Tyler Rowell was a few months away from graduating from Spokane Valley High School with goals of going to college when his life was cut short by a 16-year-old with a handgun
Leland Westerland shot and killed the 17-year-old Rowell and wounded Rowell’s two friends in what police described as a “drug deal gone wrong” last year near Liberty Park in East Central Spokane
After tearful impact statements from the victims’ loved ones and an apology from Westerland Friday
Spokane County Superior Court Judge Julie McKay sentenced Westerland
Westerland took on that evening took a child from a family
Officers responded to the shooting the night of Feb. 8, 2023
Westerland pleaded guilty last month to first-degree murder and two counts of assault
McGregor and Jespersen are awaiting trial in November on murder
reportedly told an officer at the hospital he drove Rowell and Ohmann in his light blue Honda Odyssey minivan to Seventh Avenue to sell about $600 in cannabis oil
and three people wearing dark-colored ski masks approached and opened fire
The defendants then took the keys to his Honda Odyssey and drove away in it
Westerland was identified as the lone shooter
Charbonneau told a police detective McGregor needed money to pay a bail bondsman
Jespersen’s Snapchat account was used to set up the victims for a robbery under the pretense of buying drugs

stood and apologized to the victims’ loved ones

“I’m not the same 16-year-old who did this,” said Westerland
brought a large photo of her grandson’s high school senior picture to show the court

Tyler Rowell dove into reading and researching issues that interested him and started selling stock on the stock market at 16 years old
She said Tyler Rowell battled through a dark period of depression and a rebellious stage during high school
and he spent time with a tight circle of friends
“I can’t tell you how happy that made me.”
She said Tyler Rowell was honest with her and told her about the “sketchy” meeting he was going to have the night he died
She said he told her he wasn’t sure whether he was going to go
said Westerland took away Tyler Rowell’s chance to make something of himself
small-minded action has caused a lifetime of pain,” she told Westerland
who looked forward or hung his head while impact statements were read
said she and her brother would talk for hours about his issues of feeling lost in the world
she said Tyler Rowell pulled out of a depressing period in his life the year before he was killed

A victim advocate read a statement on behalf of Bloom
one of the three people who were shot that night
Bloom wrote that Tyler Rowell was like a brother to him and one of the most sincere and honest people anyone could meet
He wrote that his friend was extremely optimistic and had so many plans for his future
“It was too quick and far too soon,” Bloom wrote of his friend’s death
The shooting left victims and their families with sleepless nights
and some had to temporarily leave their jobs to cope
Bloom said he spent several days in the hospital and the last four months of his senior year in high school recovering
Spokane County Deputy Prosecutor Andrea Duggan asked McKay to impose a 37-year prison sentence
Duggan called Westerland the “primary aggressor” who shot multiple people
She said the trauma Bloom and Ohmann experienced watching their friend being shot and being shot themselves requires a high level of accountability as well
“there has to be serious consequences when lives are taken and injuries are made,” Duggan said
Blumhorst said Westerland did not plan the robbery
He was only supposed to scare the victims with a firearm
but Westerland believed Tyler Rowell was reaching into his waistband to pull out a gun
family violence and an incarcerated father
contributed to Westerland’s criminal behavior
She said Westerland grew up in an environment in which violence was encouraged to deal with conflict
No family members spoke on Westerland’s behalf Friday
Blumhorst said Westerland asked his father not to attend the hearing
She encouraged McKay to focus the sentence on rehabilitation rather than retribution
McKay determined Westerland’s youth played a factor in the killing and sentenced him to 32 years
Blumhorst and Westerland hugged before he was led out of the courtroom in handcuffs

I worked as a kitchen porter on the weekend at the local pub where my dad would always sneak in for a pint after work. After just a few shifts, I started helping with veg prep, and eventually onto the cold section. The rest is history.
If you weren’t in kitchens, what would you do?
I would be a fisherman. I love fishing and being by the sea. Imagine a Welsh version of Captain Birdseye.
What industry figure do you most admire, and why?
I have always been a massive fan of Hugh Fearnley-Whittingstall and I always used to watch repeat episodes of River Cottage growing up. His way of seasonal cooking and sourcing of produce has definitely inspired me to cook food the way I do today.
That’s a hard one, I’m quite passive and focused. I’d have to say, though, cling film being pierced instead of being removed from containers, it always looks like a pterodactyl has been attacking it.
What’s the oddest thing a customer has said to you?
I once had a well-done steak come back asking for it to be cooked more pink. We were lacking the time machine to help.
Sum up your cooking style in a single sentence…
That’s a tough one, the worst ones are always the ones where something genuinely went wrong and it’s out of your control to fix it. I once cooked for a wedding where we lost power and couldn’t cook the food for the happy couple. We had a terrible review for the wedding and we all felt for them.
What advice would you give someone starting out in the industry?
Always listen and make sure you try EVERYTHING. Taste, taste, taste!
Which single item of kitchen equipment could you not live without?
I couldn’t live without a good meat thermometer, especially here at the Millbrook, we cook everything by temperature to ensure consistency.
What would you choose to eat for your last meal?
Oh easy, pork scratchings and a pint of Guinness.
À la carte, I’m done with the days of sitting down to be told how and what I must eat.
What’s the best meal you’ve ever had in a restaurant?
The best meal I’ve ever had would be The Ritz. I took one of my apprentices for lunch as a congratulatory present once he’d finished his apprenticeship and it blew our minds. The level of food and service is incredible.
What’s the dish you wish you’d thought of?
Having been on the Great British Menu twice I’m going to have to be biased and choose it. I enjoy watching the skills challenges on MasterChef, though.
You’re a restaurant dictator for a day – what would you ban?
Brunch, I feel sorry for anyone that must cook it each week.
Who would your dream dinner party guests be?
Winston Churchill, I reckon you would have a fun night on the Pol Roger.
Definitely my dad’s Sunday roast. We still wonder to this day what meat it is after it’s been cooking for so long.
What’s the closest you’ve ever come to death?
It happens most mornings when I wake up after weddings.
Where do you go when you want to let your hair down?
I head to the beach fishing, you can’t beat the view, sound and smell.
What’s your favourite food and drink pairing?

Westerland’s sentencing is scheduled for Sept

The shooting that left a 17-year-old dead and two others injured last week in the East Central Neighborhood was the result of a “drug deal gone wrong,” court documents say
Police received multiple reports of gunshots around 8:20 p.m
dead and two others males shot in the upper right leg and taken to the hospital
One of the victims was treated and released and the other was not listed in Providence Sacred Heart Medical Center’s system
according to hospital spokesperson Ariana Lake
Rowell died from gunshot wounds of the head and torso
according to the Spokane County Medical Examiner’s Office
Police arrested Hagen F. Charbonneau, 18; Gavin M
told an officer at the hospital he drove Rowell and the other victim in his light blue Honda Odyssey minivan to Seventh Avenue to sell about $600 in cannabis oil
He said he did not know who was purchasing the drugs
and three people wearing dark-colored ski masks – whom the victim said he did not know – approached and opened fire
He told police one of the three males who approached them was armed with a black handgun
The trio then took the keys to his Honda and drove away in it
The other victim told police one of the males demanded his keys after the shooting
Evidence of prepackaged cannabis oil was scattered on the ground and six fired 9 mm shell casings were recovered from the scene
“The scene was consistent with a drug deal gone wrong,” police said in documents
a person reported seeing the stolen Honda Odyssey parked at 3205 S
Police later saw Charbonneau enter the Honda
drive off and briefly flee from officers before he pulled over
Charbonneau told a police detective he was at the robbery and that McGregor needed money to pay a bail bondsman
Jespersen told police she let McGregor use her Snapchat account to set up the robbery
She said she communicated with one of the males leading up to the robbery
Charbonneau told police he and the other three defendants had driven McGregor’s silver Infiniti and parked to the north of Seventh Avenue near Liberty Park
McGregor and Westerland walked up a trail to Seventh Avenue while Jespersen waited in the car
Charbonneau said he and Westerland hid near a parked van and a trailer on Seventh while McGregor waited for the three males to arrive
Charbonneau saw the males drive past them on Seventh toward a dead end in the Honda Odyssey before turning around and parking near the van where Charbonneau hid
The three males got out of the Honda and one of them said something to Charbonneau
He said Westerland then revealed himself and shot all three of the males with a purple handgun
Charbonneau said Westerland and McGregor then went through the victims’ pockets
McGregor took the keys to the Honda minivan and handed them to Charbonneau
McGregor and Westerland fled on foot back toward McGregor’s car
Jespersen said she heard several gunshots and that Westerland had a black-and-purple handgun that he placed in a bag when he got back to the car
Westerland was later arrested with the handgun in his possession
Jespersen said the plan was to steal the drugs but she was unaware anyone was going to be hurt
McGregor also denied knowing Westerland was going to shoot anyone
Charbonneau said the three males did not provoke the shooting and did not make threatening actions toward Westerland
Charbonneau said he drove to the Underhill Park parking lot where McGregor went through the contents of the Honda Odyssey
Charbonneau eventually drove to his University Road apartment where he parked the stolen Honda
Charbonneau said he spoke with McGregor over the phone about making plans to dispose of the van near Reardan
McGregor told police he participated in the robbery and took some of the cannabis oil
Charbonneau and Jespersen made their first court appearances Friday and are scheduled for arraignments Feb
The trio remained in jail Tuesday on murder
Each of their bonds was at least $1 million
He made his first court appearance Tuesday and is in the Spokane County Juvenile Detention Center

The path will be three meters wide and will provide a space separate from motor vehicle traffic that can be used by all active transportation modes

This path will eventually connect to the planned network

It has been over 10 hours since the passengers aboard the MV Westerland Interlink vessel that was on its way to Labasa have been stuck near the Natovi Jetty
We have contacted the Maritime Safety Authority of Fiji who have confirmed that the owners of the vessel
Ashok Transport Limited has arranged for technicians to make their way to the vessel
The Authority has also confirmed that the vessel is experiencing an hydrolic defect
Attempts to get in touch with the operations team of the company owning the vessel is still ongoing
Fijivillage is in contact with the passengers aboard who have confirmed that they have been offered breakfast
The passengers that they were told about a mechanical difficulty that the vessel was experiencing
They have also informed us that the reporting time for the vessel was 10pm however it berthed at the Natovi Jetty at midnight
The vessel left shortly after that and has been stuck since 3am
Passengers have confirmed that there are over 200 passengers aboard the vessel with approximately 50 children

A chef who has recently taken the reins at a luxury Lake District hotel will appear on the BBC’s Great British Menu tonight
who recently joined the Gilpin in Windermere with fellow head chefs Ollie Bridgwater and Aakash Ohol
is representing Wales in the popular BBC Two show
He will represent Wales alongside Georgia Sommerin
head chef at Portmeirion Hotel and Simmie Vedi
as the Welsh nation’s finest chefs battle it out in the hope of securing a place in the next stage of the competition.
He last appeared on the show four years ago and got as far as the judging chamber
the experimental chef will share some innovative new dishes with his veteran judge and aiming to get through to cook for the judges – Tom Kerridge with a total of three Michelin stars
restaurateur Nisha Katona and comedian and food podcast host Ed Gamble – in this year’s competition themed around the 65th anniversary of Paddington Bear
who is remaining tightlipped about the show’s outcome
said: “Since my last appearance on the show
my cooking style has developed and changed a lot
“I have found a love for cooking over fire and the fun elements of food
which you probably didn’t see as much last time I was on the show
I’m looking forward to seeing what the viewers think of my dishes.”
The Welsh heat of the competition runs from tonight until February 16
