 The PKK blamed Ankara for the bombing, arguing that the Justice and Development Party (AKP) has links to ISIS and has used the group to block Kurdish advances in neighboring Syria. A large number of <a href="http://www.cnnturk.com/haber/turkiye/hdp-es-baskani-yuksekdag-ak-parti-iside-yardim-ediyor">Turkey’s Kurds believe that the AKP supports the ISIS</a>
claiming that Ankara has used jihadist groups as a proxy force to target the Democratic Union Party (PYD)—a PKK linked group inside Syria that now controls 265 miles of territory along the Turkish-Syrian border
killing at least sixty-six security personnel since July 20
Turkey may have shifted its objective to forcing the PKK to declare a unilateral cease-fire
either outcome would portend an eventual return to the negotiating table and a resumption of the peace process
 By contrast, Ankara’s forthcoming airstrikes as part of the anti-ISIS coalition would support three interrelated policies. First, Ankara hopes to create an ISIS-free zone along its border with Syria. Second, by doing so, Turkey would prevent the further <a href="http://www.wsj.com/articles/u-s-turkey-agree-to-keep-syrian-kurds-out-of-proposed-border-zone-1438641577">empowerment of the PKK-linked Democratic Union Party</a>
which has received direct US air support and now controls 265 miles of territory along the Turkish-Syrian border
absent an agreement with the United States to impose a formal no-fly zone
Ankara hopes that the increased air traffic over areas in northern Syria would deter Syrian regime jets from striking Aleppo
thereby creating of a de-facto no-fly zone
 In both cases, the use of force may not lead to the desired political end-state. First, it is unclear how PKK militants could withdraw from Turkey, absent a guarantee from the AKP that they would not be targeted from the air. The PKK <a href="http://www.ft.com/intl/cms/s/0/372bae38-b7f2-11e2-bd62-00144feabdc0.html#axzz3k04YS333">has demanded a formal law</a> governing the proposed withdrawal since the start of the peace talks in 2013
but the AKP has thus far refused to propose such a law in parliament
this issue is certain to become even more problematic and undermine efforts to return to negotiating table
ISIS has withstood a year of US and coalition airstrikes
underscoring the need for a more comprehensive political solution aimed at ending the Syrian conflict to better confront the extremist group
the desired end goal is the defeat of ISIS
and the maintenance of a strong centralized state committed to ensuring that the PYD does not gain independence in a post-Assad scenario
Ankara’s aims are tied to the resumption of peace process
and therefore under the influence of domestic politics
Turkey’s polarized political climate certainly complicates the softening of the AKP’s current approach to the PKK
Erdoğan and the AKP have lost the support of Turkey’s religious Kurds
prompting a political campaign to court the nationalist right
These voters reject compromise with Turkey’s Kurdish political movement and remain skeptical of Erdoğan due to his previous support for the peace process
Erdoğan has a political incentive to continue targeting the PKK to demonstrate his anti-Kurdish nationalist bona fides
despite rising casualty figures and violence in the southeast
 This dynamic suggests a continued Turkish emphasis on counterterrorism in the near term
Ankara’s recent shift in its approach toward ISIS requires continued vigilance to target the group’s network in Turkey
the resumption of PKK-Turkish state violence will also result in continued arrests and military operations
which will inevitably include HDP members in addition to ISIS-linked cells
Ankara will find itself waging independent counterterror operations designed to realize two different political end goals—and resulting in low-level violence for the near-term

The prime minister said he has not embarked on a &#8220;mission impossible&#8221; in trying to renegotiate the U.K.&#8217;s place within the bloc
but did not rule out leaving if he cannot secure the changes that he seeks
“Reasonable does not mean lacking in resolve,” he warned
before adding that there will be no second referendum
“The European Union has a record of solving intractable problems
Let us therefore resolve to do so,&#8221; he said
Cameron detailed his demands in a letter to Donald Tusk
They will be discussed by EU leaders at a summit in Brussels next month
The negotiations will focus on four areas:
Cameron said there were three main challenges facing Europe: The crisis in the eurozone; problems with competitiveness; and a crisis of legitimacy

Compared to 2018, pessimism increased in all age groups last year. However, young people were generally less pessimistic than elderly people. A second airstrike against Isis, also known as the Islamic State, struck Derna - the target of the first round of strikes - once again. Sources have indicated that the strikes have the approval and coordination of the international recognised Libyan government.
The commander of Libya’s air force, Saqer al Joroushi, claimed that "at least 50" militants had been killed in the strikes, the Wall Street Journal reported.
It said the strikes were “to avenge the bloodshed and to seek retribution from the killers”.
“Let those far and near know that Egyptians have a shield that protects them,” it said.
Libyan security officials, speaking on condition of anonymity, told Associated Press that civilians were killed in the strikes. They claimed three women and two children had died in the Egyptian airstrikes.
Meanwhile, Libya Dawn, a moderate Islamic faction that presently controls Tripoli, has condemned the strikes. A spokesperson said they were "an assault against Libyan sovereignty".
But this claim was disputed by Mr al Joroushi, of the Libyan armed forces, who said the attacks had been conducted with full respect to the nation's sovereignty, but added that the country would not allow boots on the ground.
The video showing the mass beheading of Egyptian Coptic Christian hostages has sparked worldwide revulsion since it was posted online yesterday.
In the UK, Foreign Secretary Philip Hammond said: “Such barbaric acts strengthen our determination to work with our partners to counter the expanding terrorist threat to Libya and the region.
"Acts of terrorism should not be allowed to undermine Libya's political transition.
“We remain fully supportive of the UN's efforts to build a national unity government for Libya and to bring a political solution to the ongoing security crisis. Those who support terrorists can have no part in this process.”
The US meanwhile has described the act as “despicable” and “cowardly”.
White House press secretary Josh Earnest said the militant group's barbarity “knows no bounds”, adding that the the killings underscored the need for a political resolution to the conflict in Libya.

a study published in the Journal of American Medical Association on population screening for BRCA1 and BRCA2 risk variants states: 'Notably
50 procent of families found to harbor BRCA1 or BRCA2 mutations had no history of breast or ovarian cancer that would have triggered clinical attention.'
We have many documented cases of customers who have identified an unexpected health risk through 23andMe

These people would not have otherwise known of their risk but for the 23andMe test
it's also important to note that we recommend anyone who receives a positive result

the importance between relative and absolute risk are not clearly explained

A demographically diverse population study demonstrated a 90 procent or greater user comprehension of the concepts conveyed in our Genetic Health Risk tests
Our tests look for genetic variants associated with certain health conditions
and identify whether a customer has one of these variants
and therefore may have an increased risk of developing it
The reports state quite clearly what the testing result is and what it means for health risk
&nbsp; It is important to note that 23andMe is by no means diagnostic and while having a particular variant can be linked to a higher risk for a condition
it does not necessarily mean you will develop the condition
that is not only your genetics that can impact this
lifestyle and environment factors also contribute
this is something you cannot get properly tested in this type of commercial DNA test
it requires more specific expertise.&nbsp;
Late-onset Alzheimer's disease is influenced by genetics
The ε4 variant in the APOE gene is the most common genetic variant associated with the disease
This means that people with at least one copy of the ε4 variant have an increased risk of developing late-onset Alzheimer's disease
Each genetic health risk report describes if a person has variants associated with a higher genetic risk of developing a disease but does not describe a person's overall risk of developing it
please note the test is not diagnostic or intended to tell customers anything about their current state of health
and should not be used to make medical decisions
It's always worth being aware of other lifestyle and environmental factors that could contribute to certain conditions
&nbsp; About Alzheimer: it is also morally questionable if you should tell consumers this without the proper post follow up care in a professional setting
We would always encourage individuals to fully read about our product offering before going ahead with their own test
we value trust and transparency and our customers do have to make several informed decisions before ever seeing a risk result like late-onset Alzheimer's
discovering new DNA relatives or having their own data visible to other customers
For the health reports customers must 'opt in' to see their genetic risk reports
and the same goes when using the ancestry kits – customers can choose whether or not they want to see their DNA relatives
We are also very transparent with the information presented to customers when they are making these choices
Customers must undergo a second opt-in for sensitive reports
They will also need to complete an education module for those reports
which clearly outlines the information they may learn
