JACKSONVILLE – The Jacksonville Jaguars have changed WR Louis Rees-Zammit's roster status from Active to Exempt/International Player
the team has agreed to terms with two undrafted free agents

The Jacksonville Jaguars have elevated WR Joshua Cephus to the active roster for tomorrow's game via standard elevation
Louis Rees-Zammit has taken a step closer to realising his dream of playing in the NFL after the Jacksonville Jaguars confirmed that they have changed his roster status at the club
The 24-year-old departed rugby union in spectacular fashion last January to join the NFL International Player Pathway (IPP)
which gives elite athletes from around the world the chance to earn a spot on an NFL roster
Rees-Zammit initially signed a contract with the Kansas City Chiefs but was then cut from their roster before joining the Jacksonville Jaguars last August
The former Wales, Gloucester and British & Irish Lions speedster initially played as a running back during his stint with the Chiefs but changed positions to wide receiver when he joined the Jags
Rees-Zammit did not make his debut for the Jaguars during the 2024 NFL regular season although he was part of the Florida-based outfit’s practice squad as he continued to learn the finer details of American football
His contract was initially not renewed by the Jags which meant he was a free agent but the club eventually offered him a new contract which boosted his hopes of finally making his NFL debut and he signed the active roster deal for the forthcoming 2025 season
the Jaguars announced earlier this week that Rees-Zammit’s roster status has changed “from Active to Exempt/International Player”
The latest development comes after the club also agreed terms with two undrafted players
who like Rees-Zammit also play as wide receivers
A statement read: “We have changed WR Louis Rees-Zammit’s roster status from Active to Exempt/International Player
We have agreed to terms with two undrafted free agents: WR Darius Lassiter and WR Dorian Singer

“The Jaguars currently have 91 players on the roster
including one roster exemption (Rees-Zammit).”
Under IPP rules which were introduced in 2024
players who come through the pathway programme are eligible to fill a 17th roster spot on the otherwise-16 man practice squad of any of the NFL’s 32 clubs
That position is reserved exclusively for international players and prevents any of the other clubs from signing them while they are part of the the practice squad
It also gives them the chance to be elevated to their club’s active roster for up to three times during the course of the season
as the international exemption only counts during the off-season ahead of the roster being reduced to 53 players
and it does not exist once the regular season gets underway
It was expected that Rees-Zammit would fill the Chiefs’ single allotted roster exemption for an international player during 2024’s regular season
but that spot ultimately went to Nigerian offensive lineman Chukwuebuka Jason Godrick
who also came through the IPP to join their practice squad
Rees Zammit’s new status change with the Jags could mean that he is held in high regard by the club’s coaching staff who might feel optimistic about his chances of making the 53-man roster
who will now not be able to be poached by another club over the coming months
it could also mean that they are preparing for the eventuality that he leaves the franchise

Rees sat behind the podium for his introductory press conference as the new offensive coordinator for the Browns
"Those were probably the years I really started falling in love with football
when I think about my early development in the game
so many of those memories were surrounded by either being here or watching the Browns on Sunday from home
it is a pretty cool story to be able to say
when you really fell in love with the game

Rees first joined the Browns during the 2024 offseason as the tight ends coach/pass game specialist

Now in his new role, Rees will help develop the Browns' offensive system and lead the offense. While head coach Kevin Stefanski will call plays during the 2025 season
Rees said he will be a part of the process of game planning and the work done throughout the week heading into a game
The Browns are focused on improving their offense from a disappointing 2024 season
and Rees will play an important role in revamping the offensive system
He said Stefanski and him both believe in being sound and explosive and want to build their offense around those core tenets
They want their offense to have a level of multiplicity to the scheme
While they work through the quarterback situation for the 2025 season
Rees said their goal is to build an offense that has the flexibility to cater to a quarterback's strengths
as well as highlight the rest of the offensive players on the field
It's always going to be in the front of the mind to make sure we're doing things that are sound football wise and then how do we create opportunities for our players and our offense to be explosive," Rees said
"I think we want to put together a system that our players can have confidence in
Whether that's run or pass or anywhere in between
we want to make sure that everything we're doing has a 'why' to it
Stefanski said he first met Rees a few years ago through a mutual coach and kept in contact over time
He followed his career as a young coach in college before bringing him to Cleveland in 2024
"Really this last year spent with Tommy really solidified what I thought about him
We had a process with some really impressive candidates for this job
some smart people that we really enjoyed getting to know but ultimately felt that Tommy was the right fit for this football team," Stefanski said
We've been in already a bunch of meetings with Tommy

When Rees first took the coaching job in 2024
he wanted to be a part of Stefanski's staff
Rees said Stefanski's overall view of the game and his demeanor drew him to wanting to work with Stefanski
"Those are all things that as a coach you want to be around people that you feel like you can learn and grow from and then hopefully take part of their style and continue to help build your own coaching philosophy and style and you want to be around good people," Rees said
it's no secret you spend a lot of hours in this office
like all those things make it a very attractive job."
Over the course of the 2024 season and being back in the NFL
Rees said he learned how to reach players and more of the nuances of the day-to-day in the NFL
Rees spent a season with the San Diego Chargers in 2016 as an offensive assistant when quarterback Philip Rivers threw for 4,386 yards and 33 touchdowns
returning to the NFL in a different role provided him with new opportunities and a chance to grow comfortable in the flow of the NFL
He coached a different position group with the tight ends, which broadened his perspective. Through working with players like TE David Njoku and TE Jordan Akins
Rees developed a greater appreciation of how to widen that lens and see the differences of an offense outside of the quarterback perspective
It also reminded him of a constant conversation he had with his brother growing up
They would go back and forth about which position was tougher
"I remember texting my brother in the middle of training camp
I know this has been 20 years since we've argued about this
but I think you are onto something with the whole tight end conversation,'" Rees recalled
When you remove yourself from the quarterback room and have to look at things through a different lens
I think it's so beneficial for somebody that spent as much time around the quarterback position as I have or as much time as a coordinator
It really gives you a great perspective on the other parts of the offense."
Those experiences have helped prepare him as he transitions to being an offensive coordinator in the NFL – a role he's held before at the collegiate level
He knows the coordinator job takes leadership
with an emphasis on managing players and staff and finding solutions
He learned those traits through his stints as an offensive coordinator at Notre Dame and Alabama
allowing him to feel prepared for the next step in his NFL career
when the opportunity to stay in Cleveland and take on the role of offensive coordinator was presented to Rees
"Cleveland is where I wanted to be," Rees said

The Browns went 3-14 and had the NFL’s worst scoring offense at 15.2 points a game
Rees’ formative years were spent focused on the Browns
was the director of player personnel from 2004-08 and Tommy worked as a ball boy and in the equipment room
He went on to play quarterback at Notre Dame
going 23-8 as the starter and finishing his career second in school history in touchdowns passes (61) and third in passing yards (7,670)
the Browns were kind of the one that stuck
probably because I was here boots on the ground
“Those were probably the years I really started falling in love with football

2024 in review: Browns have lengthy offseason to-do list
Stefanski announced he’ll reassume the role of play caller
but he’ll collaborate with Rees to reshape the offensive system
At the same time the Browns will be reconstructing the quarterback room
as they seek a starter and at least one backup
They’ll consider numerous options through free agency and the trade market
“You want to build an offense that has flexibility to be able to cater to any quarterback’s strengths,” Rees said
“That’s what we’re trying to build and we have to be malleable in our ability to shape the offense
to really highlight the strengths of that player
And I know we’re going to put a system together that’s able to do that.”
Part of the problem last year was a significant philosophical shift from a run-heavy
play-action passing scheme to one that featured more passing using spread formations and the shotgun in an attempt to maximize quarterback Deshaun Watson’s skill set
Watson failed to throw for 200 yards in a game and went 1-6 before sustaining a season-ending ruptured Achilles tendon
He recently had a second surgery after the Achilles re-ruptured
The expectation is Stefanski will go back to the system he implemented when he arrived in 2020 and helped the Browns reach the playoffs in 2020 and 2023
“There’s core principles within that system that we want to major in and own,” Rees said
you’re going to adapt with the times and you’re going to evaluate what our team is really good at and make sure that we focus the offense around that
We want to have a system that is explosive
we want a system that caters and really highlights our players’ strengths
The Browns could have an entirely new set of quarterbacks in 2025 and must begin to build the system and playbook before knowing who they’ll be

“You need to have a system that is diverse enough to be able to be flexible based on your personnel,” Rees said
“You don’t want to pigeonhole what you can and can’t do based on your system
You want to be flexible to let’s go find the best quarterback we can and let’s make sure that he’s comfortable in the system.”
He knows what he wants most from a quarterback
“The quarterback’s job is to solve problems,” he said

Whether it’s personnel groups or formations
the Browns want to be multiple enough to stress defenses
“Multiplicity can look like a lot of different things to a defense
while it stays very consistent for the offensive players,” Rees said
the presentation is part of how we keep people off-balance.”
Rees’ previous experience as a coordinator came at the collegiate level
calling plays for three years at Notre Dame and in 2023 with Alabama
“The coordinator job is about leadership” he said
It’s about finding ways to have solutions for your players and staff
That doesn’t change based on the level you’re at
You still have to build relationships with all aspects of your offense because you’re not just in one room
All of those traits that you learn at Notre Dame
so I feel extremely prepared for this opportunity.”
His only NFL experience prior to joining the Browns was as an offensive assistant with the Chargers in 2016

Milroe improved and showcased his skillset in the pocket and his arm strength
While he struggled some with his accuracy and was not able to connect with receivers and pass catchers during different periods
he did throw a ball at 75.4 mph on the first day – which was the fastest initial air speed for the American team
Milroe showed some improvement and connected with his receivers throughout the different team periods
as he threw a deep ball to Florida WR Chimere Dike in 1-on-1 drills and another to TCU WR Jack Bech in 11-on-11s in tight coverage

The Chargers’ last year in San Diego was Rees’ only full-time season in the NFL before the Browns hired him in 2024 to take on a new challenge: tight ends

the couple remained dedicated parents raising their two boys
Their friendship came full circle in the last few years of his life and were together as a family in the end as he wanted
Mike was an owner-operator of Rees Trucking
Those who knew him knew his catch phrase of “Let’s Ride.” He was an active member of the Masons and the Shriners
He loved attending parades with the Siamese car
He was a proud resident of “Wyman Heights.” Mike enjoyed racing
cheering on the Iowa State football and basketballs teams
He loved attending his boys’ and nephew’s school sporting events cheering
But mostly he loved spending time with his boys
He is survived by his mother Janet Rees; two sons

Rees was considered the favorite to land the North Carolina football head coaching job if Bill Belichick had not been hired
Rees also played quarterback at Notre Dame for four seasons
who called plays for the first four seasons in Cleveland before giving the duties to Dorsey midseason
said he wanted to go through the interview process before making a decision on calling plays in 2025
The promotion of Rees is the first big move this offseason for the Browns as they attempt to fix an offense that struggled under a new-look approach in 2024. The team brought in Dorsey to help shape a spread-out, RPO-based scheme around quarterback Deshaun Watson
But Watson posted the lowest Total QBR in the NFL before tearing his Achilles in Week 7
The Browns last week announced that Watson underwent a second surgery after retearing his Achilles and would likely miss a significant portion of the 2025 season
Next for the Browns is solving their quandary at quarterback. The only other quarterback under contract for the 2025 season is 2023 fifth-round pick Dorian Thompson-Robinson

The Dover Board of Education didn't have to go far to find the next head football coach
Assistant coach and 2004 Dover High School graduate Matt Rees was selected as the Tornadoes next coach during a special school board meeting on Monday evening
"We are excited to support Matt Rees as our next head football coach," Dover athletic director Tim McCrate wrote in a news release
"Matt has been a dedicated part of the Dover football family for years
combined with his coaching and playing experience
make him an ideal candidate to lead our team
Matt's commitment to developing young student-athletes on and off the field has impressed us
He cares about winning games on Friday night and
Rees takes over for Dan Ifft, who recently retired after 30 years as the head coach for the Crimson Tornadoes
“Matt has been an integral part of every facet of our program for the past ten years and is extremely qualified to assume this position," Ifft said in the release
and always has the best interest of his players at heart.”
Rees has served as a varsity assistant coach for the Crimson Tornadoes for the past 10 years
most recently as the defensive coordinator
His leadership has been instrumental in the team's success
