What was the biggest failure in the COVID-19 pandemic in your view
and how does the draft pandemic treaty address this
The biggest failure was that countries weren’t prepared and didn’t respond in time
Many didn’t appreciate the exponential nature of the virus
and most governments didn’t have tried-and-true preparedness and response systems to activate
The draft treaty covers preparedness but currently says very little about response
This may be because the International Health Regulations (IHR)
which legally require countries to address potential health threats
cover some of these obligations when it comes to response
such as sharing data and providing access to samples for genetic analysis
the IHR were either completely ignored or inadequately observed during the pandemic
The fact that the IHR are now being revised at the same time as this treaty is being negotiated doesn’t help
and the treaty itself must codify how countries are expected to respond in a crisis and how they are held to account
which we now know cannot be left to the IHR alone
Your Panel has noted that “Accountability is one of the most sparingly used terms in the treaty.” What should accountability look like for countries once the treaty is finally passed
Countries must know what they are accountable for and who they are accountable to
If there is no accountability at this level
then there is no point in having a new treaty
Countries should be accountable for both preparedness and response
The draft treaty begins to outline what that looks like
including preparedness requirements that cover the whole of government
so more than just the health sector must be prepared
The draft treaty proposes a peer review system
but my Panel is quite clear that there will need to be independent assessment by an autonomous body—ideally at arm’s length to the WHO to avoid the political dynamic which can and will take place when countries assess each other
Such independent assessment is needed as much for pandemic response as it is for preparedness
or treatments developed for low-income countries
What’s your take on this—is it enforceable or even realistic to expect wealthy countries to follow this measure
The zero draft takes the principle of equity very seriously
There is clear recognition that it is unacceptable for these public goods to be available in some countries and not others
The question is what mechanisms will countries accept in order to ensure lifesaving tools are equitably shared
There are many ideas of what will work to produce equity
and the 20% mechanism would be one way to achieve this
as well as transferring the appropriate know-how and technology in low- and middle-income countries is paramount
Another idea is that countries that have put enormous resources into research and then into the development of drugs and vaccines should require companies to ensure products of their R&D reach people in LMICs by selling at cost
While many are hesitant to change the status quo
the reality is that seismic changes are needed if we want different results
A waiver of patent rights for new meds and vaccines is included in the draft treaty
Big Pharma successfully put off this strategy during COVID—do you think it will survive and be included in the final version of the treaty
I was Chief Executive of Oxfam Great Britain in 2001 and 2002 when the TRIPS waiver on patent rights in health emergencies was negotiated
My personal opinion is that this waiver should not only be used for drugs
but also for vaccines when there are public health emergencies
Countries at every income level need to be able to respond to health threats before they become global pandemics
and that’s simply not possible if medicines and vaccines can’t quickly reach people everywhere
What’s the best way to incentivize governments to share technologies they invest in for their citizens
Governments are responsible for protecting the public health of their citizens
it’s also in all countries’ self-interest to ensure people around the world have access to lifesaving technologies
If the socioeconomic fallout from COVID-19 wasn’t incentive enough
actual incentives are needed throughout the pandemic treaty
Independent assessment and public reporting will provide incentive for countries interested in upholding their reputation on the global stage
but our Panel and others are considering additional ideas
Under Article IV of the IMF's Articles of Agreement
the IMF regularly assesses countries’ financial stability
What if reviews included pandemic preparedness and response targets
Countries would be incentivized to meet such targets to obtain favorable assessment
This isn’t far-fetched; climate change mitigation is already under consideration for inclusion in these very assessments
how will all the treaty negotiations play out
and wealthy countries having undue influence
followed by a frenzy of late-night deals that leave everyone dissatisfied
The Intergovernmental Negotiating Body (INB)
has a mandate to deliver this agreement at the World Health Assembly in May 2024
Countries have an obligation to fulfill this timeline
we have an obligation to keep the pressure on
there has been goodwill to keep this treaty on track and the process transparent
but that doesn’t mean we can sit back and relax
We need to ensure the process remains rigorous and equitable
renegotiating IHR in Geneva limits the involvement of low- and middle-income countries
and parallel tracks of negotiation impose a significant burden on negotiating teams
early signs that real decisions on accountability may be kicked down the road
is reason to keep our leaders honest throughout the negotiations and demand a treaty with real impact

MAN is ramping up electric truck production as it plans to begin deliveries of its next-generation eTruck this year
More than 1,000 MAN electric buses and more than 2,400 MAN electric vans are already on European roads.
The knowledge gained at MAN’s first repair center in Hanover-Laatzen
is being transferred to its other European markets
in each of which certain criteria must be met
based on practical experience and specific legal standards
MAN has been leading the three-year REVAMP project
a consortium of nine partners from industry and science
The aim is to automate assessment of used vehicle batteries in order to economically remanufacture them for use in vehicles or for other purposes

MAN Truck & Bus plans to set up battery repair centres in eight European countries in 2024 and 2025 using two existing hubs as a blueprint
The multi-million investment is preparing MAN's service network for the coming eTruck and a closed loop battery supply
MAN Truck & Bus has already confirmed battery repair centres in Italy
and MAN is slated to invest millions over the next two years
Two battery repair centres are already operating in Germany (Hanover-Laatzen) and Spain (Barcelona)
The rollout of the new European battery repair hubs coincides with the new MAN eTruck generation set for customer deliveries this year. The company reports over 700 orders for the new BEV
MAN has already sold more than 1,000 battery-electric city buses and 2,400 electric vans in Europe over the years – all of which will need to be serviced at some point
With the rollout of the Battery Repair Hubs
MAN also aims to improve its ability to respond to battery damage and shorten transport times
the batteries had to be brought to Hanover-Laatzen from all over Europe and then transported back again once they had been repaired
repairing and reconditioning the battery are “key elements” in the company’s sustainability strategy
MAN considers it a “primary objective” to utilise the battery for as long as possible
This makes repairs crucial but not the only step. MAN has been leading project REVAMP
a consortium of nine partners established in 2023
They aim to automate assessing the condition of used commercial vehicle batteries to prepare them for remanufacture and 2nd life scenarios
But let’s go back to the first step of battery repair
The new network takes its cue from MAN’s first workshop in Hanover-Laatzen opened in 2020 and carrying out pilot repairs of the eTGE electric van battery
followed by the eTGM distribution truck and the Lion’s City E electric city bus (both in 2020)
This gave MAN the room and time to trial repair steps for all these different batteries
create repair instructions and define workplace requirements
MAN wants to operate a battery repair hub in every market where it sells battery-electric commercial vehicles
It is the knowledge MAN is transferring to other countries

Sandshrew from Kanto and Alola feature in the March Community Day
Pokemon Go Sandshrew Community Day is a different kind of community event in the month of March. Instead of spotlighting one Pokemon, Pokemon Go will spotlight two regional variants
one of the original 151 Pokemon from the Kanto region
will be featured this weekend in its own Community Day
trainers won’t just be catching this Ground-type mouse Pokemon but its Alolan cousin
Alolan Sandshrew and its evolution will be featured in this latest Community Day event giving trainers twice the amount of Pokemon to catch
twice the number to evolve and gain exclusive moves and twice the number of Shiny variants to add to their collections

The Sandshrew Community Day event in Pokemon Go will begin Sunday
some in-game bonuses will continue a few hours after the 5 p.m
but we’ll get into those details in a different section.
And while Pokemon Go Community Days are often events that are often enjoyed with friends in your neighborhood
Niantic is putting together locations in various cities to allow trainers to gather together to trade
The following cities will feature in-person celebrations:
trainers will see Sandshrew and Alolan Sandshrew appearing in the overworld more frequently
giving trainers an opportunity to catch as many of the spotlight Pokemon as possible

events like Community Days boost the odds to 1 in 25.
as long as trainers put the time into encountering Sandshrew in their area
they’ll very likely find at least one Shiny during the six-hour window.
Trainers can also use an Incense to attract the Pokemon to them
Niantic has recently changed the effectiveness of Incense to incentivize trainers going outside
Niantic increased the length of Incense from 60 minutes to 90
but now Pokemon will appear less frequently
trainers would see one Pokemon every minute
but now it’ll be one every five minutes.
using an Incense is still the best way to attract Pokemon to your location
With two set of Pokemon being featured this time around
trainers will have two different exclusive moves to get during this month’s Community Day.
Trainers who evolve their Sandshrew into Sandslash
the Ground-type will learn Night Slash as a Charged Attack
This Dark-type move has 50 power in both trainers and Gym/Raid battles
it’s real power comes from its effect in trainer battles
Using Night Slash will increase the attack of Sandslash by two stages even if it’s blocked
but it’s only a 12.5 percent chance of activating
evolve your Alolan Sandshrew will give it a new Fast Attack
This move has a base power of six in trainer battles and nine in Gym/Raids
but it’s real strength is in its speed and ability to fill up a move gauge
Both Sandshrew and Alolan Sandshrew need 50 candy to evolve
on Sunday to get these exclusive moves.
