without the worry of inquisitive glances and rude comments simply because they are not perceived as ‘normal’; being able to provide an event and place where being ‘different’ is totally O.K.”

Russia's government plans to increase defense spending by about 30% next year as it diverts more resources to fund its war in Ukraine
according to Russia’s draft budget plans
Moscow has already ramped up its military spending to levels not seen since the Soviet era
as it pumps out missiles and drones to fire at Ukraine and increases salaries in its effort to build up its forces.
The latest planned increase in spending will take Russia's defense budget to 13.5 trillion rubles ($145 billion) in 2025
according to a document published on the parliament's website
That figure does not include some other resources being directed to the military campaign
such as spending that Russia labels as "domestic security" and some outlays classified as top secret
Combined spending on defense and security will account for around 40% of Russia's total government spending — or 41.5 trillion rubles ($440 billion) in 2025
Before sending the draft budget to the lower-house State Duma
Moscow trumpeted an increase in investment and social welfare alongside higher military outlays
The "top priority" of the budget is "social support for citizens," Finance Minister Anton Siluanov told a televised government meeting last Tuesday.
"The second is the provision of expenditures on defense and security
providing the resources for the special military operation and support for families of those participating in the special military operation," he added
using Russia's official language for its war in Ukraine
But the figures suggest that military expenditures have crowded out spending in other areas of the economy
Planned spending on "national defense" is more than twice that allocated to social spending
Russia's Prosecutor General's Office has designated The Moscow Times as an "undesirable" organization

Thursday night’s Wayne Regional brought four sectionals together for the final stop en route to the IHSAA State Finals

The site is part of a highly competitive and customer-oriented industry

mushrooms and other plant-based narcotics)
suppliers are no longer motivated by the short-term benefits of diluting their product with cutting agents
Cheating is actively discouraged by the site
One market's front page features a warning to suppliers in the form of a Biblical quote from Leviticus: “Ye shall do no unrighteousness in judgement
in weight or in measure; Just balances and just weights ye shall have.”
The most popular items are marijuana and amphetamines
Both have one major advantage: They do not need to be imported
who spoke to The Moscow Times on condition of anonymity

it is proving a serious problem for Moscow residents and police alike
In areas especially popular with drug “hoarders,” locals complain of constant foot traffic
Drug corners are a notorious feature of many urban areas
entire Russian towns were practically overrun with drug dealers and their clients in various stages of addiction and withdrawal
But with the advent of online supermarkets
the drug dealers have sprinted far ahead of law enforcement
which is still struggling to adapt to the internet age
Plagued by hoarders and frustrated by the flaccid police response
Muscovites like Artyom have begun running their own anti-narcotics patrols
“My wife and I went to the police with photographs of [hoarders’] cars and hiding spots,” Artyom told the Moscow Times
“The cops didn’t even want to register a crime
They told us they weren’t interested in small-time drug users
They said hoarders were difficult to catch.”
Russia’s drug enforcement authority — the Directorate for Drug Control — recently downsized
The organization was demoted last year from an independent government agency
to a department within the Interior Ministry
is critical of recent reforms within the ministry
But he is prepared to cut his colleagues some slack
“Don’t shoot the pianist,” he told The Moscow Times
The structure of the fight against drugs is still being formed.”
And policing the online markets is an exasperating task

The new challenges facing drug enforcement agencies are not confined to Russia
Among most difficult challenges are new online drug markets and the increasingly dangerous substances filling their virtual shelves
there has been a fivefold increase in seizures of new synthetic psychoactive substances worldwide
Mikhailov says is not to chase after “hoarders” or to shut down online drugs supermarkets
If the Directorate shuts down one — like the FBI did with SilkRoad and its clones — dozens more will rush to fill the void

an SAPS officer who was injured on duty is due to receive some compensation
Roebel Botha suffered a neck injury while training for the SAPS’ specialised reaction force
He was then involved in an accident when the police vehicle he was a passenger in collided with a taxi
The consequences of his neck injury were terrible and he had a spinal stroke

The car crash occurred just three months after his spinal fusion and he was forced to have another
The Compensation Commissioner refused to give Botha compensation for the car accident
This was in terms of the Occupational Injuries and Diseases Act on the grounds that Botha had a pre-existing condition
Botha then made his way to the Gauteng High Court
The court set aside the Commissioner’s decision
The High Court declared that the former officer was 60% permanently disordered
It order the commissioner to calculate how much was owed to Botha.

Botha said he was 100% permanently disabled and took the matter to the Supreme Court of Appeal
The SCA evaluated the car crash injury and muscle spasms faced by Botha as well as the neck injury he suffered in training

the commissioner refused to award him compensation
Judge Nicholls said that the commissioner should have obtained further medical reports, reports IOL
She explained that the tribunal should bear in mind that their employees must be assisted as far as possible
Due to the fact that Botha had been injured 24 years ago
Judge Nicholls told the tribunal they had six months to calculate how much he is owed
