In that case, the state has guidelines that must be met to be licensed through the Division of Mental Health and Addiction At the city level, Housing and Neighborhood Development Department inspectors can’t go into a sober living house to check conditions unless a resident files a complaint For months, The Herald-Times has been looking into sober living homes, which are being established all around Bloomington. This story focuses mostly on Malibu House the newest and the only for-profit business of this kind in the city The city’s two other sober living enterprises, locally founded Courage to Change and the national franchise Oxford House Courage to Change has six sober living homes More: Drug recovery houses in Bloomington neighborhoods part of treatment network Malibu House was started early in 2024 by Kiel Sheppard a Bloomington man who has been in and out of jail he took on a mission to help other people like him where residents are asked to pay $125 to $135 a week in rent He knows the importance of having a safe place to sleep peer support from other recovering addicts a job and eventually finding a stable life away from drugs and alcohol "Because 90% of relapses happen when people are living alone we believe community and connections with people in the same situation keep you sober," Sheppard said during an interview on the sidewalk outside the Malibu House office After recent local public media report raising questions about Malibu House Bloomington officials took notice of residents’ concerns about unhealthy living conditions and stepped in Mayor Kerry Thomson announced the city was revoking permits on 11 rental houses owned by Pendragon Property’s Jeff Jones Two of the houses are Malibu House sober living residences the business will have fewer beds available Judges give a choice: Sober living or jailSober living homes are intended to help people like George Thomas Sievers a Bloomington man with nine pending criminal charges mostly fueled by addiction These allegations stand between Sievers and the possibility of turning around his crime-riddled life He’s been in and out of Monroe County Jail the past three years accumulating more charges and complicating his plight Several treatment placements didn’t pan out For Sievers to stay out of jail in light of the crimes he’s facing a judge required he reside at a sober living home where for months he worked the program and became a house leader public defender Stuart Baggerly handed Judge Christine Talley Haseman a letter stating Sievers had the day before been evicted from that sober living residence for “increasingly disruptive behavior that negatively affected the recovery environment and sobriety of others.” Sievers told Haseman he’s been clean for months and wants to be in a sober-living environment He has a job at City Church and a support network Sievers disputes the claims in the Malibu House letter, which recommends he receive long-term treatment at Lighthouse Recovery Center in the town of Washington He asked the judge for time to find a local sober living bed hoping for a spot at Courage to Change or Oxford House Sievers acknowledges he made some extremely bad decisions in the past that addiction got the better of him,” Baggerly told the judge Deputy prosecutor Kris Kritzer requested Sievers be sent straight from the courtroom to jail since he violated the terms of his living situation by getting kicked out of the sober living residence where he had lived for months There aren’t enough sober beds in the city to meet the needs of addicts trying to maintain sobriety “I am taking a chance you can find another place to go.” the judge gave Sievers two more weeks to find a sober living bed There’s not always another place for people recovering from substance use disorder to go Nearly all sober living homes have a waiting list for beds Courage to Change has 500 names on its waiting list This reality is a key reason why Malibu House founder Sheppard is on a mission to provide as many sober living beds as he can basic health and safety standards went by the wayside "The state doesn't really help you or give guidelines so we were pretty much on our own in figuring out how to do this," he said Sheppard wants to upgrade his program and get certification through the National Alliance for Recovery Residences whose standards lend credibility to sober living programs Sheppard said he has been working diligently sometimes employing Malibu House residents "All of the money we’ve made from Malibu House we’ve put back into Malibu House." his organization stands to make a lot it when it reaches its goal of being 75% full He said the houses are at the occupancy goal but fewer than half of residents are paying their rent He said just 35% of residents can afford the weekly rent; tenants are required to be looking for work and find a job to continue the program Malibu House currently has 92 sober living beds available which includes one emergency bed set aside at each house for unexpected which is 62 beds if you take out the seven emergency beds Malibu House could be making $31,000 a month in rent If half of those residents paid $125 a week Perry Township Trustee Dan Combs was surprised to find out Malibu House was in business to make money His job includes providing rent assistance to township residents who qualify The financial help is temporary and cases are reviewed every month Combs was familiar with Courage to Change and Oxford House and the township had helped those residents with rent $3,455 from Perry Township coffers went to Courage to Change residents for rent assistance The township also allocated grants totaling $14,000 to the nonprofit this year and last Malibu residents started finding their way to his township office on South Walnut Street we started getting a lot of clients from Malibu House He said as word traveled that the trustee’s office provided rent money more and more Malibu residents were at the door He said the city categorizes sober living houses as group homes for people struggling with a disability Combs reminded those seeking help that the township paid rent assistance “They had a lot of people from out of county,” Combs said “We went 'round and 'round with the tenants saying they can’t just show up here and say ‘Pay my rent,’ because you’re here for treatment and had to find sober living township trustee officials had a meeting with Sheppard and Amanda Ceil-Campbell Combs said they agreed Malibu House would screen residents to see if they qualify for township help before referring them to the trustee’s office for rental assistance we did not have all of those walk-ins and the amounts of money that we were being asked for dropped tremendously,” Combs said He assumed Malibu House was a nonprofit organization until a news reporter informed him it is not “We didn’t know because we never inquired." Combs didn’t want to malign Malibu House but said its mission would be more credible and its business more transparent as a nonprofit “We have heard success stories and had people from Malibu come in who had completed the program there ready to transition to permanent housing,” he said “We have seen people come out of there with stable lives who qualify income-wise and we help them into housing.” it’s up to them to find a way to pay the rent Relapse for people with substance use disorder is common triggering another round in the recovery process Sheppard says it’s people like him who have served time in jail and struggled with addiction who can best help stop others from falling back into a life of drug-fueled crime Sheppard says he’s been clean from drugs and alcohol “almost 3 years.” He has a lengthy criminal record with charges in several states going back a decade His convictions are listed under that name which combines his nickname and the last name of the man he considers his father that lie at the core of his sober living philosophy: the best people to help addicts recover and step into a drug-free life are those who have been there themselves He counts his life turn-around as an example of success and sees himself as a mentor and coach for people struggling to stay sober He said Malibu House has a van they call “The Malibus” that takes residents to Alcoholics and Narcotics Anonymous meetings which they are required to attend – three a week if they’re working Because like all of the people living at Malibu House residences taking one day at a time like the dozens of people housed at his sober living homes He understands why some people question his motives and doubt his ability to gain trust and change lives given his tainted past He gets how it’s easy to be suspicious of a man running a for-profit business amid a sea of nonprofits doing the same work he said allows him and his staff to decide how to run things They aren’t tethered by administrative rules paperwork and red tape required by government agencies that provide licensing and oversight a reminder he isn’t your average business owner out to do good Police allege Sheppard rolled a shopping cart full of bottled liquor valued at $1,700 out of an Evansville Walmart without paying for it A June 10 trial is scheduled in Warrick Circuit Court Contact H-T reporter Laura Lane at llane@heraldt.com or 812-318-5967 KIEL (WLUK) -- An already successful small business grant program in Kiel is getting another boost The city was recently selected by the Wisconsin Economic Development Corporation for funding through its Small Business Development Grant program "We love our large corporate partners that we have in the community that provide us with industry and commercial growth but the small business owners are the key component to keeping the glue of economic development in a community," said Dave Funkhouser understanding the impact they have on the community A long standing façade improvement program is one of those times "My husband and I bought this building a few years ago and it was one of the bigger eye sores in town and the city was gracious enough to help us out with a façade loan and we revised it and revamped it and it turned out well," said Brand & Design after being awarded $60,000 in small business development grant funding through the Wisconsin Economic Development Corporation the city of Kiel is preparing to open up an application process to award additional loans While the city is hoping the funding will help to enhance existing businesses and continue the downtown revitalization efforts they're also looking to fill vacant store fronts and attract new entrepreneurs to town The flexibility of this grant funding can do just that "They're able to use it for any number of resources to improve infrastructure but then it also goes to anything else like enhancements of technology They can use it to hire additional staffing in their business Pretty much anything goes at this point." POC degradation pathways and associated geochemical processes triggered by sediment resuspension and oxygen exposure we determine whether POC remineralization is enhanced by sediment resuspension and oxygen exposure using slurry incubation experiments and modelling we investigate whether associated redox reactions such as aerobic oxidation of reduced compounds The incubation experiments were performed under oxic and anoxic conditions using an agitated sediment slurry that mimics a resuspended sediment plume The geochemical datasets derived from the incubation experiments are interpreted with a numerical reaction model to provide a better mechanistic understanding of the changes in biogeochemical processes triggered by sediment resuspension and exposure to oxygen The results are then the oxic and anoxic rates at Boknis Eck In the coarser and organic poorer Aschau and Heiligenhafen sediments the oxygen effect is more readily manifested Although our study sites are limited in number our data tentatively suggest that total POC remineralization rates were controlled by the bulk POC content whereas the difference between oxic and anoxic remineralization was controlled by grain size It should be noted that homogenised sediment from the upper 10 cm was used in the incubations which provides only a bulk estimate of POC reactivity over that layer This complicates comparisons with literature data on undisturbed sediments since we do not resolve how POC reactivity decreases with depth in the sediment The data instead highlight the larger relative differences in rate constants between oxic versus anoxic remineralization following the resuspension of anoxic sediment who used a global average kPOC of 2.6 yr−1 The lower reactivity reflects the fact that surface sediments retrieved from 0 to 10 cm sediment depth contain mostly old and unreactive POC that accumulates in these deposits because it is not fully degraded under natural anaerobic conditions The unreactive POC fractions survive aerobic microbial degradation and accumulate in anaerobic sediments while the more highly reactive fractions are rapidly consumed aerobically at the oxic surface it is important to consider that CO2 release induced by sediment resuspension is not governed by the total amount of POC resuspended since most of it will be poorly reactive (low kPOC) It is instead likely that only a small fraction of this poorly reactive material will be degraded under regenerated aerobic conditions and orange lines show linear correlations at each site The colour bar represents the change in the TA produced by calcite dissolution can be partly consumed by the oxidation of pyrite: the balance of these three processes is responsible for driving the evolution of SO42− TA and Ca2+ under exposure of sediments to oxygen It is unlikely that the alkalinity produced in the oxic incubations by calcite dissolution will be replicated in the natural system following a sediment resuspension event the acidity produced by pyrite oxidation creates favourable conditions for carbonate dissolution the acidity will be rapidly dispersed in the water column by bottom currents and further buffered by the seawater carbonate system it remains largely unknown whether pyrite oxidation will increase the pCO2 of the ambient seawater and favour CO2 release from the seawater to the atmosphere Investigation into the rates and coupling mechanisms of these processes and their inclusion in ecosystem models would be an interesting area for future work and CO2 flux for (a–d) Boknis Eck shallow and facilitates calcite dissolution the bottom waters remain oversaturated with respect to calcite for all model runs with shallow trawling suggesting that the carbonate dissolution observed in our experiments will only occur under field conditions with trawling gear penetrating >10 cm of sediment Upscaling of CO2 release in our muddy sediment trawling model to the fine-grained muddy areas of Kiel Bight (485 km2) indicates that the decrease in mean annual CO2 uptake in muddy areas would amount to approximately 14,000 and 8000 tonnes of CO2 yr−1 for shallow and deep trawling We specifically assumed in our model that resuspension is limited to 5 days the actual duration for which the resuspended sediment is exposed to oxygen whether as suspended solids or as a thin sediment layer spread over the affected area is unclear This and other simplifications highlight that more work and detailed modelling should be conducted to consolidate our findings our combined empirical-numerical approach suggests that bottom trawling and other means of activities inducing large-scale resuspension of anoxic shelf sediments in Kiel Bight and other CBCEs may weaken the shelf carbon pump that contributes significantly to the uptake of anthropogenic CO2 mud-bearing sediments are typically enriched in POC and the protection of seafloor areas where these muds accumulate could help to mitigate the effects of bottom trawling on atmospheric CO2 uptake in shelf regions The sediment core from here was collected by SCUBA divers using an impact-resistant PVC tube at a water depth of 3 m The divers pounded the tube into the sediment with a rubber mallet before capping both ends and storing the core upright for transport to the shore and later to the lab Sampling was conducted every day during the first 10 days of the incubation and sampling intervals were increased to 2–4 days and weekly towards the end of the incubation three oxic and anoxic bottles were opened and processed to determine the temporal evolution of the headspace gas and the slurry composition Bottles containing only gas and filtered seawater were used as controls All slurries and controls were incubated in the dark at ~4 °C or ~12 °C for 95 to 240 days Changes in control bottles at the end of the experiments were always <4% of initial concentrations ~20 mL of water was sampled from the slurry in the bottles using rhizone filters Filtered samples were collected into a sterile 20-mL plastic bottle and TA was analysed immediately after filtering Sub-samples for dissolved sulphate (\({{{\mbox{SO}}}_{4}^{2-}}\)) and major cations were collected and stored refrigerated for later analysis The titration vessel was constantly bubbled with argon to remove the CO2 and H2S produced during the titration.The sample measurements were calibrated relative to the IAPSO seawater standard Subsamples for the analysis of cations were acidified with 20 μL of concentrated supra-pure HNO3 per 2 mL of water sample and were determined by inductively coupled plasma optical emission spectroscopy (ICP-OES SO42− concentrations were determined using ion chromatography (IC Samples collected for DIC were transferred into a 1.7 mL glass vial DIC concentration was measured as CO2 with a multi N/C 2100 analyser (Analytik Jena) by acidifying the sample with phosphoric acid and measuring the outgassed CO2 The detection limit was 20 µM with a precision of 2–3% Samples for δ13C-DIC analysis were collected as described for DIC and measured at the University of Bremen by isotope ratio infrared spectrometry (IRIS; Thermo Scientific Delta Ray IRIS with URI connect and Cetac ASX-7100 Autosampler) 1 mL of sample was injected by syringe into a prepared 12-mL Exetainer® vial (Labco) containing 100 µL phosphoric acid (45%) which had been purged with CO2 free synthetic air After equilibration overnight at room temperature the headspace was analysed for carbon isotope ratio of CO2 against CO2 reference gas using the Delta Ray system Results are reported in the delta notation as δ13C relative to VPDB standard pCO2 was additionally measured in headspace samples a triplicate of gas samples was collected at each time point using 250 µl gastight syringes inserted through the rubber septa pCO2 was analysed using a Shimadzu GC-2014 gas chromatograph equipped with a thermal conductivity detector (TCD) and flame ionisation detector CO2 was separated from other gases by using a HaySepQ 80/100 column (Length = 8 ft ID = 2 mm) at isothermal conditions and helium (ALPHAGAZ 1) as carrier gas The measured TCD signals of CO2 were calibrated against reference standards with an accuracy of ±2% (All-In-Gas and the remaining slurry was freeze-dried and the solid contents were grounded The contents of POC and PIC in freeze-dried and ground sediment samples were analysed by flash combustion using an EuroEA 3000 element analyser (EuroVector The extraction was performed on wet sediment samples Results were converted to pyrite concentrations per dry weight of sediment using the water content The accuracy and long-term reproducibility of the method were monitored by extracting pure pyrite mixed with quartz sand and an in-house standard (OMZ-2 Results are presented on the gravel (>2 mm) – sand (0.0625 to 2 mm) – mud base (<0.0625 mm) defining mud as combination of silt and clay Accuracy of measurements was ensured by regular analysis of an in-house standard The following mass balance equations were used to describe the changes in the concentration of solutes and solids over time: Solid species contents (Sm) measured in dry weight % (wt.%) were converted to g (cm3 slurry)−1 using the following equation: where mS (g) is the mass of dry solids in the degradation and kPOC is the time-dependent reactivity of POC The factor fi is applied to convert between g (cm3 slurry)−1 and µmol (cm3 solution)−1 where AWC (g mol–1) is the atomic weight of carbon The model includes a range of secondary redox reactions The model also considers the dissolution of calcite Net calcite dissolution rates (RDiss) were quantified by fitting the model to the measured Ca2+ concentrations: where Ca\(\left(t\right)\) is the simulated Ca2+ concentration and CaSAT refers to the apparent calcite saturation concentration taken as the measured quasi-asymptotic value The rate constant kCa was set to a large enough value to fit the model to the data Carbon isotope dynamics for POC remineralization and calcite dissolution at Heiligenhafen were modelled using the mass balance equation for concentrations and 13C-bearing species in DIC Carbon isotope values (δ13C) in delta units (‰) relative to the VPDB scale (13C/12C = 0.011237) of compound i were employed in the model: Since POC remineralization and calcite dissolution are associated with minimal fractionation the rate of 13DIC production by these processes was modelled as: whereas \({{{\delta }}}^{13}{{{{\rm{C}}}}}_{{{{\rm{POC}}}}}\) was constrained with the model The expression for TA ignores a small contribution of OH−. Each term on the right-hand side of Eq.
