priority was ESG
The 2024 survey shows this has now reduced in importance compared with factors such as emphasising quality and accuracy
with a focus on enhancing the investor experience
in Europe there remains support from government regulation for ESG investing and a focus on achieving net zero
public opinion is more in favour of ESG investing and achieving net zero than in the US.
What can trustees do to protect themselves
It appears that this latest challenge for trustees has potential to grow in the UK
there are some practical steps trustees can take to try and alleviate and/or prepare for some of this risk
In the event of a claim a paper trail is the best defence
Provided the trustees can show they considered all relevant (and no irrelevant) factors whilst making decisions in the members’ best interests
it would be difficult for any claim to succeed against the trustees
certain things may be able to be inferred about the trustees’ decision making
This could be used against them to argue that a decision was not in the best financial interests of all the members and leave trustees open to the growing risk of anti-ESG sentiment
