high school graduation numbers will peak before entering a period of prolonged decline
exacerbating pressures higher ed institutions are experiencing as they brace for the proverbial enrollment “cliff.”
Nearly four million high school students will walk the graduation stage next year, the Western Interstate for Higher Education (WICHE) projects in the 11th installment of Knocking at the College Door
a comprehensive report that tracks graduation numbers in every state
From that point up until 2041 (the final year of WICHE’s projection period)
the number of graduates will steadily decline to 3.4 million graduates
“The news for colleges and the workforce is cause for concern,” said WICHE President Demarée Michelau in a public statement
“Yet even then for the more populated states that will bear most of the decline
the bottom will not fall out overnight.”
Michelau notes that higher ed institutions have time to adjust to meet current and future workforce needs
“There are plenty of potential students out there
including recent high school graduates who historically haven’t been well-served by our educational systems
those who may be leaving college short of a degree
The research suggests the decline in graduation numbers is caused primarily by a decrease in U.S
More from DA: Shutting down schools is controversial. But is it common?
One of the biggest takeaways is the regional variation in graduation numbers
some states will be impacted more than others
Most states (38) will see declines in graduation rates through 2041
eight will see declines of more than 20% and five of the nation’s largest states by population—California (-29%)
New York (-27%) and Pennsylvania (-17%)—will account for 75% of the decline in high school graduates
nine of the South’s 17 states will either see gains or no change in graduation numbers
(+31%) and states such as Tennessee (+15%)
“The next few years represent an opportunity for states
and higher education to work together to develop stronger connections to K12 schools
better incentives and financial and academic supports for postsecondary learning and more powerful pathways to and from work and learning,” WICHE Vice President for policy analysis and research and lead author of the report Patrick Lane said in a statement

Rage RVA is moving to the intersection of Forest Hill Avenue and Westover Hills Boulevard
A Forest Hill-area storefront has traded freshly starched shirts for swinging sledgehammers
which opened last year in Shockoe Valley as the region’s first rage room
is preparing to move into the former Ireland Cleaners building at 4827 Forest Hill Ave
Rage rooms are venues where people suit up in protective equipment and pay to destroy objects with bats, sledgehammers and other tools of destruction. The goal is to let out a bit of aggression
The move, planned for August, will give Rage RVA nearly twice the space of its current home. It’s leasing the roughly 3,300-square-foot space, located next to Outpost Richmond
It has been vacant for years after the laundromat closed
Owner Nicole Michelau said the added space allows for Rage RVA to show off its newest offering: “Splatter RVA.”
Nicole Michelau (BizSense file by Mike Platania)
and three 8-ounce bottles of paint that glows in the black light,” Michelau said of the new offering
“You can go in and get to splatter paint at the walls
or some people like to throw it at each other
Then you get an 8-by-10 canvas to paint on and you get to take home with you.”
Michelau said the splatter paint option has been catching on at other rage rooms around the country and enables younger kids to join in
The youngest age to smash stuff at Rage RVA is 13
and she said kids younger than that will be able to paint
She said the new space will be divided into rooms designated for breaking and painting
She said they’re building out the space now
a task that included adding an ultraviolet sterilization unit to the air filter system to help keep the space clean
“It’s a hospital-grade sterilization unit,” Michelau said
“Every 20 minutes it breaks up all of the bacterial stuff in the air.”
Michelau said a highlight of her first year in business is been being able to offer an outlet for people during an especially stressful time
Participants get outfitted in full protective gear before smashing plates
“It’s been fun meeting all kinds of people with different backgrounds
tells me their life stories,” Michelau said
or if they’re grieving and lost a family member
It’s not really about rage – it’s an outlet to come release your emotions
Rage RVA also hosted a fundraiser last year for the laid-off workers of Colortree
a local printing company that abruptly closed
Rage RVA will be near Hill Standard
a new apartment project anchored by The Veil Brewing Co.

What will the high school graduate population look like in the near- and medium-term future? A new Western Interstate Commission for Higher Education (WICHE) study, Knocking at the College Door
and thereby offers some projects with major implications for higher education
Michelau break down present numbers by total population
along with categories for public and private schools
Here I’ll pick out the trends that caught my futurist’s eye
Total population: the number of high school graduates will remain at its current level for the next seven years
is headed into a period of stagnation.” Then
Three years of growth are projected for 2024 to 2026
reaching about 94,000 more graduates in 2025 (2.7 percent) than in 2013
the average size of graduating classes is expected to be smaller than those in 2013
“the fewer number of children born during the Great Recession and the subsequent recovery enter high school through the early 2030s.”
I suspect many strategic planners for institutions focused on traditional-age students will be banking – hard – on that 2023-2025 spike
Region: the South will graduate nearly one half of American high school students
by 2030 the Midwest will graduate 19% and the Northeast 16%
the most important sector for higher education planners to examine
the white proportion of graduates will decline
while Asian and Latino populations grow steadily
the black population is not growing significantly
non-Hispanic public high school graduates is projected to gradually decline by about 6 percent.”
Interesting point: if it weren’t for two races/ethnicities growing fast
the total population numbers would really drop
Robust growth in the number of non-White public school graduates – Hispanics and Asian/Pacific Islanders in particular – will act as a counterbalance to the declining numbers of White graduates…
Public versus private schools: the latter are going to be hit hard
The number of high school graduates from private religious and nonsectarian schools is projected to decline at an even greater rate than the overall trend
from 302,000 in 2011 (the last year for which confirmed graduate counts are available for private schools) to about 220,000 by the early 2030s – a decrease of 80,000 graduates
The authors admit that a previous WICHE projection missed the mark
current data reflecting the number of high school graduates are 2 to 5 percent higher for the 2009-12 school years than what the 8th edition of Knocking at the College Door projected in 2012.” Why
high school graduation rates improved more than expected
“This is due in large part to much stronger growth and retention in the high school grades after 2010-11
and in some part to slightly greater graduation rates from 12th grade
than was previously indicated in the data.” That’s very important
It could also be something for the Obama administration to be proud of
the Latino population grew even faster than expected
“Much of this difference is accounted for by the states that contribute the greatest numbers of students to the national total and that have large Hispanic high school populations
California and Texas in particular…” So that’s interesting on its own terms
and also reminds us that these are projections
we’re seeing a continued shift in the high school population
meaning a transformation of the traditional-age undergraduate student body
Our decades of college and university growth can’t continue if they rely on this populace
What’s vital in the near- and medium-term future is the South and Latinos
is where campuses will bend their attention
Recruiters will have to heed these trends

Western Interstate Commission for Higher Education Vice President Patrick Lane

WICHE Immediate Past Chair David Lassner and NMC President Galvin Deleon Guerrero
pose for a photo after the press conference in the NMC Board of Regents conference room on Monday
OFFICIALS of the Western Interstate Commission for Higher Education or WICHE are on island to meet with the leadership of Northern Marianas College
WICHE President Demaree Michelau and Vice President Patrick Lane joined college officials led by NMC President Galvin Deleon Guerrero
Ed.D and Vice President for Administration and Advancement Frankie Eliptico in a media conference at NMC
With Michelau and Lane were University of Hawaii President and WICHE Immediate Past Chair David Lassner
WICHE Commission Chair Matt Freeman and Vice Chair Antwan Jefferson
It was the first time that the commission’s top officials have visited NMC
Pacific territory to join WICHE in August 2012
and then the U.S.-affiliated island nations of Palau
the Marshall Islands and the Federated States of Micronesia in the last couple years
They now form the “Micronesian bloc” on the commission
Deleon Guerrero said NMC pursued WICHE membership for many reasons
offers tuition fee discounts for students from member-states so CNMI students who want to go to U.S
universities and colleges don't have to pay out-of-state tuition fees
He said NMC’s partnership with WICHE has resulted in total savings of $1.51 million in academic year 2022 alone
through the commission's student access programs
Deleon Guerrero said WICHE has also been a powerful advocate and ally of NMC during recovery from typhoons and the Covid-19 pandemic
Deleon Guerrero said WICHE has advocated the inclusion of territories like the CNMI in important pieces of federal legislation
"we in the Western Pacific are not forgotten and we are very appreciative of that."
thanked the NMC officials for the opportunity to visit and talk about programs and partnerships
"It's an honor to be able to see the island and hear about the great things that you are doing here at NMC," she said
adding that they were “astounded” by the college’s “great work.”
She expressed hope that during their visit they can come up with other ways to expand opportunities for NMC students
She said WICHE has been in existence since 1953
when the Western states formed the organization
She also said WICHE is a partnership of states and territories that aims to increase access and opportunities to their students
"and it's really important for us that the Pacific is part of that partnership," she added
who worked with CNMI lawmakers in drafting P.L
said: “Of course we want all of our students graduating from high school to come to NMC
but we…also want to make sure they're taking advantage of many other universities and colleges that are out there
And we saw that many of them are going to schools in the Western states
So we wanted to make sure that they were given an opportunity to save some money and make sure that the scholarship money they were given [was] going farther.”
He said before the Commonwealth became a WICHE member
CNMI students in the states had to pay out-of-state tuition fees
Since many educational institutions are part of WICHE’s programs
the CNMI's membership allowed its students to “stretch their scholarship funds,” he added
“WICHE membership really does complement the range of offerings at NMC
Because we cannot be everything to everybody
we want to make sure that students are accessing programs that…we may not have
That's why WICHE membership is very critical to us," Eliptico said

McQuaide’s cycling friends enjoy the view over Bourscheid valley Mike McQuaide
Delano invites a keen cyclist to share their favourite rides in Luxembourg
I have far too many favorites to choose just one so here’s one of my favorites
this one best ridden on a mountain- or gravel-bike
because there are several -scheids on this ride: Bourscheid
Lipperscheid and Luxembourg’s grandaddy of -scheids
Begin this route by taking the train (and your bike) to Michelau
look west and up at the ugly clear-cut hillside on the far side of the Sauer River
cross the Sauer River and follow the dirt road to the left
up and into the still-wooded lower hillside
Climb steadily as you wind this way and that
eventually heading north and reaching the clear-cut
Michelau looks like a tiny toy town down in the valley
Suck it up and sally forth for you’ll soon reach a viewpoint with the best views to be found of Bourscheid Castle
just a few hundred meters across the valley and perched perfectly atop the neighboring hill
(Reach this point about 3 kilometers from where you started in Michelau.) Once you’ve photo’d the fantastic scenery and selfied ‘til you can’t possibly selfie no mo’
follow the gravel road west and up where you’ll soon reach the paved road to Bourscheid Village
From here you have a couple options all with the same result: after a rollicking descent you end up at Goebelsmuhle
The option I prefer is to first head west a bit (far-reaching views of the Éislek abound in all directions!) and just before Kehmen
turn right onto a paved farm road which soon becomes gravel and enters the forest
rumblin’-tumblin’ descent which ends up in tinier-than-tiny Dirbach
there’s a big hotel and camping area here so I suppose it’s not all that little-known
(Dirbach is about 12 km from your Michelau départ.)
it’s Schlindermanderscheid—with 21 letters
you can drop down via trail and dirt road to Ënnerschlënner
which is basically Lëtzebuergesch shorthand for Underschlindermanderscheid
Pass through the village and at the top of the hill
find a dirt road heading south and a scenic-overlook sign reading ‘Gringlay’
(Or maybe it’s ‘Gringlee’; Lëtzebuergesch spelling encourages variations on a theme.)
Gringlay (or Gringlee) is a paraglider launch spot
an open viewpoint offering spectacular views across a sweeping bend in the Sauer River to Bourscheid Castle which rises majestically above the valley below
It’s my favorite view in Luxembourg and one that my bikes and I return to time and again
is that much of the today’s ride can be traced on the view in front of you
all three Scheids are visible and even the icky clear-cut too
There’s a picnic table here so enjoy a bite to eat if you’re peckish and again
load up your phone with scenics and selphies
Michelau is just a couple downhill kilometers away so when it’s time to go
just head southish and westish—there are several farm roads and trails up here that lead down—and you’ll be back in no time
Total distance: about 24 km with 750 meters of climbing
Cycling is maybe the only thing I know of that feels exactly the same to me as it did when I was a kid
someone much faster passes me by like my wheels are stuck in cement
What is missing from the cycle infrastructure in Luxembourg
You know that cool bike wash station like they have at Hesper Park
I want them to install one of those just outside my front door so that I’ll quit tracking so much muck and mud into our apartment
Luxembourg is so far ahead of where I came from (in America) that I’m not inclined to be critical; I’m just grateful as hell for what’s here

While clearing the rocks was not the problem
stabilising the hill to avoid future incidents of the kind posed the real challenge

This temporary structure serves as a replacement for the 'Ficelles' bridge (Ficellesbréck)
which was closed two months ago due to rust detected on its steel cables
Authorities overseeing the bridge's maintenance expressed concerns about its structural integrity
Renovation work is slated to commence in 2025 and is expected to last a year
according to the Bridges and Roads Authority
the municipality of Diekirch swiftly installed a pontoon bridge near the footbridge connecting Diekirch park to the Sauerwiss neighborhood in early May
This alternative route was essential for the many students who rely on crossing the Sûre to access schools on the Merten campus
the pontoon bridge fell victim to flooding
and the footbridge is once again accessible to the public
Local authorities have announced plans for a more durable alternative
similar to the structure installed on the N27 between Erpeldange and Michelau
The possibility of demolishing the 'Ficelles' bridge entirely to make way for a new one has also been raised
