The other is the troubled Roderick L. about the project on April 2 representatives from MassDOT and Alfred Benesch & Company — the engineering contractor — said that there is no official timeline for the project yet but they are currently taking additional public comments through email to help inform the project’s design the city of Springfield will extend the contract with Benesch to continue the design into the 75[%] and then 100%,” said Yaseen Abdullah covers about 750 feet along Birnie Avenue from about the Interstate 91 southbound off-ramp through the south parking lot of Gerena Community School Abdullah said the project’s costs are addressed through federal aid funding “This project must be programmed in the Statewide Transportation Improvement Program in the appropriate federal fiscal year in order for MassDOT to solicit bids for eventual construction,” Abdullah said “The total estimated cost of the project does not include any right-of-way acquisition costs and construction is expected to be completed within Gerena Community School has caused deterioration to the tunnel structure MassDOT and Benesch are proposing repairs to the structure itself including a new concrete topping slab on top of existing beams as well as new groundwater pumps and water protection barriers outside of the structure The project also addresses some of the speeding concerns on Birnie Avenue new pavement will be placed from the I-91 southbound off-ramp to the southern Gerena School parking lot entrance and the roadway will be re-striped to allow two travel lanes plus a bus queuing lane for school operations the sidewalk adjacent to Gerena will be reconstructed as a 14-foot-wide shared use path to move bicycles and pedestrians to the sidewalk area away from vehicles and the bus queuing section Bomely said the sidewalk opposite the school will also be reconstructed to follow ADA criteria and a raised speed table will be implemented to mitigate speeding problems “The speed table will slow vehicles down while also sending stormwater runoff away from the tunnel structure,” the project description says the reconstruction requires one temporary easement as of right now but representatives said that could change based on the evolution of the design the left lane of Birnie Avenue will be fully closed to traffic from the I-91 southbound off-ramp through the southern Gerena parking lot entrance Bomely said pedestrians will still have full use of the sidewalk along the school property and vehicles coming off the I-91 southbound ramp will be required to stop and yield to vehicles traveling on Birnie Avenue the right lane and bus queuing area of Birnie Avenue will be fully closed from the I-91 southbound ramp through the southern Gerena School parking lot entrance MassDOT said that there will be ongoing coordination with the school to ensure access to the school is provided during construction vehicles coming off the I-91 southbound ramp will be required to stop and yield to vehicles traveling on Birnie Avenue Pedestrians will have access to the newly constructed sidewalk on the eastern side of road during stage 2 of construction Many of the commenters at the April 2 meeting emphasized student safety during the construction period especially since the construction area impacts not only Gerena but also the surrounding Brightwood-Lincoln Elementary School and Chestnut TAG Middle School School Committee member Joesiah Gonzalez suggested that MassDOT install a physical barrier near the bus queuing area to help prevent vehicles speeding and asked if the city’s DPW could have someone out during construction managing traffic control but also just a tad bit further down the road and we already have issues there with folks coming out I would assume … is going to increase questions are now being asked about how the city’s plans to replace the elementary school will impact the project The state Department of Transportation unveiled the preliminary plans for the tunnel repair but did not discuss the proposal for the school The state agreed to fix the tunnel at least six years ago but the project has been delayed for years The estimated cost for the repairs now is about $4.2 million “Ongoing water infiltration … in tunnel below the school has led to deterioration,” Ashley Bomely design consultant for Alfred Benesch & Co The school tunnel allows students and community members to walk from Main Street to Plainfield Street under Birnie Avenue allowing them to cross under the railroad tracks and bypass Interstate 91 It has been plagued with leaks and flooding for more than two decades The water has led to mold and made several rooms designated for after-school programs unusable The plans call for repairs to be made to deteriorated areas and a concrete “topping slab” to be placed over the beams of the tunnel to prevent leaking Groundwater pumps and waterproofing will also be added Included in the project are plans to make Bernie Road safer and address speeding issues in front of the school The plan calls for the road to be narrowed to leave space for a bus queuing area and a shared bike and walking area separated from the street A speed table will also be added in front of the school Construction is expected to take two seasons with crews first excavating one side of the tunnel and closing one lane for at least part of the time They will switch and work on the other side for the second season Officials have not announced the timeline of when it will start Meanwhile, the plans to replace Gerena School are adding another element to the project the school has also been plagued with flooding problems The project has been a priority for the School Committee for several years The school replacement is in the preliminary stages The Massachusetts School Building Authority first gave its approvals in December 2023 agreeing to reimburse the city about 80% of all eligible costs the City Council voted to spend $2.5 million to do a study to decide the steps going forward to replace the building But City Councilors and School Committee members have agreed the existing location is an unlikely spot for a new Gerena School because Carmen Santana in mid-December 2024 to talk about different ways the city can improve safety measures in an area that has seen heavier car traffic and pedestrian crossing over the past couple years transitioning to their first big-school experience “My phone rang and on the other end of the line was my husband and terrorists had just attacked the city not 2 miles away from the school my colleagues and I had to push forward and make sure the children in our classrooms felt safe and secure while the world was in chaos around us,” she said It wouldn’t be the only time in her career as a teacher the world would crumble all around her teachers had to embrace technology that was new to many of them as they prepared to teach remotely They once again had to shove all of the fear and anxiety down and push forward to try to reassure their students Those experiences brought to mind another word to describe teachers — resilient — as Gerena asked her fellow educators to reflect on the Authorities say the victim described numerous incidents of alleged sexual abuse including one incident that reportedly occurred at a local hotel in which Acevedo-Gerena reportedly offered to by the teen a "KFC meal" after the alleged assault Police say the victim also told officers that Acevedo-Gerena reportedly began filming their sexual encounters and threatened to release the images the alleged assaults reportedly became more "aggressive" and resulted in various injuries to the teen Police say the victim told officers that Acevedo-Gerena would also force her to skip the school bus and would then "rape her" in the morning before school began Authorities say the victim also described an incident in which Acevedo-Gerena reportedly attempted to "force" the teen to engage in sexual acts with her own brother Police say officers also learned that Acevedo-Gerena would reportedly "bully" the victim by sending sexually explicit messages and videos to her while she was in school Authorities say that when they questioned Acevedo-Gerena about the allegations he stated that he had recently moved to Pennsylvania for employment and knew the victim "through high school." Police say he initially denied having any sexual contact with the victim and when asked about the various messages officers say he "gave a long and confusing explanation that did not directly answer the question." Authorities say Acevedo-Gerena eventually discussed the alleged massages with the victim and claimed that Police say he also reportedly stated that he was "not in a good place" and claimed to have relapsed on heroin Investigators say Acevedo-Gerena later admitted to taking sexual photos and videos of the victim and to having at least a dozen sexual encounters with her Police say officers also recovered the messages between the victim and Acevedo-Gerena which reportedly confirmed the teen's claims that he threatened her and would offer to buy her things in exchange for sexual acts According to online court records Acevedo-Gerena was arraigned Wednesday night on dozens of charges aggravated indecent assault and photographing/filming sex acts involving children He is being held at the Centre County Prison and his bail is denied due to the "seriousness of the offense." in the rims Plagioclase phenocrysts are mostly concentrated at the central part of the globule giving rise to Ca and Al enrichment with respect to the chilled margins Samples from the central zone overlap the composition of the smaller dark globules Granodiorites show a stronger crustal affinity than dark globules suggesting assimilation of metapelitic host rocks These differences are due to fractional crystallization occurring in the edges caused by temperature contrast with the host further physically enhanced by the more viscous mushes accumulating towards the edges Given these considerations it can be argued that larger globules are suboptimal places to sample unfractionated rocks due to the small variations at the rims of the globules after intrinsic in-situ crystallization hindering the use of trace element for petrogenetic interpretations in the Gerena MMZ namely the overlap between the Gerena dark globules the parental experimental models and the compositional gap and conclude that dark globules (or the equivalent MMEs) from MMZ are optimal places to probe for magmas with limited fractionation Binary difference test between the Gerena dark globules differentiates and residual rocks from the Seville Sierra Norte batholith Selected samples for each test are available in each diagram Tests (A–C) are conducted with a cumulate composition while tests (D–F) are conducted with a residual composition presumably with less cumulate affinity All tests yield excellent correlations between the selected samples implying that the dark globules can reproduce the fractionated and residual compositions through differentiation the use of an intermediate parental composition offers a solution to most of these challenges that is supported by existing experimental work (see references above) dark globules from magma mingling zones can represent natural rocks matching the intermediate experimental models the Zone I of the zoned lobe is the most primitive in terms of Sr–Nd isotopic ratios and has a major element composition that fairly matches that of the Gerena dark globules Implication of these inferences is that mingling zones are a result of new pulses of parental magma intruding their own differentiates and residues located in the Sevilla Sierra Norte batholith constitutes a world-class example featuring all typical characteristics of Andean-type magmatism The host granodiorite is intruded by abundant intermediate magmas that appear in the form of dark globules of variable size While larger dark globules hint to have undergone local fractionation inference suggest that dark globules represent pristine magmas that have not undergone any significant differentiation After modelling their correlation with differentiated rocks and cumulates from the Seville Sierra Norte batholith further comparison with experimental and geochemical evidence suggests that these commonly occurring dark globules are we conclude that magma mingling zones and microgranular enclaves both typical features of Andean-type batholiths constitute optimal settings to probe for the unfractionated magmas in which a pristine diorite (or andesite) composition can be identified as the parental magma of the system All data generated or analysed during this study are included in this published article Bulk chemical pedestrian tunnel causing water to penetrate into the tunnel Cignoli said the city has struggled to get funding for the project through the transportation bond bill "The problem with the transportation bond bill is that it probably has two or three billion dollars worth of projects on it .. so bond projects sit for a long time," he said Cignoli said funding through the bridge program is guaranteed "The state has changed the way it funds bridge projects and now this bridge qualifies for funding," he said we will be able to move ahead with the design aspect of the project put it out to bid and get the work done." Cignoli said the water problems became more apparent to the Department of Transportation because officials have been in Springfield over the past several months looking at plans for a railroad underpass connecting Birnie Avenue and Plainfield Street "They saw that this is a serious issue that extends beyond the area they are working on for the underpass," he said the Springfield Climate Justice Coalition and Neighbor to Neighbor attended the meeting said their greatest frustration is how long this process is taking this is years and years of dealing with flooding and mold and it is not acceptable," Perez said "We feel like the community has been left out of the loop This is a school that serves the entire city and still it has not been resolved," Andino added said the community still has serious concerns about mold and how the stagnant water in the tunnels is affecting students and staff with asthma "What message does it send to these kids priceless children in the poorest district in the state walking through those tunnels every day," he said "We want answers about the safety of the school and we want a timeline for when the work will get done."
