rested his tiny cooler and clipboard on the beach sand walked past a small company of shore birds the environmental specialist opened a plastic baggie and scooped up a few ounces of ocean water This beachside ritual occurs every other week and is a matter of public safety the Florida Department of Health has patrolled the Volusia County coastline to gather water samples — 13 stops between Oak Hill and Ormond-By-the-Sea Sulzbach will know if the water where locals and tourists come to fish sunbathe and frolic contain higher than normal levels of bacteria He begin in the south end of the county in the morning Another health department employee starts collecting samples to the north in Ormond Beach They meet after about two hours at a midpoint stop near the beach approach on Dunlawton Avenue Checking the water quality wasn’t always so precise the cleanliness of the beach water would have been anyone’s guess It was an open question in many Florida counties until the late 1990s Public health critics decried the state’s lack of established rules officials would preemptively close beaches after heavy rainfall and sewage overflow testing was done about once every month before state lawmakers passed a law in 2000 that mandated the current testing schedule “At that point we always just sort of assumed we had pretty decent beach water quality but we never had any data on it so we decided on our own to do it and then shortly thereafter the state came out with a pilot program (in 1998),” said Chip Scheble an environmental manager at the local health department “We thought it would be good to have some real data on it instead of assuming the water quality was good.” Most Florida counties are connected to the beach but their geographies vary Sewage and rivers carrying chemicals are frequently the sources of quality issues Scheble said they expected the same in Volusia County where the Halifax River pours into the ocean officials thought there would be higher levels of bacteria they found another culprit behind seasonally high levels of bacteria: migratory birds They swarm the coast frequently from late fall to early spring “It’s the only correlation that we can make,” Scheble said “since we don’t have any stormwater discharge onto the beach like some cities do.” The scenery doesn’t really change much up and down Volusia County's coast “Ponce Inlet changes the tiniest bit because there’s not a lot of cars and not a lot of people.” During summer months the water is cleaner when compared to the rest of the year the health department dutifully returns every other week with its checklist Sulzbach notes everything on his clipboard: the location He places the tiny pouch of ocean water on ice and drives off to the next stop Aditya Kunjapur, an Biosecurity Initiative fellowship program in 2019 Kunjapur joins 30 people from 13 U.S and the United Kingdom who were selected from more than 130 applicants the fellows will attend three multi-day back of a soccer venue conceals a treasure trove of Bavarian goodness The cozy atmosphere made me feel as if I had stumbled into a German household that just happened to be serving pizza But after the initial surprise of my request of a table for one Unlike the case with most restaurants in Europe I did not have to jump around and wave my hands in the air to get the waiter’s attention I went with something that I knew Germany does not mess up: beer The delicious Pils from local brewery Sperber Brau proved my beverage intuition correct Although the menu was replete with dishes ranging from pasta to calamari I would have been remiss if I’d gone to a pizzeria and didn’t order pizza I needed to get a baseline and then progress to a specialty pizza to give an accurate assessment This led to an interesting encounter with the waitress after the language barrier left her wondering whether that silly American had really just ordered two 12-inch pizzas for himself After an English-speaking waitress clarified that I did in fact want two whole pizzas my original server brought out a Margherita pizza salami and pepperoni with an egg cooked on the middle This is not the first time I have a fresh start for the century-old organization known as Boy Scouts of America which now allows girls to participate in its flagship Scouting programs Boy Scouts of America announced late last year that its board of directors unanimously voted to welcome girls into its flagship Scouting programs but given that girls have been involved in BSA’s Exploring and Sea Scouts affiliates since 1969 to hear Aloha Council Scout executive and CEO Jeff Sulzbach tell it “Having girls in the Boy Scouts of America is actually not a new thing,” Sulzbach adds is the inclusion of girls in Cub Scouts (kindergarten to age 10) and Scouts BSA (formerly known as Boy Scouts Aloha Council introduced a Cub Scout pilot program for girls from January to June with the official start slated for the new school year that neither Cub Scout dens nor Scouts BSA troops existing Cub Scout packs can choose to start a new girl pack or create a pack that has girl and boy dens girls will be able to progress alongside their boy counterparts and even have a chance to eventually earn Scouting’s highest ranking of Eagle Scout activities and curriculum will remain the same across the board and boys and girls from kindergarten to early adulthood — and says that change falls in line with the organization’s main goal to develop character and foster the growth of the whole person awards and accolades showcase a child’s advancement in technical skills and knowledge but a bigger part of Scouting is its focus on giving back “It helps reinforce that it’s not always about us given the ‘me’ generation we live in,” Sulzbach says “It helps to reorient Scouts that it’s about helping other people and being a citizen in our community Aloha Council Scouts and leaders donated more than 100,000 community service hours last year “I think people get hung up on the name change but that’s not the most important thing,” he continues “What’s really important is what we’re continuing to do which is help young people things the organization will be working on over the next six months is forming girl troops and coordinating to have them become chartered by sponsor organizations “When girls are allowed to join
