These supply cuts sent EU gas prices spiraling to over €340 per megawatt hour by August 2022 explosions ruptured three of the pipelines leaving only Nord Stream 2A intact.  The EU responded first by providing social protection for its consumers and businesses and funding gas purchases This cost the EU and member states approximately €500 billion the EU significantly diversified its gas market increasing pipeline supplies from Norway and LNG from the United States The EU plans to prohibit all Russian pipeline gas by April 2027 With the end of Russia’s Ukrainian transit contract in December 2024 the only Russian pipeline gas arriving in the EU is the 15 bcm which flows via the Turk Stream 2 pipeline principally to Hungary and non-EU Serbia.  The major US figure pushing for a restart is investment banker Stephen Lynch, who has focused particularly on the still-intact Nord Stream 2B pipeline. Lynch has also suggested that repairing the other NS2 pipeline would cost less than $700 million.   It is natural that one would start with the intact pipeline the fundamental regulatory problem is that neither Nord Stream 2 pipeline has been authorized under German or EU law The 2024 Gas Directive imposes two key requirements on pipeline owners the owner must demonstrate that it is not also the supplier of the gas a non-EU owner person must show that certification will not risk the energy or overall security of any member state or the EU itself.  One can see how the Lynch proposal could work with the EU law provisions A US-owned pipeline would be far more likely than Gazprom to obtain certification under the supply security test given Gazprom’s behavior during the energy crisis as the US investors would own the pipeline but not provide the gas they would be able to pass the separation of ownership and supply test.  the sale would need to be at full arm’s length—at market prices and with no Russian money or Russian state connections on the US side The 2024 Gas Directive imports a very broad definition of control from the EU Merger Regulation Any below-market-price transaction or Russian participation could raise the prospect of a legal challenge against the certification of the new non-EU owner—some EU member states would certainly launch a challenge if there were any suspicion of Russian involvement on the US side.  One also must ask whether Gazprom—which has never willingly sold one of its long-distance pipeline systems—would be prepared to do so now Gazprom ran a half-decade campaign to get Nord Stream 2 authorized so it could run the pipeline and it would be unprecedented for Gazprom to surrender it.  A further problem is that in response to the prospect of Nord Stream 2 restarting the EU could seek to deauthorize Nord Stream 1 which was authorized under an older assessment regime which did not include the supply security test As both Nord Stream 1 pipelines are ruptured and have not been repaired in over two years the European Commission could propose amending legislation to the 2024 Gas Directive which could provide that any significant and lengthy rupture to a major piece of gas infrastructure would require the application of the supply security test.   Adopting such legislation would potentially strengthen US investors’ hands with Gazprom It would mean the only way that Russian gas could flow through the pipelines would be if they were sold Gazprom would probably be even more reluctant to surrender all of its pipelines to outside hands would mean that Nord Stream 1 could never be revived.  Perhaps the most formidable barrier to US investment in the Nord Stream pipelines is the fact that Gazprom would have difficulty selling its gas in the European Union stemming from its behavior during the 2021–2022 energy crisis.   From spring 2021—presumably as a means to weaken Europeans’ resolve to assist Ukraine once the full-scale invasion got underway—Gazprom progressively cut gas flows to the EU This started with a failure to respond to demand for more gas on the European spot market as COVID restrictions lifted Gazprom did not fill its own European-based gas storages and indeed drew from them as the winter heating season began some of Gazprom’s EU storages were as little as 5 percent full.   Following the invasion in February 2022, Moscow went much further. In March, the Kremlin issued a presidential decree requiring all of Gazprom’s long-term customers to pay in rubles rather than in euros or dollars as per their contracts Because it was difficult to be sure that payments would be cleared Gazprom began systematically cutting off its long-term customers starting with Poland in May and finishing with Italy in October Gazprom progressively cut gas flows via Nord Stream 1 reducing supplies even for those continuing customers it was nominally still supplying.   The problem for Gazprom is that such awards create a major barrier to returning to the EU market Gazprom will face seizures of its gas as it enters the EU market or more likely its customers payments will be seized to satisfy outstanding arbitration awards such as that handed down to Uniper.  it is not only the long-term customers of Gazprom who have claims Gazprom was the dominant gas supplier in most of Central and Eastern Europe and parts of Western Europe Given that refusal to supply is an antitrust abuse of dominance under EU law and indirect purchasers (including energy-intensive industrial users) as well as consumers are able to bring claims the potential scale of damages against Gazprom may be enormous.  Gazprom could potentially offer very cheap gas as a means of compensation It could adopt a divide-and-conquer strategy by doing similar low-price compensation deals with high-volume users while seeking to contest consumer cases as to whether the scale of compensation that Gazprom may have to pay undermines the economic case for entry to the EU market—and thereby the economic case for US investors to acquire one two or all of the Nord Stream pipelines.  With the imposition of Chinese tariffs on US LNG US gas shipments are already being redirected toward the European market then US producers will want to maximize access to alternative markets This then raises the question as to whether the US government would be willing to support any Russian gas flows returning to the EU.    Chinese tariffs may give Beijing greater incentive to finally consent to a version of the Power of Siberia 2 pipeline bring natural gas from the Western Siberian gas fields—the main supply fields for the EU—to China.   one can see the potential reshaping of global gas markets Russia would increase its gas flows to China while the United States—via long-term LNG contracts—would supply the EU market In such a world there would only be a limited role—if any—for the Nord Stream pipelines restarting Nord Stream may simply be one pipe dream too far.   Alan Riley damaged Nord Stream 1 pipeline one might assume that half would go to Russia’s state budget based on the proportion of Russia’s 2025 budget dedicated to defense This would mean $5 billion more to Russia’s military a 4 percent increase in the Russian war chest.  making Germany the primary entry point for Russian gas into Europe would provide German industry with a temptation to take advantage over its neighbors constantly threatening European unity at a trying time A primary reason why other Western European countries had opposed Nord Stream 2 even before the war was fear that Germany monopolizing Russian gas flows would give it a competitive advantage over manufacturers in Italy and France.  potentially allowing it to overcharge five Central European member states—countries which paid even more than France and Italy.   For the most energy-intensive sectors in Europe, energy can account for over 10 percent of manufacturing costs—so if German industry gets a 15 percent discount the country gains up to 1.5 percent advantage in profitability over the European average.   Nord Stream 2 would deliver Russian gas in a route that bypasses most of the Central European transit states allowing Russia to leverage energy supplies to these countries separately from Western Europe and leaving 100 million Europeans in geopolitical limbo.   Whereas Moscow’s disputes with Kyiv in the related to human activity and occurred when the two Nord Stream pipelines were ruptured at the end of September 2022 The study puts the likely methane volume that escaped from the gas pipes under the Baltic Sea in a range between 445 000 and 485 000 tonnes The study was coordinated by the United Nations Environment Programme (UNEP) The researchers used data from several satellites including the Copernicus Sentinel-1 and Copernicus Sentinel-2 missions as well as the Infrared Atmospheric Sounding Interferometer (IASI) instrument on Eumetsat’s MetOp-B satellite the study looked at sources including atmospheric in-situ instrumentation aerial measurements and engineering estimates The study compared the datasets with models of the pipeline emission rates caused by the leaks a scientist at UNEP’s International Methane Emissions Observatory (IMEO) “Satellite observations were just one component of a broader set of measurement approaches which together enabled the study to provide a comprehensive and accurate assessment of methane emissions from the event – highlighting the importance of integrating diverse complementary methane measurement methods.” The research, conducted by 70 scientists from 30 research organisations, was part funded by two ESA Earth Observation Science for Society initiatives: MethaneCamp and Methane+ an ESA Earth Observation Atmosphere Scientist “This International Energy Agency estimates that the production and use of fossil fuels resulted in close to 120 million tonnes of methane emissions in 2023 while a further 10 million tonnes came from Stream leaks in 2022 The study published in Nature provides the first coherent and accurate assessment of its impact So why the huge difference in the estimated size of the leak in this study were based on data from a limited number of studies many of which relied on incomplete sources available at the time each capturing only part of the story from a different perspective This study presents the first updated estimate that incorporates all available data to account for every aspect of the emission event: the methane present in the pipeline before and after the ruptures and the portion the way we think about mental health showing why and how events—and treatments—can affect people in such different ways What motivated you to write a book about mental health CN: I wrote The Balanced Brain because my research as a neuroscientist over the past decade has radically changed my perspective of what mental health is ‘Mental health’ as a concept is practically ubiquitous today—something we hear and talk about in our lives almost every day but it also represents a societal shift: a renewed focus on wellbeing I’m glad it’s being discussed—but there are some crucial things I think everyone gets wrong about mental health measurable phenomena generated by our brains and wider nervous systems our mood is strongly influenced by our brain’s expectations: what our brain predicts about the environment based on what it has experienced before These expectations are physically instantiated and have physical effects on regions of the brain involved in processing the world around you but it is tangible—and because it is tangible scientists now have a better understanding of what it is and how to treat it What does that mean for the causes of mental health—is it essentially all your biology but only because social phenomena affect your mental health via your biology I sometimes use the example of lung cancer: your environment clearly plays an important role in lung cancer But these risks only cause disease via local biological changes- in your lungs the various life factors that can increase your risk of mental health problems also change your biology: your brain Their effect on mental health is entirely mediated through biological processes That means that our concept of mental health needs to include the brain—and The body is something that is rarely discussed in the context of mental health In what way can the body impact mental health there has been a resurgence of interest in the relationship between the body and mental health This comes out of a wider movement examining the influence of internal states in the body on emotion and cognition more generally some of my lab’s work has shown that the state of the stomach influences the emotion disgust—and other labs’ work has shown that signals from the heart are involved in fear processing which may play an important role in anxiety and other related disorders.  Does this mean we could be managing or treating our own mental health via the body?  consistent effect on mental health—epidemiologically exercise improves mental health even more than a big economic change But there is also a suggestion that new treatments could focus on the body such as anti-inflammatory drugs for some mental health problems or even the connection between the body and the brain which is targeted by treatments like electrical stimulation of the vagus nerve The body-brain connection actually means many things—comes from many sources including internal organs like the gut but also widespread systems like the immune system—and disruptions can occur at different levels or in the pathways of communication between the two Does this mean some aspects of physical and mental health overlap?  CN: One of the best examples of this overlap is pain Pain feels like it comes from the body—and some of it does from pain receptors called ‘nociceptors’ that send signals to our brain But our experience of pain is created by the brain The brain has the ability to dampen down pain signals—help you ignore painful input escape a predator even when you’ve been injured The brain also has the ability to enhance pain signals and even create them in the absence of nociception entirely I write in The Balanced Brain about functional neurological symptoms where symptoms like weakness but experienced in exactly the same way as physical disabilities The way we talk about this can be pejorative—‘psychogenic’ symptoms is a more old-fashioned term functional symptoms arise via brain mechanisms and are a relatively common cause of hugely disabling symptoms that can occur with or without poor mental health They are what some call ‘the most common disorder people haven’t heard of’ What do you see as the role of placebo effects in mental health—it seems like an unusual topic for a mental health book CN: I write about the placebo effect in such detail in The Balanced Brain because it’s such a clear way that expectations can change your biology Placebos are not biologically inert at the level of your brain If you take a medication expecting changes to pain a wide network of changes in the brain occur amazingly similar to the very changes caused by real pain medications (or depression medications And the opposite occurs too—the nocebo effect where you might experience side effects from a treatment wholly from your expectations.  have been accused of largely being placebos CN: Sadly there has been a plethora of disinformation about antidepressants recently In part it comes from the reality that antidepressants do not work for everyone and have genuine adverse effects for some people Mixed with this is the fact that antidepressants do not necessarily correct an underlying serotonin deficit—a public misunderstanding I explain in The Balanced Brain when I talk about how antidepressants really work on the brain the placebo effect influences every effective medical treatment But antidepressants also work above and beyond comparable placebos Maybe more difficult is the role of placebo effects in treatments like psychological therapy and psychedelics it is essentially impossible to run the sort of experiment you need to disentangle placebo and ‘real’ treatment effects—a double-blind randomised controlled trial—because in psychological therapy the therapist always knows what therapy they are delivering patients are almost always able to tell when they are in an ‘active’ condition the placebo effect may partly contribute to how effective a treatment seems I even wonder if cognitive therapies themselves work a bit like the placebo effect: directly targeting beliefs and expectations about the world.  Is there a role for treatments that now seem quite outdated like ECT—electroconvulsive therapy—in mental health CN: ECT is a type of brain stimulation which can effectively treat patients with very severe depression who do not respond to typical treatments But today it is by no means the only brain stimulation used for mental health problems transcranial magnetic stimulation therapy for depression noninvasive way to change brain activity in the prefrontal cortex and is at least as effective as antidepressants—maybe even more so there may also be a role for surgical deep brain stimulation All of these techniques are useful in that they widen the number of treatments for mental health problems and might provide solutions for people who do not respond to common treatments Many also have a key advantage in that they can target specific brain processes directly meaning they could be optimised for specific patients based on their brains.  Why is the US seeing rising rates of mental health conditions CN: Nobody knows—even if they tell you they do I think we have to be very careful about correlation and causation in this area: many people point to things that correlate—like increased use of social media—when there is shakier evidence for a causal role One factor that certainly plays into it is increased access to diagnoses A young person with depression fifty years ago may not have identified their symptoms and gone to their doctor for help There might also be changing labels: what we define as a disorder has changed across time and some disorders have now broadened in their scope or been labelled for the first time more recently And I am also interested in theories that our changing culture of mental health and seeing our peers be diagnosed with them might change our interpretations of our own symptoms perhaps making us focus on them more—particularly at ages where social influence is extremely important And for people with mental health conditions—where will the next solutions come from CN: We have a broad arsenal of mental health treatments that work The problem is that we don’t always know what will work for whom So one of the most important things that needs to happen is the ability to match people with the treatments that might work for them My view is that the way to do this is to understand the causes—in the brain and the body—of someone’s poor mental health individual: one person with depression may not have the same underlying biological causes as another But they give us something concrete that can be targeted either with traditional treatments like therapy or antidepressants or more novel approaches like psychedelics or brain stimulation targeted approach is the way that we can begin to grapple with the complexity of mental health and provide better solutions for people struggling with mental four explosion sites across three pipelines Much of this methane rapidly escaped to the atmosphere We use sustained high-resolution observations of methane concentrations from autonomous gliders and an instrumented ship of opportunity to reveal the timing and spread of dissolved methane across different Baltic regions and marine protected areas Estimates of methane spread and concentrations are essential to understand the ecosystem response and for establishing accurate priors for atmospheric outgassing and transport models initialized by engineering estimates and our observations enables us to constrain the mass of locally dissolved Nord Stream methane (9.5-14.7 kt) We show that dissolved methane decreased rapidly through outgassing however initial concentrations were so high that 14% of the Baltic Sea still experienced concentrations 5 times greater than average natural levels of which the largest part escaped into the atmosphere after rising to the surface It was the largest single-event methane emission recorded in recent times the possibility of multiple pipeline ruptures was neglected and thus the actual total methane release was about three times greater than the worst case estimate (148 kt) included in the report the solubility of methane in the seawater was considered to be negligible assuming all methane would rise to the surface and be released into the atmosphere Although the solubility of methane is relatively small a substantial part of the escaped methane dissolved into the seawater (section “Model results of methane spread and fate”) we present continuous high-resolution in situ observations of dissolved methane from a glider and a ship of opportunity (SOOP) traversing between Lübeck and Helsinki spanning over a duration of 3 months after the Nord Stream pipeline ruptures The glider sampled the whole water column a few km downstream of the leaks starting 9 days after gas started to leak from the pipelines whilst the SOOP observations provide a larger spatial view of methane concentrations in the surface layer and were already ongoing prior to the incident The numerical model is calibrated to our observations to simulate the advection we provide methane concentrations over time both collected in situ and completed with numerical model data to reveal the magnitude and persistence of Nord Stream methane across the Baltic cold fresh water left over from winter conditions when the seasonal thermocline coincided with the deep halocline This intermediate layer is entrained into the surface layer as the surface cools and storms mix in autumn who observed the highest methane concentration (albeit caused by a gas blowout in the North Sea) around the pycnocline due to the deflection of the methane-enriched plume by the density gradient As the surface mixed layer deepens during autumn, this intermediate layer becomes thinner (Fig. 1c, d and Fig. S1) Lowest methane concentrations were consistently observed in the bottom water below the halocline (>50 m) The surface layer showed intermediate concentrations that were lower than the winter water and higher than the bottom water Despite a clear and consistent vertical pattern the gradients observed are predominantly in the temporal/horizontal dimension This can be explained by an initially homogeneous vertical distribution of methane driven by the rapid and strong agitation of bubbles floating through the water column As Baltic circulation is dominated by barotropic (i.e. the observed vertical structure will not vary as much as the horizontal or temporal patterns The relatively weak depth-dependency also implies that the SOOP observations can explain much of the pattern especially in winter when the mixed layer is deep with implications for long-term monitoring or future methane blowouts The glider and SOOP observations provide a unique dataset to understand local and vertical processes that governed methane concentrations within the Baltic Sea after the leakage We used these data to tune the initial conditions of a Lagrangian chemical-fate and drift model (Section “Model”) to simulate advection and outgassing and to map the spread and residence time of methane across the wider Baltic Sea the fraction of methane that was dissolved is large compared to the natural existing dissolved methane pool and controls additional emission to the atmosphere several weeks after the incident Our model replicates the observed gradients during the first 2 weeks after the leaks and the anti-exponential decrease from mid-October to mid-November (red and blue line in Fig. 2a) patches of increased methane concentrations remain After the first week of glider observations (2 weeks after the leak) the modeled methane concentrations deviate from the observations because errors of individual Lagrangian parcel simulations accumulate over time the main usage of the model results is to inspect the fate of the methane and the extent of its spread over time These characteristics are robustly represented by the statistical averaging of hundreds of thousands of Lagrangian parcels The agreement between the model and observation indicates that (a) we identified the first-order processes as advection/diffusion and outgassing correctly for the weeks after the leak and (b) we can constrain the rate of microbial oxidation to the and mean (lower part of the bar) methane concentrations Results of the environmental monitoring program in the Baltic Sea for the year after the accident (nutrient distribution accessible in the IOW ODIN database) did not indicate unusual deviations from the long-term observations and trends This supports early statements suggesting minor impacts on the marine environment and ecosystem health requires that the impact assessments for subsea pipelines must be adapted to the current geopolitical context this study provides a robust record to understand potential sublethal impacts on the ecosystem that may be discovered in the future identifying 23 MPAs that experienced significantly heightened levels of methane our study shows that the majority of the initially dissolved methane eventually outgassed to the atmosphere where it increased the GHG emissions for Europe All gliders were equipped with the same methane sensor Gliders were either equipped with an RBR Legato CTD and Coda oxygen sensor or a Seabird GPCTD and SBE43F oxygen sensor equivalent to ~10 cm vertical resolution throughout the mission This semiconductor is located in the sensor behind a semi-permeable silicone membrane which separates the aqueous phase of the external environment and the gaseous phase in the sensor Multi-point temperature and methane calibrations for the 10–1000 nM range were performed by the manufacturer before and after the mission An additional calibration to determine oxygen sensitivity was performed after the mission Several factors complicate the use of the Franatech METS sensor in this environment which gives the sensors limited time to adapt to changes the diffusion of methane across the membrane of the sensor is not instantaneous A relatively slow response time (τmethane) of the sensor could lead to an underestimation of peak values and a hysteresis curve we need accurate temperature of the gas phase to calculate methane concentration from the partial pressure; water temperature is known accurately from the outside and the semiconductor temperature is known through the sensor A second lag (\({\tau }_{{{{\rm{temperature}}}}}\)) defines how quickly the internal gas phase temperature reacts to changes in temperature The post-mission calibration included the determination of sensor response under decreasing oxygen concentrations to account for near-anoxic conditions in the bottom waters of Bornholm Basin; the correction is a nonlinear scale factor ranging from ~0 and 1 corresponding to anoxic and normoxic conditions A third lag (τoxygen) is used to estimate oxygen concentrations within the gas chamber of the sensor the presence of hydrogen sulfide is suspected to bias the sensor response The equilibration system differs from the description in the referenced literature due to a major upgrade of the system in 2019 where an improved equilibration system of larger volume The overall accuracy of the methane measurements is usually better than 1% though the high concentrations encountered in the first days after the Nord Stream accident fall out of the calibration range the water flow to the system gradually decreased but we refrained from a maintenance break to assure undisrupted data coverage Several routines were tried to achieve the best consistency of data which can be assessed by a match of the general patterns of the East-West and West-East transects the response time was parameterized as a function of the water flow into the equilibration system which is also recorded with a temporal resolution of 1 min Time constants for methane ranged from typically 15 min at the nominal flow rate to a maximum of 60 min towards the end of the survey in January The models have a spatial resolution of 0.028 × 0.016° with 56 depth levels (BAL-MFC) and 0.25 × 0.25° Our Lagrangian model does not have a spatial model resolution in a strict definition but is limited by the resolution of the forcing data Our model domain extends from 10 °E to 20 °E and from 53.5 °N to 60 °N the methane is transported by the currents according to the Euler advection equation with the position of the Lagrangian body \({P}_{{{{\rm{t}}}}}^{{{{\bf{X}}}}}\) at the time step t (timestep length Δt) the diffusion is expressed as a random walk displacement loop where Rh,v(z) are random numbers taken from a normal distribution with zero mean The dissolved methane concentrations are modeled as a passive tracer in the advection/diffusion equations we grid the Lagrangian model output to the same resolution as the original (BAL-MFC) ocean model resolution Then we add the mass of all lagrangian particles in the grid cell and divide it by the grid cell’s volume to compute concentrations The results for concentration are most robust for grid cells with a large amount of lagrangian particles and lose precision if only a few particles are present in a grid cell for our estimations of areas with hundredfold or twofold increased methane concentrations and 41 particles in each horizontal bin on average The nonlinear dependency between concentration and particle number is due to differences in
