County Executive Neuhaus delivered a great State of the County address
sharing some positive statistics and events from 2024
as well as exciting new initiatives for 2025.”
The address highlighted the work of many of the County’s departments
from our County Attorney to our Youth Bureau for their continued dedication to and hard work on behalf of the residents of Orange County
Orange County government is a well-oiled machine
running efficiently and on all cylinders,” Neuhaus said
Neuhaus touted the many positives that are happening in the County that contribute to its financial success and the protection of taxpayer dollars
“We have continued to reduce the County Property Tax Rate
while simultaneously lowering the County debt and sharing sales tax with our municipalities
This combination contributes to making our financial rating one of the highest in NYS and our fiscal stress score zero
Our unemployment rate is lower than both the Federal and State governments
We’re moving full speed ahead in a positive direction!”
Chairman of the Orange County Legislature stated: “The strong working relationship the Legislature has with County Executive Neuhaus is a major positive for County residents
we have made positive changes resulting in the lowest County tax rate since the 1960s and have encouraged booming economic development with millions of dollars being invested in our County
Our initiatives and teamwork have poised Orange County for even more growth and success

Neuhaus also delivered a preview of the State of the County address on Thursday April 17th to a crowd of over 200 business community members at the Orange County Chamber of Commerce meeting at Woodbury Common Premium Outlets

Deneen was awarded the A.P.S.A.’s Leo Strauss Award for Best Dissertation in Political Theory in 1995
and an honorable mention for the A.P.S.A.’s Best First Book Award in 2000
He has been awarded research fellowships from Princeton University
and the Institute for Advanced Study at the University of Virginia

Rosy was the eighth of eleven children born to Gerald and Rose Lee Van Mol in Kansas City
Rosy attended Sacred Heart Elementary (later named Our Lady of Unity)
where she took every arts class available to her
Rosy spent countless hours collecting leaves
and other treasures on long walks through fields and woods
She was captivated by the changing seasons
Fascinated by the malleability and strength of metals
Rosy chose that as her focus for studies in college and moved to Lawrence
to study metalsmithing and silversmithing at the University of Kansas
After Rosy and Pete married and their household filled with family
she scaled her art to fit and focused on beading
creating jewelry to compliment a person’s mood and enhance their day
by focusing on the sound and feel of each piece
Rosy’s love of nature and artistic talent infused her world and that of everyone lucky enough to be in her circle
and together they developed a magical garden where they hosted many Spring Flings for extended family
both to fill her home and to share freely with family and friends
Rosy built several dear friendships that she nurtured through decades of life’s celebrations and challenges
Rosy’s nurturing personality guided her work life
helping many children flourish in their early childhood years in her home daycare and also in a small business daycare center
She later transitioned to working with school children
and then to adults with intellectual or developmental disabilities
She spent her days caring for others and has left us all with a shining example of how to make the world around us a little better every day
She is survived by her husband of 36 years

Orange County Democrats announced their candidates to run for county executive and district attorney
Civil rights attorney Michael Sussman will challenge incumbent Republican County Executive Steve Neuhaus
while former county chief District Attorney Alan Joseph will face off against Republican incumbent DA David Hoovler
Sussman previously ran for state attorney general in 2018 as a Green Party candidate
his priorities include bringing more housing to Orange County
investing in the green economy and the county’s three cities
“There’s a whole spiral and that spiral has got to be addressed and dealt with
people all over the county need to recognize this is in our whole county's interest," Sussman said

February may be the shortest month of the year
but it’s also been one of the busiest in recent memory
and frigid temperatures to key community events and initiatives
Here are a few of the things that have been keeping me busy
I spent some time in the City of Newburgh with Colin Jarvis
His staff at the warming center works tirelessly
to provide a vital service for those in need
along with the other two warming centers in the County
in the cities of Port Jervis and Middletown
serves as a lifeline for those in need of shelter from the brutal cold
offering a safe refuge where these individuals can find warmth
and support to ultimately transition out of homelessness
These warming centers are open to anyone who may need them
with staff members trained to provide support
and connections to social services that can help individuals regain stability
It’s always a humbling experience when I visit any of our warming centers and shelters
I feel it is important for me to be boots on the ground and witness firsthand the challenges faced by our community
The work being done at the warming center is truly commendable; from providing warm meals to a safe place to sleep
The staff and volunteers are making an amazing difference in the lives of those less fortunate
please lend a helping hand in whatever way you can to those in need

I was on hand for one of my favorite responsibilities of being County Executive
I could see the pride and joy felt by the 82 new citizens
and seeing these new citizens choose to call America their home is heartwarming and inspiring
I look forward to seeing them contributing to our community and upholding the values and ideals that make this country so special
I had the opportunity to address the supervisors
and planners at the Association of Towns meeting in NYC
I was grateful to be able to discuss with the attendees the importance of continuing to make our County business-friendly
open to new and exciting economic development within Orange County and the region
there’s plenty more to come on this and I will share more when I can

Orange County Executive Steve Neuhaus on Wednesday declared a State of Emergency
citing the ongoing fire in the Greenwood Lake area dubbed the Jennings Creek Fire
The declaration went into effect as of 5 p.m
I urge all residents to remain calm,” said Neuhaus
“The battle against the forest fire continues in Orange County
we will continue to use combined efforts from the state
county and local resources and it will involve the occasional emergency declaration
This will allow our teams to get into the areas that need to be extinguished
We appreciate your cooperation and thank all first responders who work tirelessly to keep the public safe.”
Neuhaus attributed the fire in the area of Greenwood Lake to the county’s “prolonged dry weather conditions over the course of several months.”
The executive order enacting the State of Emergency declaration authorized county municipalities to forgo the competitive bidding process when “circumstances affecting public buildings
or safety of the inhabitants of any such municipality require immediate action which cannot await the competitive bidding process to take place.”
The executive order closed East Shore Road from 32 Edgemere to the north entrance of Woods Road to public traffic
and prohibited car and pedestrian traffic “in any surrounding area or areas as determined by emergency service personnel
including sheriff and police officers,” with exceptions for emergency personnel
Neuhaus also announced that the Greenwood Lake school district would be closed Nov

Neuhaus Metalworks is a niche company offering exquisitely made steel hardtail bikes hand-made in their Novato
Founder Nick Neuhaus and 3D-print master Daniel Yang are the company’s only employees
They make basically only two bikes: variations of their Hummingbird mountain bike and their Epyon gravel bike.
Neuhaus believes he has perfected his frames’ geometries and leans into the simplicity of steel hardtail frames that he says offer the right amount of flex and poppiness to rides
Hummingbird Core set up as a single speed
By transferring the geometry and specs of their Hummingbird Custom frame to Taiwanese production
Neuhaus says they can keep what makes their bike special while lowering price and meeting demand
The Hummingbird Custom is still lighter than the factory-made Core
as it uses Velospec American steel versus the 4130 steel tubing of the Core
There's currently a 10- to 12-week wait for the Hummingbird Custom
and expects availability of the Hummingbird Core to be much quicker for customers.
The Hummingbird Core frame has a 66-degree headtube angle accepts forks with 120mm of travel
and takes 29-inch tires from 2.1 to 2.6 inches
and is available in five sizes to ensure fit
It’s compatible with most standard-sized components and is also offered fully built up with SRAM transmissions

Let’s look back at how 2025 began with some events and updates that occurred in January…
The first month of the year was a busy one
some much-needed renovations to a few of the bridges on the Heritage Trail were completed
sturdier bridges will allow for better emergency access as well as improved maintenance access as we grow the Heritage Trail
one of the most utilized parks in Orange County
Our Parks and Recreation team is terrific and working hard to make our parks and recreation areas the best they can be for the residents and visitors alike
I had the privilege of attending and speaking at the Orange County Emergency Services Division of Fire Services Firefighter 1 graduation ceremony at the Sugar Loaf Performing Arts Center
I was honored to witness these brave individuals from almost every fire department in the County receiving well-deserved accolades for their accomplishments
We are fortunate to have these men and women involved in the fire services in Orange County
I had a wonderful time with the bright and innovative seniors of Cornwall Central High School at the Participation in Government Class’s Civics Fair
These students shared their ideas to improve areas of concern in our communities
It was inspiring to see the future leaders of our society taking such initiative and creating innovative steps towards positive change
They truly want to be a part of the solution
which is both heartwarming and encouraging to see
January also included the ribbon-cutting for The Castle Fun Center’s latest expansion
What an incredible accomplishment and milestone for them
as it provided a reminder that it was exactly 12 years ago to the day that The Castle celebrated its first successful expansion when I was Supervisor of the Town of Chester
I want to extend my heartfelt congratulations to the Orange County Emergency Services Fire Rescue team for their well-deserved recognition at the State of the State address in Albany for their tireless efforts to thwart the Jennings Creek Fires
Your dedication and hard work did not go unnoticed
It’s hard to believe that we’re already halfway through the shortest month of the year
with great things happening all over the County
We’re working to make homeownership more affordable for veterans
I believe we should be doing all we can to help our veterans
and the veterans tax exemption can provide some needed financial relief to veterans who have dedicated their lives to serve our country
Director of the County’s Real Property office
brought the veterans tax exemption to my attention
as the last time the exemption limits were modified was February 2001
eager to help the large population of veterans in our County
I proposed it to two legislative subcommittees in late January
It was then unanimously approved on February 6th by the full Legislature
Obtaining a veteran exemption is not automatic
you must submit the initial exemption application form to your town assessor
The deadline in most communities is March 1st
but please double-check and confirm the date with your town assessor
Staying on the topic of veteran’s services
I took part in a special luncheon at the Town of Crawford Senior Center with veterans from all branches of the military
along with my Deputy Commissioner of Emergency Services Alan Mack and pilot Drew Townsend from the 105th Airlift Wing at Stewart
had the opportunity to speak with this special group
We shared stories about our time spent in Afghanistan as well as our appreciation for one another and our service
A big thank you to the Presutti family and East Coast Industrial Services
for organizing and hosting such a meaningful gathering
I am hopeful that there will be more of these wonderful veteran luncheons throughout the County
I was invited to recognize and congratulate students at Pine Bush High School on their accomplishments in the NASA HUNCH project where they developed and produced hardware for the International Space Station
HUNCH stands for: High School Students United with NASA to Create Hardware and aims to inspire students to pursue careers in aerospace and related fields through engineering
It is an amazing program for these students
where they are learning 21st-century skills and can launch their careers through participation in the design of real-world products for NASA
Pine Bush High School was only the fourth high school in New York State to be chosen to participate in this program
These students have been given an incredible opportunity to learn and grow
and I have no doubt they will soar to great heights
So proud of these students and excited to see where their journey with NASA takes them
Representatives from NASA – National Aeronautics and Space Administration and Build Submarines
which is a new generation of builders for the U.S
Navy’s next-gen submarines were also on hand

Hard to believe that we’re into March already
The sun is sticking around longer at the end of the day and the temps are starting to warm up
but here’s to embracing the changing seasons
and to continuing to work together in Orange County Government to build a stronger and better community
Building better communities is always part of the conversation at the New York State Association of Counties (NYSAC) Legislative Conference in Albany last week
which is celebrating its 150th anniversary this year
The Conference focuses on counties’ legislative priorities for the year ahead as well as the most pressing issues impacting county governments
The presentations and course topics are always interesting and engaging
and this year included Orange County’s Tourism and Film Director
and Deputy Commissioner of Health Lisa Lahiff
Amanda was part of a panel that shared valuable information about the pivotal role tourism plays in driving economic development
helping to shape our local economy and create new opportunities for growth
Lisa was part of a panel that shared the challenges and legalities of public health administration
Both did a terrific job and represented Orange County well
The County’s Employment and Training Administration (ETA) hosted a very successful job fair last week
Job seekers had the opportunity to connect with potential employers from all over the County
and explore new career possibilities with local employers

I also attended the National Association of Counties (NaCo) in Washington
This Legislative Conference brings together nearly 2,000 elected and appointed County officials to focus on federal policy issues that impact counties and our residents
I had the honor of placing a wreath on the Tomb of the Unknown Soldier at Arlington National Cemetery
It was a truly moving and humbling experience
Arlington Cemetery is incredibly hallowed ground and I’m grateful for the opportunity to have been a part of that solemn ceremony
I took the opportunity to visit the grave of my friend
and I was able to pay tribute to the crew from the USS Maine who are buried there

For Neuhaus Cafe’s 20th anniversary, the self-proclaimed candy man and owner promises to don a tall hat, black-and-white-striped jacket, red glasses and a cane.
Sacher’s first taste for the business began as a candy buyer for his father-in-law in Cape Town
he worked his way up the corporate ladder before becoming director
“I had a love for the colors and the whole thing with candy and the chocolates
developing different packaging with the factories,” Sacher says
Swiss Miss was one of the biggest chocolate factories in South Africa
asking to use their name to open up another chocolate cafe
he dreamed of bringing quality chocolate to the United States
despite warnings from a friend in San Diego about using South African products
‘I know exactly what I’m going to do in America
I’m going to open a chocolate shop,’” Sacher says
An interview with Neiman Marcus led to a job in May 1980
A colleague from the epicurean department suggested Dallas needed a gourmet chocolate shop
Sacher was responsible for designing the shop
He noticed people staying and sitting while eating chocolate
all the shops closed except for the Galleria Dallas location
Neuhaus Cafe relocated to Preston Royal in the ’80s
It has kept the same strategy as when it was under Neiman Marcus’ roof
Chocolate at Neuhaus Cafe comes in all shapes
with the most popular items wrapped in specialty boxes
Though other places sell chocolate in Dallas, Neuhaus imports high-quality international chocolates that are hard to find

The business has become a family affair with his daughter

With the recent retirement of long-time commissioner of social services and mental health
the deputy commissioner of the Orange County Department of Mental Health since 2018
“I have a ton of faith and trust in Lacey’s ability to continue to build on all Darcie and I accomplished together,” said County Executive Steve Neuhaus
“She is hardworking and very knowledgeable
as well as extremely dedicated to helping those in difficult situations
I am confident she will succeed in this position and serve the residents of Orange County well.”
Trimble began her career in social work in a County-operated
school-based mental health clinic in South Carolina
before returning to Orange County in 2009 as a staff social worker for the Orange County Department of Mental Health in Port Jervis
Trimble was named director of Mental Health Program Services in 2016
with the help of a grant from the New York State Office of Mental Health
helped create the WELCOME Orange Geriatric Initiative
which connects older adults who have mental health
or aging issues with community-based services
she was appointed deputy commissioner of the Orange County Department of Mental Health to work alongside Miller
“I truly enjoyed working with Darcie and learned so much from her,” said Trimble
“She taught me a great deal about being an effective leader and convinced me to step out of my comfort zone
to join the administrative team at the Department of Mental Health
This all put me on the trajectory to step into her shoes after her retirement.”
Regarding the challenge of taking on both departments
Trimble said “There is so much opportunity in this role to continue to enhance the collaboration between both departments so we can better serve the community and improve outcomes for those we serve
I have seen the incredible positive impact of these two departments working together
and I’m looking forward to accomplishing even more.”
Trimble was born and raised in Orange County
She earned her bachelor’s in sociology from Drew University in Madison
and her master’s degree from the University of South Carolina School of Social Work
she enjoys spending time with her husband and two children

Congressman Pat Ryan joined with Orange County Executive Steve Neuhaus
and Orange County Commissioner of Emergency Services Peter Cirigliano to announce their joint efforts to bolster public safety in Orange County
Ryan has selected the County government and Emergency Services department for $1,808,405 in federal Community Project Funding for Fiscal Year 2025 (FY25)
The funding has already passed through the Appropriations Committee
and is expected to get a final vote as part of the government funding bill this fall
$1,023,405 of the funding will be used for critical upgrades to the Orange County Emergency Operations Center
including the conversion of the current Dispatcher Trainee Room into a Real-time Intelligence Center with integrated new Real-Time technology
Orange County government will use the other $785,000 to purchase 200 body-worn cameras for corrections officers at the Orange County Jail
“I’m fighting every day to bolster public safety across the Hudson Valley – and that means working hand-in-hand with our local leaders to deliver the resources they need
These investments in the Orange County Emergency Operations Center and the Orange County Jail are going to significantly strengthen public safety for Orange County residents,” said Congressman Pat Ryan
“I’d like to specifically thank County Executive Neuhaus
and Emergency Services Commissioner Cirigliano for their partnership in getting these applications in place
and I’m proud to announce both public safety projects have passed through the Appropriations Committee
we are going to ensure Orange County is a safe community for everyone.”

Congressman Pat Ryan’s commitment to securing over $1 million in grant funds for our new 911 Real Time Intelligence Center and improved Emergency Operations Center represents a significant enhancement to our emergency services,” said Peter Cirigliano
“His support guarantees that Orange County will benefit from advanced resources to protect our community.”
Congressman Ryan selected and nominated Orange County’s Emergency Operations Center (EOC) and the Orange County Jail’s body-worn camera program for federal Community Project funding for Fiscal Year 2025
The projects were passed out of the House Appropriations Committee on July 9
and will become law pending final passage of the FY25 government funding bill
Descriptions of the project proposals are as follows:
Orange County Emergency Operations Center funding will go toward critical upgrades to the existing EOC/911 display wall and a larger screen to accommodate more video sources
upgrades to the technology and display wall in the County Executive’s EOC Command Room
and conversion of the current Dispatcher Trainee Room into a Real-time Intelligence Center with integrated new Real-Time technology to support the EOC during activations
The EOC was constructed in 2008 and these critical technology upgrades will boost first responder time and enhance public safety for the 400,000 residents of Orange County
The funding for the Orange County Jail will be used to fund 200 body-worn cameras for the corrections officers
These body-worn cameras will create a comprehensive system of accountability for correctional officers employed at Orange County Jail and protect correctional officers and staff
in addition to those in the care and custody of the jail
Research has shown that body-worn cameras in jail settings improve relationships and communication among corrections officers and those they are trusted to oversee
The use of body-worn cameras will help to reduce use-of-force incidents and injuries to corrections officers
and those incarcerated while ensuring the safety and accountability of all parties
Ryan is a firm supporter of local law enforcement and first responders
He has delivered landmark federal funding to local departments
including $400,000 for the Ulster County Sheriff’s Office crisis intervention team ORACLE to help combat the opioid crisis
$375,000 for the Town of Poughkeepsie Police Department to start a new Community Policing Unit and hire three new officers
and $300,000 for the Middletown Police Department to bolster its technology investments
