NEW SMYRNA BEACH — Jeff Sulzbach rested his tiny cooler and clipboard on the beach sand
walked past a small company of shore birds
the environmental specialist opened a plastic baggie and scooped up a few ounces of ocean water
This beachside ritual occurs every other week and is a matter of public safety
the Florida Department of Health has patrolled the Volusia County coastline to gather water samples — 13 stops between Oak Hill and Ormond-By-the-Sea
Sulzbach will know if the water where locals and tourists come to fish
sunbathe and frolic contain higher than normal levels of bacteria
He begin in the south end of the county in the morning
Another health department employee starts collecting samples to the north in Ormond Beach
They meet after about two hours at a midpoint stop near the beach approach on Dunlawton Avenue
Checking the water quality wasn’t always so precise
the cleanliness of the beach water would have been anyone’s guess
It was an open question in many Florida counties until the late 1990s
Public health critics decried the state’s lack of established rules
officials would preemptively close beaches after heavy rainfall and sewage overflow
testing was done about once every month before state lawmakers passed a law in 2000 that mandated the current testing schedule
“At that point we always just sort of assumed we had pretty decent beach water quality but we never had any data on it so we decided on our own to do it and then shortly thereafter the state came out with a pilot program (in 1998),” said Chip Scheble
an environmental manager at the local health department
“We thought it would be good to have some real data on it instead of assuming the water quality was good.”
Most Florida counties are connected to the beach but their geographies vary
Sewage and rivers carrying chemicals are frequently the sources of quality issues
Scheble said they expected the same in Volusia County
where the Halifax River pours into the ocean
officials thought there would be higher levels of bacteria
they found another culprit behind seasonally high levels of bacteria: migratory birds
They swarm the coast frequently from late fall to early spring
“It’s the only correlation that we can make,” Scheble said
“since we don’t have any stormwater discharge onto the beach like some cities do.”
The scenery doesn’t really change much up and down Volusia County's coast
“Ponce Inlet changes the tiniest bit because there’s not a lot of cars and not a lot of people.”
During summer months the water is cleaner when compared to the rest of the year
the health department dutifully returns every other week with its checklist
Sulzbach notes everything on his clipboard: the location
He places the tiny pouch of ocean water on ice and drives off to the next stop
Aditya Kunjapur, an assistant professor in the Department of Chemical and Biomolecular Engineering at the University of Delaware, has been named to the Johns Hopkins Center for Health Security’s Emerging Leaders in Biosecurity Initiative fellowship program in 2019
Kunjapur joins 30 people from 13 U.S
and the United Kingdom who were selected from more than 130 applicants
the fellows will attend three multi-day workshops
participate in networking opportunities and engage with top experts in domestic and global health security
Kunjapur and his peers in the Emerging Leaders in Biosecurity Initiative fellowship program will discuss ways to ensure that emerging technologies are not used in ways that endanger human lives or the planet
They contribute a diverse set of expertise including public health
Kunjapur brings expertise in synthetic biology
a field devoted to making biology easier to engineer
“My lab seeks to enable living systems to produce and tolerate the kinds of chemical functional groups and reactions that are often only achieved in non-living environments by chemists,” said Kunjapur, who joined UD in 2019. Many scientists are utilizing microbes for their ability to produce other chemicals, such as fuels
and Kunjapur wants to use biological substances as chemical factories or protein factories
“I’m very interested in sustainable chemistry using biomanufacturing platforms,” said Kunjapur
“If I achieve my dream of being able to put more and more unusual functional groups either on proteins or small molecules
it starts to blur the lines between what we think of as chemical and biological
and that’s where some of the risks come into play that first got me interested in this biosecurity space.”
As the field of synthetic biology advances
biology is becoming increasingly democratized
Think about the early adopters of computing technology who built computers in their garage
This could accelerate the pace of beneficial discoveries but could also contribute problems around biohazards
People could exploit the science to make weapons
“I think it’s important to have a high-level mindset
to think about how technology in your field can present both good things as well as potentially some things of concern for society,” said Kunjapur
“Synthetic biology itself presents opportunities and potential risks within biosecurity.”
he will incorporate the wisdom he gains as an Emerging Leaders in Biosecurity Initiative fellow
where he can learn from fellow experts such as Wilfred Chen
Gore Professor of Chemical and Biomolecular Engineering; Terry Papoutsakis
Unidel Eugene du Pont Chair of Chemical and Biomolecular Engineering; Maciek Antoniewicz
Centennial Professor of Chemical and Biomolecular Engineering; and Kelvin Lee
Gore Professor of Chemical and Biomolecular Engineering
He also looks forward to working with UD students
“The students who joined my lab consistently impress me with their motivation
and way of thinking about their projects,” said Kunjapur
our success is largely dependent upon our students
and their high quality here at Delaware inspires confidence that we will reach our highest heights together.”

Hunting for a restaurant when your belly is rumbling is generally not conducive to success
but my fortunate find of Pizzeria Antonio in Sulzbach-Rosenberg
It appears to be an apartment building nestled into the back of a soccer venue
conceals a treasure trove of Bavarian goodness
The cozy atmosphere made me feel as if I had stumbled into a German household that just happened to be serving pizza
But after the initial surprise of my request of a table for one
Unlike the case with most restaurants in Europe
I did not have to jump around and wave my hands in the air to get the waiter’s attention
I went with something that I knew Germany does not mess up: beer
The delicious Pils from local brewery Sperber Brau proved my beverage intuition correct
Although the menu was replete with dishes ranging from pasta to calamari
I would have been remiss if I’d gone to a pizzeria and didn’t order pizza
I needed to get a baseline and then progress to a specialty pizza to give an accurate assessment
This led to an interesting encounter with the waitress after the language barrier left her wondering whether that silly American had really just ordered two 12-inch pizzas for himself
After an English-speaking waitress clarified that I did in fact want two whole pizzas
my original server brought out a Margherita pizza
salami and pepperoni with an egg cooked on the middle
This is not the first time I have been fooled by what the Germans call a Margherita pizza
which in their interpretation is just a normal cheese pizza
it was adequate but lacked a little in the sauce department
I like my eggs scrambled with a side of bacon or oozing out of my burger; I was unsure how I’d react to one on my pizza
it added a pleasant element to an already delicious ensemble
I decided to round out my date with myself by ordering dessert
which resembled tiramisu but was served with a chocolate drizzle and apple slices
because I was figuring it would be in the 40 euro range
the tab for this hunger-busting bounty was only 24 euros
Pizzeria Antonio serves up some of the best pies in Bavaria
Factor in the reasonable prices and the friendly and helpful waitstaff
Just be sure to have cash handy for the bill
A former Sitka resident who was denied millions in civil damages when a decoration fell on her head in Harrigan Centennial Hall
has taken her claims to the Alaska Supreme Court
James Patton was leaning over a sink at a fitness center when he was shocked by an electrical outlet that had been installed during the center’s expansion
an employer isn’t responsible for the “torts” of its independent contractors
it was found that the land owner was “vicariously liable” for the injury that occurred on their property.
you have a duty to make sure it’s safe,” Choate said
“Between an innocent possessor of land and an innocent third party injured because of the negligence of the possessor’s independent contractor
the possessor should bear any loss because the possessor is in a better position to know what risk of injury exists
and to take steps to guard against them.”
Choate said this exception applied to the city and John Ferrick
the independent contractor in the suit who installed the decorative fixture that fell on Sulzbach– Ferrick was also not found negligent by the Sitka jury
But Ferrick wasn’t a paid independent contractor for the city – he was volunteering for the Alaska Day Committee
And that’s why attorney Timothy Bowman argued that the direction of the suit was misplaced.
the city had no role in selecting the decoration
The decoration itself was not owned by the city
And he never consulted with the city regarding his method of hanging,” Bowman said
“The city didn’t know or have reason to know how he had planned to hang the decorations in the first place.”
Bowman said the only input the city had was on where to attach the decorations in the new building.
Ferrick was working for the Alaska Day Committee
the appellants declined to add them as a party in this case,” said Bowman
“Therefore to the extent that they complain that they’ve been deprived of an avenue of redress
they have nobody to blame but themselves.”
especially government owned public facilities should be safe,” Choate said
“And when you come into them as a third party
just as I assume today and all of us assume
that nothing is going to hit us in the head.”
A decision from the Alaska Supreme Court on the Sulzbach appeal is forthcoming

Retired FBI special agent gives talk at Liberty
Starting out as a New York City school principal isn’t a shabby proving ground for a future FBI agent
At least that was the case for retired FBI special agent Ed Sulzbach
who patrolled the school hallways before making his way to the streets as a trained FBI agent in 1972
He worked undercover with a notorious biker gang
performed psychological profiling and was awarded one of the FBI’s first medals of valor for saving a colleague’s life when a drug investigation turned into a shooting spree in the mid-1970s
Liberty University welcomed Sulzbach as a guest speaker in the Arthur S
With 24 years of FBI experience under his belt
Sulzbach told students stories that were heroic and heartbreaking
“It’s a unique kind of family,” Sulzbach said of the FBI
most work environments have a “jerk quotient” — but the FBI’s quotient was very low
He recalled many wonderful memories with the Bureau
but he said being a psychological profiler was the most painful part of his experience
“Some of those crime scenes live with me to these days
You become haunted by those ghosts,” he said
he was comforted by the fact that he could help bring criminals who performed horrible acts such as pedophilia
he had to seem like he sympathized with them
FBI agents are working abroad in Iraq and Afghanistan
and he doesn’t know what their duties fully entail
He still watches some FBI and crime shows on television — and the one he thinks is most accurate is “Criminal Minds.”
Sulzbach’s speech drew 108 students. It was hosted by Liberty University’s Criminal Justice Students Club and the Helms School of Government
soldier was airlifted to a hospital and six others were injured Monday following a crash involving two tactical vehicles near Amberg
The collision occurred shortly before 11 a.m
on the eastbound A6 highway between the Sulzbach-Rosenberg and Amberg-West junctions in Bavaria
there are no life-threatening injuries to any of the individuals,” said Army Brig
the head of the 10th Army Air and Missile Defense Command
Six soldiers were taken by ambulance to hospitals
Four others were taken to the Grafenwoehr Army Health Clinic for evaluation
Several of the injured soldiers were later released from the hospital while others remained under observation
A convoy of seven armored vehicles was going from Shipton Kaserne
to Grafenwoehr Training Area when a Mine Resistant Ambush Protected Vehicle collided with a Stryker
The MRAP was missing a wheel following the crash
and the Stryker also showed significant damage
A civilian semitruck also was involved in the accident
German police cited "traffic-related braking" as the probable reason for the rear-end collision
Both military vehicles involved in the crash belong to the 5th Battalion
There were no munitions on board the vehicles involved in the crash
Uninjured troops in the convoy secured the duty weapons at the scene
The collision closed parts of the busy national autobahn for several hours Monday afternoon
Stars and Stripes reporter Michael Slavin contributed to this report
2011 at 1:31 pm ET.css-79elbk{position:relative;}It’s been three months since Rachel Sulzbach was hired as the Parks and Recreation Director for Forks Township and the number one on her list is bringing the department up to the 21st century
One way of accomplishing this task is with a newly designed website
“It will be easy to navigate through,” she added
There are also plans to start using social media tools like Facebook and Twitter on a regular basis and purchasing a recreation management software program
will allow for easier sign-ups for visitors to the community center and reduce administrative paperwork associated with the department
The current sign-up sheet that residents use to rent recreation items
use the gym or take classes would be eliminated and replaced with a key-card or entry card
That card would track recreation use via the software
The software would also help to track what programs are successful in town and which are not
This will enable the department to plan for future successful programs
Another task that Sulzbach would like to tackle is naming the various recreation parcels in town
but they’re just not named,” said Sulzbach
With a growing township and residents who are new to the area
the need to name all the parks is necessary
Sulzbach said she would like to create an all-inclusive map of the township parks with hiking and biking trails
The map would be mailed out to residents and made available in PDF form on the department’s website
new community center policies have been approved
She is now working on rules and policies for the municipality’s outdoor facilities
And even with a battle brewing between the township Board of Supervisors and the Recreation Department over revising the 1960 ordinance that created the board, Sulzbach has managed to come out unscathed
even gaining the support of most of the board members
Sulzbach said her goal is to get everyone involved in the township parks and recreation to work together
Sulzbach is a graduate of George Williams in Wisconsin where she earned her master’s degree in recreation administration
She earned her bachelor’s degree in biology from Mansfield University of Pennsylvania
Most recently she worked as for the Girl Scouts of America as the director of outdoor program where she managed 12 camp properties

Aloha Council Scout executive and CEO Jeff Sulzbach is joined by Gregory Gruenthal of Pack 166
Faith Gruenthal of Pack 166 and Scout Cash Steele of Pack 1 at a recent outing for the young Scouts
It’s a fresh start for the century-old organization known as Boy Scouts of America
which now allows girls to participate in its flagship Scouting programs
Boy Scouts of America announced late last year that its board of directors unanimously voted to welcome girls into its flagship Scouting programs
but given that girls have been involved in BSA’s Exploring and Sea Scouts affiliates since 1969
to hear Aloha Council Scout executive and CEO Jeff Sulzbach tell it
“Having girls in the Boy Scouts of America is actually not a new thing,” Sulzbach adds
is the inclusion of girls in Cub Scouts (kindergarten to age 10) and Scouts BSA (formerly known as Boy Scouts
Aloha Council introduced a Cub Scout pilot program for girls from January to June
with the official start slated for the new school year
that neither Cub Scout dens nor Scouts BSA troops
existing Cub Scout packs can choose to start a new girl pack
or create a pack that has girl and boy dens
girls will be able to progress alongside their boy counterparts
and even have a chance to eventually earn Scouting’s highest ranking of Eagle Scout
activities and curriculum will remain the same across the board
and boys and girls will have to achieve the same goals to move up the ranks
Cub Scouts Faith Gruenthal and Cash Steele
Aloha Council Scout executive and CEO Jeff Sulzbach
and Cub Scouts Harper Steele and Gregory Gruenthal roast marshmallows
showed overwhelmingly positive experiences
which solidified the notion that this was a logical route for BSA to take
there was a lot of pressure from families to have the Scouting programs available to both their daughters and their sons,” he says
“What we experienced in our communities is that sisters would frequently participate with their brothers
especially at the Cub Scouts level,” he adds
“They come along to meetings and participate.”
Harper Steele’s induction to twin brother Cash’s Cub Scout Den 7 was par for the course
“I just started bringing Harper along to Cub Scout meetings
she started to integrate with the others and started to flow into the activities,” Simpson Steele recalls
“The den leader at the time included her in everything they did.”
she enjoys being able to do the things her brother does
she’s earned eight belt loops and three patches
and hopes to earn even more in the near future
“That was a big change,” adds Simpson Steele
but only the boys would get acknowledgment.”
“She’s been asking if she could be a Cub Scout since she was 3,” says mom Amanda Gruenthal
went to his Cub Scout meetings and loved everything about them
learning archery and playing gaga ball (similar to dodge-ball)
Aloha Council inducted 202 new Eagle Scouts
felt like a natural next step for the Gruenthal family
“She’s made a car for the pinewood derby for the past two years
and it’s really great to know that this will be an official pinewood derby for her this year,” says Amanda
Sulzbach is proud that all of Scouting’s programs now serve both genders — from kindergarten to early adulthood — and says that change falls in line with the organization’s main goal to develop character and foster the growth of the whole person
awards and accolades showcase a child’s advancement in technical skills and knowledge
but a bigger part of Scouting is its focus on giving back
“It helps reinforce that it’s not always about us
given the ‘me’ generation we live in,” Sulzbach says
“It helps to reorient Scouts that it’s about helping other people and being a citizen in our community
Aloha Council Scouts and leaders donated more than 100,000 community service hours last year
“I think people get hung up on the name change
but that’s not the most important thing,” he continues
“What’s really important is what we’re continuing to do
which is help young people develop character
and it’s an opportunity to serve more young people and to be more responsive to what our families are saying.”
Next for the organization is its Scouts BSA rollout in 2019
One of the things the organization will be working on over the next six months is forming girl troops and coordinating to have them become chartered by sponsor organizations
“When girls are allowed to join Scouts BSA in February
we’ve got at least one girl troop identified at every major community around the island,” says Sulzbach

Boy Scouts of America is all about equipping its kids for the future
and to reflect the rapid advancements made in STEM fields
the organization has added more related merit badges to its arsenal of 130-plus
says Aloha Council Scout executive and CEO Jeff Sulzbach
STEM badges make up 40 percent of total possible recognitions

Just a few months after the start of construction
ECE Marketplaces - together with the builders
the mayor of Sulzbach and the tenant partners - celebrated the topping out ceremony for the new "Food Garden" in the Main-Taunus-Zentrum in Sulzbach near Frankfurt am Main
The implementation of the new gastronomic offer in one of the largest
highest-turnover and most successful shopping centers in Germany for decades is thus progressing rapidly
In the middle of the open-air shopping center in Sulzbach near Frankfurt am Main
varied range of restaurants with five free-standing restaurant buildings with partly covered and partly open terraces
attractive green outdoor areas and sophisticated architecture
The new buildings are also being constructed with a special focus on sustainability and are being built entirely from wood
The "Food Garden" is already fully let more than a year before it opens: Well-known concepts such as the restaurant concept "Alex"
the pizza and pasta concept "L'Osteria" and the steakhouse concept "The Ash" have profited as new anchor tenants in the gastronomy sector
Several other well-known regional restaurant concepts complement the high-quality tenant mix
including the Frankfurt restaurant concept "MoschMosch"
which was developed in the style of the Japanese noodle bar
The aim of the strategic further development is to supplement the premium tenant mix with an extensive range of dining options
thereby further increasing the quality of stay and dwell time in the Main-Taunus-Zentrum and creating additional incentives for visitors
the development of the "Food Garden" is a good example of the flexibility and adaptability of shopping centers: the new gastronomy concept is being created on an area of around 9,000 m² and with a total rental space of 4,000 m² in place of a former Karstadt department store
which was closed in 2020 and subsequently demolished and is now being replaced by a new usage concept adapted to the needs of the center and its customers as well as to the structural changes in the retail sector
Deutsche EuroShop and a closed-end Real Estate Investment Trust (REIT) are investing around 28 million euros in the Project as owners
which is also responsible for the operation and leasing of the center
is in charge of planning and implementation
