the Panama-flagged tanker Eventin was a floating environmental time bomb until it was taken in tow in early January by German tugboats in an emergency rescue operation that demonstrates once again the extreme danger of Russia’s enormous shadow fleet

The Finnish stainless steel producer Outokumpu is investing in a biocarbon plant in Sassnitz on the German island of Rügen
the plant is to turn waste wood into 15,000 tonnes of biocarbon per year
The facility is scheduled to start operating in the first quarter of 2026
The new facility will leverage existing infrastructure and buildings at the Mukran Port
It is to deliver the biocarbon as feedstock for biocoke to Outokumpu’s pelletising plant in Tornio
which is on schedule and expected to be completed by mid-2025
biomass is converted into biocarbon using pyrolysis before being pelletised into biocoke in the second stage
Biocarbon can be used as a substitute for fossil coal or energy sources in different stages of stainless steel production
The company plans to use the biocoke as a reductant in the production of ferrochrome
as an ideal site for its project thanks to its excellent logistical ties to Finland and Central Europe
"Side stream gases" produced in the pyrolysis process are to be used to generate heat and electricity "which offers a financially attractive business case and higher value use for the biomass"
Outokumpu underlined that it was constantly looking for ways to reduce CO2 emissions throughout its value chain
"Efforts to replace fossil raw materials with economically viable alternatives is a key element in this journey." The company said that replacing fossil coke with biocoke could reduce roughly half of its direct CO2 emissions
Investments towards reducing these emissions were essential for Outokumpu to cut costs as free carbon allowances in the European Emissions Trading System (ETS) would be potentially phased out in the future
"We are proud that our stainless steel has the lowest carbon footprint in the industry
and we are progressing steadily towards our target to reduce our emission intensity across our direct
indirect and supply chain emissions by 42 per cent by 2030 from a 2016 base year
biocoke represents the best available technology to decrease our direct emissions and we are investigating also other innovations as well as the use of carbon capture technology to achieve further reductions,” commented Stefan Erdmann

Swedish ferry operator Stena Line has confirmed that it will permanently close the Trelleborg – Sassnitz ferry route
The operator initially disclosed the plans to close the route on 8 April
the company and the German Works Council have now given the approval to close the route
The move is expected to lead to the lay-off of 130 workers in Germany
Stena Line CEO Niclas Mårtensson said: “With a heavy heart
we have now made the decision to close the ferry route between Trelleborg and Sassnitz
it is sad for the employees who are affected
where the traditional ‘Kings Line’ meant a lot.”

Demnach soll das Schiff am Freitag vergangener Woche beschlagnahmt worden sein
Ein Sprecher des für den Zoll zuständigen Bundesfinanzministeriums sagte an diesem Freitag
dass gegen den Tanker „zollrechtliche Maßnahmen“ liefen
Den Spiegel-Bericht bestätigte er auf Nachfrage nicht
„auch bei der gegebenen sicherheitspolitischen Lage können wir uns zu dem Sachverhalt nicht sehr weitgehend äußern“
Eine Weiterfahrt sei derzeit untersagt und aktuell werde das weitere Vorgehen im Hinblick auf das Schiff und die Ladung von den zuständigen Behörden geprüft
dass der Zoll grundsätzlich nach Artikel 198 des Zollkodex der Europäischen Union Gegenstände unter Voraussetzungen einziehen und verwerten könne
Die Eventin steht seit Ende Februar auf der EU-Liste der Sanktionen gegen Russland
Der Tanker ist damit eines von mehr als 150 Schiffen der sogenannten russischen Schattenflotte
um einen westlichen Preisdeckel für russische Ölexporte in Drittstaaten zu umgehen
Diese oft überalterten Tanker sind nicht in der Hand westlicher Reedereien und häufig ohne ausreichenden Versicherungsschutz unterwegs
Experten und Umweltschützer warnen vor erheblichen Risiken für die Schifffahrt und die Umwelt
da viele dieser Schiffe technische Mängel aufweisen und teils ohne automatisches Identifikationssystem fahren
die Regierung in Moskau habe keine Informationen über das Schiff
Das Gleiche gelte zu den Besitzverhältnissen und zu den Gründen
Nach der EU-Listung der Eventin habe sich die Bundesregierung entschieden, den Tanker zu beschlagnahmen, statt ihn ziehen zu lassen, schreibt der Spiegel. Im Bericht heißt es, dass durch einen sogenannten Einziehungsbescheid der Generalzolldirektion nun sowohl der altersschwache Tanker als auch die rund 100 000 Tonnen Rohöl im Wert von gut 40 Millionen Euro in deutsches Eigentum übergingen.
Außerdem soll die Eventin nach dem Erlass des Bescheids offenbar umgeflaggt werden, berichtet das Nachrichtenmagazin mit Verweis auf Sicherheitskreise. Das ungewöhnlich harsche Vorgehen solle aus Sicht des Kanzleramts und des Außenministeriums ein Zeichen an Russland sein, dass Deutschland dem Transit von russischem Öl durch die Ostsee nicht tatenlos zusehe.
Nach Informationen der Deutschen Presse-Agentur wurde bereits geprüft, wo das Rohöl aus den Tanks der Eventin sicher abgepumpt werden könnte. Dabei wurde laut dpa auch überlegt, ob beim Durchfahren internationaler Gewässer – aus der Ostsee in die Nordsee – Sicherheitsprobleme bestehen und ein militärischer Geleitschutz erforderlich werden könnte.
Die Landesregierung in Mecklenburg-Vorpommern würde den Tanker laut Spiegel gern bald loswerden. Dort sorge man sich um negative Auswirkungen für Umwelt und Tourismus.
