West Coast Fisheries Infrastructure Waxes and Wanes: Part 1
Shoreside fisheries support decreases following limited fishing seasons
Editor’s note: This is the first of a three-part series on the struggles facing shoreside infrastructure that supports West Coast fisheries
submitted by Pacific Fishery Management Council Executive Director Merrick Burden
Parts 2 and 3 will be published later this week.
Stand on a dock in any West Coast fishing town and you will see similar things: worn wood
these are just some of the more obvious signs of an underlying problem that is making fishing off the West Coast exceptionally difficult: The decay and loss of shoreside infrastructure.
Infrastructure is everything that supports a healthy fishery
It means docks that need to be maintained in the harsh elements; harbors that need to be regularly dredged; fuel docks to keep vessels moving; bait suppliers; and support businesses to sell and store the gear that a fishing boat needs
It means ice to chill the fish; a dock and hoist to land them; a buyer to buy them; a processor to filet and package them; cold storage; and a distribution network and reliable markets
and repair services for when things go wrong
The past few years have been rough for West Coast fisheries.

PSOE of Móstoles is once again embroiled in controversy, this time due to the case of the former socialist mayor, Noelia Posse. The leader is being investigated in a trial for an alleged corruption case, in addition to facing another accusation for irregular contract splitting. Despite the seriousness of the accusations, the party has decided not to remove her from her positions, allowing her to maintain her role in the organization, according to El Confidencial.
Posse, along with 28 other people and seven companies, is being investigated by the Investigating Court number 5 of Móstoles. The charges include possible crimes such as influence peddling, embezzlement of public funds, and malfeasance.
Despite the seriousness of the accusations, the party has decided not to remove her from her positions. | EDATVThe case investigates alleged irregularities in the contracting of services for the communication department. There, contracts were allegedly split to avoid administrative controls and award the contracts directly.
If true, these accusations would directly conflict with PSOE's Ethical Code. It establishes that public officials must resign as soon as the oral trial against them begins.
Despite this, the party has decided not to apply this regulation. It has caused a lack of coherence from Sánchez's Government by keeping Posse in her functions within the party.
This is not the only legal front the former mayor faces. Posse is also being tried in the so-called ITV case.
But this isn't the only legal front the former mayor faces | Europa PressDriven by Más Madrid Ganar Móstoles, its government partner at the start of the last legislature. The accusation claims that the former mayor and her councilors allegedly committed malfeasance and embezzlement.
This allegedly by forgiving a debt to the company ITV Móstoles SL, which was forgiven the annual fee of 133,000 euros for the exploitation of a public plot.
In 2020, the local Government Board approved a 50% reduction in that payment. This meant a forgiveness of almost 2.5M euros.
This measure was rejected by the secretary and the auditor of the City Council. They were dismissed by Posse, but were later reinstated by court order, according to the cited newspaper.

Óscar Puente has been at the center of a new controversy | EDATV NEWS The mayor of Móstoles criticizes Puente for his projects that harm the residents of Móstoles.Through his social media
Manuel Bautista has directly addressed the socialist minister28/01/2025 12:53:00h by Gonzalo Pinilla
Óscar Puente has been at the center of a new controversy
It concerns the construction work on the A-5 and the mobility plan promoted by the Ministry of Transport
This construction is complicating the comspeechless for drivers from Móstoles
and Alcorcón as they attempt to reach the city center
The discontent originates from the bus lane that begins shortly after kilometer 18 (11.18 miles)
It extends to near kilometer 14 (8.7 miles) in the first section
this lane starts at kilometer 11 (6.84 miles) in a commercial area of Alcorcón and reaches kilometer 9.6 (5.97 miles) near Cuatro Vientos
the newly enabled lane causes severe traffic jams just 10 kilometers (6.21 miles) from the underground construction work
The discomfort originates from the bus lane that begins shortly after kilometer 18
"The PSOE has launched its particular crusade in defense of the VAO bus lane to Príncipe Pío
ignoring the criteria of the technicians who have conducted studies showing that
traffic and congestion would be much greater."
Bautista has directly addressed Minister Puente
instead of benefiting the people of Móstoles
several users who have suffered these consequences have also spoken out
"The new bus lane on the A-5 in the service road between Móstoles and Alcorcón creates traffic jams where there were none during off-peak hours and worsens rush hour
The most concerning thing is that almost no bus uses it."
president of the Zamora Provincial Council

his trip was marked by a series of problems that highlight the poor state of the rail service
The train Faúndez was traveling on was delayed by an hour

he discovered that the assigned seat didn't exist
Faúndez didn't hesitate to express his dissatisfaction
launching a harsh criticism of the service: "Is this the image the Government of Spain wants to present at an international tourism fair?"
The new Rey Juan Carlos Hospital redefines conventional healthcare spaces
departing from the preestablished patterns appropriate to its typology
Though this approach focusses mainly on the reorganization and optimization of the program
it also endeavors to recover spatial quality in the waiting areas with basic elements like light and silence
The absence of disorienting corridors and the adequate natural lighting in the rooms makes these spaces less dramatic in character
turning the perception and the human scale into the key aspects of the design
Surrounded by a highway and several structures
the hospital reveals to the exterior only the two ovoid silkscreen printed glass crowns
turning them into a point of reference and concealing the remaining facilities
The Rey Juan Carlos Hospital is located north of the municipality of Móstoles
a university campus and the rear street of a low-density residential area
is formed by several connected elements: a large prismatic plinth that contains sanitary areas and
two egg-shaped crowns which can be seen from the main highway of access to the complex
diagnosis and treatment areas distributed in three modules that separate internal uses
collective uses and external uses of the hospital
The independence of the internal and exterior circulations reduces the itineraries and makes communication clearer
makes the building flexible in case areas need to be interchanged or in anticipation of possible extensions
The position of the inpatient areas in the two oval towers addresses the functional need of placing them in an area with immediate access from the hospital premises
The rooms are organized around a large atrium
separated from the rest of the facilities and rising over the landscaped roof of the plinth
The exterior enclosures are finished with a double sheet: the interior sheet closes the facades of the rooms with insulating glass and a lateral strip of perforated metallic sheet that allows ventilation thanks to an accessible opening; the open-joint outer sheet is made up of cast glass pieces
with a white silkscreen print that creates an interesting effect of distorsion of the landscape through its central relief
while ensuring that the rooms are well-lit and have the necessary privacy
The outer facade of each room is closed with a large cast glass piece
which filters light through the central concave part
The white silkscreen print preserves the privacy of the rooms
whose interior cannot be seen from outside

The programme of the new local Social Services Center in Móstoles is strongly conditioned by two facts: on the one hand
unipersonal offices- and it is placed within a new
aseptic urban fabric –currently being developed- which features no constraints but the street network and the plot orientation
the building’s relationship with its close and distant surroundings is based upon environmental respect
The world's sporting press has taken notice
When I ask him why he decided to mix together his two passions—running a football club and investigating if Earth is flat—he says it sprung from tedium
Let's speed up the heart rate a little bit," he says
used to live nearly every boy's dream
He scaled the ladder of professional football
a former Spain international who played for Alaves against Liverpool in the epic 2001 UEFA Cup final at Dortmund's Westfalenstadion
he passed through the youth academies at Atletico Madrid and Rayo Vallecano before being picked up by Sporting Gijon
He made his debut against Hercules in La Liga in May 2011
"All his life he was the father of a son who was a footballer
I know you're sad about this decision [but you'll get over it].'"
His mother was more philosophical about the path he took in the road
"She's very Zen about everything," says Poves
Poves shares a bohemian streak with his mother
He has always been drawn more to artistic circles than to football's machista culture
he pursued his love of the Italian language
While studying at an Italian language institute in the city
he got to know a woman whose boyfriend was an Italian painter
Poves didn't want to live alone—and he earned more money than he needed from football—so he told her she could move in with him for free
who came over from Genoa and stayed with them
"Enrico is a spectacular artist," says Poves
Poves became disenchanted with the world of football
feeling more comfortable among his artistic friends
"To live in this social milieu was not compatible with a career in football," he says
competitive nature of professional football
a cog in what he perceived as the drudgery of capitalism
I do not want to be in a system that is based on people making money thanks to the death of others in South America
Asia." He felt his "inner soul" couldn't take any more
but his decision to leave the game left them baffled
Better to make some money and then you can see."
"I believe that when a lot of people think like me
this is bad.' If I follow what everybody else is doing
many times I need to step out from the crowd and say and do the opposite."
Poves was abandoning the game so he could lead a "clean" life
He couldn't stomach what he saw as football's role in the capitalist enterprise
but he wasn't naïve about how money works
He set himself up by using the €1,000 per month he got from renting out an apartment he owned in Madrid to fund his travels
"The flow of money around the world is the problem
I'm not a communist—[believing] that everyone should be equal—but I don't think someone should have one billion dollars while someone else has to live on the street."
He spent five years living in the most obscure corners of the globe
including Iran ("the safest place I lived"); Los Angeles ("parts of the city are so dangerous
more dangerous than Caracas [in Venezuela]
where I also spent three months"); Kyoto
Argentina; and Senegal (where he got malaria)
no—I spent five years travelling around the world
The Rutger Hauer character said at the end of it: 'I have seen things you people wouldn't believe.' That's how it felt."
he fell in love and returned to Madrid with his girlfriend
Poves has no desire to play football anymore
by the possibilities the most popular game in the world affords
"I left Sporting because I was tired of following the orders of the club," he says
I see football as something that I can use
I don't want to talk about the sport [tactics etc.] or play the game
Professional football is more like a tool for me
It's a mechanism I can use to get across a message."
Poves decided to take over a club in Madrid neighborhood Mostoles with Dani Marquez
an old friend who had come up through the ranks with him at Atletico's youth academy
Then Poves took the decision to rename the club to Flat Earth FC. Marquez has gone a separate path, taking the guts of the old club, and its 150 members, to create a re-formed entity called UD Mostoles Balompie
adding a union deportiva (UD) prefix to the old club's name and staying in the same neighbourhood
The breakaway by Poves led to a complete schism between the two clubs
"The relationship between both clubs is nonexistent," says Walter Zimmermann
director of communications and marketing at UD Mostoles Balompie
"We don't have any type of relationship anymore
We're now two clubs that are completely different
like Atletico Madrid and Athletic Bilbao."
The members of the old club were taken aback by the new direction Poves was taking
but of course we were very surprised [by the renaming]," says Zimmermann
"We didn't get to know until a few days before [it was made public]
For us to be linked with the flat Earth thing was damaging; it was going to do more harm than good
so of course we wanted to break our ties as soon as possible
We are very clear about the Earth being a sphere
We don't really understand why you should think it is anything else
Most of the people in the club are just normal people
I didn't even know the flat Earth movement existed until I met Javi."
Poves came to the conclusion that Earth is flat two years ago
It wasn't until I returned to Madrid that I concluded the Earth was flat
How is it possible that it doesn't curve
Water and liquids always find their level," he says to me
turning and balancing a bottle of water in his hand by way of illustration
where he encountered the flat-Earth community
"I spoke with a lot of YouTubers around the world," he says
director of the Netflix documentary about the flat-Earth movement
disputes Poves' conclusions: "There is no shred of evidence that proves that the Earth is flat—that it is not spherical
All flat-Earthers have all these different things they say
'Water doesn't bend'; 'You can see this
and you shouldn't be able to see it (if the Earth was round).' All these sentiments are not scientifically true
that's what they're going to tell you
Everything we know tells us that we live on a sphere in space."

As well as being convinced the Earth has to be flat
he harbours other anti-establishment theories
He sees climate change as a money-making ruse for big business
"It's possible there's climate change but because of changes in the sun
I know that I didn't come from a monkey."
He shows me a Wikipedia page of Georges Lemaitre
a Belgian astronomer and mathematician who came up with a precursor of the Big Bang theory
"How is it possible that a Jesuit from the Vatican [came up with this theory]
The Vatican controls everything," he says
They control the anti-dissent side as well through the Mossad
The world's [military-industrial complex] is controlled by the Vatican too
Poves is dizzying once he gets into a flow
His most defining physical feature is his pair of piercing cobalt-coloured eyes
It's hard to keep up with the thoughts that tumble out of him
from rubbishing the moon landing 50 years ago to why the Windsors ("a family from central Europe") were gifted the British royal crown
"People start blaming the Jesuits and the Jews and the Muslims
It always makes me laugh," says Clark
"Not everyone is working together—that doesn't make any sense
you have to believe every other conspiracy is at the very least plausible
The moon landing being the most obvious because
So how did we land on something that doesn't exist
Matt Winkelmeyer/Getty Images"It's really easy to point the finger at something and say
'It's fake' when you don't have the burden of proving that statement
It doesn't surprise me that a person in 'flat Earth' is giving a lot of creedence to tons of other conspiracy theories."
When I ask Poves about the percentage increase
he says it's potentially "infinite," as the club didn't have any season ticket holders before
The average attendance for a game last season was 15 people
The reactions from people in the club to his unilateral renaming decision have been mixed
His father—who works with a drinks company and is one of the club's backers—is sceptical about the idea that the world is flat
"He doesn't want to have doubts," says Poves
'Bah!' He's 56 or 57 years old
There is a lot of overhaul in a semi-professional club the size of Flat Earth FC
Its players earn between €200 to €1,000 per month in wages
and only two remain from last season's promotion-winning side
The general reaction from the squad to their club being renamed Flat Earth FC was laughter
is the club's youngest player and joined from CD Ciudad de los Angeles
"I didn't have any idea [about the flat-Earth movement]," says Martin
"I came here because the club is 'particular' [unique]
we'll have a good season in the third division
He's undecided about what shape Earth is
what he's saying isn't lies."
Poves jumps in: "What I want for the club is that Christian does more investigation
I don't want him to say 'The Earth is flat' because I said it
When I ask Martin about the reaction of his friends and family to the news that he's playing with a club called Flat Earth FC
"They don't have an opinion about the idea of the club
They are more interested in what's good for me—if I have a good relationship with him," he says
They don't think about the philosophy of the club
their [initial] reaction was: 'He's crazy
But neither is he telling lies.'"
Richard FitzpatrickPoves guesses that the Royal Football Federation of Spain isn't thrilled about his move
"I think the federation doesn't like it," he says
It's possible that the federation sees it as something dangerous—that next year other clubs will change their names
So it might have to change its rules to avoid a club changing its name to
Anti-Vaccines Football Club or NASA Football Club."
Poves has "a right-hand man" in 37-year-old ex-player Raul Montero
who helps him with all the club's footballing decisions (transfers
Poves handles all the club's media duties
He dismisses the notion that the decision to rename the club Flat Earth FC was a publicity stunt
there would be other much better ways to do it," he says
"There's not a lot of money to be made here
it would be very easy to expose me if I wasn't for real
I wouldn't be able to answer any questions on the topic
but I've spent two years investigating it."
Poves has run the gauntlet. He's drawn Pedro Duque, an astronaut and Spain's Minister for Science, into the debate
He's gone on Spanish television to be scoffed at on panel shows
the ridicule—when people laugh at him and call him "loco"—motivates him
He shows me a headline on his smartphone which declares that Manchester City manager and football icon Pep Guardiola is "crazy."
"It happens to me a lot as well [people calling him crazy]," he says
elaborating on a comparison between himself and arguably the world's greatest football coach
I need to use your energy to argue about something
one of the most gratifying things in life is when you talk if people listen
It's good to get a reaction whether it is positive
He says, for example, that he wasn't bothered when the presenters on Spanish television show Todo es mentira (Everything is a lie)
made fun of him: "I believe sincerely that they are not at my level intellectually
People who—for now—are down there," he says
"So when you're inferior—on a TV station—the only thing you can resort to is insults."
Poves' superiority complex doesn't surprise Clark
who came across similar characters while making his film: "That checks out
just from my experience with flat-Earthers
They know they're going to be ridiculed
A lot of flat-Earthers will point to people ridiculing them as a sign of fear or that the host of the show is super brainwashed
"There's a superiority complex that deflects any kind of [criticism]
If you're being taunted by somebody that you don't respect—who has no power over you—it doesn't hurt
they played into exactly what he was expecting them to do."
They need three more promotions to get to Spain's premier division
He has his sights on winning the UEFA Champions League title
a First Division title and two European Cups in four successive seasons (1977-1980) as a role model
"No public council will give a pitch to a club called Flat Earth FC," he says
'Get out of here!'" He's going to allow the people of Lucero to watch the team's games for free
Our main objective is to knock down the worldwide educational and scientific systems
to totally destroy social structures."
"The next step will be to take control of the Spanish army and declare war on China
and that the people march out onto the streets and burn everything!"
he wants to get Flat Earth FC promoted from Spain's third division next season

The Rey Juan Carlos University Hospital in Móstoles
has performed more than 3,000 robotic surgeries
making it a leader in Spain’s public healthcare system
According to SER
this milestone comes after 12 years of experience using robotic systems to perform minimally invasive procedures
The hospital began its Robotic Surgery Program in 2012 with the Da Vinci system
it performed ‘between 65 and 100’ operations annually
the hospital carried out ‘nearly 550,’ and expects that figure to grow to ‘nearly 650 by the end of 2025.’
With the addition of a second robot just five months ago, the hospital became the second public facility in Madrid to operate two teams using the latest robotic technology. According to LGN Medios
this upgrade ‘significantly increases the hospital’s operational capacity.’
The hospital says robotic surgery provides “greater precision and a minimally invasive approach,” which translates to “smaller incisions
and less postoperative pain,” cited by SER
LGN Medios adds that robotic surgery ‘improves clinical outcomes and patient recovery,’ noting that the average surgical time has been reduced from ‘275 minutes in 2013 to less than 184 today.’
The hospital is currently using the Da Vinci Xi model
the Xi system ‘offers an augmented 3D view
eliminates the surgeon’s physiological tremor
and allows for control of up to four robotic arms with millimetre precision.’
Each robotic arm enables the surgeon to manage ‘up to three instruments and one optic’ using 8mm tweezers with ‘freedom of movement on seven axes and a 360° rotation,’ adds SER
With thousands of procedures now complete and hundreds more expected annually
the Rey Juan Carlos Hospital has created a benchmark in the region
The technique has been applied successfully across multiple departments

solidarity and sacrifice… There are a lot of adjectives that we can use to describe the match played by the femenine senior team against Móstoles URCJ
The pepinero teamwork united for taking the triumph that seems far away from easy that it looks
The team did not went to the pitch very comfortable
the local team did not permit them to make the football as they wanted to do
and on the first opportunity for Móstoles URJC they scored the first goal of the match on the minute 20’ after that it was turn of our team to react and take the match for them
Adriana score a tremendous goal on the minute 23
but the team of Jero Matos could not find the football they know
The match was not the best for the white and blue team
and for more bad news on the minute 34’ Corral was sent off the match due to a foul caused to a rival when she faced the goal
IT was mandatory to play with one less player
and that was the end of the first time.
Hattrick of Vane in the second half for sealing the comeback and the leadership
It seems that the technique talked in the dressing room motivated our team in the second part that overwhelmed the rival
Not on the way the pepinero team played but on the result it was
On the minute 53’ it came the first of the three goals of Vane in the match
A foul thrown from Adri and a header of Vane into the net made the 1-2
again in the minute 67’ and with one player less score the third goal of the match.
Móstoles URCJ weren't unable to create any danger possibilities with one player more
and the pepinero senior team took advantage and scored in the plays they got

With this victory and the defeat of Las Rozas C.F
the senior team is the only leader with 52 points
Victories for the Cadete and the Infantil A

Infantil ‘A’ won without any trouble to Unión Zona Norte with a result of 5-1
Sara (4) and Aitana scored for the pepinero team

Cecilia Vicuña’s first works of art were spatial poems such as Menstrual Quipu (the blood of the glaciers) (2006)
which greets visitors to her retrospective exhibition at Centro de Arte Dos de Mayo (CA2M) in Madrid
The works are inspired by the knotted ropes that Andean cultures used to relay information until they were banned by the Spanish as potential and demonic vehicles of secret messages
Colonizers imposed the Gospel and the In principio erat Verbum—but only theirs
would return to the quipu as a way of interweaving her struggles with those of her ancestors
and she would twist the verb of the Castilians to configure her Palabrarmas (word-weapons)
literary games that transform letters put together into dangerous artifacts
who has lived outside her country since the 1973 Augusto Pinochet coup
has since charged the written word with meaning
The title of the exhibition already contains a Palabrarma: Veroír el fracaso iluminado / Seehearing the Enlightened Failure
implying that works of art are seen and heard
While entangled in the initial red quipu, visitors hear a voice that is like a thread and that directs them toward a screen which features Vicuña collecting seeds
or pricking a finger while extracting cotton
The blood that emanates is washed in a mountain stream
In addition to being an accompaniment to a field trip by the explorer-artist
Semiya (Seed song) (2015) is an appeal against the genetic editing of seeds
the main motivations of an artist who was mostly ignored until her participation in the 2017 Kassel Documenta are condensed: ecology
But other entry points to the exhibition can be established
other routes that allow visitors to read Vicuña’s trajectory biographically and historically
the installation Pueblo de altares (An altar-filled village) (1990–2019) contains ephemeral sculptures built from remains that washed up on the seashore and which the artist calls “precarious.” This allows the viewer to imagine being transported to Concón
a Chilean beach where the artist first created these temporary objects
The union between the sea and poetry in Chile is very close
as many published books of verse devoted to seascapes attest; yet this union is literal too when the beachfront houses of poets Pablo Neruda
Bertoni is cited in this exhibition due to his and Vicuña’s involvement in the collective La Tribu No
This initiation period for Vicuña coincides with a time of open optimism and commitment to the ideals of community as well as a political commitment to the Left
and the artist makes this visible in her paintings dedicated to Vladimir Lenin and Angela Davis
These hopes were then truncated by the Pinochet dictatorship
she turned toward acts of resistance through the Artists for Democracy network and continued with creative work based on a determined commitment to the survival of poetry in contexts of violence (What is poetry for you? [1980])
to a rescue of indigeneity (Paracas [1983])
and to a rereading of the performative capacity of textiles (Cloud-net [1999]) at a time when the gesture of some actors improvising a common movement connected by threads had become an ism.
This tour of the exhibition could end with the video-animation The night of the species (2009)
based on drawings by Vicuña in which words merge with a starry sky
This is a beautiful way of recognizing that this singular creator has done more than generate fulsome art with very little in the way of material: she has woven a personal cosmology that
is finally being acclaimed internationally

The Flat Earth FC chairman says he is ‘using the club to make sure that people reconsider their lives’
Javi Poves was a promising young footballer
Having risen through the ranks at Sporting Gijón
the Spanish defender made his La Liga debut in 2011 on the final day of the season
He retired that summer having made that one appearance for the club
“What I’ve seen from within makes it clear: professional football is only money and corruption
“I don’t want to be part of a system based on people earning money at the expense of the deaths of others in South America
my conscience will not let me continue with this.”
Disillusioned and resentful, Poves hung up his boots and decided to travel the world. He made a brief return to football three years later with SS Reyes before eventually stumbling upon CD Móstoles
a club based 15 miles south of central Madrid
Poves became the club’s president in 2016 and took them up to the fourth division last season
though: Poves renamed the club Flat Earth FC
who represent their politically left-leaning fanbase
Flat Earth FC is the first professional football club that represents a conspiracy theory
“Football is the most popular sport and has the most impact worldwide, so creating a club dedicated to the flat earth movement is the best way to have a constant presence in the media,” said Poves earlier this year
“Flat Earth FC is the first football club whose followers are united by the most important thing
The club’s crest is now a circular image of the earth
and fans are encouraged to spark regular conversations in their pursuit of answers from the powers that be
but the club is bringing in supporters from afar
“It’s really amazing to be part of this amazing movement,” says Flat Earth player Mario Cardete
“More than a club” is a familiar phrase in Spain, given it is the adopted club motto of current La Liga champions
Flat Earth FC are trying to push an even more radical message
“The rest of the clubs try to change something in people’s lives,” said Fáez in our film
“Poves tries to change everything in people’s minds.” What started out as local controversy may soon become national debate
in years to come we may well see Flat Earth FC lining up at the Camp Nou
as “més que un club” meet “mas que un planeta”
The Infrastructure Client Group (ICG) Project 13 proposal for a new delivery model promises to transform how clients collaborate with Tier 1 contractors
in order to access innovation and improve construction productivity safely
and early contractor involvement (ECI) all have varying levels of design maturity
Those schemes which are too prescriptive often inhibit the opportunity to introduce contractor-led innovation
real value can be achieved by allowing contractors to deliver a solution that retains design vision
improves safety and is efficient to construct
Further value also arises from introducing whole life cost benefits to ongoing maintenance and operation
The role of consultants (and supporting contractors) advising clients at feasibility stage is to provide a sufficiently robust framework to navigate the development consent order/hybrid bill process while retaining sufficient flexibility in order to enable future innovation
Therefore the procurement packaging strategy is also key – allowing synergies and avoiding the division of packages which increase contractor interface risk
While larger packages appear to attract a higher risk profile
the market (contractors/supply chain) would naturally regulate and adapt to accommodate such opportunity
ECI is a positive step towards allowing contractors to collaborate with clients by providing invaluable global experience
Yet it only permits innovation around the delivery process
as experience teaches us that benefits are to be had when contractor input is sought much earlier on
The industry needs the flexibility to question and challenge the original proposal – this is where
the savings and significant improvements in productivity are to be had
It would be interesting to see a system with greater emphasis on a collaborative approach
underpinned by a contractual model which reflects the programmes’ vision delivering multiple benefits
Project 13 also has a focus on integration
ensuring the right collaborative behaviours
An approach already deployed globally in Ferrovial
Central to the business is the understanding that collaboration with designers delivers the most optimum solution for the client
We have an experienced central engineering services department
with experts in construction design along with locally-based technical directors
As well as working with external consultants
they produce designs to produce alternative innovative solutions
which I believe to be one of our most important differentiators
The ICG’s proposed new delivery model could be an extremely positive way forward
Innovative contractors would be able to deliver more efficiently
have better productivity and produce a step change in performance
