lawmaker and Moya rival Hiram Monserrate who has been trying to mount a comeback since he pleaded guilty to corruption charges related to his previous tenure in the City Council Nonprofit worker and Gainesville Police Department’s newest Chief of Police traveled over 2,000 miles across the United States for his career in public service.  where he worked his way up to chief over the course of 31 years to his post-retirement position as Deputy County Executive for Suffolk County Nelson Moya has dedicated his life to law enforcement Moya has been hired as GPD’s newest chief of police Before becoming GPD chief, Moya was named as an assistant chief in June 2023, then as an interim chief after former chief Lonnie Scott resigned.  After a national search, Moya was inducted on Sept Moya originally moved from Ecuador to Colombia Those moves helped him learn the art of immersing himself into new communities But during his time transitioning to assistant chief and learning the culture of Gainesville he was thrust into a wave of gun violence in the city “That's what I saw as the biggest challenge get it under control and break it down,” he said Moya has since made it his top priority with his Gun Violence Prevention Initiative His other priority: uniting GPD both internally and externally “True engagement happens when no one is watching,” he said While community activities like “Coffee with a Cop” and city commission meetings are typical opportunities for engagement with civilians “Those are opportunities that leave a community going I think I know what this police department stands for,’” Moya said “and that's what I'm hoping for more than anything.” Commitment to ensuring both police employees and city residents have the same idea of GPD is essential From the first time Gainesville Mayor Harvey Ward sat down with Moya no matter who you ask — a civilian or sworn officer — should be able to say that GPD prioritizes gun violence first followed closely by homelessness and traffic injuries or deaths Ward said Moya has made advancements on all fronts as there has not been a single gun-caused murder in Gainesville since July 12 Moya in general last-minute oversight occurred and a translator was not present A reporter from a Spanish-speaking radio station asked for a translation and without someone present Chief Moya walked up to the mic and translated everything said This holds true for 49-year-old Mariano Augello Palm Bay Police Department’s chief of police who was appointed when Moya left for Suffolk County.  Augello worked under Moya’s supervision for 15 years he witnessed Moya’s magnetic leadership style “People would gravitate towards him,” he said “He had such an energy about him that you just wanted to follow him.” Augello was confident that even when Moya was hired as assistant chief at Gainesville Police Department he would later be appointed to head chief of police “He's driven and he's got that presence about him.” During his time as chief in Palm Bay from August 2019 to March 2022 Moya focused similarly on big-ticket issues that Gainesville currently experiences including violent crime initiatives streets and not minding the passersby around them but at the center of the stage is a young man It’s his mission to get someone to stop their brisk pace and pay him some attention down and around in stunning feats of acrobatics This frenzied walk becomes a staging platform for Zip Zap Circus’ skilled performance style: seemingly simple yet effective physical acts of balance and energy this circus spectacle utilizes a bare minimum of props to elicit oohs and aahs from the crowd at the New Victory Theater where Moya continues performances until Saturday a few straps hanging from the ceiling can be utilized and a Cyr wheel can travel round and round the stage This simplicity does not mean Zip Zap Circus is in the business of safe bets The company delivers the magic and then some but its execution is less about the gargantuan set pieces that dominate Cirque du Soleil shows and more about the human-to-human connection that can take place on a more earthbound stage the rhythms of South Africa are played over the loudspeaker with the performers bringing the country and its sense of ubuntu (humanity) to life with choreographic skill One of the highlights is a unicycle act where the performer bounces up and down reversing and accelerating his pedal motion on the bike Another sequence that leaves a lasting impression features a member of the team ascending to the heights of the New Victory proscenium and descending in acrobatic — and perfectly staged — rolling falls with the help of strategically tied scarves Each time the act seems to have reached its apex another few balls are added to the storm of activity the two performers are bouncing more balls than could be counted and their eyes are lasered in to the back and forth as if they are studying for a test who are the main patrons of the New Victory’s mission It didn’t take much to get the crowd clapping and cheering for the performers The youngsters also learned some important lessons about acceptance and humanity because in between some of the acts one of the troupe members offers some poetic recitations into a handheld microphone the city along the southern coast of the country and it appears the action is taking place in a township amidst the diverse people and bustling sidewalks of the neighborhood Traditional and contemporary songs are played and there’s even a gumboot dancing sequence that is quite unique with the performers stomping around stage and slapping their boots to the beats of the music energetic example of Zip Zap Circus’ obvious talents there is the message of unity and love that they eat crazy things like sausages and Brussels sprouts which was totally different from where I grew up.” Moya graduated at the age of 23 and took some time off to discern whether the priesthood was his life’s work He returned home to Grants and needed a job “I found work going door to door and collecting life insurance premiums for $100 a week,” he said so I have been in the business for 50 years now.” Moya soon realized he couldn’t live on $100 a week He sold 526 policies in his first year in the business and thoughts of entering religious life were pushed aside He found his early success by upselling what customers were buying it was mostly housewives who paid the premiums I collected and I found that the agents who were there before me had sold them small policies — $500 Don’t you think you should add another $1,000 or $2,000 to that?’ And I started setting sales records ‘Maybe this isn’t too bad of a way to make a living.’ And I liked getting dressed up and wearing suits every day!” he discovered products such as universal life which he believed would make a difference for his clients for the consumers that I was dealing with,” he said Moya left the company he started with and eventually became a manager for a major carrier But he wanted to do more and decided to go independent and soon I was attracting attention from some of the companies,” he said but they said they would help me recruit agents,” he said “So they recruit agents and I tell the agents you can keep on going the way that you’re going.’ And my story was basically: You must be focused Don’t leave the house until they throw you out.” “I noticed that my Hispanic agents stayed with me while my other agents would come and go So I decided we would focus solely on the Hispanic market.” But he found it was difficult to get carriers interested in focusing on this growing demographic “I would go to the carriers and say I needed material written in Spanish And the companies would say the Hispanic population doesn’t have a lot of money and they would question their mortality rate.” Moya persisted and his knowledge of the Hispanic community backed up his pleas for the industry to take this ethnic group seriously the carriers he worked with began to realize the potential of the Hispanic market “Hispanics are very family oriented,” he said “But I don’t think the insurance industry — which is still mostly white men — understand what that means Risk aversion also is something common to Hispanics “We don’t want to take a big risk; In August, the City Commission approved a recommendation to raise starting salaries to $60,000 GPD had hired 25 new officers this year—above the total for 2023 and 2022 respectively The department still had 46 sworn position vacancies and plans to hire at least five additional officers this year.  “[The salary increase] actually did help to boost morale and hopefully making our officers feel more valued in terms of the work the risk and the sacrifices that they make to do their job well,” Curry said she said the department needs to refresh its emphasis on community policing and make sure employees embrace the model Community policing requires GPD to know every nook and cranny of the city It’s about enforcement but also relationships and people Two weeks ago, GPD officers entered a church on a Sunday to arrest a man suspected of stealing from a nearby Dollar General had already been tased before he got up and ran The incident and video from parishioners made it to social media and prompted a press release from the city Curry said it’s an unfortunate incident all the way around The fact that Gainey had mental health issues that he was known to members of the church and that it was a Sunday morning with service underway come GPD officers who have to react in split seconds and don’t know that background She said she’s reviewed the videos and GPD body cameras and doesn’t think officers acted outside their policies Moya is continuing to handle the situation internally Curry said there’s space for community policing looking at the human impact and feelings of the church members She went to the church with Moya right after the incident to speak with the pastor and members “I believe that Chief Moya is doing the right thing and you’ll probably hear more about that from him in the very near term,” Curry said Moya will also be responsible for the department’s gun violence response—an emphasis of the city Moya said he anticipates complementing and adding to the variety of efforts already underway through Gainesville Fire Rescue GNV Impact within the general government offices and a partnership with Alachua County and Santa Fe College.  Mayor Harvey Ward said he believes the city is on the right track. After years of work, he points to more than six months without a gun homicide.
