The ESAL Agreement was signed in 2020 by the Barcelona City Council and the main associations of cooperatives and social housing foundations
This agreement aims to be a pioneering mechanism of cooperation with the third sector
through the allocation of public land to non-profit organisations and the transfer of the land
This makes it possible to promote the construction and renovation of public housing for rent and the transfer of the right of use (cohousing) through the creation of surface rights
It is a tool that promotes the growth of the public housing stock while diversifying the range of actors involved

The neighbourhood of La Bordeta is to get one of the city’s large green spaces
through a project which is part of the push to add more square metres of green space
The forecast is for this first stage to last 14 months
greening up some 26,000 square metres of space
The park is one of the big green projects for this term of office
the goal being to integrate and respect the industrial heritage of this large space in the neighbourhood of La Bordeta
and at the same time turn it into a big green space
in line with the sustainability and climate emergency criteria and building in people’s current uses of the site
Work on this first stage is expected to take 14 months and involves an initial investment of 12.3 million euros
of which 5.4 million will come from the owners of private plots
the overall investment will be 24.8 million euros for an area which will cover 48,000 square metres
Notable aspects to the project include the preservation and integration of the façades of old industrial units
the creation of a wooded section in a central area of the site and the construction of a water trail to help mark out sectors according to their uses
The park will also include children’s play areas
The design process for the project included a participatory process for local residents
The second stage of construction also entail the installation of 3,520 square metres of solar panelling
The project adds more green space to the existing recreation and leisure areas in the city
in line with the city’s action to mitigate the effects of climate change by adopting measures to cut air pollution and noise

The city hosted a new edition of the EU Prize for Contemporary Architecture - Mies van der Rohe Award
The competition attracted 532 projects from 41 countries
with the awards going to the Irish studio Grafton Architects
The awards ceremony was part of the EUmies Awards Day
held throughout the day in Barcelona and also including an exhibition of scale models
videos and drawings of the forty shortlisted projects and a summary of all 532 nominated
The awards were given as part of the Model. Barcelona Architectures Festival

The winner of the Mies van de Rohe for emerging architecture 2022
is a cooperative project based on joint ownership and the joint management of resources
it became the first new-build cohousing construction in the city
on a plot of land ceded by the City Council in the neighbourhood of La Bordeta
The design and construction of the building are the work of the architects cooperative Lacol
The building was constructed mainly of timber
La Borda is made up of 28 homes and different communal spaces
a laundry and multi-purpose rooms to foster community life
It has gained recognition through distinctions such as the Special Prize for Innovation in the European Responsible Housing Awards (2019) and the City of Barcelona Award (2018)
the city has other energy community models such as this in La Bordeta and Can Girapells
promoted by the BATEC cooperative hub and by Rocaguinarda
the parents’ association from the latter and the Poblenou local residents’ association have launched an energy community in the neighbourhood which will generate energy from solar panelling at their facilities
The initiative comes in addition to other similar energy communities in the city
The Poblenou energy community will provide power for two schools
the Institute Quatre Cantons and the Institut Maria Espinalt
along with the Can Felipa community centre
the Offices for Social Rights and the building at the Llevant Fire Station
The Institut Quatre Cantons already has a rooftop solar panelling installation generating 58 kWp
which will be the initial power generating point from which the community will expand and grow
Reducing energy consumption to boost self-consumption
the project expects to share some 30% of the power generated by local people living with 500 metres of the school
Participation is voluntary and in this first stage the project entails no costs as it is a pilot project being conducted under a collaboration protocol
Those wishing to take part must be affiliated to the municipal energy distributor Barcelona Energia
and registration gives them the right to 500W of self-generated energy for at least a year
Thirty local people have signed up to the initiative so far and can leave the community at any time they wish
energy generation and the number of participants is expected to grow in terms of public and private facilities alike
The project comes in addition to other energy community models such as the ones in La Bordeta and Can Girapells, the promotion of self-consumption installations in residential buildings with the initiative Moment Solar and the solar pergolas located in public spaces
The goal of all these projects is to increase the use of power generated through renewable energy in the city
the most efficient and cost-effective way to become carbon neutral by 2050.
