The Avila Beach Drive Roundabout project is nearing its final phase. However, some local business owners are not thrilled about what might happen to their businesses during a closure of the intersection.
For Avila Valley Barn off of Avila Beach Drive, the summer is their busiest time of year.
“Our peak season is July, our parking lot is full and our parking lot is almost five acres, so that's a lot of visitors," Owner Raven Lukehart explained.
Lukehart is worried that the busy summer season might take a hit with the final phase of the Avila Beach Drive Roundabout project slated for a 40-day shutdown of the intersection in July, which means people wouldn’t have a direct line to businesses along that road.
“We operate our business off of those three [summer] months for the entire year. So to have 40 days taken out of that, it's really scary for us as business owners," she said.
The San Luis Obispo County Board of Supervisors recently saw Lukehart and Visit SLO CAL speak during public comment. In an email to KSBY, Visit SLO CAL said that they would like to see “proactive mitigations to minimize traffic congestion and business disruption. Clear wayfinding, 'Open for Business' signage and collaborative marketing support are essential to sustaining access and supporting local businesses and residents throughout the project."
Avila Hot Springs employee Hannah Hamel also mentioned that even though there’s always been traffic along Avila Beach Drive, there seems to be more now during the current phase of roundabout construction with a new four-way stop sign.
“Lately there's been a lot of traffic maybe around five or so, and everyone's leaving the beach area and going up towards the freeway because they have a four-way stop over there now," Hamel explained.
While many business owners and stakeholders in the area believe the project is important, Lukehart suggested moving the closure to August when the busy season starts to die down.
“I'm hoping that they will really enhance that plan to make sure it's appropriate for if it is July, a July closure. But even in August, you know, we have a ton of visitors year-round," Lukehart said.
At the board of supervisors meeting, Supervisor Dawn Ortiz-Legg suggested increased communication, more onsite staffing and another discussion with the contractor, CalPortland, to see if another time period can be chosen for the closure.
“See if there’s not a way to avoid July, particularly the truck show and move it towards mid-August through September and see if there’s not some flexibility there," Ortiz-Legg said last Tuesday.
At the meeting, SLO County Public Works roundabout project manager Aaron Yonker said that it would be best to avoid the summer and winter months, but with the 20-month construction schedule of all the phases, it happens to be landing this summer.
Supervisors last week requested more review on the project as they look into whether the timeline for the closure can be moved. They’re expected to make a decision on the project’s timeline at a later meeting.

April 2025 could become the driest month recorded in Ciego de Ávila since 2008
with precipitation levels below 30% of the historical average
reflecting preliminary data from the Provincial Meteorological Center
which warned about the worsening drought in the area
This deficit adds to a sustained trend of low rainfall over the past five years
due to a decrease in precipitation in the region
The lack of rainfall affects not only the availability of water but also agriculture and other sectors that depend on water resources, emphasized Frank Fernández Castañeda, meteorologist at the Provincial Meteorological Center of Ciego de Ávila, in a note published by the newspaper Invasor
He indicated that the main cause has been the persistent influence of high-pressure systems
which create clear skies and dry conditions
“Unlike tropical cyclones that attract media attention
but they can lead to prolonged drought events
like the one we are experiencing,” he noted
Traditionally, May marks the beginning of the rainy season in Cuba
Although climate models indicate that rainfall could be within normal levels for that month
"The deficit in precipitation would be partially mitigated
although the drought would persist," the specialist pointed out
Nonetheless, on this May 3rd, there were rains and thunderstorms reported in several localities of the province. The Provincial Meteorological Center of Ciego de Ávila reported the occurrence of heavy rainfall in Morón and the provincial capital
In April, Fernández himself warned that the central province was experiencing a precipitation deficit over the last four years
as 35 of the last 51 months (69%) reported rainfall below historical averages
of the 24 months included in the rainy season (from May to October)
14 experienced negative precipitation anomalies
Despite having a few very wet months in isolation
they were not sufficient to adequately recharge the aquifers
The data illustrated that from November 2024 to March 2025
the province accumulated only 163.5 millimeters of precipitation
resulting in a deficit of 41.1 millimeters
January 2025 was one of the driest months in the last decade
at the official start of the rainy season in Cuba
although a gradual increase in rainy activity is expected in the coming days
According to the meteorologist Raydel Ruisánchez
weather presenter at Telecentro ARTV Artemisa
the precipitation will arrive due to a trough in the mid and upper levels of the atmosphere
an increase in relative humidity across much of the national territory
The scarcity of rainfall in April 2025 in Ciego de Ávila is mainly due to the persistent influence of high-pressure systems or anticyclones
This situation has worsened the drought that the region has been facing for several years
The drought in Ciego de Ávila seriously affects water availability
leading to the implementation of a 24-hour water distribution cycle every nine days
in addition to complicating the daily lives of residents who must adapt to the water shortage
The Cuban regime has chosen to extend the water distribution cycle to nine days due to the reduced flow in the main supply sources
this measure has been described as a "necessary evil" and reflects the government's inability to effectively manage the water crisis and ensure basic services
Climate models indicate that rainfall could be within normal values in May
which would partially alleviate the precipitation deficit
an immediate recovery from the drought is not anticipated
as overcoming the historical deficit is necessary to reverse the situation

A boil water notice has been lifted for people living in Pismo Beach
according to the County of San Luis Obispo
Officials say the State Division of Drinking Water authorized the cancellation around noon on Saturday after extensive testing confirmed that the drinking water supply was safe
The county's Public Works Department reports that residents can return to using their tap water for ordinary purposes without taking any further action
Restaurants can also return to normal operations if they follow Environmental Health Department guidance
The announcement comes after the order was lifted for residents of Arroyo Grande
and customers of the San Miguelito Mutual Water Company on Friday afternoon
the county is continuing to work with its partner agencies to investigate the cause of the singular test result that triggered Wednesday’s order
The current investigation is expected to take 30 days to complete
county representatives say drinking water remains safe for consumption and is under regular water quality sampling
San Luis Obispo County Director of Public Works John Diodati wrote about the affects of the boil water notice in a press release published on Saturday
“I recognize the last few days have been extremely impactful for our Five Cities communities," Diodati said
and through strong collaboration and coordination with the state
we were able to quickly implement preventative safety measures.”
Diodati also emphasized that the drinking water is safe and will be monitored and regularly tested as the county works toward identifying the source that caused the event
we will share information with the public on what we know and what measures we will take to prevent this from happening again," Diodati said
County Board of Supervisors Chair and District 3 Supervisor Dawn Ortiz-Legg added that the county alert system was critical in keeping the public safe
The boil water notice was issued on Wednesday after testing on water samples repeatedly found the presence of coliform bacteria in the Lopez Water Distribution System
According to the Public Works Department, one sample showed the presence of E. coli.
County officials explained on Friday that the communities of Pismo Beach and Avila Beach reportedly tested negative during the boil water notice; however
they remained connected to the Lopez Water Distribution System
requiring the notice to stay in place in those areas until Saturday

Although the rains relieve drought conditions
they also highlight urban vulnerability to intense phenomena
Several areas of the city of Ciego de Ávila were affected by flash flooding
following heavy rainfall recorded in the afternoon of this Saturday
Intense rainfall has marked the beginning of the rainy season in the central province, which will last until October, and arrives amid a severe drought affecting the area
causing rapid accumulations of water in streets
Through its Facebook profile, the Provincial Meteorological Center (CMP) of Ciego de Ávila shared images of water accumulations in El Algarrobo and other areas of the provincial capital
"The street Ciego de Ávila has also been crowded for years, as the sewage systems of Marcial Gómez and Abraham Delgado are inadequate," mentioned a user identified as Elizabeth SP on the portal Ciego de Ávila Información
neighbors attribute part of the problem to the accumulation of garbage
"These floods are not due to the amount of rain; they are caused by blockages from all the trash piled up in every corner from the center to the neighborhoods," stated Rodalys Gómez
it’s not bad for it to rain once in a while..
which had warned of heavy rains in the afternoon hours of Saturday
Images from the weather radar confirmed significant convective activity in several areas of the province
Authorities recommended avoiding travel through flooded areas
and not drinking rainwater as it may contain contaminants

While the boil water notice issued on Wednesday by county officials was lifted on Friday in some parts of the Five Cities
it still remains in place for Avila Beach and Pismo Beach
KSBY News spoke with community members about how they are dealing with the ongoing public health issue
“We haven't been able to use any water in the whole establishment,” said Avila Market employee Lyndsey Blaume
Blaume says the ongoing boil water notice has impacted them
County officials advise those who remain under the boil water order to use bottled water or boil their water
But Blaume says boiling water at the market has been an inconvenience
so everything we have to boil when it comes to our produce
we have to boil the water first,” said Blaume
It's just a lot of frustration with the customers as to why we can't give them coffee or water cups or anything of that sort."

Rams offensive lineman Steve Avila wrapped his Mustang in Christmas lights for the holidays
That simple act reflects the uniquely joyful personality Avila brings to work every single day
Even when Avila hurt his knee earlier this season
which caused him to miss games for the first time in his professional career
he came to the facility with a smile on his face
He walked through the halls of the Rams' facility in Woodland Hills
peeking his head into open doorways to have conversations with the PR staff and other Rams employees
"I try to do my part and get information on what people like because that's how you get people's soft spots and that's what I like doing around here," Avila said
Avila has always sought out those conversations
so much so that the PR department has often joked about getting him a desk for their office – the injury just increased his availability to do so
People who go out of their way to spread joy in others are a rare commodity
338-pound people with that kind of zeal are even more difficult to come by
Avila "has a heart for people," said head coach Sean McVay
to be authentically themselves all the time
The comfort that Avila has inside his own skin transfers into the team's play on the gridiron
"Don't mistake the kindness for weakness," said offensive coordinator Mike LaFleur
Avila has always been an effervescent person
but he didn't know how that would come across as a rookie in an NFL locker room
He quickly adapted to the Rams' welcoming environment and reverted to his authentic
"When you have a good attitude I feel like that's what really starts your day," Avila said
but that's really what it takes to be in this league."
It's obvious to anyone who's around the team that Avila takes his work and personal connections seriously
His "rare ability" to control his body and quickness on the football field
is just part of what makes him so easy to play with
What's really a "rare ability," to borrow a phrase
is his determination to show respect to others and see them for who they are
It doesn't matter if it's the starting quarterback
a practice squad player or the equipment intern
"I think the things that you see are consistent with who he is on a daily basis," McVay said
He loves competing and he has a great way about himself
He's engaged and he's very present with you."
Rookie center Beaux Limmer said that Avila was one of the first people to really help him out with drills and calls
despite the fact that they were playing the same position during training camp
"I thought it was really nice of him," Limmer said
you don't know a lot going in and I know when you're in a starting position
you don't want to help them out because they're there to take somebody's job."
as he slid back over to left guard and free agent signing Jonah Jackson was left out of the starting lineup
The kindness Avila showed to Limmer early in the year sparked his emergence as the team's starting center
at a position group where "chemistry is everything," it helps to have someone as approachable as Avila playing next to him
"especially when there are days you come in here and you're a little tired or something and you come in the meeting room and he's got that big smile on his face
popping jokes off and just how he approaches practice and the way he celebrates after a big play will kind of energize the whole o-line."
"One of the things that's refreshing about Steve is he has a very light personality," said offensive line coach Ryan Wendell
"very joyful every day and so I think that can be infectious when he's playing well."
Avila even dressed up as Santa Claus each of the past two years and came to the Rams' business office
He also went to a Walmart in costume and participated in the Rams' eighth Annual Holiday Shopping Spree with the Salvation Army
Spreading cheer and presents to kids during the holidays is peak Avila
Avila reignited his love for cars last season
and he's bonded with several teammates over that joint interest
He loved them as a kid and said he now feels "blessed" to have the opportunity to invest in that passion
and has even planned to attend "Cars and Coffee" during the offseason with safety Quentin Lake
Avila talks about cars with his teammates "every single day," and for people who aren't interested
Whether it's a person's favorite Pop-Tart flavor or the technique on a duo block
Avila can find something to engage in with anyone
making him a staple in the Rams' locker room
"He's an outgoing guy," said quarterback Matthew Stafford
Some of his best moments I feel like are mic'd up
You (usually) don't really get to hear a whole lot from an offensive lineman
all of a sudden you hear his stuff and realize how much he just loves going out there and competing in between the lines."

The lone hit the right-hander surrendered came to open the fifth inning
then he punched out his first two Louisville hitters in the sixth inning before a walk ended his start
11 strikeouts was two over his previous career-high and marked the most strikeouts in a game by an Omaha pitcher since 2017
Left fielder John Rave opened the scoring for Omaha
with a leadoff home run in the bottom of the first inning and the Storm Chasers held on to a 1-0 lead through the first five innings
After Avila walked a batter with two outs in the sixth

Avila aids bullpen at outset of the ALCSRighty goes 2 2/3 innings to prevent Cleveland's Big Four relievers from enteringOctober 15th
during which few things went right for the Guardians as they went down 1-0 in the series
it was their 26th man who delivered a heroic performance
Entering the hectic environment of a Yankee Stadium crowd ready to come unglued as he took over for reliever Joey Cantillo -- whose own appearance came earlier than expected after Guardians starter Alex Cobb lasted just 2 2/3 innings -- shortly after the left-hander had uncorked his fourth wild pitch of the night
Avila stabilized what had the makings of a disastrous fourth inning
the 27-year-old shut down the Yankees across 2 2/3 innings by retiring all eight batters he faced
Avila kept the Guardians within striking distance by departing with a three-run deficit
his length saved them from having to utilize any of The Big Four in their bullpen: Cade Smith
Of Cleveland’s 44 total innings pitched in the ALDS against the Tigers
the dominant back-end quartet worked 21 of the bullpen’s 26 2/3 innings
Avila was followed by Erik Sabrowski and Andrew Walters
who combined for 2 2/3 innings of one-run ball
“[Avila] did his best to save our bullpen,” shortstop Brayan Rocchio
who homered and was involved in an odd obstruction play
“He executed his pitches and helped us out a lot by preserving the bullpen.”
Monday night’s performance was nothing new for Avila
who has been somewhat of an unsung hero in Cleveland’s bullpen
He has proven capable of performing any role
whether it be short outings -- 21 of his 54 regular-season appearances were one inning or less -- or long relief
That versatility was ultimately a prevailing factor in Guardians manager Stephen Vogt’s decision to add him back to the roster for this round
He has come in and stopped the bleeding and stopped the game and continued to get outs for us
Pedro has been phenomenal in that role for us all year long
So it was great to see him back on the mound doing it.”
Despite not having pitched in over two weeks
Avila maintained his arm by regularly throwing bullpens as he sat back and cheered on his teammates throughout the ALDS
Avila credited that work as something that helped him feel sharp as he came on to face the heart of the Yankees’ lineup
“I kept working hard during those two weeks that I hadn’t pitched,” Avila told MLB.com in Spanish
I think I executed what I had been working on.”
The Guardians will need a better overall pitching performance going forward than the one turned in for Game 1
which saw seven walks and five wild pitches in eight innings
who was making his first career postseason appearance
provided the blueprint by pounding the zone with 20 of his 31 pitches for strikes
Not only did Avila keep The Big Four completely fresh for Game 2
but he’s likely earned himself another opportunity in a higher-leverage role later in this series
“I just focused on doing my job,” Avila said
and the results came out as good as I wanted them to be.”
Life as a sports fan(atic) can easily be dictated by wins and losses, vengeance and celebration, but the memories always stick, and March Madness surely presents some of both for Indiana State basketball fans
The Sycamores are one year removed from a dream season that featured 32 wins
a Missouri Valley Conference regular-season title
a NCAA Tournament snub supported by a run to the NIT championship game
Big shoes to fill: Matthew Graves familiar with being an underdog, has 'second chance' as Indiana State coach
a mass exodus by players into the transfer portal
He endeared himself by captivating the country as a big man who could do a lot of things well
sporting his spec-rec goggles and was another reason many wanted to see the Trees in the big dance
The Billikens were far removed from the success Schertz, Avila and Isaiah Swope experienced in Terre Haute. A 32-7 season with a group that had Jayson Kent go to Texas, Pike's Ryan Conwell to Xavier and others elsewhere
and were a first-round exit in the National Invitation Tournament
Its best win was by nine over NCAA Tournament team and league champ VCU
The Sycamores, meanwhile, finished 14-18 and 8-12, tied for eighth, in Missouri Valley Conference play. The first season under Matthew Graves started fine
going 8-4 heading into a game at Ohio State
and it began a stretch of eight losses in nine games
It won its final regular-season game against Southern Illinois by 18 points only to lose to the Salukis by one in the opening round of Arch Madness four days later

She says her day-to-day realities were “heavy.”
my dad was the owner of a coffee farm,” says Ávila

“At our farm the only way you could tell the guerrillas from the Army was by their boots
Her father had invested everything in that farm and lost significant assets in the mayhem
“I realized that maybe if my father had diversified his investments

The MSx Program would provide me with that opportunity

We Colombians keep silent when we meet new people because every time we say where we’re from
people think about Pablo Escobar or about guerrillas
We have popular Netflix series and movies that only show that part of Colombia from 30 years ago
I’m trying to change how people perceive Colombia — our landscapes and entrepreneurs
I want them to think about the future – me
It was my first time working in public relations

He’s changing how people perceive the banks and how they can help those who may not be the ideal clients because they don’t have a lot of money or a stable income
But Nubank is changing their lives by giving them the opportunity to be part of the financial industry
You have to be intentional about listening
The other thing is a commitment to develop people
