on the occasion of the 20th anniversary of Oury Jalloh’s death
several hundred people took to the streets of the East German city of Dessau
a 35 year old man from Sierra Leone and the father of a two-year-old son
was chained hand and foot and burnt to death in a cell at the Dessau-Rosslau police station on January 7
the German state still refuses to clarify the circumstances of his death and hold to account those responsible
Demonstrators who marched from the police station in Dessau-Rosslau to the city courthouse last week carried signs and banners remembering not only Jalloh
but also the many other victims of police violence in Germany
One banner denounced the police murder of Mouhamed Lamine Dramé
a youth who was killed in Dortmund two and a half years ago
the Dortmund Regional Court acquitted all five police officers involved in his death
The official version of Jalloh’s death remains that he killed himself
Although he was chained hand and foot to a cell bed
it is claimed he managed to fish a lighter out of his pocket
tear a hole in a flame-retardant mattress and set it and himself completely ablaze in just 20 minutes
it has already been refuted multiple times
including by professional investigators and international experts
This is also the conclusion reached in a new six-part Crime Time series on Germany’s ARD TV channel
The filmmakers refrained from presenting a so-called “balanced picture” repeating the cynical comments of the police station manager Hanno Schulz
the police officers dealing with Jalloh were “two very calm
reserved representatives.” Schulz declared there had “to be an end sometime” with the investigations
the ARD film makes the course of events sufficiently clear
Jalloh approached two women on the street saying he wanted to make a phone call
Two police officers then arrived and arrested Jalloh
who had been drinking and resisted his arrest
He was taken by force to the police station and a short time later lay severely injured on a mattress in cell 5
at this point his nasal bone and several ribs were broken
his eardrum had burst and he had suffered a skull fracture
After the police officers left Jalloh in his injured state
the fire alarm went off in cell 5 of the police station
The police chief on duty responded by switching off the alarm twice
thick black smoke was coming out of the cell
The official investigations were conducted extremely carelessly; a video team destroyed recordings from the scene of the crime
The public prosecutor’s office refused to have the body X-rayed and it was left to Jalloh’s friends to arrange this later at their own expense in order to determine his injuries
Original charges of “involuntary manslaughter” ended in an acquittal of all police officers because the witnesses for the prosecution changed their testimony retrospectively and all of the police kept silent
A charred lighter that turned up in the evidence from the cell cannot have come from the scene of the crime
This fact was established by later investigations by Jalloh supporters
It emerged that two other men had already died at the same police station before Jalloh and the investigations into these deaths had not yet been completed in January 2005
This raises the question if there was an attempt to cover up multiple police murders
additional private and official fire tests have clearly shown that the fire that took place in cell 5 could not have started without an accelerant
The research group Forensic Architecture (FA) reconstructed the course of events
They concluded that such a fire requires the draft of an open door
the senior public prosecutor in Dessau finally opened a murder investigation
the case was taken away from him and handed over to another public prosecutor in Halle
When politicians in the state parliament asked questions and demanded clarification
the minister of justice lied to parliament about the state of the investigation
the public prosecutor’s office officially closed the investigation
When Oury’s brother Saliou Jalloh turned to the Higher Regional Court in Naumburg in 2019
Saliou Jalloh took the case to the Federal Constitutional Court in Karlsruhe
this court also closed the file on the murder in cell 5
Its main argument was that the termination of the investigation by the Higher Regional Court of Naumburg did not violate the constitution
an attempt to file a complaint with the European Court of Human Rights also failed; the complaint was rejected on the grounds of a formal error
judiciary and politicians have denied that Oury Jalloh could not have set himself on fire under any circumstances
the absurd version of suicide is accepted and established in the courtrooms of Dessau
and most recently in Karlsruhe and The Hague
It has been declared that the case is legally closed in Germany
But as the Initiative in Memory of Oury Jalloh correctly writes in its press release
the facts speak “a clear language: this was murder
the crime of murder is not subject to time limits
“The fight for clarification and justice will continue until the Oury Jalloh affair has been resolved and the perpetrators held to account!” Saliou Diallo
described last week’s rally in Dessau as another “anniversary of the fight for the truth.”
The years of cover-ups and denials by the German judiciary in this and other cases represents a serious warning
including the courts and all the state organs of violence
is not to focus on education and mutual understanding
Tragic attacks on migrants such as those in Solingen
Mannheim and most recently Magdeburg are being used as an excuse to arm the police and intensify agitation against refugees and migrants
party leader Alice Weidel is now openly and loudly raising the far right slogan of ‘remigration’—but such a policy is not restricted to the AfD
All of the main parliamentary parties—the Social Democratic Party
Left Party and Sahra Wagenknecht Alliance—are pursuing similar policies
even though (or precisely because) they are involved in an election campaign
Such policies are directed principally against the working class
which is facing major struggles in the face of attacks on its jobs
international perspective can ultimately ensure genuine justice for the victims of police violence

Anhalt University of Applied Sciences and the German Environment Agency “Dessau- Rosslau Lives Global Openness and Diversity”
has been nominated for the German Demography Award in the “Living Diversity” category
The German Demography Award is an initiative of the Demography Network e.V
Among the organisations represented are Deutsche Bahn
nextpractice-Institut and insurance company R+V Versicherung The award honours projects that find creative solutions to the challenges of demographic change
projects are honoured that promote participation and openness to a diverse community and help to reduce discrimination and compensate for current inequalities in opportunities
We will continue this approach!” Promoting openness to the world and diversity is an important task
especially in times of growing populism and right-wing extremist ideas
“We must all realise that without skilled workers from abroad and a modern and service-oriented administration that responds to the needs of our citizens
our economy will not be able to meet the challenges of demographic change
It is therefore only logical that we train the employees of our administrations to improve their diversity skills
This is where successful integration and inclusion begins and sends a positive signal to local companies,” says Mayor Dr Robert Reck
University President Jörg Bagdahn also highlights the importance of international students: “More than half of our students come from abroad
Our study programme not only enriches the entire university
science and culture to work closely together in Dessau
Together with a network of companies and institutions
we support students before and during their studies in order to prepare them specifically for starting their careers in Saxony-Anhalt.” The collaboration between the three administrative sites in Dessau-Roßlau was nominated for the final round in Berlin along with two other applicants
The jury ultimately decided in favour of Ed
ZÜBLIN AG – Subdivision East with the project “We build with diversity”
which we would like to take this opportunity to congratulate
The nomination alone shows that we are on the right track in Dessau-Rosslau and that the existing cooperation must be expanded in order to continue to gain appeal
The project partners have emerged from the nomination stronger and with new motivation and are in the process of implementing further programmes and projects

This report explores the concept of planetary boundaries
and how it can be developed and operationalized to establish concrete environmental and sustainability goals
Planetary boundaries: Challenges for science
German Environment Agency (Umwelt Bundesamt)
https://www.umweltbundesamt.de/en/publikationen/planetary-boundaries-challenges-for-science-civil
The planetary boundaries concept was formulated in 2009 by an international research group led by Johan Rockström
and revised in 2015 by Will Steffen and colleagues
The concept emerged against the background of the Anthropocene – a period of time associated with rapidly growing environmental pressures
and increasing degradation and scarcity of global environmental resources
which intensifies risks for the stability and functioning of the Earth system
The UFOPLAN project “Planetary Boundaries – Challenges for Science
Civil Society and Politics” addresses the challenge of operationalizing the planetary boundaries concept
The project analyses the requirements that the concept places on politics
with the aim of informing the political implementation of the concept
In addition to cross-sectional papers that deal with topics of significance for various political processes (e.g.
the potential for environmental communication
risks associated with transgressing boundaries and a methodology for operationalization)
The political focus topics address questions of how the planetary boundaries concept can be applied to specific environmental policymaking areas (e.g.
the formulation of a national nitrogen strategy and the Integrated Environmental Programme 2030)
Important next steps for the operationalization of the concept include the stronger inclusion of planetary boundaries in sustainability strategies and a reorientation of science funding toward the integrated development of the concept

the Federal Environment Ministry and the German Environment Agency kicked off a series of regional dialogue events on climate adaptation
The first of these will be held by about 80 randomly selected citizens from the Central Elbe region
they will develop a common vision of the future for precautions against and adaptation to the consequences of the climate crisis in their region
This series marks the start of the second phase of public participation in the initiative “Dialogue Climate Adaptation
The recommendations from the dialogues complement the findings from the first phase of participation
which was conducted nationwide as an online dialogue
All results will ultimately be incorporated into the Federal Government's work on the new
Federal Minister for the Environment Steffi Lemke commented: “Depending on where they live
people in Germany experience the consequences of the climate crisis very differently
others are confronted with storms or floods
Here in Dessau-Roßlau in the Central Elbe region
different solutions are needed to those on the coast or in the big cities
we want to find out from citizens which measures for precautions against and adaptation to the consequences of the climate crisis they find particularly important for their region
And we are asking them for their ideas and recommendations for various areas of action
I'm glad to see so many people getting involved
and I'm excited to see the recommendations for our precautionary climate adaptation strategy.” The five dialogue events will take place in the regions of the Baltic Sea coast in Wismar
Rhine-Main in Worms and the Bavarian Forest in Zwiesel
They were selected on the basis of the results of the Federal Government's Climate Impact and Risk Analysis 2021 and with a view to different settlement areas
landscapes and economic and infrastructures
President of the German Environment Agency stated: “We deliberately selected these five regions because they are in part specifically affected by the impacts of climate change and exemplify the diverse challenges of climate adaptation in Germany
we hope to make valuable contributions to the further development of the German Adaptation Strategy for Climate Change.” In October and November 2023
the Federal Environment Ministry and the German Environment Agency will invite participants to regional dialogue events in the five selected regions
about 80 people will discuss how their region should be shaped for a climate-adapted future worth living in
The participants are randomly selected so that the composition is as diverse as possible
They will develop recommendations on which solutions
could provide sufficient precautions and protection against the consequences of the climate crisis
The implementation of measures for precautions against and adaptation to the increasing consequences of climate change contributes to maintaining or improving the quality of life for everyone in Germany despite the climate crisis
The online dialogue and the five regional dialogue events with citizens will be followed by the participation of experts from the federal states
The German government is currently further developing the German Adaptation Strategy from 2008 and intends to present a new
precautionary climate change adaptation strategy by the end of 2024
This strategy is anchored in the draft of the new Climate Adaptation Act
which was adopted by the Federal Cabinet in mid-July 2023 and is being debated in the Bundestag
The results of the participation process with citizens and experts will be incorporated into the work of the Federal Government
The aim of greenhouse gas (GHG) neutral administrations is not simply a matter of reducing administrations’ direct climate footprint
Besides administrations’ credibility and function as role model
it is also about the purchasing power of the public sector and practical experience with climate protection
In order to receive more attention and to be applied more widely
the criteria and necessary steps forward to make administrations GHG-neutral should be advertised
While a lot of research and discussions take place to further develop methodological concepts
criteria and IT tools regarding ghg-neutrality
the necessity of change management and institutionalisation within administrations seems not sufficiently addressed
the management level has to support the goal of GHG-neutrality and to communicate it resolutely and credibly to employees
contractual partners and the general public
it has to make decisions on climate targets
empower the operational level to achieve them and provide adequate personnel
equipment and budget to implement the necessary measures
Such kind of empowerment as well as networks of people in charge for these processes are not sufficiently developed to foster the role model of public administrations from the municipal and regional to the national
it is necessary to enable the professionals in charge to act jointly in a cross-organizational manner and to keep the process of administrations towards GHG-neutrality on track
The transformation companionship started with an in-presence workshop for the deeper exploration of the context and the relevant stakeholder system
In the following online workshop with international participation we

Sleek, pared-back, industrial elegance – that’s how most of us think of Bauhaus, the modernist design group born in Germany in 1919. But that was only one side of this short-lived but longlasting movement…• Norman Foster, Margaret Howell, Michael Craig-Martin and others on Bauhaus’s rich legacy
was a German school of art and design that opened in 1919 and closed in 1933
It was the most influential and famous design school that has ever existed
It became the pre-eminent emblem of modern architecture and design
The name has become an adjective as well as a noun – Bauhaus style
And now it is coming up for the centenary of its founding
which shows both that what was called the “modern movement” is now part of history and that its influence is very much still around us
It is nowadays usually clear what the word “Bauhaus” means – design stripped down to its essentials
the rational and elegant use of modern materials and industrial techniques
The device on which I am writing this and the one on which you might be reading it follow these principles
So (with greater or lesser degrees of bastardisation) do buildings without number around the world
the lettering on a tube of toothpaste or the design of a car
the tubular steel chairs of Mart Stam and Marcel Breuer or the steel-and-glass building built to house the school
The new institution was irrational as much as rational
mystical as much as practical and medieval as much as modern
It was a ferment of creative types pushing
View image in fullscreenWalter Gropius
Photograph: Hulton Archive/Getty ImagesThe school’s founding proclamation made no mention of industry or new technology
free of the divisive class pretensions that endeavoured to raise a prideful barrier between craftsmen and artists!” It aimed to break down barriers between art and different forms of craft
It dreamt of “a new building of the future that will unite every discipline”
which would “rise to heaven from the hands of a million workers as a crystal symbol of a new faith”
The front cover of the published version of the proclamation
which made people look like intergalactic dolls
Also the expressionist art of Wassily Kandinsky and the mysterious paintings of Paul Klee
The early Bauhaus was sometimes more like a forerunner of the Californian communes of the 1960s than a laboratory for an industrial future
the shaven-headed Swiss artist who taught painting in the early years
a pseudo-Zoroastrian fire cult that encouraged its adherents to purify themselves by
dressing up and performances as much as technocratic endeavour

Germany. One student would later recall rumours about the admissions procedure
whereby every applicant was allegedly locked in a dark room: “Thunder and lightning are let loose upon him to get him into a state of agitation
His being admitted depends on how well he describes his reactions.” Although these stories were “exaggerated”
they described the spirit that attracted the student to the school
he found a ragtag band of students and faculty “from all social classes”
some with the long beards of artists or ascetics”
It was too much for many residents of the Bauhaus’s conservative host city, for whom the weirdly dressed artistic types were subversive and possibly Bolshevik. “Men and women of Weimar!” read a newspaper announcement in 1920, inviting readers to a public demonstration, “our old and famous Art School is in danger!” The protesters didn’t stop it
although the Bauhaus moved to the industrial city of Dessau in 1925
where Gropius designed its famous building
before it closed down under pressure from the Nazis in 1933
Many leading Bauhauslers, including Gropius, Breuer and the school’s last director, Ludwig Mies van der Rohe
where they occupied influential academic posts
the Museum of Modern Art in New York mounted an exhibition on the Bauhaus
Bauhaus architects determined the look of commercial and cultural America in the years after the war
The dominance of Gropius and Mies cemented the cool and rational version of the Bauhaus
which is its most distinctive – but not its only – contribution to the modern physical world
the objections of the burghers of Weimar have often followed
“Every child,” lamented Tom Wolfe in From Bauhaus to Our House of 1981
“goes to school in a building that looks like a duplicating-machine replacement-parts wholesale distribution warehouse”
Had there ever been another place on earth
he also said of Bauhaus-influenced America
“where so many people of wealth and power paid for and put up with so much architecture they detested?”
on its 100th birthday it should be possible to see the Bauhaus not as a threat to civilisation
nor as the manifesto of a single vision of modern life
but as a place of abundant creative energy and technical skill
It has touched almost every aspect of cultural and commercial production

Dessau-Roßlau Culture
Often one can take a peek inside the homes of famous artists and designers through photographs
and in some cases their homes are preserved by trusts and opened up to tour parties
It’s a rare treat though to be able to stay in the same rooms as true pioneers
to experience where they worked and the views they enjoyed while they created
Now bear in mind the designers who stayed at the Prellerhaus in Dessau-Rosslau
were students (not known for their largesse) and belonged to the Bauhaus movement (ditto)
so there’s not much in the way of luxury happening
but there’s plenty of authenticity and atmosphere to be had
Also known as Bauhaus Dessau
the Prellerhaus name came from Bauhaus students in Weimar who were afforded dorm rights at the studio flats built by landscape painter Louis Preller
but this 28-room Dessau block is part of a larger complex built in 1926 according to designs by Walter Gropius
Josef and Anni Albers and Alfred Arndt were residents
and their rooms have been reconstructed using period designs – in some cases furnished with items they designed themselves while staying here
table and cupboard in Albers’ room are examples of this
while Ehrlich’s room contains later GDR designs from the 1950s
